Arm the EDF!

    Following the major historical failure of past Commissions to create a functional military within our constitutional framework, we have began recruiting, among Europolitan and European Union citizens, the new European Defence Forces. Currently, we seem to have all cadre personnel, however, as the Commissioner for Defence, I must express my regret for not possessing any equipment at all. Below is my projection of circa what the European Defence Forces shall require to be properly armed and be prepared for operation.

    Ground forces - Vehicles

    • 450 Armoured Personnel Carriers (example: BTR-80, BTR-90)
    • 225 Infantry Fighting Vehicles (example: Bradley, BMP-3)
    • 450 Main Battle Tanks (example: Challenger II, Leclerc)
    • 75 Self-propelled Howitzers (example: Msta-S)
    • 189 Towed Howitzers (example: Msta-B)
    • 102 Anti-aircraft Artillery units (preferably self-propelled) (example: Artemis-30, ZSU-23-4)
    • 9 Light Air-to-surface Missile Systems (example: Tor-M1)
    • 3 Heavy Air-to-surface Missile Systems (example: Patriot PAC-3, S-300)
    • 75 Multiple Rocket Launch Systems (example: MLRS, BM-27)
    • 10 All-weather Attack Helicopters (example: Apache, Mi-24)
    • 14 All-weather Cargo/Transport Helicopters (example: Chinook, Mi-26)

    Air Forces - Aircraft

    • 60 Air Superiority Fighter Aircraft (example: F-16, MiG-29)
    • 30 Strike/Attack Fighter Aircraft (example: A-10, Su-39)
    • 30 AWACS (example: A-50)
    • 15 Light transport/cargo aircraft (example: An-70)
    • 10 Medium transport/cargo aircraft (example: Il-76, C-130)
    • 5 Strategic transport/cargo aircraft (example: C-5, An-124)Following a Premier Commissioner decree, there has been launched a competition among European Arms Manufacturers to present us models on the export market. The Office for Defence shall evaluate all offered models, their capabilities, and place orders according to the cost of the systems as announced by the Arms Manufacturers in secret (via PM) and then will present the Commission with its choices for evaluation. If they are evaluated, the Office for Economics shall take responsibility for paying for the weapon systems.

    **The deadline for offers is 27 October 2009 at 23:59:59. Please send any offers to me via personal message. On 28 October, V. V. Putin, Commissioner for Defence, will announce the top three offers following professional evaluation, and make proper reviews on the subject for the European Council and European Commission.

    The European Commission reserves the right to make partial orders based on your offers; for example, choose a single battle tank design from Country A, and a fighter jet from Country B. Please make sure your offers are flexible enough.

    Due to the quality of offers and their short overall number, all four are selected and recommended. Below are reviews:


    Sovoboronexport: Only full suite offered for the EDF. The light armour is fully amphibious and much of the equipment, light armour included, has seen extensive combat and practical testing without being antiquated. Only AAA offered that also includes point-defence missiles. The inclusion of Tor-M1 and Favorit PMU2 makes things particularly impressive, given the potential of the aforementioned combination.

    MAM Ltd.: Although the main battle tank has not surprised the defence office, other equipment appears to be promising, although Mr. Putin keeps his reservations regarding the overall quality of the orders. Some of the technologies included may be outdated, and the low cost seems very suspicious.

    BAAB: Excellent fighter options and virtually unparalleled armour choice with the Strv 122 (KMW Leopard 2A5 variant). Strf 90 is up to par with competitors and well defended. The APC was not particularly impressive, however, though it deserves some consideration despite its age.

    GMI AG: Second most complete suite, GMI offers high quality products. Much of the equipment has been distinguished in action and this makes GMI a serious competitor for Sovoboronexport. Strike fighter option not particularly convincing, but worthy of trial against the Sukhoi Su-32 offered by Sovoboronexport. Offers could be impaired by high costs, however.

    Maybe I'm repeating myself. I'd like to ask if the Office of the Defense Commissioner has already decided which company is going to be awarded the contract to arm the European Defence Force.

    OOC: Sorry I failed to respond, I have missed this thread. The purpose behind the commentary was for the Commission and/or the Council to decide by themselves, or empower the Defence Commissioner with the ability to make a decision on their behalf.
