    Concerning: Withdrawing of Pravoslaviya of the European Union

    With this the government of the State Turkmenbaijan takes note of the declaration of the government of Pravoslaviya in which she stated the withdrawing from the European Union. The government and her representatives regrets this decision and hopes on a turning point. When it concerns the cited reasons, the government is not able to find itself in those. That's why we call for dialogue first. As representatives and governors we stand for a humane and open policy. We see it as a moral obligation to help those who are in particular needs and even more those who're asking for specific help.

    Thoughtless words and deeds can have serious consequences and may affect the European Union, her member states and citizens. We call, as government, for solidarity and unity and not to focus on its own and not to fall back on isolationist practices.
    Let this be an outstretched hand to everyone. Especially to those for whom the european unity is a priority.

    Concerning: Hillary Clinton assuming office in Australia

    To the prime minister of Australia, Mrs Hillary Clinton.

    By this way, I, Mr Emir Constantini, president of the State Turkmenbaijan, and the Turkmenbaijani government transfers you our congratulations to assuming office in Australia. We hope as direct neighbors on good and constructive relations between our nations.

    In the past the Turkmenbaijani-Australian relations were marked by reciprocal actions which obstructed furtherance.
    Improvement and dialogue are ineligible to reach a constructive basis for a strong Europe.

    We hope all chances from both sides are optimally utilized to extend a longterm friendship.
    As governement we do not doubt your acceptance of our outstretched hand.

    Concerning: Message from Archbishop of Inquista, Paul Craticus to the president of the State Turkmenbaijan, Emir Constantini

    To his emminence Paul Craticus, Archbishop of Inquista

    I am gratefull for your words which celebrates and underlines the actual good relations between our two nations. Those relations has to be intensified.

    As president I never took the accusations of oppression and genocide made by an individual as serious nor a general attitude of the Inquistan government.
    What those unlucky statements makes clear is the need for more open dialogue and cooperation between the different member-states of the Union as well on the North-South axis. I know we can count on you to concretize with us and others.

    CONCERNING: WITHDRAWAL TROOPS IN DROMUND KAAS

    After consultation with the secretary of state of Defense and the council of ministers, as well as the observe of the evolutions on the workingfield,
    the government of the State Turkmenbaijan has decided to give order to withdraw her troops active in Dromund Kaas. This order concerns the troops which are responsible for the evacuation, the troops which are responsible for the logistical assistance and the troops which are responsible for transportation. This order has the purpose to withdraw all present turkmenbaijani activities due the good-developed missions of other member-states.

    Concerning the housing of refugees on Turkmenbaijani soil; the existing 1 150 000 places reserved to refugees and immigrants in open and closed centra are guaranteed. Even we do observe a minimal occupation less than 100 000.

    CONCERNING: CHANGE OF POSITION ON THE EUROPEAN MOTION ON JUNE LGBTQ-MONTH

    With this publication the government of the State Turkmenbaijan does change position on the European motion on June LGBTQ-Month of 12 June 2018.
    We make clear that the national law in such will be modified in that sense that the rights of everyone, regardless of sexual preference, can be exercised fully with the support of the State.

    In practice this means that the law on the prohibition on outright propaganda concerning homosexuality will be suspended from the criminal code; the public expression of homosexual tendencies will be suspended from the criminal code; the right on living together will be extended to the hereditary right and personal taxation.

    Concerning same-sex marriage; furhter consultations will take place. A favourable climate will be created under the supervision of the state.

    CONCERNING: MILITARY COLLABORATION BETWEEN TURKMENBAIJAN AND MONTENBOURG PROSPECTING PEACE IN THE KYRZBEK AREA

    After having a clear contact with the relevant authorities of the kingdom of Montenbourg, the State Turkmenbaijan will set up a peacekeeping mission in the North/North-East areas of Turkmenbaijan; known under the informal name 'Kyrzbekistan'; bordering Australia.

    The upcomming peacekeeping mission has to supervise the developments between ethnic Turkmenbaijanis and ethnic Kyrzbeks in the mentioned region and to ensure humanitarian stability. The peacekeeping mission will be led by the Royal Montenbourg peace keeping forces.

    A deeper cooperation between Turkmenbaijan and Montenbourg on diplomatic affairs will be developed.
    A joint statement between the ministries and state services of defense will be developed in which the role of the Montenbourgian presence on Turkmenbaijani soil will be further determined.

