Amendment to the Speaker of the European Council Act
Article IIIThe Speaker of the European Council shall appoint a Deputy Speaker, who will act in the role of Speaker when the elected Speaker cannot attend sittings of the European Council.
The Deputy Speaker shall be voted on by the European Council and approved by simple majority.
In the tradition of the rule of two, one Speaker is not enough. Two Soeakers, a Speaker and Deputy Speaker is one unit. To ensure that our democratic institution will not grind to a halt, it is imparative that we have a Deputy Speaker to help when the Speaker falls short.
