Spanish Travel Advisories
The Spanish Government, after hearing the suggestions from the Ministry for Foreign Affairs, European Union and Cooperation, has decided to apply the following Travel Advisories for Spanish Citizens over the countries listed on the map below. This travel advisories will last until the end of the summer, when the Government, once again advised by the Ministry for Foreign Affairs, European Union and Cooperation, will apply new advisories.

Statement - Caspian Triumvirate
The Kingdom of Spain and, consequently, its Government and the Ministry for Defence note the creation of the Caspian Triumvirate, formed by the United Duchies, the Empire of Selvaris and the Kingdom of Reitzmag; and expresses its dissapointment with the United Duchies' participation and involvement with the Kingdom of Reitzmag on a defense pact and intelligence sharing without consulting any of the Telum Treaty members, a treaty the Kingdom and its allies consider critical and that deserves much more involvement from one of its main driving forces when it comes to sharing and offering defensive pacts that are as well reflected on the Telum Treaty.
We join the Confederacy of North Diessen and the Empire of Inimicus in their thoughts and opinions, and we as well believe that the non-consulation of the United Duchies is a betrayal to the principles of cooperation and communication the Telum Treaty has and was created with. The Spanish Military and Counter Intelligence is, as any other country's intelligence, really valuable and the share of military and other kinds of informations that the United Duchies could have got from us with the Kingdom of Reitzmag, known by its agressions to the Caspian estability, their unwillingness to negotiate a solution for Copala City with the Copalans and the Nicoleizians or the kidnapping of Mr. Bernie Sanders, is a risky move to the Telum Treaty estability as well as falling short for the signatory states.
Furthermore, we cannot explain the change of mind of the United Duchies officials concerning Reitzmag, and we share and endorse the words said by both the Confederacy of North Diessen and the Empire of Inimicus in their statement, released today. However, we have received an amended version of the Caspian Triumvirate, which would seem more acceptable to us. Until the new amended treaty does not come into effect, the Kingdom of Spain will no longer share any military, national security or economic intelligence with the United Duchies. Finally, concerning Selvaris, we welcome them into the European Union and hope a fructiferous relation can be established between both nations.

Statement - Evacuation of Tourists from Nofoaga
The Ministry for Foreign Affairs, European Union and Cooperation wishes to communicate that the evacuation of the 3000 foreign citizens visiting Nofoaga at the moment of the volcanic eruption has been conducted successfully in two Airbus A340 that were leased by Iberia and previously bought from the European Union Council. The citizens from America have and the North of Europe were boarded on a first flight with landings in Gadalland & Aspern, Mennrimiak, Ruthund, Montenbourg, Brickston, Vayinaod and Reitzmag; while the rest of the tourists were boarded on the 2nd flight. We thank all the countries for their cooperation and patience concerning the evacuations, as well as Iberia for leasing the planes.

Statement - Huriyah (Treaty of Dudelange)
The Kingdom of Spain, after months of negotiations, has finally reached an agreement with the Kingdom of Huriyah in order to recognise the newly-born nation and end with the civil/international conflict that was started in the Protectorate of El Rif by Mr. Mustafa Begum and Mr. Abdul Majeed al-Rasheed. The agreement contains the following clauses, and it's signed by both the Kings of Spain and Huriyah, the President of Spain and the Supreme Leader of Huriyah.
PREAMBLE
The Kingdom of Spain and the Kingdom of Huriyah, in the search of establishing peace between both countries and improve relationships between the Kingdom of Spain and the Kingdom of Huriyah, compromise to the following terms compilled on this treaty.
SECTION I - CIVIL CONFLICT
I. The civil conflict between the Kingdom of Spain and the Kingdom of Huriyah is considered to be over since July 9th 2021, 00:00 GMT.
II. The Kingdom of Huriyah and the Kingdom of Spain compromise theirselves to establish peace between both countries and improve their relationship.

