An Act to Establish the European Court of Justice

RESOLVED, that the President of the EU shall have the power to appoint interrim justices who shall serve with consent of the European Commission for a period no longer than one month or render decisions on more than five cases, whichever occurs first.
FINDING IT DELIRIOUS that the European Court of Justice be filled to resolve present controversy do commend the European President to:
APPOINT such justices as are needed to rule in matters pertinent to this issue only;
DESIGNATE an attorney to appear on behalf of the European Union government before the European Court of Justice, assembled, who shall:
PRESENT the matter at hand before their honours.
WHEREAS all appointments shall be subject to approval of the European Commission, all presidential appointments must be confirmed by a majority vote of said Commission.
This writ of appointment shall expire within fourteen days of its adoption.

The Poll is now officially closed and I believe both amendments have passed with a large majority. I hope that the delegates from the Soviet Union may be able to write these new amendments into the Constitution.
May we now begin the second round of amending and the likes?
In general, we find the draft constitution an ideal code of laws for the Union.
However, we have some disagreements at the following points:
Chapter II (European Council), Article VII (Special Powers of the European Council), Paragraph 1 and 2: we suggest to change the 70% majority requirement to remove the Executive or Judicial offiers to a 75% majority.
Chapter III (European Commission), Article XII (Decision making of the Commission), Paragraph 1 and 2: these two paragraphs should be discarded. The Prime Commissioner is elected by the European Council and should only be removed by the Council, the Commissioners should not have the power to change the Chief of the Executive.
Chapter III (European Commission), Article XIV (Office of the Premier Comissioner): although it is stated in Article XIIX and Article XXIV that the Premier is the first in command of the Union's Defense and Peace-keeping Forces, it should also be stated in Article XIV as well.
Chapter IV (The European Court of Justice), Article XX (Membership and Elections), phrase 3: should be changed to "No judge may be from the same country as the Prime Commissioner" due to the fact that besides the Prime Commissioner, other Commissioners do not hold much power, it is therefore safe to allow a country to hold one Commission office and one seat in the supreme court (OOC: it is also due to the fact that we're not gonna have enough active members).
Chapter V (The European Defense and Peace-keeping Forces), Article XXI and XXII, the European ABC Technology Force should be renamed the European ABC Technology Agency. The word "Force" gives a bad impression that the European Union endorses the use of WMD.
Also, regarding the European military forces and their permission to operate in a country: should the EU forces need the permission of the native government to enter the country?
Other than these issues, we have no concern about the proposed constitution.
We cannot guarantee the safety of organizations that operate in Alikhstan without prior mandate from the Government. We regret our forces are stretched thin,and we also regret we cannot attest for the loyalty of all our current forces.
We reccomend that agencies wishing to aid the situation in Alikhstan co-ordinate their efforts with Belarian and Trieran Peacekeepers, in order to guarantee the safety of their workers.
Figures are difficult to ascertain as the situation is developing constantly, and we are focused entirely on maintaining a firm grip on as much of our inhabited land as possible. However, it is estimated that close to 2,000 Muhjahideen have been killed or Injured since the beginning of the Conflict, and close to 400 Alikhi Army Soldiers have been killed or wounded. Civillian Casualties are extremely vague, and may be anywhere between 3,000 and 8,000 killed and wounded. As many as 25,000 may be displaced from their homes.
We hope to obtain more complete figures soon enough.

The issue of overcrowding is still a problem and I see the consumption of our nations children as the only way around the problem. Thank you.
