      Where will the summit be taking place? Part 1 of 3

      Heard about the upcoming arrival of Mr. Aguilar to Sertia? Whether you're a fan of politics, or are endlessly in love with the Spanish leader, we've made a guide to help you follow the two leaders on their three day adventure through Sertia.

      Day 1:

      • Drive to Hemberdale Railway station
      • Meet with Ms. Dina while on the train to Slalium
      • Meet Head Braetha Fornithias Cranst, inaugurate the new spaceport in Slalium
      • Get the train to Araguas House in Esterey, home of Head Braetha Fornithias Cranst
      • Join Mr. Cranst for a Seeing In the Masts Ceremony and traditional dinner in the evening in Esterey

      Your first question might well be: when the devil did we get a railway?
      Good question! Technically, about 150 years ago, when Sertia Horserail began operations. But actual trains? Not yet. In fact, our very own European Councillor and Mr. Aguilar will jointly inaugurate the rail system with its first ever train before it is to be open to the public.
      Hemberdale will service all routes which were formerly Sertia Horserail, including, Esterey, Osperfey, and Uggold. It will also service Blenawen and Slalium.

      Railway? Sorted. What's next for these two leaders?
      Well, they will be on the train for most of the day. Their first destination is the beautiful new Spanish spaceport, by the lovely seaside village of Slalium.

      After the inauguration, Mr. Aguilar will get back on the train to the bustling town of Esterey. While Esterey is a bit inland from the sea, it boasts the largest railway station in Gadalland and Aspern, and is where you can find Araguas House, or better known as the home of our very own Head of Braetha, Fornithias Cranst.

      At the end of today, the two leaders will head to Esterey Harbour, where a private Seeing in the Masts will be held. Seeing in the Masts is a traditional practice of many Sertian villages and it is a celebration of sailors coming home.

      Hemberdale railway station

      Edutitalle Dina was advised of Mr. Aguilar's arrival at Hemberdale Airport, and that the Spanish President was on his way to meet her. She straightened her posture while her support staff finished off her makeup in the ticket office, which was closed to the public.

      When she was ready she walked through the glass doors to the outside of the station, where the press awaited. She was instructed not to say anything until Mr. Aguilar arrived, when they would make a joint statement before the very first train service in the Sertian Railway network.

      She saw Mr. Aguilar's envoy and gave them a wave as they pulled up to the station. When the president stepped out and the cameras began flashing, Ms. Dina walked up and gave him a hearty, warm handshake.

      "Mr. Aguilar, welcome to Hemberdale railway station. I'm glad you've made it safely. Shall we head to the platform? Our train is due any minute".

      Day 1:

      Contention over navigation bill escalates

      Hemberdale-- The War Rooms today saw contentious debate over whether to voice public disapproval of Spain regarding the proposed Freedom of Navigation Act.

      The Freedom of Navigation Act (FNA), if passed, would guarantee free passage of ships through most waters in EU territory. FNA was proposed last year by Elthize, where it was opposed by many governments, including Gadalland and Aspern, over concerns that it may allow ships to pass through waters which could potentially damage critical ecological features of inland waters.

      However, Edutitalle Dina has proposed a clause that would allow states to disallow passage to vessels which could cause biological harm.

      A frequent barrier to the passage of this bill, both now and last year, has been the resounding dissent issued from the Spanish government. This poses an issue for HB Fornithias Cranst and Ms. Dina, who both appeared in the War Rooms to speak to the Braetha today, about whether Gadalland and Aspern should renounce the stance of the Spanish.

      The Spanish government have previously said that they will make use of the FNA as "toilet paper" and will ignore EU law should FNA become law.

      We do not want to escalate tensions anywhere in Europe, might I make that clear to the Braetha. However, we want the Spanish to hear what we have to say, and this act would do much good for many countries besides Spain. The EU are a collective, not a collection of rogues.

      HB Cranst, however, stated his reservations in denouncing the Spanish actions, but seemed relatively onboard with Ms. Dina, saying "as long as we are nice about it".

      Bulletin 476

      This bulletin establishes the National Railway for Sertia (NRS), which will be a publicly funded railway system with services throughout Gadalland and Aspern. We can confirm an official opening date of 1 February, 2023.

    • RE: Amendment to the Constitution of The European Union

      My apologies, Cllr. Tilkanas, by 'forum' I suppose I meant the European public (OOC: oops my bad).

      And you've hit my point right on its head. This amendment would not allow the system to punish the public by giving them a candidate they had no choice but not to vote for. While 80% might be high, recall that if the threshold is not met there would be another election according to this act.

      For example, if an unopposed candidate receives under 80% of the votes, then we ought to assume that they are not favoured enough by the general public, and so have a runoff election with the previous candidate barred from entering.

      Such is the system we currently operate in Gadalland and Aspern when we have Braetha elections, but the threshold is 70%.

      While I am aware that it would be best to define environmental safety, I'm sure we can all appreciate that every region of the EU has distinct needs regarding this. Such is why I have left it undefined. However, this amendment, in conjunction with the clause I've proposed, would allow for strict penalties should this rule be abused, and I hope this encourages states to utilise this rule in the way it is intended.

      Councillor Hartland,

      While I agree with the sentiment of this amendment I'm afraid the solution provided appears somewhat arbitrary.

      I do agree with you where you say a candidate running unopposed should be subject to further scrutiny via the democratic process. However, that is a consequence of people's willingness to engage in leadership roles.

      It might be more prudent to measure the percentage in turnout of votes than only the number of candidates. For instance, if there is a low count of votes the result might represent a dissatisfaction with the candidate who is running unopposed. However, with a high turnout of total votes, the result suggests a more accurate representation of general political opinions.

      Therefore I propose the following amendment:
      Where the total amount of reported votes is under 80% of all participating members, a special election shall be called. A 'participating member' is here defined as one who has shown themselves to be present in discussion or engagement on this forum to a requisite extent as provided in definition by EU rules of conduct.

    • RE: Freedom of Navigation Act

      Thank you, Councillor Mizrachi-Roscoe.
      I'd like to propose the following amendment to II.VI, which currently says:
      VI. Nations shall have complete rights over exploitation of the resources within their Territorial Waters, including those under the seabed.

      My proposed amendment to this clause is:
      Where necessary, states may prohibit makes or models of vessels from transiting territorial waters, where the structure or features of the vessel pose a threat to the wellbeing of the territorial waters. However, if on arrival to such waters a vessel is deemed offensive to the natural wellbeing of the environment, the state will not be permitted to deny entry to the vessel on grounds of environmental safety.

      Under this amendment, states would be allowed to publish lists of certain vessel models which would not be allowed to pass through their waters for concerns of natural safety. It would not allow arbitrary refusal of entry on these grounds, which would prevent discrimination based on nationality or other factors for which it is not the purpose of this amendment to consider.

      Furthermore, I'd like to add the following clause:

      Where it is suspected that a model of vessel is prohibited for the purposes of undermining the freedom to transit herein guaranteed, the Observatory of European Navigation may issue the defendant state a fine of an amount to be decided at the time of the verdict, and allow the vessel model to transit those territorial waters.

      I welcome any changes to this amendment, but I do believe that the amendment, or a resemblance thereof, is necessary.