Spanish Green Plan 2021-2045 - For a Green Spain in a Green European Union
El Plan Verde Español (Spanish Green Plan) contains the aims and objectives the Government of the Kingdom of Spain has set in order to become Climate Neutral by December 31st, 2045. This plan contains several measures that will become laws and regulations between this year and the year 2045. The Spanish Government aims to finish the plan before 2045 and reach climate neutrality before the set year, and so it will work to achieve that.
Chapter 1 - Deforestation & Agriculture
The Kingdom of Spain compromises to:
I. Combat deforestation by discouraging expansion of farmland into the wilderness.
II. Manage wild forests to reduce the risk of forest fires.
III. Promote sustainable agriculture and ban anti-environmental practices, such as slash-and-burn agriculture.
IV. Promote and actively engage in reforestation of forest levels, whenever needed.
V. Commit to at least 75% sustainable wood supply or purchases from sustainable wood supplies by 2035.
VI. Ensure food security in the face of climate change and biodiversity loss.
VII. Reduce the environmental and climate footprint of the Spanish food system.Chapter 2 - Fossil Fuels
The Kingdom of Spain aims to:
I. Promote carbon neutral alternatives over fossil fuels.
II. Phase out fossil fuels with carbon neutral alternatives wherever possible by 2035.
III. Promote and support the development of carbon neutral energy sources.
IV. Reduce carbon emissions to net zero by 2045 or before, if possible.
V. Support and promote the development of sustainable transport.
VI. Promote the use of public transport where possible.
VII. Ban the sale of ICE cars by 2035, exempting biofuel powered vehicles and military grade vehicles. The military vehicles which are ICE powered will be banned in 2060.
VIII. Cooperate with the European Union's nations in order to develop sustainable means of transport.Chapter 3 - Renewable Energy
The Kingdom of Spain adquires the following compromises and commits to:
I. Ban the construction of non-renewable plants at least by 2030.
II. Generate at least 75% of its power from renewable energy by 2030.
III. Ban the use of fossil fuels in power or heating by 2040.
IV. Invest in battery storage for electricity to enable a fully renewable grid.
V. Having all new buildings be built carbon neutral by 2033.
VI. Promote transit oriented development and green building materials wherever possible.
VII. Reduce use of carbon intensive materials in construction by 2037.
VIII. Expand the current greenbelts to protect the countryside.Chapter 4 - Recycling
The Kingdom of Spain compromises to:
I. Achieve a 80% recycling rate by 2024.
II. Ban single use plastics by 2022 and promote sustainable alternatives to them. Single use plastics applied for packaging will be banned in 2025.
III. Reduce packaging on consumer products and encourage sustainable use of resources in packaging.
IV. Have recycling centres to process all common recyclable packaging by 2024.
Apart from these measures, Spain is committed to apply more plans and measures, as well as to pass a 'Climate Change Law' before the end of the current year.

Statement - Europe Day
The Kingdom of Spain wishes to congratulate all the citizens of the European Union on Europe Day, when all the Europeans come together to celebrate another year within the region. We will always be thankful to former Commissioner Jean-Claude Juncker for pushing forward this act and we regret that no official celebration has been announced by the European Commission. We wish the European countries and government that we remain united as one for another and more years.

Spanish Travel Advisories
The Spanish Government, after hearing the suggestions from the Ministry for Foreign Affairs, European Union and Cooperation, has decided to apply the following Travel Advisories for Spanish Citizens over the countries listed on the map below. This travel advisories will be in place until January 1st, 2022; when the Government, once again advised by the Ministry for Foreign Affairs, European Union and Cooperation, will elaborate a new map.
Changes concerning the previous map:
- Gadalland & Aspern has been moved from the red to the yellow list.
- Nofoaga has been added to the yellow list after the last volcanic eruption on the island and its consequences. Even if it's on the list, the Spanish Government considers Nofoaga a safe place and so establishes a lower level of avoidance for travels to the Caribbean island.
- Yosai has been added due to the way the country is ran. The Spanish Government will keep an eye on Yosai in order to change the criteria as the country opens up to the European Union.
- Istkalen has been added to the map because of the tense political and social situation in the country.

