    THE CONCILIAR RECORD has been established by the Office of the Speaker of the European Council to provide Europeans with an insight into the activities of their Council representatives, the balance of power between Europarties in the Council, and how Europarties voted on certain issues.

    There are five groupings as things stand in the European Council, from left to right:

    Party of the European Left
    Party of European Socialists
    European Freedom Party
    European People's Party
    European Conservatives & Reformists

    Non-Inscrits form the remainder of the Council. These terms and colour codes shall be used throughout this record.

    In 'Europarty Profiles', (P) indicates that a certain Europarty has the Premier Commissioner, and when detailing voting patterns, green indicates that the majority or plurality of the party voted with the majority of the Council, red that the majority or plurality voted against the majority of the Council, and white indicates that a party was split.
