On the Direction of the ASMSA

Due to the changes in the Government of the Comunitat Valenciana, the Direction of the Adventuranza Sea Maritime Security Agency is now held by Doña Salomé Pradas Ten, Councillor for the Environment, Water, Infrastructures and Tourism. The ASMSA wishes to thank Doña Rebeca Torró Soler for her services in the direction of the Agency since December 2022, becoming the first woman ever to hold such a significant position.

Despite this being the first time a change on the leadership takes place in the middle of the Director's term, the Adventuranza Sea Maritime Security Agency members have decided not to interrupt the Comunitat Valenciana's term in a unanimous vote. A change of the Agency's direction will take place at the end of the year, in December, when Ceuta is expected to take over from the Comunitat Valenciana in the direction duties.

On the Implementation of the New Taxing System

Beginning on Monday, 21st August 2023, the Gibraltar Strait Security Agency will implement a new system that will be tested until the end of 2023. This new procedure has been approved on the GSSA meeting held today in Gibraltar, Spain, with consensus between both Directors, as the Treaty of Functionment of the Gibraltar Strait Security Agency requires. In said meeting, the Agency has approved the following changes:

• Tariff Changes: The Gibraltar Strait Security Agency has approved a change on some nations' tariffs. The Republic of Istkalen is moved to Group 0, California is now allocated in Group 2 and the United Duchies is moved to Group 3. Until the new revision on December 2023, tariffs are as follows:

Group 0: Inquista, Icholasen, Istkalen, Vayinaod, Fremet, Red Croatia, Hellas, Spain, Angleter, Anastocopala, Duxburian Union, North Diessen, Inimicus and Mishar.
Group 1: Leagio, Elthize, Gadalland & Aspern and Nofoaga.
Group 2: Lusitania & Vettonia, Ineland, Pravoslaviya, Brickston, Reich Hungary, California, Czech Slavia, Federal Republic of Icholasen, Bulgaria and Oregon.
Group 3: Reitzmag, Yosai, United Duchies and the United Kingdom.
Group 4: Union of Nicoleizian Soviet Republics, Neo Venetia and Svarna Surya.

• Access Prequisites: For ships to be allowed to go through the Strait of Gibraltar, shipping companies owning ships wishing to enter or exit the Mediterranean Sea should issue a inventory statement to the Gibraltar Strait Security Agency 48 hours prior to their arrival to the Gibraltar Strait area. Access may be denied if the inventory statement is not filled and delivered correctly. In that inventory, companies must declare the distributors they are working on behalf of, as well as the estimated value of the goods they are shipping. They must also add the registration of the ship, the nation where the ship is registered and the name of the shipping company itself.

• New System: The Gibraltar Strait Security Agency has passed a new system that will be tested until the end of 2023, when the Agency will make a decision concerning the new procedure after analyzing the results of the test. With this system, the Gibraltar Strait Security Agency will directly tax countries based on the country of origin of the goods on a ship, charging them with a certain percentage of the total value of all the goods. Until the end of the test, the goods produced in or with origin in the United Duchies and the Federal Republic of Yosai will see its tax calculated through this system. In addition, if the goods from these two nations are transported in ships from taxed nations, an additional tax based on the group tha nation where the ship is registered will be added up to the calculation.

These new measures will enter in place on Monday, 21st August 2023, at 0:00 CEST.

Statement on the Strait of Gibraltar

The Kingdom of Spain rejects a new attempt from the Federal Republic of Yosai to blow up peace in the Mediterranean Sea and the Strait of Gibraltar, by defying the current rule of law that the Spanish and Hellenic Government agreed for the Strait of Gibraltar in their recently signed Treaty, on which the Kingdom of Hellas joined the Gibraltar Strait Security Agency while the area was split in two equal halves, of 7 kilometres each; and which included the conservation of the current measures and taxation system that was recently updated after the agreement reached by the Spanish and Hellenic directors of the Agency; alongside the Freedom of Navigation Act 2023, passed by the European Council.

The Federal Republic of Yosai has, however, helped the Kingdom of Spain to prove that they are interested on bringing death, explosions and conflict to the European Union, by publicly stating their will to go through the Strait of Gibraltar with a military convoy escort. This convoy contravenes the access criteria established by the Gibraltar Strait Security Agency, and the Kingdom of Spain reserves its right to apply the necessary measures to enforce these measures alongside the GSSA. Furthermore, it risks peace and the so-long pursued stability in the Mediterranean Sea, that has remained peaceful in a very tense World. Yosai intends to bring tensions to a peaceful sea, and Spain, as the nation in charge of protecting the Mediterranean, will not allow this to happen. Today, Yosai has removed its mask and shown its real face, attacking Spain and the Mediterranean nations using one of them as hostage.