Call between Minister Dastis and the First Minister of Copala City, George Maxwells
The Minister for Foreign Affairs, European Union and Cooperation, Alfonso Dastis spoke with the First Minister of Copala City, George Maxwells today. Both have discussed the last summit celebrated between both countries back in March 2021, as well as the ongoing events and past happenings of relevance. During the conversation, Mr. Dastis and Mr. Maxwells have also spoken about the recognition of Copala City as an independent country, which as a request from Mr. Maxwells, and the agreement of the Minister for Foreign Affairs, will be withdrawn on October 2nd, 00:00 CEST. We also wish George Maxwells the best luck for the upcoming weeks, as he will be facing very important challenges for Copala City and its people.

President Aguilar Statement - On North Diessen
I am deeply concerned and saddened by the news we are hearing from the Confederacy of North Diessen, that has suffered a terrorist and cruel attack today in its capital city, Het Goor. As the President of the Kingdom of Spain, which is a very close ally to North Diessen, we offer a helping hand to arrest any terrorist or related subject with these attacks; as well as I would like to send my full support to President Peckan during these hard moments. My prayers are with those who lost their lifes, as well as with their families and friends; to whom I send my deepest condolences.

Joint Statement between the GSSA, the ASMSA and the Minister for Overseas Territories and Missions and Straits
The Minister of Overseas Territories and Missions and Straits, Teodoro García Egea; the Director of the Gibraltar Strait Security Agency, the Honorable Albert Issola and the Adventuranza Strait Maritime Security Agency, D. Francisco Martín Gallego, have met today in Madrid to discuss the new official "Straits Tall demarcation areas", or STDAs, coming up with the following result:
The map is officially effective since October 23rd 2021, at 0:00 Madrid Time. Any and all ships whose routes go through the Strait of Gibraltar or the Strait of Adventuranza, will be subject to a tax payment according to the tax applied and which group their country is at. Payment will be made as follows:
- 5 days before crossing any of the Straits, ships shall establish communication with the corresponding agency, depending where they want to go through.
- The agency will communicate ships the total price of the tax payment in less than 24 hours.
- The payment will be made before the entrance of the ship to any of the Straits. It must be done via a transfer to the corresponding agency's bank account.
- Ships will be tracked via satellite to ensure they don't enter the area until they have payed the tax. Those ships not subject to tax won't face any difficulty to enter the Straits area.
- Should any ship enter the Straits areas without paying, the Adventuranza Strait Maritime Security Agency, the Gibraltar Strait Security Agency and the Spanish Navy are authorised to blockade or disrupt any ship.
- Should any ship avoid the tax, they will be taxed double when they attempt to cross the Straits areas. The tax value will multiply itself per two every time the same ship avoids the tax.
To reinforce these rules, the Spanish Government has passed, with the Congreso de los Diputados approval, the following rules:
- Any ship avoiding the tax for more than 3 times per year will be intercepted by the Spanish Navy.
- The Spanish Navy, in cooperation with the Strait agencies, will be able to arrest and disrupt the ship's crew and route.
- The ship crews that have avoided the tax will face a trial in the Kingdom of Spain, accused of "deliberate tax avoidance".
- Tax avoidance sentences could be a fine or a prison sentence for a maximum of 10 years. A fine can also be given to the ship crew if the judge considers it necessary.
Apart from these measures, the Adventuranza Strait Maritime Security Agency and the Gibraltar Strait Security Agency have decided to raise Yosai's tax to a 3%, meaning that from the moment this statement is published, all their ships will be subject to a 3% tax.

On the Spanish Base in the Kingdom of Mennrimiak
Today, I am announcing that the Kingdom of Spain has decided to suspend, for an indefinite timeframe, the agreement between the Kingdom of Mennrimiak and the Kingdom of Spain concerning the establishment of a Military base in the artic country. We deeply regret having to take this decision, but we will not allow our foreign policy or a foreign country to blackmail our country and force us to implement their policy concerning certain topics to keep the military base working. Threatening with cutting diplomatic ties with Spain and to exit a treaty to force us into certain policies will never work with us.
The Spanish troops deployed on the Kingdom of Mennrimiak have started their departure process and the equipment is being shipped back to the Kingdom of Spain.

