However this may go, I hope that the Workers' Council will follow the guidelines and regulations set in law, and that it pursues justice fairly and equitably.

The Lille Workers' Council has informed me that it will cooperate with the current proceedings, and that it wishes for the representation of all the workers' councils of Eastern Haane in the new provisional government.
As the workers' councils have served, up to this point, as a source of the people's voices on this revolution, I see no reason to deny such a thing. With that, I give one bloc vote to the combined workers' councils. Further sessions of the new provisional legislature will not meet until the councils have sent representatives.

The Electoral Commission of Eastern Haane has asked me to communicate that it is now investigating allegations of electoral fraud in yesterday's elections, and is stating that the results given to the European Union were "purposely misrepresented" and are not "representative of the people's will."

The Constitutional Court has asked me to communicate that the General Council's vote on the amendments was not unconstitutional, but that by 'misrepresenting' yesterday's election results, it has committed a severe breach of constitutional statutes.

With the recent collectivizations, I would like to take this time to remind the citizens of Eastern Haane that all people have natural rights. No matter their crimes, no matter their previous positions, every person deserves fair, equitable treatment. Denying them such a thing is the beginning of the road to autocracy.
That being said, I stand in solidarity with the strikers, the workers' councils, and our country as a whole, and hope that we can advance to something better.

It has been decided that the Congress of Workers' Councils will have one vote in the provisional legislature. No representative shall be sent; the two bodies will be in session at the same time and communicate with each other as to coordinate discussion and voting.
With this, the provisional legislature of the Union is now effectively in session.

Certain basic principles of the new state have been decided upon. It shall be a People's Confederation, not of states or republics but of syndicates and nations, to be enumerated in the new future.
The syndicates will correspond to the professions, and will have full power to regulate the economy. Private enterprise will no longer exist; all production shall be through the syndicates, for the benefit of the whole.
The nations, on the other hand, will have full power to make laws to do with social issues; they will be purveyors of social justice, ensuring that all people are treated with dignity and respect.
Those regulations created by the syndicates and nations will only apply to their members; however, they are to be united, in the Confederation.
The role of the People's Confederation is not to be over these nations and syndicates but simply to coordinate them, to mediate disputes between them, to ensure their continued unity, and to ensure that their laws are applied to those who they apply to.
However, please remember that such a formulation is not to be implemented at this time, as it is not complete. As of now, we are still a Union, functioning under the law of the former Confederation.

The People's Confederation of Eastern Haane is as of now the official government of Eastern Haane. Elections to the Syndical Assembly (made up of the united syndicates), the Assembly of Nations (made up of the united nations), and the State Eldership (the new head of state) shall be held in one month's time.
The Congress of Workers' Councils will be retained to oversee the other branches and coordinate the smaller councils, with the workers' councils themselves to have the responsibility of owning and maintaining guild or nation-related structures, as well as providing for the general welfare.

The Electoral Commission of Eastern Haane has asked me to relate that no electoral interference was found in the elections to the Commission.
Apart from this, the provisional legislature has decided not to send a representative to Mr. Trympov's gala, as a majority of Eastern Haaneans did not vote for him, instead choosing to absent - a sign of dissatisfaction with all candidates.

On the Vayinaodic and Fremetian Sanctions and Restrictions
The violence in Eastern Haane ended several weeks ago. Although there are certainly still concerns over the rule of law, especially in Kiel, we are handling all issues with the greatest speed, fairness, and transparency. While we respect the sovereignty of all nations, we would at this time like to ask for the lifting of all current sanctions and travel restrictions.
However, several statements made by the Vayinaodic government deeply concern us. The revolution in Eastern Haane was not a coup, as they seem to believe; in fact, the government was not overthrown but rather dissolved and remade as according to the previous Constitution of 1934. Certainly, many, especially the more conservative, claim it to be as such; but one cannot take everything that is written in the news at face value; one must actually look at primary sources themselves.
Perhaps more worryingly is their ban on individuals who took part in the mass arrest in the General Council. I am not entirely opposed to the principle of such a thing; however, given that the entire action was carried out by what was in essence a disorganized mob, we have no information whatsoever regarding the identities of the individuals. As a result, we have, in the past few weeks, become worried as to the exact actions that the Vayinaodic government may have undertaken as to compile a list of said individuals. The only reason why nothing has been said until now is because there was none with the authority to make such a statement. We would, as such, like to state that if any evidence of espionage is found, the government of Eastern Haane will take immediate action.

I confirm, as Premier, that the council system has been made law by the Syndical Assembly, that the system of national-councils is currently the de-jure system of the nations, that the regions have been renamed cantons, and that a new Assembly of the Cantons has been created, elections to which will be held on the 29th of June.
I also confirm that the following referendums will be held on that date:
- Should communism be enshrined in the Constitution as the final goal of the People's Confederation?
- Should the positions of Premier and State Elder be abolished?
- Should the People's Confederation be reorganized based upon the currently existing workers' councils?
- Should workers' councils independent of the syndicates, nations, and/or cantons be abolished?
- Should all mass organizations be allowed to nominate candidates in elections?
- Should only communities be allowed to nominate candidates in elections?
- Should a pluralist political system be reinstated?
- Should representatives be trustees rather than delegates?
- Should Eastern Haane recognize the Union of Nicoleizian Socialist Republics as the rightful government of Icholasen?
- Should Eastern Haane be renamed 'Haane?'
- Should Eastern Haane remain a member of the European Union?
On a more informal note, I would like to say that Mathilde Comtois has been and will be indisposed for some time, and thus is unable to respond to the tensions between Haane-Keste and Eastern Haane. She believes, I am sure, very strongly in national slef-determination, and is certainly not a chauvinist. Do not blame her for what has happened; it is not her fault that she has been indisposed.

