In the Federal Republic of Lella a total of 51 percent of the land area is used for agriculture, forests cover another 30 percent. 14 percent are used as settlement and traffic areas. Two percent are water areas, the remaining three percent are other areas, mostly wasteland and also open-cast mines.Administrative Structure
The federally structured Federal Republic consists of 16 states, which are officially called Länder (federal states). The city states of Berlin and Hamburg each consist of municipalities of the same name, while the Free Hanseatic City of Bremen, as the third city state, comprises two separate municipalities, Bremen and Bremerhaven. In contrast to other federal states, the Federal Republic of Lella has no direct federal territories.
The municipalities are the smallest independent regional authorities in Lella. With the exception of the city-states and most of the independent cities, they are grouped into districts and other associations of municipalities. Districts and municipalities are subject to the local constitutional law of the respective federal state and are therefore organized differently nationwide. Only the district town as the administrative center of a district is found throughout the Federal Republic Lella.