President Jesús Aguilar - Press Conference
Good afternoon, my dear citizens.
Today, the Kingdom of Spain is the newest victim of hostility and provocation in the European Union, a victim of those attempting to blow up any form of peaceful coexistence in the South of Europe and trying to involve in every single regional affair with military pressence, instead of using diplomacy and great-worded statements to make their stance clear. This is globally known as an act of agression, a provocation, the worse of the many choices Reitzmag and Yosai could have taken to reach an agreement. And the Kingdom of Spain takes these actions and maneuvers as I described, feeling very dissapointed by such.
We also note how the Republic of Yosai, in an attempt to blow up negotiations and make the Kingdom of Spain look as the one playing the villain role, has allowed a nation from the other side of Europe to intervene in this conflict. This demonstrates the null willing of our neighbours to find a solution to this crisis, but also that they are not interested on solving this resorting to diplomatic ways, but rather to military and hostile ones. This victimising attitude and the mask our neighbour has been wearing since the start of the crisis, offering itself to Europe as a nation disrespected by the Kingdom of Spain, has both gone away now we have seen the true face of the newest European Union member state. I want to send a message to them, and to Mister Bridges, whose childish behaviour has blinded him at the time of taking responsible and good decisions: Spain will never enter a war for a mass of water, no matter how many provocations you decide to do. Unlike the Kingdom of Reitzmag, we are ware of the meaning of diplomacy and common sense, rather than resorting to the victim role one of the other side's components has been playing; or sending ships to escalate tensions as their real motivation.
To my European colleagues, I want to transmit a message of peace and tranquility, and I will say this as many times as needed: Spain will never risk the region's peace, or people's life, or both, for the Strait of Adventuranza. We note the concern from Ruthund, a nation we have high esteem for, and I want to personally address Lord Zgeirtanaz Hulnkimnazen to say that we have been trying, since this crisis started, to achieve a positive relationship with Yosai and we are still searching for an agreement. However, we believe the other part is interested on the opposite, according to their most recent actions. We also note the words coming from the United Duchies, to whom I say the same: we are giving our best to reach an agreement.
To the Empire of Inimicus, I call them not to shoot any foreign military ship, and I trust Inimicus enough to assure this will not happen. We are really thankful for their support, and I want to express my deepest compromise on avoiding a bloodshed on the Strait of Adventuranza. The Empure is one of Spain's most loyal allies, and we still hope for a pacific solution, despite we both know what Reitzmag usually brings to this region. To our friends in Inquista, Icholasen and the Kingdom of Montenbourg, who have transmited me their support to our country on the matter, I can just say thank you for being always next to Spain and proving your loyalty, a loyalty Spain will always proof in the future and has proved during its existance.
I also want to send some words to Mister Bridges: you are the European leader who is less capable about giving lessons on waters to the Kingdom of Spain, after building islands on the Caspian or discretely annexing Istaklen that, according to their European Councillor, your country is expoiling. If you are willing to help your friends from the Republic of Yosai, you are achieving the opposite and it would not be wrong to consider Reitzmag as the aggresor on this situation, along with their allies on this crisis.
The Strait of Adventuranza, which name comes from the adventures the Spanish explorers did in the past has always been a special place for this nation, and no matter who or what, the Kingdom of Spain will always defend its claim over it. Nonetheless, we will always be willing to negotiate and search for an agreement that keeps the tax, and that brings calm and stability to the region. No matter what, no matter who, Spain will always aim for diplomacy. And despite this Strait has a special meaning to us, we believe and we are seating on the negotiation table to open a new era for our beloved Strait, where both nations can co-exist together. Do not take me wrong, I as President of this nation I love will never accept an humilliating agreement, and will not take part in any show to allow the other part to justify a victim role. Spain is open to share the Strait, but if we see no real aim to reach an agreement, it will be impossible.
We are trying our best, doing our best and aiming for the best agreement possible. But we need to see the same compromise from the other part to trust on these negotiations. Europe knows what our priniciples are, and we will always stick to them.