In addition, and in application of the Freedom of Navigation Act 2023, Section II, Article VII, which explicitly says "Member States may deny military passage through their territorial waters", the Kingdom of Spain and the Kingdom of Hellas deny the right of the Federal Republic of Yosai's military ships. The Kingdom of Spain and the Spanish Government believe on the rule of law of the European Union, and will not hesitate to act in order to keep the European rule of law wherever it is up to our nation to protect it.

Statement on the Newly Introduced Tariffs by the United Duchies

The Kingdom of Spain rejects the start of a Trade War between the United Duchies and the Kingdom of Spain, after the former raised Spanish tariffs to Schedule 5, establishing a 35% tariff on national products. The decision allegedly comes after the United Duchies considered there is an ongoing crisis between the two countries, something that was certainly untrue until tonight. The lack of a summit between the two nations follows a decision from the Spanish Government in which it does not wish to establish free trade or travel with the United Duchies at the moment, and which the United Duchies seems to be attempting to force a change to.

The United Duchies has, as stated before, decided that the best move was to begin a trade war between our nations, in order to force the Spanish Government to capitulate to Cair Para's exigences. The Spanish Government will not put its knees to the ground, as we believe the United Duchies interests go further beyond free commerce and movement. The Government at Cair Para clearly provoked instability in the Caspian and Red Seas, and their extortion attempts go further from Spain, involving two allied nations of Spain and whose trust has been earned and continues to be firm: Inimicus and North Diessen.

In response to this tariff changes, the Kingdom of Spain therefore rises the Duchian tariff to a 40%. Nevertheless, the Spanish Government will be glad to lower these tariffs if the United Duchies does so. The relationship between the two nations, against what was stated by the Cair Para's Government, was formal and fine; and it should have remained like this if the United Duchies would not have acted in a hostile maneer against Spanish products and companies.

On the possible interference of the United Kingdom in the Sertian Conflict

The Spanish Government is surprised to hear from the Sertian press that the United Kingdom might have supported Aspernian rebels in their fruitless attempt to undermine the political and social unity on the island, previously known as Gadalland and Aspern. The position adapted by the Kingdom of Spain concerning the unity of Sertia remains the same, as stated on February 13th, 2023; on a statement signed by the Ministers for Foreign Affairs, European Union and Cooperation; Defence, and for the Spanish Commonwealth Affairs, Overseas Missions and Territorial Waters, nowadays integrated in the Ministries for Foreign Affairs, Defence and Home Affairs.

The Government reiterates its support for the current Sertian Government and the Head of the Braetha, Fornithias Cranst. The Kingdom of Sertia is a great ally of the Kingdom of Spain, with whom this nation has several compromises, such as the defence of its territory if needed; and is always vigilant when it comes to any developing events in the island. As we await for official confirmation of this report, the Kingdom of Spain will not make any statement until all evidence has been confirmed. The United Kingdom remains to be a friend of our nation, having earned and deserving our deepest respect.

The Commander of the Caribbean and the Pacific and President of the Military Bases in Nofoaga, General Carlos Brown, will travel to the Kingdom of Sertia in order to monitor the situation closely. A meeting with the Head of the Braetha, or any Government official, will also be requested shortly.

On the Rotatory Direction of the ASMSA

The Adventuranza Sea Maritime Security Agency wishes to thank Dña. Salomé Pradas Ten, from the Comunitat Valenciana, for her services and commitment during the four months and a half she has served as the Director of the Agency. The outgoing director, as well as her predecessor, Dña. Rebeca Torró Soler; have helped the Agency to transition into its new status as a Sea agency, rather than a Strait agency.

Due to the agreement between Ceuta, the Canary Islands, Escocia, Cantabria and the Comunitat Valenciana, the head of the ASMSA changes every year, rotating in a circle from west to east. The new Adventuranza Sea Maritime Security Agency Director is Don Alejandro Ramírez Hurtado, Councillor for Development, Environment and Urban Services in the Autonomous City of Ceuta. It is the first time that a Spanish territory on the other side of the Adventuranza Sea takes over the direction of the ASMSA.

The new director wishes everyone a Happy New Year, and is committed to stability and progress for the Adventuranza Sea, as well as environmental conservation.

On an Autonomy Referendum

The Government of the Protectorado Internacional de Ifni, which comprehends the city of Sidi Ifni and its surroundings, calls for an autonomy referendum on February 25th, after the Congreso de los Diputados and the Senado de España (hereafter, the Cortes Generales) have ratified the proposed Chart of Autonomy for the Autonomous City of Ifni, that has been elaborated jointly by the Spanish Government and the members of the local corporation of Ifni; similar to the Charts of the Autonomous Cities of Ceuta, Melilla and Gibraltar.