    CONCERNING: INSTITUTION OF THE CURFEW IN KHARABAD-ARAK-KÜRAN

    Following the evolution of the tense situation in districts of Kharabad, Arak and Küran located in the Ýylyznamabad administrative division, also known under the informal name 'Kyrzbekistan' the government is obliged to instore the curfew in the mentioned areas. The curfew is necessary to guarantee the public order and safety in the evening and night.

    There is no ban on assambly.
    Local governments can still exclaim a ban on assambly if she consider it is necessary.

    The current Special Police Forces in the mentioned areas, placed by order of the state service of National Security, will not be increased.

    Furthermore the government regrets the current situation and aims a constructive unity for the country.

    CONCERNING: REPRESENTATION OF KYRZBEKS OF KHARABAD-ARAK-KÜRAN DISTRICTS

    Following the tense situation of last days which are an expression of longer-lasting problems between Turkmenbaijanis and Kyrzbeks, the pressure of the international community; especially member-states of the European Union, and the desire to provide a lasting solution to peaceful coexistence; the government of the State Turkmenbaijan will ensure that those who can't identify themself with the country have an equal chance to develop and to fully engage in society. 

    The government has therefore decided:

    1. In the districts where a majority of Kyrzbeks lives, the Kyrzbek language will be recognized, in addition to Turkmenbaijani, as the official language. These districts are: Kharabad, Arak, Küran and Näzelkamanabad.
    2. In the National Congress, besides the existing 103 seats, 7 seats will be added that will be automatically assigned to Kyrzbek representatives. The population of the districts Kharabad, Arak, Küran and Näzelkamanabad can vote for their own representatives as well as national formations.
    3. Kyrzbeks can obtain official documents in the Kyrzbek language all around Turkmenbaijan.
    4. The justice will take place in the Kyrzbek language in the districts of Kharabad, Arak, Küran and Näzelkamanabad. Turkmenbaijanis can obtain administration of justice in the Turkmenbaijani language.
    5. The withdrawel of the special police forces from the state service of National Defense and the state service of Justice in the city of Kharabad.
    6. The city of Kharabad is recognized as administrative capital of the districts Kharabad, Arak, Küran and Näzelkamanabad.
    7. The districts of Kharabad, Arak, Küran and Näzelkamanabad will be designated by the common name 'Kyrzbekistan'.

     These arrangements will take effect from 8 July. The withdrawal of the special police forces takes place with immediate effect.

    With these regulations, the government wants to meet the needs of its Kyrzbek-Turkmenbaijani population in a first phase.
    The way this government takes is that of reconciliation, mutual respect and progress.

    CONCERNING: FOUNDATION OF THE FEDERAL PARLIAMENTARY REPUBLIC OF TURKMENBAIJAN

    With this official communiqué, the government of turkmenbaijan confirms the promises and prospects made regarding the kyrzbek population on its territory. As a result of this ratification, the presidential republic of Turkmenbaijan is being succeeded by the federal parliamentary republic of Turkmenbaijan, thus creating space for development for all the entities concerned and the recognition of the democratic rights of all.

    The federal parliamentary republic Turkmenbaijan consists of two entities: the Republic of Turkmenbaijan with the administrative center of Fuzuli and the Kyrzbek republic under Turkmenbaijan with the administrative center of Kharabad. The federal parliamentary republic of Turkmenbaijan has Fuzuli as its administrative center. The legislative, executive and legal power in the Republic of Turkmenbaijan coincides with these powers of the federal parliamentary republic of Turkmenbaijan.

    Both entities pursue a peaceful coexistence.

    The federal parliamentary republic of Turkmenbaijan shall be known as the State Turkmenbaijan.

    CONCERNING: ELECTIONS OF KYRZBEK REPRESENTATIVES IN THE NATIONAL CONGRESS OF THE STATE TURKMENBAIJAN.

    With this official commuiqué the government of the State Turkmenbaijan will hold elections concerning the kyrzbek representation in the National Congress of the State Turkmenbaijan. It concerns 7 additional seats reserved exclusively for representatives from the kyrzbek republic.

    The elections will be hold on 22 august 2018.

    Any resident who has the Turkmenbaijani nationality and is domiciled in the kyrzbek republic, who is free of allegations (criminal record) and older than 18 years at the time of election can participate.

    local formations, national formations and independents can participate in the elections.

    The elections will take place under the supervision of the central election committee that ensures that national law is respected in elections.

    The government opts for full transparency and invites representatives from other countries to take part in supervision.