Statement - On the Negotiation Progress with Yosai on Adventuranza
As the President of the Kingdom of Spain, I'm regretting to inform the whole of the European Union that, at this point, the negotiations between the Republic of Yosai and the Kingdom are stuck, even though Spain has compromised to any and all of the red lines Yosai has set for an agreement , which are the following:
- Equal share of the waters of the Strait of Adventuranza.
- No Spanish or Yosaian military presence in Spanish or Yosaian waters.
The Kingdom of Spain has actively insisted and compromised to these terms, and set a red line that we believe should be respected and accepted, as a negotiation is, according to the official meaning, a "formal discussion between people who are trying to reach an agreement". This implies that both parties should make concessions and agree to terms they might like more or less, in the aim to reach an agreement. The only red line we have set on this negotiation, the only thing we have asked for is to keep the tax on the Strait of Adventuranza, sharing the benefits and the decision making process with Yosai. Unaccountably, the Republic of Yosai keeps refusing this red line that would bring prosperity and stability to the region.
I note the unwillingness of the Republic of Yosai to reach an agreement that does not go their way, with a selfish and non-cooperative attitude that does not only damage the aim for good-neighbouring policies and stable coexistance; but the trust the European nations and Spain can have on this new member of the European Union. However, I am once again persevering and saying that Spain is willing to reach an agreement that is fair for both parties. The ball is on the Republic of Yosai's court now, and they should decide between bringing instability and uncertainty, while briging more problems to this region that they have already brought; or agreeing to a fair deal for both parties that would mean the start of a friendly and furthermore, good-neighbouring policies' based relationship.
If an agreement is not reached, Spain will support the European Council motion on the Strait of Adventuranza. Our European Councillor, Donald Tusk, is now working on an amendment to the motion that we will be submitting shortly.
I hope, for the best of this region and this area of the European Union, that an agreement is reached as soon as possible.

On the Strait Taxing and Claim
The Adventuranza Strait Maritime Security Agency wishes to inform that an agreement has been reached on the situation on the Strait of Adventuranza. To estabilize the region, the sound tax of the Strait of Adventuranza has been abolished, becoming effective since midnight. When it comes to the claim on the Strait of Adventuranza, the Kingdom of Spain will share the waters with the Republic of Yosai. Nonetheless, this organization and the Spanish Government still claim the Strait of Adventuranza is exclusively Spanish.

The Ministry of Defence would like to announce that the Spanish troops have returned to the Kingdom of Mennrimiak, after the crisis concerning the Strait of Adventuranza was solved. The Kingdom of Mennrimiak and the Kingdom of Spain will keep cooperating on the many affairs they are involved into, in order to make Europe and the Atlantic and better and safest place for all the Europeans.

Joint Statement between the Kingdom of Spain, the Union of Duxburian Dominions, the Empire of Inimicus, the Most Blessed State of Inquista and the Confederacy of North Diessen, on the joint departure of Telum Treaty and the creation of a new Treaty between said states
The Governments of the Kingdom of Spain, the Union of Duxburian Dominions, the Empire of Inimicus, the Most Blessed State of Inquista and the Confederacy of North Diessen wish to communicate their inmediate and joint departure from the current Treaty of Telum. We believe all trust to keep going with the current treaty has been lost, and that we, the signatory nations of this statement, need to head towards a different view of our common policy and cooperation for the years to come. This has not been an easy decision to make for us, however we believe that the path we are taking today will open a new era for prosperity, progress and cooperation in the South of the European Union.
We, the nations, think that the United Duchies has, during the last few months, been looking and more interested in non-Telum nations, while letting apart those nations that were supposed to be their most important allies. The formation of the Caspian Triumvirate, the continued lack of support towards Treaty members or their null interest on strengthening the relation with signatory states are three of the main reasons to break up this Treaty. Nonetheless, we would like to communicate the Government at Cair Para that this departure from the Treaty of Telum does not mean that relationships between the five nations and the United Duchies are broken. We are still willing to have excellent relationships with Cair Para and work for that trust to be restaured over the years to come.
Therefore, the Kingdom of Spain, the Union of Duxburian Dominions, the Empire of Inimicus, the Most Blessed State of Inquista and the Confederacy of North Diessen hereby announce that, since today, a new Treaty of Telum has been established between us. The new Treaty will be identical to the previous one, with no sections, articles or clauses amended. We all hope this new treaty opens a new era between our nations, with cooperation, trust and progress being some of the many pillars of this new treaty.

