The Confederation Council, at 7:30, voted to issue Ms. Weber a waiver on the subject of the travel ban in and out of Kiel. She was allowed to pass on the condition that she returned within a week, not to Kiel but to any other port of entry.

The Promulgation of the New Constitution
Rights of the People
- All individuals are born and remain free and equal in rights.
- All individuals have the right to life and to dignity.
- All individuals have the right to express their thoughts and beliefs freely in any way, without fear of reprisal.
- All have the freedom to believe as they wish, and the freedom to be free of belief.
- All individuals have the right to petition the government of Eastern Haane.
- No individual may be found guilty of a crime simply through association with one who has been found guilty of a crime.
- All individuals have the right to move freely, without fear of reprisal.
a) Exceptions will be provided by the law. - All individuals have the right to freely act, insofar as these acts do not cause harm.
a) Exceptions may be made in extraordinary circumstances; in such cases they will be provided for by the law. - The homes and personal property of individuals shall not be violated. Searches may only be performed with due cause, to be ascertained by an impartial judge or a delegated authority.
- Arrests may only occur on the authorization of an impartial judge, or a delegated authority.
a) In extraordinary cases, those with the authority to conduct arrests may do so without an authorization; however, the arrested must be released if no authorization is given within the next 24 hours. - All individuals have the right to a fair trial by an impartial judge and jury of their peers.
- All individuals have the right to personal property. However, no individual has the right to private property, which may only be held and managed by syndicates, collectives, or municipalities.
- All syndicates and collectives have full ownership over their workplaces, implements, and products, in so far as their usage of them does not violated the law. The government does not have the right to requisition any object that falls under the domain of the syndicates and the collectives.
The People's Front for the Salvation of Eastern Haane
- The People's Front for the Salvation of Eastern Haane shall serve as the mediator between the people and the state.
- It shall be without ideology.
- Any may join the People's Front, so long as they have not been deemed terrorists.
- All serving in government must be members of the People's Front.
- The People's Front shall engage in constant deliberation with the people as to create basic policy for the Confederation.
- Applications to the People's Front will be approved in a quick manner.
- The People's Front shall have no paramilitary.
- The People's Front may not suppress any constituent ideologies, unless if they espouse extreme violence, to be ascertained by an impartial judge or a delegated authority.
The State Elder
- The State Elder of Eastern Haane shall be directly elected every six years, except for the individual serving at the time of promulgation.
- The State Elder shall have the authority to appoint the executive of Eastern Haane, with the acceptance of the legislature.
- The State Elder shall have the authority to appoint the governors of confederal bodies from a list developed by the legislature of said body.
- Other powers of the State Elder shall be delegated either by law or by later sections of this document.
The Executive
- The executive will be directorial.
- It shall have full power to draft laws.
- It shall have full power to issue orders for the execution of the laws.
- Each of its members shall have full power to draft and execute laws in a specific area, to be defined by the State Elder.
- The People's Front, as well as the confederal bodies, shall advise the executive.
- The Executive, alongside the State Elder, may create advisory groups.
Confederal Bodies
- There shall be three types of confederal bodies - cantonal, syndical, and national.
- Cantonal bodies shall have power over affairs deemed as affecting the state by the State Elder or the Executive.
- Syndical bodies shall have power to regulate professional norms, to create economic plans, and over all other affairs deemed as economic by the State Elder or the Executive.
- National bodies shall have power over all affairs deemed as being cultural in nature by the Executive.
- Confederal bodies shall be comprised of a system of nested councils.
- They shall not have the power to draft legislation on their own; this power is reserved to the governors.
a) However, they will retain the power to advise for the creation of certain legislation.
b) They also have the power of veto over legislation drafted by the governors. - They will have the authority to remove governors and initiate the removal of the Executive or the State Elder by a majority vote.
- The Confederal Bodies shall be defined by order of the State Elder or the Executive.
- The Governors of the Confederal Bodies shall have the power to issue orders for the execution of laws applying only to the Bodies.
Federal Bodies
- Federal bodies exist in a federal relationship with the Confederal Bodies.
- For each Confederal Body, there are Federal Bodies.
- The corresponding Federal Body for the Cantonal Bodies is the municipality.
- The corresponding Federal Body for the Syndical Bodies is the workers' municipal council.
- The corresponding Federal Body for the National Bodies is the national council.
- Federal Bodies shall, in constant and equal deliberation with Confederal Bodies, develop policy.
a) This arrangement shall be known as cooperative federalism. - They have the responsibility of executing the orders given to them by the Confederal Bodies, the Executive, or the State Elder.
- They are to be elected from the people, and are themselves to serve as constituent councils of the nested-council system of the Confederal Bodies.
- They are to be defined by the State Elder.
Chambers
- The chambers are advisory bodies of the Confederation.
- Chambers may exist both on federal and confederal levels.
- Both federal and confederal bodies are chambers.
- All advisory groups created by the Executive are chambers.
- Chambers may also be created by the legislatures of confederal and federal groups, or other authorities with legislative power.
Confederal Legislature
- All drafted legislation is to be released to the public.
- For a two week period, free deliberation is to be held in the chambers. Statements on the legislation may be released; they must be considered in later legislation.
- Legislation then must be submitted to a preparatory body.
- There are three preparatory bodies:
a) The Council of State, comprised of a joint assembly of the legislatures of the cantonal bodies, reviewing matters related to the state.
b) The Council of the Economy, comprised of a joint assembly of the legislatures of the syndical bodies, reviewing matters related to the economy.
c) The Council of Culture, comprised of a joint assembly of the legislatures of the national bodies, reviewing matters related to culture. - Legislation is assigned to these bodies by the State Elder.
- These bodies are required to deliberate on the legislation submitted to them for two weeks, after which they will submit a copy of their deliberations, a report in favor of the legislation, and a report opposing it.
- The Presidents of the bodies may reject legislation sent to their councils if they feel that it is irrelevant to the purposes of the body.
a) In such a scenario, the legislation would be reassigned. - In order to pass the preparatory council, there must be a unanimous vote.
- Upon the end of deliberation, the legislature is sent to the National Assembly.
a) The National Assembly is composed of 30 members elected from the Council of State, 30 from the Council of the Economy, and 30 from the Council of Culture. - A copy of the deliberation and the reports of the preparatory councils is given to each assemblymember.
- Five days are given for review; however, no debate is held.
- Voting is immediately held on the sixth day. A majority vote is required for legislation to pass.
Judiciary
- The judiciary is to be independent and impartial.
- It is to be under the province of the confederal and federal groups, save for the High Court.
- The High Court will serve as the ultimate arbiter of the law. It shall consist of five members elected from the Bar Association of Eastern Haane for a ten year term.
- Its functions are to defined by law.
Presidencies
- The Executive, the Confederal Bodies, the Federal Bodies, and the Chamber shall each have presidents.
- Presidents will have the power of presiding over meetings of their groups; however, they will have no vote.
- Presidents will be elected by their respective bodies.
- Presidents cannot be members of the body they are elected by.

