    Section I. Introductory and Transitory Notes

    The Union of Democratic Republics (UDR) recognizes the sovereignty and territory of the region of the European Union (EU).

    The European Union (EU) recognizes the sovereignty and territory of the region of the Union of Democratic Republics (UDR).

    The two Governments acknowledge this treaty, once passed by each one's respective legislature, as legally binding and effective upon the date of approval.

    The two Governments acknowledge that each may withdraw this treaty at any time so long as they inform the other party.

    These articles can be updated and amended at any time with the agreement of both governments.

    Should a need for the Heads of State of the two Governments to meet arise, the Foreign Ministers of each region are to assist in the proceedings of these events.

    Section II. Diplomatic Notes

    The two Governments will be responsible for creating permanent foreign embassies for ambassadors in their regional forums.

    The two Governments will send one (1) ambassador each to the corresponding regions. Upon arrival in the correspondin region, the ambassador will register as "UDR ambassador" if representing the UDR or "European Union Ambassador" if representing the EU.

    The ambassadors will have diplomatic immunity and shall not be tried in foreign courts. The Governments, however, may request that a new ambassador be sent under these circumstances.

    The ambassadors or any official of the respective Governments, shall not under any circumstances, interfere in the affairs of one region. They may not advise, nor provide counsel except to make statements on behalf of their respective Governments.

    Section III. Defense and Security Notes

    The two Governments will notify each other if a foreign region seeks to make war on them. However, the Government that was notifited is NOT obliged to make war on the foreign region.

    No Government may provide military assistance to each other unless it is approved by BOTH Governments.

    The two Governments, may share military and diplomatic intelligence as they wish.

    The EU is not permitted to use UDR as a pawn in its own foreign affairs, to threaten or gain influence over other regions. The two Governments recognize each other as equal partners in this alliance.

    The EU is not permitted to harbour any of the people deemed criminals or enemies of the state by the UDR. If they do then UDR would prefer they are removed from the region.

    Section IV. Trade Notes

    The UDR may engage in trade with the EU through the passage of subsequent treaties.

    The above treaty has been approved by Council vote, supported by the Commission and will now be signed by the Commissioner for Foreign Affairs, the Right Honourable Alexander Romenenko, EC and the Premier Commissioner, the Right Honourable Michael McDowell, EC.