The threshold for the ratification of the draft Chart of Autonomy has been set at 65% of the votes being affirmative. In the case the threshold is not met, another referendum on whether the city of Ifni should continue pursuiong a full autonomy status or remain as an International Protectorate.

On the Spanish Mission to the Moon

The Spanish Spacial Agency poster to announce the Spanish Mission to the Moon

The Spanish Government, the Ministry of Science, Innovation and Research and the Agencia Espacial Española - Spanish Space Agency (AEE - SSA) have officially begun the countdown to the Spanish Mission to the Moon. Due to the huge budget allocated by the Spanish Government during the previous years, and the important sum donated by private entrepreneurs across the country, the Agencia Espacial Española and the Spanish Government will carry out this important step for the country between January and February 2025, on the day considered best for its climate conditions. The definitive date will be announced in due time, when meteorological predictions allow to have some certainty.

Two Spanish astronauts, Pablo Álvarez Fernández and Sara García Alonso, will travel to the Moon in this historical achievement for the Kingdom of Spain. In addition, the Republic of Nofoaga and the Kingdom of Sertia have both been formally invited to join the mission and have an astronaut on board, as their cooperation has been and continues to be key in the development and progress of this trip.

The launch will be performed from the newly opened spaceport, located in Sertia within a Spanish Military Base. More information will be given in due time.

On the Californian Commonwealth Membership Request

As Secretary-General of the Spanish Commonwealth, I take note of the membership request from the Government of California. According to our rules and regulations, there is no procedure for the membership acceptance of a foreign, independent nation. As stated in our first meeting, the Spanish Commonwealth was born to co-ordinate the Spanish territories and military bases all around the European Union under the same flag that represents them all.

However, considering the historical ties that unite the Kingdom of Spain and California, it is my duty as Secretary-General to find a way to allow for Californian membership in the Commonwealth. That is why I will be proposing Commonwealth Members the creation of an International Observer status, alongside the entry of California into the Commonwealth. The vote will take place tomorrow, in an online summit that will be chaired from Nueva Antequera.

It is with great happiness that I announce the entry of and I welcome the Republic of California into the Spanish Commonwealth as an international observer. The members of the Commonwealth, in an unanimity vote, have accepted the neighbouring country into the organization. Today, we give an historical step towards reuniting, within the same institution, all the regions and nations that share deep ties with the Kingdom of Spain.

After the summit came to an end, I had the chance to meet the Californian Prime Minister, Anthony Albanese, to whom I have explained the programme I am delivering as Secretary-General of the Spanish Commonwealth. California, as an international observer, will be able to vote on those matters that involve all Commonwealth members, but not on those that concern Spanish territories around the world. Both the Prime Minister and I have discussed the many ideas and proposals that we have to make the Commonwealth a better organization and to deliver for the people even more.

Today, a new era starts for the Spanish Commonwealth and its new international observer, the Republic of California.

On the Recently Passed High Speed Railway Projects in Andalucía

The Spanish Government has approved the construction of hundreds of kilometers of new high speed lines (Líneas de Alta Velocidad or LAVs) in Andalucía. The decision has been taken after carrying out numerous studies concerning the conventional and high speed rail network in the Autonomous Community. Prior to this massive investment from the Spanish Government and the Administrador de Infraestructuras Ferroviarias (ADIF), the high speed netowork only reached Córdoba, Sevilla, Granada and Málaga. Once all the works have been finished, the High Speed network in Andalucía will reach the eight regional capitals, increasing frecuencies and reducing travel times.

New high speed rail connections will be built between Sevilla and Huelva, as well as between Córdoba and Jaén, via Linares-Baeza. In these two rail lines, the old conventional railways line will be fusioned with the new LAV in some parts only, with the majority of the line being built from scratch. Concerning the Antequera - Sevilla high speed railway, work was already started by the Junta de Andalucía in the 2000s. ADIF and the Ministry of Transport have both agreed on using the built infrastructure, that reaches Marchena, which will save enormous work time, allowing ADIF to focus on the Marchena - Aeropuerto de Sevilla - Sevilla high speed line.

In addition, works are being done in order to improve the whole network in the region. In 2025, the Almodóvar del Río bypass will open, allowing regional high speed trains from Málaga and Granada heading to Sevilla to skip a stop in Córdoba, saving some minutes. In 2026, it is expected that the High Speed rail line to Almería from Murcia is finished, connecting Almería and its port with the high speed railway and the Corredor Mediterráneo. Concerning the conventional rail netowork, improvement works will be carried out in the Almería - Moreda - Granada line, the Antequera - Algeciras line, and the Moreda - Linares line. A new link will also be built with Málaga Airport, and a new high speed rail has also been approved for the Costa del Sol, starting in Algeciras (Cádiz), going across the entire coast of Málaga and finishing in Motril (Granada). Finally, a conventional rail line is still being studied between Almería and El Ejido, via Roquetas de Mar.