On the Travel Waivers
Effective immediately, travel waivers for foreign nationals are to be expedited. Only evidence of nationality is needed. However, the acting High Court has authorized the military and the People's Militas to conduct searches of the belongings of foreign nationals. Those traveling out of the country must submit all belongings taken with them to authorities, who will search them. If devices to be used for the purpose of violence are found, detainment is authorized.

The Confederation of Eastern Haane recognizes itself as the successor to the previous state. We cannot allow terrorist organizations to gain representation in the Union. As such, I appoint Ms. Annelise Bauer to the position of Interim European Councillor until elections can be held on the 19th.

A STATEMENT FROM THE EMPRESS
My citizens, I am well aware of the incursions of the Kingdom of Reitzmag and the People's State of Eastern Haane into our territory. Yet I choose not to fight it, as of yet, for what they have taken from us is of little importance. Yes, we have lost five communes; but as each of our agricultural communes is self-sustaining, this is of no matter. However, defence will be strengthened, as to limit counter-revolutionary tendencies in society.
We shall only attack if Reitzmag or the People's State chooses to destroy our communes. We do not wish to engage in a suicidal battle.

The liberation of our long lost nation is finished. For 27 years, we have been under the boot of roving bands of deranged terrorists. After nine years of long preparation, however, documentation of where the scum that left our country in pieces go to hide, planning for their deportation; nine years of unfortunate authoritarianism; we fought back. We drove these terrible people out of our country once and for all.
They ran away from their hiding-holes, ran away from the anger we had bottled up for so long, ran away into oblivion. They are gone; we are now finally free.
There is no more need for censorship; for centralization. We have overcome those forces which necessitated them for ever so long; overcome the final legacy of 1993, of the tyrannical rule of Areai.
We cannot put into words the joy we feel as we write these words; the joy that all of you must be feeling as you realize that you, we, we all are free. Both today and tomorrow shall be holidays; we shall celebrate our new freedom from tyranny.
The state of emergency is hereby lifted; all restrictions passed in recognition of said state are now not in place.
With this, we are free to, after nine years, leave. We have spent too long in power; now, it is our constitutional duty to resign.
As such, we, effectively immediately, resign our collective office. A new council shall be elected on 4 February 2021.

