Article III Section 10: Finance Clause
...the management of the economics of the European Union, involving all the budgets of all institutions..._
The Office of Economics is responsible for managing the finances of the institutions of the European Union, including through the presentation of a budget for each financial year for the Council to debate and vote on according to the provisions of Article II, Section III. In the event of the Council rejecting a proposed budget, the Office of Economics is required to present alternative budgets until one is passed by the Council.**
Gets its own clause. Outlines practice for proposing budget. Makes sure we don't go without one if the Council rejects the initial proposal.