On the Recent Events in Nofoaga
State Elder Mathilde Comtois is currently incapacitated. It thus falls to us to create the following statement.
The situation in Nofoaga is perilous. A state of martial law has been declared; members of the opposition have been arrested. It appears as though democracy is failing.
It is obvious to us that President Nikola N'nago is taking advantage of a terrible situation to gain dictatorial power. We urge the people of Nofoaga not to remain complacent but to instead take a united stand against tyranny. However, at the same time, we must advise those there to remain non-violent, for even the smallest act of hostility will create a much greater crisis.
However, we must also condemn the sectionalism that is tearing apart Nofoagan society. While justice must be done, we implore the people of Nofoaga to realize that their true interests are the same; that their oppressors are not the French or the Nofoaganese but the bourgeoisie alone, for it is them who caused the imperialism that enslaved Nofaga, them who artificially created the tensions now manifested so terribly today.
A war, however, must not start. A change in government must be as peaceful as possible.
We have been advised to place the following restrictions of Nofoaga by a number of workers' councils, the Syndicate of Governance, the Syndicate of Societal Affairs, as well as the government of Haane-Keste, and have chosen to do so:
- All non-essential travel to Nofoaga is hereby banned.
- Citizens of both Eastern Haane and Haane-Keste are to be repatriated as soon as possible.
- President Nikola N'nago and others participating in this coup are to be banned from traveling to territories under the jurisdiction of Eastern Haane and Haane-Keste.
- Citizens of Nofoaga are to be given safe harbor in Eastern Haane.
The people of Eastern Haane, as well as, for a time, Haane-Keste, have vested in us, the Confederation Council, the power to make this statement law; let it be so.

On the Renaming of the Cities
Recent feedback from a number of workers' councils has driven us to act on the issue of city names. Many continue to carry the vestiges of the imperialist past and the fascist regime of 1939-1946, yet nothing has been done. We cannot continue to ignore this. Action must be undertaken swiftly, as to ensure that Eastern Haane, rather than being backward, fully becomes a progressive and revolutionary state, one which stands against oppression of all kinds.
We are opening, as such, an open dialogue with the people. In every municipality, assemblies will be organized, as to facilitate debate and to provide solutions to the issue.
We currently propose, based upon what we have received from the councils, that cities be named in a similar manner to Rosa-Luxemburg City; that is, after those who sacrificed so much to the movement that now motivates us.
The people have vested in us, the Confederation Council, the power to make this statement law; let is be so.

On the Nofoagan Sanctions
State Elder Mathilde Comtois remains incapacitated at this time. It thus, yet again, falls to us to issue the following:
The crisis in Nofoaga is calming down. Previous restrictions on democracy have been lifted; now yet again can the people express their freedom without fear of reprisal. President Nikola N'nago, rather than using his power to become a true dictator, has instead simply tried to unify his country. We applaud him for this as well as for his great self-control in these times.
However, we cannot at this time lift all sanctions of Nofoaga. The situation in Eastern Haane is perilous; we are worried that the tensions there may spill over here, sparking even greater conflict.
As such, we have chosen to do the following:

travel restrictions will be partially lifted; however, citizens of Eastern Haane must apply for an exit visa before travelling to Nofoaga. Its approval is entirely at the discretion of the authorities; however, the people can be assured that an explanation will be given in the case of a rejection.

further repatriation will end at this time.

President Nikola N'nago and his colleagues will be allowed to travel to territories under the jurisdiction of Eastern Haane and Haane-Keste.

Nofoagans will no longer be freely given asylum; however, the process will continue to be expedited for them.

On Relations with the State of Haane-Keste
An agreement has been made with the government of Haane-Keste. It is to be provisional, replaced with another once the assent of all legislatures has been gained. It stipulates the following:
- sites deemed to be of cultural importance by the State of Haane-Keste are to be placed under its control.
- elections to the councillorship are to be done through a 'triple majority;' that is, to become the European Councillor for Eastern Haane, one must gain a simple majority, a majority in both Eastern Haane and Haane-Keste, and a majority in both the native Haanean and Kestean communities.
- the councillor will receive instructions from both Eastern Haane and Haane-Keste. While these instructions do not have to be exactly followed, the councillor must at least obey them in spirit; if not, they will be recalled.
- Instructions from Haane-Keste will be divided, with half of all directives coming from the Haanean community and half coming from the Kestean community.
- these instructions shall be drafted with the consent of the people themselves.
- the orders for the protection of ievonuia and the Essen Castle shall be made permanent.