On the Current CollapseThe Workers' Congress has voted, 846 - 154, to declare an extraordinary state of emergency in wake of the current crisis.
All executive power has been concentrated in my person; at the same time, there now is in effect a curfew, between 17:00 and 8:00, a prohibition on public assemblies, and a ban on all publications.
All communications are to be halted. All internet, phonelines, and college-owned telecommunications shall as a result be shut off. These are temporary measures and are meant to halt the dissemination of misinformation.
At the same time, there shall be no entry or exit from the country without a waiver, to be obtained by supermajority vote of the Workers' Congress. Such a waiver will only be given in extraordinary circumstances, as to prevent the spread of terrorism across the European Union.

To All Foreign GovernmentsI, as well as the Workers' Congress and the Council of the Union, can affirm that all foreign citizens are safe. At this time, however, extradition remains impossible, as the reopening of any borders of ports of entry presents a danger not only to the Union but also the remainder of Europe.
Release, as well, is impossible. We do not wish to risk the deaths of foreign citizens at the hands of the crazed. We are, however, open to negotiating a possible return of citizens to embassies or consulates within the country.

To All Foreign GovernmentsIn the Union, there has been a disturbing and sudden increase in the intensity of dangerous activity. I am saddened and disturbed to report that a concerted attack upon several foreign embassies and consulates has begun, orchestrated by a unknown party.
The National College of Defense has been ordered to aid in the defense of the embassies against these assailants.
However, we can no longer allow for the movement of citizens from safehouses to embassies due to the ongoing danger.
The Union is considering a second movement of foreign nationals in the case that safehouses are compromised. Any further movement of foreign nationals shall be announced.

Suspension of Civil LawBesieged by unknown, possibly military-affiliated assailants, the Workers' Congress, in an emergency session, approved 958 - 42 a proclamation of the suspension of civil law for the continued integrity of the Union.
Civil law is hereby suspended. The enforcement of order is transferred to the militias.
The National College of Defense is stripped of its powers, and is placed under direct state administration.

Reaffirming the No-Fly ZoneThe Government remains in control following the suspension of civil law.
We affirm that a no-fly zone remains in effect. Several unidentified aircraft incurred into Syndical airspace in the day; they were told repeatedly, a total of fourteen times, to turn around, but made no response.
As they approached Kiel Airfield, they made a request to land. Said request was denied, but they attempted to go ahead.
They were allowed to land; however, those aboard were taken into custody, their aircraft confiscated by the People's Militia.
We repeat that we are unwilling to allow for evacuations due to the high level of danger. The antics that these aircraft engaged in resulted in a breach of security at the airport less than thirty minutes later, leading to the deaths of several members of the militia and the injury of many more.
We warn that any future attempt to breach our airspace will be met with force.

FROM THE STATE ELDER AND THE HEAD OF STATE OF THE NATIONAL SALVATION GOVERNMENT
On the Mass Kidnapping and Murder of Reitzmic Civilians and SoldiersWe are opposed; but we were once good friends, brothers-at-arms for the Union against Areai and those terrors that came before her.
We are currently negotiating peace for the Union; neither of us may get our way without tearing it apart. But we must take this time to make the following statement.
The forces of Weaver Iahela kidnapped several Reitzmic civilians and soldiers under our protection or custody as a result of the attempted illegal repatriations, before killing them in brutal fashion. Several were taken to the Martyrs' Field and there shot down, often with rockets taken from military stores which had previously been raided.
Others were marched into the hills and shot at with artillery from a distance.
Most worryingly, parts of our military, both those under the command of the Head of State and those under the State Elder, appear to have defected to her. Several Reitzmic nationals at the Martyrs' Field appeared to be the victims of drone strikes, likely from those drones that were stolen or taken from the NCD over the past few days.
We may surmise that this is some sort of revenge; it is perverted and one of the worst crimes of the unstable Weaver Iahela. All Reitzmic civilians and soldiers who remain under our protection have been given additional security as a result of this horror.
