    1. Preface

    Zefxiland is a recent born state, officially established at the dawn of the new millennium. This fresh people's republic, established upon the principals of human rights, collective spirit and solidarity, has set four major goals at its outset; public control of resources and strategic fields of the production and social services, full literacy for its citizens, full employment and high levels of social welfare. Being a new player in the international field, Zefxiland has chosen sides, standing along with nations that share the common ideals of peace, equality, individual and collective rights, democracy, and ultimately socialism.

    2. Historical Facts

    The state of Zefxiland was established as the homeland of the Zefxi nation. It all began 50 years ago, when a bunch of intellectuals living all around the known cosmos, started forming the theory of a common origin, based on myths and storytelling from generation to generation. That common origin was a nation called the "Bahcecifliks", a minority living in an exotic protectorate of a powerful empire before 400 to 500 years. After a revolution against their ruling empire, though, the Bahcecifliks suffered genocide and those who survived were brutally forced to immigration.
    23 years ago the "International Council of the Zefxis" (ICZ) came into life, with a single goal, to eventually rejoin all Bahceciflik descendants in a new nation and a new homeland. After 15 years of significant diplomatic effort, the Zefxis achieved to get international legitimation as a nation. A couple of months later, the Zefxi nation received an inhabitance concession upon a piece of land, officially known since then as Zefxiland.
    At the dawn of the new century, the ICZ concluded the "Charter of Basic Principles for the Foundation of Zefxiland". According to this, the state of Zefxiland was officially established. The ICZ appointed then the first Zefxi National Unity Government. Apart from the common administrative tasks, the new government was assigned the preparation of the first general election, through which the people of Zefxiland would elect the Members of the Temporary Constitutional Parliament. This ad hoc institution had one and only task; to form a blueprint of the Constitution of Zefxiland. The people of Zefxiland validated this through a referendum, and the dream of the Zefxi people living in a democratic homeland was eventually realized.
    The first article of the Constitution states that "In the name of the Zefxi people and the Charter of the Basic Principles, Zefxiland is hereby proclaimed a democratic Socialist state."

    3. Geographical Facts

    Zefxiland is a scalene square-shaped piece of land with a total area of about 720.000 square kilometers. Fidelburg is the capital city built at the northern edge of the long north ocean shore, which stretches towards the east right through to the natural landmark of Cape Carab. Loudi river crosses over Zefxiland, springing from the Hypsilon mountains in the south to form a magnificent delta around Fidelburg. The beautiful and calm Vegor lake lies between the Hypsilon mountains and the famous Deer mountain, which is the home of a thriving red deer population.
    The most famous archaeological landmark are the ruins of the ancient Bahce Temple, near Fidelburg, which were excavated a couple of years ago.

    4. Demographical Facts

    Zefxis are 48% male and 52% female.
    Official languages of Zefxiland are English and Zefxish, a modern version of α native Bache tongue.
    Being inspired by the common tradition, the majority of the Zefxi people are religious. About 40% follow the ancient pagan Bahce religion, which has been revived by the National Unity Government. Another 30%, though, have brought along the influence of their former homeland customs. As a result, in Zefxiland there are many religious minorities of all the major religions found elsewhere. In the last years, the number of atheists has increased rapidly, and nowadays atheists are the 30% of the total population.
    Zefxi people are well-educated, and an estimated 24% are university graduates.

    5. Economic Facts

    Natural resources, strategic production fields (energy, automobiles and transportation means, road network, technology equipment, banks etc) and public services (telecommunications, health, education, ports, public transport etc) are all under state control. The main private sector fields include the tourism, agriculture and animal husbandry (especially cows and red deers), fishery, commodities manufacture, and commerce. There are restrictions, though, on how large a private company can be, and monopolies are strictly forbidden. The government is trying to support the small and the family enterprises. Horizontal and vertical concentration is prohibited.
    There is legislation regulating the lowest and the highest annual income acceptable. Capital concentration is slimmed down, and investments above one certain level are allowed only for popular base companies.
    The basic term for the concession of Zefxiland to its people, was that a multinational uranium industry would be allowed to operate. The government, though, has condemned nuclear energy, and is working on denouncing this term. Energy is produced mainly by water, air and sun power, and Zefxi experts are researching a revolutionary method, which for now is kept as a state secret.
    Key sources of income are the two ports of Fidelburg and Flora, the touristic facilities along the northern ocean shore, at the Vegor lake and in Deerland and the export of deer products and fish.

    6. Administrative Structure

    Zefxiland consists of 7 territories:
    Lonica (cap. Fidelburg)
    Kanell (cap. Spirt)
    Ninak (cap. Flora)
    Dimspi (cap. Promi)
    Deerland (cap. Hovard)
    Vegorin (cap. Voula)
    Kaspak (cap. Klisur)
    Each territory is in charge of region administration, but not autonomous. Territorial policies and actions may not in any manner contradict the government policies and decisions.

    7. Political Facts

    According to the Constitution, Zefxiland is a democratic Socialist state. Constitutional amendments are first approved and then validated through a 75% majority referendum.
    Legislative power is exercised by the Parliament. The 250 Members of the Parliament are elected every 4 years through general elections in a population proportion as follows:
    City of Fidelburg - 50 MP
    Rest of Lonica - 35 MP
    Kanell - 28 MP
    Deerland - 24 MP
    Dimspi - 33 MP
    Ninak - 37 MP
    Vegorin - 26 MP
    Kaspak - 17 MP
    The seats are allocated to the parties in absolute proportion to the votes they get in every region.

    The RLC, CPZ and GD (total 141 seats) have formed a collaboration government under Prime Minister Nikolas Pi, the General Secretary of the RLC. The cabinet consinsts of the following ministries:
