After elections are held for the seats of the new European Commission and winners are chosen for positions in accordance with the new Constitution, I shall hereby resign the Office of the Presidency of the European Union, and as the last act of my administration, shall dismantle the current government and its functions in order to establish the new government and its functions.

The Rt Hon. Gentleman is obviously correct. I earnestly appologise to the entire region. I was under the impression that I could count, but apparently calculus was for naught. I again beg the forgiveness of the region for this error. I would like to thank every one who voted. I was glad to have the support of so many, and I hope we have all enjoyed the exercise in democracy. Now, I shall be off to fire random civil servants in Her Majesty's Foreign and Commonwealth Office (D&F branch of course). The Chancellor of the Exchequer would like for me to inform the region and specifically the Rt Hon. Gentleman in question that with Derbyshire's gigantic budget surplus, financing this election will not be an issue.

In response to the open letter sent by Ms Irina Nevskaya to the Presidency, I would like to question a number of points made by my Rt Hon colleague.
I firstly wish to question the apparent double standards by which the Soviet's seem to be basing their arguments. To state that the President must provide legislative justification for his comments and threatened actions, yet stating that ETO is an "an illegal and unsanctioned rogue organisation" seems to me to be blatent hypocriscy. Under what legislation and juristiction do you make such claims? I fail to find any legislation which states that mutual defence organisations are illegal, indeed I find no legislation concerning alliances, mutual defence pacts or organisations what-so-ever. As such I see the words made by Ms Nevskaya are no more than slander, a pointing finger that is undeserved. To all logical laws, that to me furthers to the multiple-standards and hypocracy of the Soviet mindset.
Secondly, as far as I am aware, Belarum has never invaded Alikhstan. The Belarum Armed Forces have provided, at Alikhstani request, a peacekeeping force to ensure the Cain Brotherhood does not further its stranglehold upon areas of Alikhstan. As such once again the Soviet's comments either uninformed ignorance or deliberate attempts to undermine, threaten and slander the credibility of a nation who has done little to provoke such actions.
Finally, and with the greatest amount of anger I can muster on behalf of the citizens of Aesop Rocks, I call upon you to justify the following comment;
,,.no option for a peaceful settlement of the disputes found between the Islamic and Governmental forces in Alikhstan.
To me that seems to suggest that there be negotiations between the terrorist organisation who ravaged not only Aesop Rocks but also other EU nations. To negotiate with these terrorists, to even suggest negotiation or any mutual settlement, is a disgrace to both the rights of democracy as well as the memories of those effected by the recent terrorist atrocities. I find it alarming that the Soviet mindset would allow for such negotiations as well as seeing it terribly disrespectful to the point of aggressive. Your words are unneccessary, worrying and seem to suggest an acceptance of acts which threatened the sanctity of human life. I apolgoise Ms Nevskaya, but I cannot accept such words and must call upon you to withdraw the above statement. Not doing so shall further anger the citizens of Aesop Rocks as well as providing evidence to show the Soviet as a dangerous nation which threatens the safety of Aesop Rocks through their apparent willingness to coerse with terrorist organisations.