Statement - On Nofoaga
The Kingdom of Spain recognises Lula Namatatiki as the new President of the Republic Nofoaga, after the abandonment of the national territory by the former President of the state, Jaques Salé, and the President of the National Assembly of the Republic. This absence, which according to the new President seems to be definitive, means the mechanisms used to face the Presidential succession is legal and, therefore, Spain gives its recognition to Ms. Namatatiki. We hope that the great relationship between the Kingdom of Spain and the Republic Nofoaga continues improving during 2022.
We would also like to use this statement to wish every and all European states a very Happy New Year. May we all continue cooperating in 2022.

Joint Statement of the Kingdom of Spain and the Most Blessed State of Inquista, on the creation of the Union for the Mediterranean
The Kingdom of Spain and the Most Blessed State of Inquista have both agreed to the creation of the Union for the Mediterranean, after the summit between the President of Spain, D. Jesús Aguilar; and the Archbishop of Inquista, Dña. Mikaela Kligenberg. Both mandataries highlighted on their summit last November that "the Mediterranean ties and values, and its lifestyle, recognised as one of the best all around the world, its climate, diet and personality, along with other characteristics," are enough reasons to form an Union that protects and points out the value the Mediterranean way of life has not just for the countries which are heavily dependant on it, but also for the whole of the European Union.
The Kingdom of Spain and the Most Blessed State of Inquista would like to invite the Federal Republic of Gania ( @GANIA) to a trilateral summit in order to discuss the bases of this awesome and prosperous project that starts today, as well as to join the Union for the Mediterranean, an opportunity to grow economically but also socially. The Union for the Mediterranean is intended to be the bridge that connects every single nation on this very promising area of the South of the European Union as well as the way to strengthening the ties between member states.

Strait of Gibraltar's Tariffs and Access Revision
Following the meeting of the Gibraltar Strait Security Agency, composed of all the members of the Parliament of the Autonomous City of Gibraltar, it was agreed by an absolute majority to review the tariffs and access to the Strait. This review will be in force for the whole year, and may be modified at the discretion of the GSSA itself.
The GSSA would like to address the attempts from outside parties to sway the GSSA's and similar authorities' decision. The GSSA is an independent and neutral agency under the direction of the Government of the Autonomous City of Gibraltar, and under the control of the Gibraltar Parliament. The GSSA is not dependent on or influenced by bodies of power greater than or equal to that of the Gibraltar Parliament and the Government of Gibraltar, thus maintaining the autonomy guaranteed through the Home Rule Charter for the City of Gibraltar, which dates back to 1995. Its actions and decisions are taken by the Government of Gibraltar and approved or rejected by Parliament, which is the guarantor of the neutrality and controller of the proper functioning of this agency, which is based on the pillars of independence, honesty, transparency and security.
Below are the new tariffs that will apply to each country's cargo vessels according to the following criteria:
"I. Cargo vessels' final destination is not the Kingdom of Spain.
II. Cargo vessels do a stopover in the Kingdom of Spain, then resume their route heading east or west of the Strait area.
III. Cargo vessels go through the Strait of Gibraltar, not stopping at the Kingdom of Spain"Tariffs:
Group 0: Inquista, Icholasen, Vayinaod, Fremet, Montenbourg, Spain, Gania, Angleter, Duxburian Union, North Diessen, Inimicus and Gallorum.
Group 1: Leagio, Ruthund, Mennrimiak and Nofoaga.
Group 2: United Duchies, Kaitsja, Ineland, Pravoslaviya, Brickston, Gadalland & Aspern, Strathae, Red Croatia, Istkalen and Czech Slavia.
Group 3: Reitzmag and Huriyah.
Group 4: Union of Nicoleizian Soviet Republics.
The new access criteria are as follows:
I. Military assets from the members of the Treaty of Telum will be allowed to the Strait of Gibraltar, and will have full access to it.
II. The Apostolic Kingdom of Angleter, the Archrepublic of Vayinaod, the Republic of Fremet, the Federal Republic of Gania and the United Dominions of Icholasen are granted a licence to go through the Strait of Gibraltar.
III. No other European nation’s military assets shall be allowed to enter the Gibraltar Strait.
IV. All kind of vessels registered in, going to or coming from the Republic of Yosai will not be allowed to the Strait of GibraltarHon. Albert Issola
