The Government of the Union of Syndicates

The Government of the Union of Syndicates is headed by the State Elder, Kalju Lepik. Despite popular conception outside of the Union, the First Minister is not the head of government, instead simply representing the Council of Ministers when it is required to give assent to an ordinance, order, or proclamation. While the Government is meant to exist as according to the Provisional Constitution of 2021, in reality it does through the Constitution of 1965, which all municipalities apart from Kiel recognize as the current Constitution in force.

The Head of State, the State Elder, unites the four councils of government and represents the nation abroad. The Council of Progress
These council is elected by the economic chambers, and is responsible for representing them in the Government. The chambers themselves are responsible for overseeing and coordinating their assigned sector of the economy. They are elected by all those within their given sector. The Council of Reason
This council is elected by the consultative chambers. By law, all members must be non-partisan. They are selected by constituencies of "experts," largely smaller and with more expertise than those which elect economic chambers, and are meant to provide a source of advice to the Government. The Council of the Immortal Republic
This Council is elected by the municipal chambers. Municipal Chambers are essentially municipal authorities, which are elected by all citizens eligible to vote in a given municipalities. They are responsible for representing the interests of their municipality in the Government. The Elders listed here are generally the elders, or Mayor in Kiel, of their municipality. The General Council has decided to relieve Ms. Mathilde Comtois, European Councillor for Eastern Haane, of her duties immediately. A Ms. Helga Becker will be replacing her until elections can be held.

As a result of the recall of Ms. Mathilde Comtois, elections to the office of European Councillor are to be held on 6 May. During this time, citizens may register for candidacy with the Electoral Commission of Eastern Haane.

The Corporate Chamber has passed Amendment I - merging the syndicates, consultative chambers, guilds, commissions, and ministries into one structure - , Amendment II - guaranteeing citizens certain economic rights - , and Amendment III - enshrining the solidarity of all citizens in the constitution to the Constitution of Eastern Haane. Deliberation in the General Council will, per communication with Supreme Councillor Andries van Hoebeek, begin on 1 May 2020, with a vote to be held two weeks from that date.

The Office of the Consul
The High Council of the French Council Republic has requested that I communicate the following:
"The actions undertaken by the General Council are illegal under the Constitution of our grand country, and are a complete subversion of the people's will. We can now clearly see that our government is in shambles, that it has become divorced from the people; an island ruling for its own benefit. There is no chance of recovery, I feel; our pluralist democracy will always result in such happenings. With that, I invite the leaders of the nations, the republics, the guilds, and perhaps even the national government to join us in a new, participatory Union for the people.
The High Council, acting on the direct will of the people of the French Council Republic, hereby stands against the General Council, and nullifies its existence."
I have called an emergency meeting of the Corporate Chamber on this issue. As Kieler Schloss is currently occupied by the General Council, it is to be held in Opernhaus Kiel - mandated by the Basic Law of 1951 to be used in such incidents.

The emergency session of the Corporate Chamber is now in recess. I would like to take this time to inform the citizens of Eastern Haane to stay calm in these trying times. Although I do support our people's efforts to create a better state and country, I feel that the state of violence and lawlessness we are seeing is unnecessary. I'd like to take this time to advise our guilds, our unions, and most importantly, our new workers' councils that a peaceful transfer of power can be accomplished. We are seeing such a thing in our deliberations here at Operhaus Kiel, and even in the factory occupations, which have been, for the most part, an entirely non-violent effort.
With that, however, I would like to turn to more serious matters. We cannot let the rule of law go ignored. As such, I ask the Kiel Workers' Council to comply with our criminal law; to ensure that the members of the General Council, whom they have arrested, are treated fairly, in a transparent way, and according to due process.

The Corporate Chamber has voted to accept the French resolution of nullification, thus dissolving the current confederation, and forming a new Union. It shall act as a provisional legislature until it can draft a new constitution and elections can be held.

I have been informed by the Kiel Workers' Council that the members of the General Council are to be held on trial by a "People's Court" for the charge of treason. However this may go, I hope that the Workers' Council will follow the guidelines and regulations set in law, and that it pursues justice fairly and equitably.

The Lille Workers' Council has informed me that it will cooperate with the current proceedings, and that it wishes for the representation of all the workers' councils of Eastern Haane in the new provisional government.
As the workers' councils have served, up to this point, as a source of the people's voices on this revolution, I see no reason to deny such a thing. With that, I give one bloc vote to the combined workers' councils. Further sessions of the new provisional legislature will not meet until the councils have sent representatives.

The Electoral Commission of Eastern Haane has asked me to communicate that it is now investigating allegations of electoral fraud in yesterday's elections, and is stating that the results given to the European Union were "purposely misrepresented" and are not "representative of the people's will."

With the recent collectivizations, I would like to take this time to remind the citizens of Eastern Haane that all people have natural rights. No matter their crimes, no matter their previous positions, every person deserves fair, equitable treatment. Denying them such a thing is the beginning of the road to autocracy.
That being said, I stand in solidarity with the strikers, the workers' councils, and our country as a whole, and hope that we can advance to something better.

The Kiel Workers' Council has informed me that the General Council trial is in recess, and that they have allowed former Supreme Councillor Andries van Hoebeek to file a petition with the European Court of Justice. I applaud their efforts to maintain the rule of law in these times.

It has been decided that the Congress of Workers' Councils will have one vote in the provisional legislature. No representative shall be sent; the two bodies will be in session at the same time and communicate with each other as to coordinate discussion and voting.
With this, the provisional legislature of the Union is now effectively in session.

Certain basic principles of the new state have been decided upon. It shall be a People's Confederation, not of states or republics but of syndicates and nations, to be enumerated in the new future.
The syndicates will correspond to the professions, and will have full power to regulate the economy. Private enterprise will no longer exist; all production shall be through the syndicates, for the benefit of the whole.
The nations, on the other hand, will have full power to make laws to do with social issues; they will be purveyors of social justice, ensuring that all people are treated with dignity and respect.
Those regulations created by the syndicates and nations will only apply to their members; however, they are to be united, in the Confederation.
The role of the People's Confederation is not to be over these nations and syndicates but simply to coordinate them, to mediate disputes between them, to ensure their continued unity, and to ensure that their laws are applied to those who they apply to.
However, please remember that such a formulation is not to be implemented at this time, as it is not complete. As of now, we are still a Union, functioning under the law of the former Confederation.

The People's Confederation of Eastern Haane is as of now the official government of Eastern Haane. Elections to the Syndical Assembly (made up of the united syndicates), the Assembly of Nations (made up of the united nations), and the State Eldership (the new head of state) shall be held in one month's time.
The Congress of Workers' Councils will be retained to oversee the other branches and coordinate the smaller councils, with the workers' councils themselves to have the responsibility of owning and maintaining guild or nation-related structures, as well as providing for the general welfare.
