EUROPEAN ARTS COLLABORATION FUND ACT

SECTION I. PURPOSE AND DEFINITIONS

This act aims to encourage artistic collaboration, between European nations, giving a chance for: nations to share their cultures, skill sets to be shared, and exchanged, as well as the creation of new works of art, that embody the spirit of the European Union.

For the purpose of this act, we define the terms used as follows:
a. Arts: Forms of free expression including, but not limited to: Music, Drama, Painting, Sculpture, Dance, Digital Media, Video, Cinema, Drawings, Animation, and Graphic Novels.
b. Collaboration: A project of art jointly created by artists from two or more member states of the European Union.
SECTION II. FUND INFRASTRUCTURE
- Funds will be allocated by a committee known as the European Arts Collaboration Board. Each member-state shall appoint a representative they believe to be versed in the arts to the committee; it shall be headed by a director appointed and removable by the Commissioner of Internal Affairs.
SECTION III. FUNDING APPLICATIONS

Funding will be offered by (i) application or (ii) responding to a call for artists by the funding board.

For the process of application, an application pack will be made available by the board. Artists from two or more European Member States wishing to work on a joint art project can apply. The application pack can be presented by one of the artists but must be counter-signed by the other applicant(s).

Every quarter in which the funding board meets, it may also distribute calls for artists. The board will decide the details of such calls.
SECTION IV. FUNDING DECISION

The decision by the board is final and non-negotiable. If any details of the application are changed or during the project more funds are needed, the board will not present additional funding.

Decisions made by the board will be on strict criteria of: viability, sustainability, cultural legacy and the effect of such artistic collaboration. Evidence will need to be provided of financial and creative planning, as well as a plan for exhibition of the work that will be reasonably accessible to citizens from all over Europe.

Throughout the period of project construction all expenditures must be presented to the board and evidence must be provided of project progress. The board has the right to withdraw funding if correct documentation is not provided.