On the Spanish Mission to the Moon

The Official Poster for the Spanish Mission to the Moon

The Spanish Government, the Ministry of Science, Innovation and Research and the Agencia Espacial Española - Spanish Space Agency (AEE - SSA) officially revealed today the poster for the Spanish Mission to the Moon, beginning on 3 January 2025. The Miura I will be launched from the Spaceport located in Sertia, at 05.00 Local Time. Their Majesties the King and the Queen, Her Royal Highness the Princess of Asturias, the President of the Spanish Government, the Minister for Foreign Affairs, European Union and Cooperation, the Minister of Science, Innovation and Research, the Spanish Councillor and Speaker of the European Council, the Secretary-General of the Spanish Commonwealth and Former Presidents Jean-Claude Juncker and Jesús Aguilar, will attend the launch on Sertia, travelling on 2 January 2025. General Carlos Brown and General Laura Potter will join them at Sertia, alonside Sertian and Nofoagan authorities, including the Head of the Braetha Fornithias Cranst, President Lula Namatatiki or the Spanish Representative in the Nofoagan Parliament, Marian Fonseca; amongst other authorities.

Four astronauts will travel to the Moon in the first Spanish mission, aboard the Miura I: Spanish Astronauts Pablo Álvarez Fernández and Sara García Alonso will be joined by Nofoagan astronaut Christopher Huie and a Sertian astronaut. The four members of the crew will set foot on the Moon, and plant their respective national flags, alongside the AEE-SSA flag and another representing the mission. If everything goes as it should, the Agencia Espacial Española expects that the Miura I will touchdown on 7 January 2025, 06.00 Local Time of Sertia. Their return to the Earth is expected to take place on 11 January 2025, with the exact time being unknown, depending on the mission development.

Group 5: Yosai

Concerning the new system applied to the United Duchies and Yosai, the Gibraltar Strait Security Agency has decided to return the United Duchies to the common system applied to all nations except Yosai. The "alternative system" consists on taxing based on the country of origin of the goods on a ship, charging them with a certain percentage of the total value of all the goods. In addition, if the goods from these two nations are transported in ships from taxed nations, an additional tax based on the group tha nation where the ship is registered will be added up to the calculation.

The Gibraltar Strait Security Agency wishes to remain that for ships to be allowed to go through the Strait of Gibraltar, shipping companies owning ships wishing to enter or exit the Mediterranean Sea should issue a inventory statement to the Gibraltar Strait Security Agency 48 hours prior to their arrival to the Gibraltar Strait area. Access may be denied if the inventory statement is not filled and delivered correctly. In that inventory, companies must declare the distributors they are working on behalf of, as well as the estimated value of the goods they are shipping. They must also add the registration of the ship, the nation where the ship is registered and the name of the shipping company itself. The Gibraltar Strait Security Agency will not allow transit through the Strait if the tax is not paid duly.

Concerning military access to the Mediterranean Sea, the Gibraltar Strait Security Agency will only allow the entry into the Strait waters and, therefore, the Mediterranean, to the navies of the Mediterranean countries (Spain, Hellas, Red Croatia, Anastocopala, Inquista and Mishar), as well as to the members of the Treaty of Telum that are not Mediterranean nations (Inimicus, North Diessen, Duxburian Union, Leagio) and the Vardic, Fremetian and Angleteric navies. Transit of said nations ships through the Strait will be surveyed by the Spanish Armada. The Gibraltar Strait Security Agency and the Spanish Government reserve themselves the right to respond to any non-welcomed military incursion into the Strait of Gibraltar or the Mediterranean Sea.

The Gibraltar Strait Security Agency wishes to pay tribute to the work of D. Albert Issola, former Director and the Spanish Director of the GSSA since the entry of Hellas into the Security Agency. Issola has contributed to the development and growth of the Gibraltar Strait Security Agency, and we wish him a happy retirement. We welcome Dña. The Adventuranza Sea Maritime Security Agency wishes to thank D. Alejandro Ramírez Hurtado, from Ceuta, for his services and commitment during the year he has served as the Director of the Agency.

Due to the agreement between Ceuta, the Canary Islands, Escocia, Cantabria and the Comunitat Valenciana, the head of the ASMSA changes every year, rotating in a circle from west to east. The new Adventuranza Sea Maritime Security Agency Director is Don Manuel Miranda Medina, Councillor for Territorial Policy, Territorial Cohesion and Waters in the Canary Islands.

The new director wishes everyone a Happy New Year, and is committed to stability and progress for the Adventuranza Sea, as well as environmental conservation.