I am glad to hear my right honourable colleague so supportive of this measure. I further commend the President on his proposal. The EPP-ED has long supported such a measure, and we will gladly assist in any desired fashion.
My right honourable colleague has a point. A new ministry is needed. I have written a bill, which I shall submit before Parliament. I hope that we can work together to create a good ministry that shall last a long while.
On the point of taxation, I agree that we should start small. I also think that an equivalent VAT should be utilised. My right honourable colleague seems to make the point concerning funds that my Lady Thacher made in negotiations for the UK rebate. I must say that I am a bit surprised by his move, but I shall be glad to address his concerns. I believe a VAT to be fair. Namely, it is based, not on some insubstantial figure or quota, but rather on actual purchases. If my right honourable colleague would object to providing more funds than my government, I would submit to him that his government represents more people whom the European Union is bound to support in the same fashion as those of my own. Thus, it is right and proper that larger nations will pay in larger amounts. Furthermore, payments must not be made in expectation of immediate or tangible return. The European Union is an investment in a brighter future for all our nations' children, and there is a price to be paid. I furthermore believe that a VAT is fair because even if a country is large, it may still be poor. Thus, only actual purchases can be taxed. I furthermore believe that there should be VAT exemptions on three bases: one, for the poor; two, VAT exemptions on staples and necessary goods; three, in concert with national policies on tax exemptions for businesses (re-sale only).
I commend these suggestions to my honourable and right honourable friends and colleagues and seek consensus on this matter.
So, is that how "there is no political bias in the REO?" Do you realise how many times you have taken sides in a single letter, and namely your latest reply? Do you realise how many times you have behaved in the same manner as others have with absolutely no basis, and yet want to make us be the puppies to be ordered around by a wave of insulting provokers? And let me explain how exactly in detail, Mr. Halle. Let me show you how exactly you have been proving us correctly.QUOTE (Ransin Halle)
Very simply put, the Union of Soviet Socialist Republics has absolutely no basis for their complaint because THEY, not the Western nations, not Belarum or Triera or the European Treaty Organization, but THEY were the first nation to mobilize enough troops to create a regional conflict. The President of the European Union responded adequately; all outgrowths of the USSR's irresponsible and belligerent actions are their fault, purely and simply.
So, now, the Soviet Union begins crises unprovoked? But, for your own argument's sake, let's assume that we did that. Does this justify the fact that the European President has done nothing concerning the provocations of Triera and other nations, that came in verbal and physical manner, both before and after the Soviet mobilisation? Does this give other countries the right to create problems long after the Soviet Union demobilised its forces and get away with it because we, once upon a time, began a mobilisation? To your information, my country demobilised on 2 January 2007, whereas Triera demobilised on 25 January and mobilised on 20 January (escalating them to a border-wide crisis on the 21st.
You grandstand with all your talk of being picked on, but it is you who are the aggressor. You can't mobilize forces sizeable enough to wage war on an entire region of peaceful people's, and then complain when they retaliate. Why don't you yourself start acting in a manner reflecting the peaceful nature of socialism with a human face. The European Treaty Organization has specifically stated that they are a DEFENSE PACT and nothing more. They formed not to gang up on the defenseless and innocent Soviet Union, but to defend themselves from the aggressive posturing that nation has taken. As a head of government, I beseech you to do something about it and end this escalation of tensions by agreeing to a conference with the ETO in a neutral nation.
And now, you, once again, do not take sides by putting all the blame on the Soviet Union, as though we are the "Empire of Evil" whereas ETO and its REO are the "good guys." Is that so? Then, can I ask, why the spokesmen of the ETO have denied admitting the Soviet Union on any degree in the ranks of the alliance? Is this how it is pan-European, non-factionalising military alliance? Is this how we should not feel threatened - by being excepted? Again I remind you that the present crisis was Triggered by Triera's mobilisation 18 days after the Soviet Union de-mobilised. So, we find ourselves as the Empire of Evil again, and this time, retroactively? Great.
But because the Union of Soviet Socialist Republics has chosen to dump this situation in the region's lap and run from it, claiming innocence, it will be dealt with even-handedly by the REO: the President would like for the nations of the ETO, Soviet Union, Irasia, and Koeuvek to a regional conference in a neutral nation, neither aligned with any nation.
Again I remind you of the dates. Our country has sat idle under continuous provocation even before our mobilisation; but even so, we still were idle for over two weeks before this crisis began, and we are still blamed as the aggressors. For as long as we are unrightly blamed, the Soviet Union shall hold no negotiations with anybody. The irresponsibility, bias and siding of the European president is more obvious than ever. If you honestly expect our nation's trust to the European Union to not have been shattered after this, you are wrong, Mr. Halle.
I hope you take into account facts and apologise for the fact we were ignored, provoked, and blamed for nothing. We are not a bunch of lunatics, we are a government that has been striving for eons to prevent crises, but currently, we have reached a point of no return thanks to your actions, your and your allies'. Whether we cross it or not, it is entirely up to you.

I don't think you guys have heard from me yet, so I think I'll chime in. Er, this may be more like it....
***THE FOLLOWING IS A STATEMENT FROM THE PRESIDENT OF THE EUROPEAN UNION***
Greetings, fellowing members of the EU.
I would like to clarify that provisions have already been put in place for (RPing at the least) regional defense. If you all may recall the Security Council, the five (now four) nations which formed a council and operated as a semi-regional government. The members included Aesop Rocks, Belarum, Triera, and the Union of Soviet Socialist Republics.
If war is to break out (on an RP level), the European Commission has the authority to order a peacekeeping force to intervene in the war. These are the four nations which shall provide troops to do so. These four nations shall all maintain their national chain of command, but each nation shall appoint a commander in chief, be it through already existing measures, or shall appoint one. However, all of these commanders shall rank just below the regional chain of command, which places the Office of the Presidency as the regional commander of the armed forces.
National CICs have the ability to offer input and advice to the regional CIC, and the regional CIC will act in the best interests of the region as a whole. However, the regional CICs word is final, and is ideally completely free of national prejudice.
