The evidently unstable man who has taken my identity continues his descent into madness. Yet his instructions have been heeded, to terrifying effect.
Death may be release, it may be sweetness; but you leave behind an empty Earth. What will come out of blood? Nothing, except for hatred.
It is our responsibility, from birth to beyond death, to improve this world; to safeguard it, to protect it, but also to shape it into something newer and greater and more perfect.
For generation after generation, we have done this dutifully and with pride. Can we truly forsake this now?
No, certainly not. Our lives may be painful, but we must labor to better them, and in that labor may we find peace and joy.
I cannot speak for much longer; they are coming. The mutiny of the brave was strong; but it is now weakened under a terrifying fanaticism.
I tell you simply this: do not give yourselves up for this, for this insanity. You will die fighting against the liberty that we have tried to gain for ourselves for so long; die fighting against the responsibility of our elders that has been passed to us.
I cannot say that I am immune to this thought of suicide; for I am tempted as well. I have lost so many, so much, that I can never recover. My youth, my ideals, the confidence and hope that I once had so long ago. God, it's been twenty-seven years, but it still feels; feels as though it happened.
But even then, we cannot give ourselves up to this. We cannot. I implore you.

Liberty has, for at least a moment, prevailed. The patriarch who has taken my identity has been seized; he has been found to be Tsilias Ueliohen, the brother of the old head of the Areai matriarch's secret police and the head of the terrorist group "Rebirth."
The suicides, the killings, must stop. We cannot leave this world in death; we must work to improve it. What else, then, is there to live for? We do not exist simply to die; there is, in spite of the death and the horrors of every day, a meaning to life as a whole.
I beg of you, citizens, to stay. Death may be release; but it is an abandonment of this Earth, which we must steward.

I thus invite the forces of other nations into the territory of the Union of Syndicates as for the stabilization of the country and the restoration of democratic order.

Documentation found in the esophagus and anus of Tsilias Ueliohen has shown that the second "Councillor" that his illegitimate "government" sent to Europolis, who has not been heard from since, was sent to Europolis holding large quantities of anthrax spores without her knowledge, contained in candies that she took with her in the case of a low blood sugar episode.
Rest assured, we are coordinating an effort to find the source of the spores and, if any remain, place them under containment if not destroy them entirely.
As we still have little information regarding what exactly happened to Ms. Anja Mauer, we warn the council of this.

On the Claims of Marine Marchand
The claims of Marine Marchand are simple nonsense. The Union of Syndicates in its present form is the direct successor of the original State of the Haane.
Her illegitimate Haanean State, however, has no connection to any previous state governing the territory of the Haane, except through Areai, who herself was illegitimate.
It is evident that she wishes to foment further rebellion in this Union, just as she did in Bomballey. She is but an instigator of violence and terror, a pawn in the greater schemes of Areai.
In the interests of the national safety, in the enforcement of the Republican Integrity Act 2014, and with the consent of the nine economic orders and the consultative chambers, she and those who willingly associate with her are thus prohibited from traveling into or through the territory of the Union of Syndicates.

On the Events in the United Duchies
The Ministry of Public Safety is aware that several citizens of the United Duchies have fled to the Union of Syndicates with the intention of seeking asylum as to evade potentially politically-motivated arrest.
Their asylum will be granted, but provisionally. The Ministry, in coordination with the municipal authority of Rosa Luxemburg, the relevant syndicates and economic chambers, as well as the greater Government, will be investigating these individuals' potential links to terrorist activity. It will, for these purposes, attempt to coordinate its efforts with members of the police in the United Duchies; if this fails, however, it will continue its investigations alone.
If links to terrorist activity are found, the individuals will be extradited as to face justice in their home country. During the time of these investigations, limits shall be placed on the activity of the named individuals seeking asylum, which have been disseminated to the relevant members of the Ministry, of the municipal authority, and of the Government, as well as to the individuals in question.

On the Adoption of the Ketsel as the Nation's Currency and the Imposition of Austerity
The Chamber of the Economy has long stated that the economic status of the Union is unsustainable and is at its core reliant on debt as a result of its attempt to maintain an entirely moneyless economy domestically while being entirely reliant on exports.
Having refused to heed this advice, we now find ourselves in a near crisis. We have borrowed far too much; now, our economy is threatening to collapse outside of Kiel as a result of an inability to repay bonds issued.
In order to rectify this issue, it is imperative that a currency be launched. The Ministry, in coordination with the remainder of the Government, is attempting to distribute ketsel notes, which have been declared legal tender, through the System of Public Distribution, which is currently replacing the previous method of distributing goods.
We assure all working citizens that at this time, all essential goods will remain without cost; however, as a result of the potential crisis, rations will be reduced the and high taxes, currently being negotiated, imposed, as according to the prescribed policy of austerity.
The current level of taxation is being disseminated to all individuals at this time.

On the Rehousing Program in Kiel and the introduction of E-Residency
The mental health crisis in Kiel is slowing. Mayor Katzian has finally accepted the help of the Government; we have deployed mental health professionals, as well as clergy, to the city as to create a sense of comfort and stability, as volunteer agricultural and worker militias join the military in taking the rest of the city from the hands of those who are insane, who will receive treatment and care afterwards.
However, we recognize that the state of the city remains abysmal. It is not fit to be, in fact, a city; that infernal architect Le Corbusier designed it to be a machine, a machine to remake man. Man resisted, as one would do as external forces attempt to fit one into a mold; and this is the result. Despair, violence, and death!
The industrial estates, many of which have been repurposed by artisans and artists from the south, and the abandoned Melisz neighborhood in the north, fortunately not designed by Le Corbusier or affiliates, have been repurposed as to allow for this.
The artists' communities are currently open to new residents, although on a limited scale; one may apply for housing in Melisz at a local public distribution center in Kiel, which are currently being set up as order is gradually restored.
Meanwhile, in a further attempt to raise money for austerity and to reduce the high toll of it on citizens, we are launching a program that will allow non-citizens to register sole proprietorships in the Union, and to take advantage of the requisite benefits, including the "virtual" ketsel, which is significantly easier to trade with. One may apply online, subject to an interview if applications are accepted. Renewal of this "residency" will be a flat sum of 55 ketselir per year.
In addition, the country will also be issuing ivkaliszlerikkeletir (residency documents of self-employment), solely applicable to the New and Rural Territories, as to allow independent contractors from across the world who can prove themselves to be self-sufficient and without ties to terrorism to live in the Union, file taxes in it, and thus have access, in exchange, to all essentials provided to citizens without cost.
