  • OOC: The 1% rule is for realism purposes. A nation could in theory step up to 2-5% in a state of war, but it will degrade your economy rapidly. I am thinking that it would require a shift to a "wartime economy" (see the war system thread for how this works) in order to put more than 1% of a nation's population into its army. Note that such a shift is still intended to be temporary, even the wealthiest RL countries can't afford to do this for long. Armies are even more expensive today than in the past, just training a single soldier in a modern military is estimated to cost up to $18,000.
