After making his announcement on running for the position of Internal Affairs Commissioner for the European Union on the floor of the Senate in the National Congress building in Tullion, Kevin Collita began his campaign by making a trip throughout all the various countries of the European Union in convincing them to support his platform. There were many countries I plan to visit but by the end of the campaign he planned to visit at least five countries excluding his own. The first place that he was going to visit was pretty much won the hearts of the European Union and that was Spain, where he was playing to fly to the city of Madrid and give a speech. When he landed at the airport at Madrid, there were already thousands of people waiting to see him outside the airport with journalists from various different newspapers and news agencies of the Spanish nation relates to ask him all sorts of questions about his campaign and himself as well. Kevin Cotilla booked a speech at the Plaza de Toros de las Ventas within the center of the city. In the middle of the Plaza that also acts as a bull ring was a stage with a mic uptop, where Kevin walked up to the stage with claps and cheers being heard through almost every part of the city of Madrid. Kevin waved his hands in support to those people that were clapping and cheering him. Once he reached the mic, he began his speech as the crowd began to listen and hear his words."Citizens of Spain and citizens of Madrid, first thank you for having me here as a guest. I have never seen such a level of support in all my years in Leagioan politics I will begin by telling you what I think about the European Union. My main issue with the European Union relates mainly to the European Council, who has a voting issue that has been strongly highlighted in many different countries including my own. The European Union Council tends to vote either in high turnout for legislation that you don't agree with or hardly vote at all on measures that are essential to the rights and liberties of you as citizens and as persons of this union. These turnout issues that we've had ours so strenuous that in some legislation that is reinforced today only five or even three nations vote at all, where there might not have been a very strong debate or even a debate at all and where your counselors might be failing to uphold their oath as well as their responsibility to ensure the rights and liberties of those that they represent and the interests of the government's within your nations that work day and night to ensure that they fulfill your needs in this world. Thankfully, the people of Spain, Councilor Tusk has done an outstanding job in representing you the Spanish people and your government in upholding the Constitution and his duties."
The crowd in the audience that surrounded the senator cheered and clapped very proudly about the issues that he was brought out along with his support to their representative in the European Council.
"Another issue that coincides with our problems with the European Council is the Commission of the European Union itself. The Commission has also failed not only one's, not only twice, but multiple times to act decisively and show that they are working for you, the voters. I do not claim to know much about your country's politics as much as I know about my own, but where I come from if a politician is not being active for the nation and for their constituents then either one of two things is going to happen. One that representative is going be elected out of office in the next season or the system needs to be reformed to where we have politicians that have a direct interest to their voters in showing that they are working to uphold the values that they were elected on."
The crowd again cheered and clapped in agreement with the words that were given.
"My solution to these issues that are connected with each other is an amendment to the Constitution that no counselor seems to be advocating for. Under the current version of the Constitution of this union of European nations, the EU Commission has no power to veto an Act of legislation from the European Council no matter what the turnout of the vote is. So going back to if active legislation has only five members of the Council voting, a amendment giving the commission the power to veto it should be added. This type of amendment would force the commission to be active and be put on the spotlight to you the voters and the national governments of this union, where the commission would be forced to meet each other in a conference and decide if this act of legislation should be vetoed. This means that in the three members of the commission, they must vote on whether or not to veto. A simple majority will equate to a veto, while a tie will mean that it is also a veto. The reason why I say we should support this is so that way we, the people of the European Union, can be able to have an active system of not only checks and balances but also a separation of powers. The European Council should not be the main authority that dictates everything of this community of nations."
More claps and cheers were given from the crowd in the Plaza.
"Lastly, another issue that we have had with our commission is the lack of coordination of the current internal affairs Commissioner with all the nations of our union. Our current internal affairs Commissioner has failed to hear and discuss to the representative governments of our union and has a sign that our unity is strong. Just having someone fill in the chair is not enough to bring out support to our nations. We need new leadership in that chair and if I am elected, I will reinstate the once-a-term conferences that was started by a former Internal Affairs Commissioner, and now running for Premier Commissioner, Mr. Juncker. I will reinstate these conferences in my term as internal affairs Commissioner and discuss with every single government attending on coordinating the actions of our commission with them, where we can be able to determine the needs and issues that these governments are facing and help out in any way we can."
The crowd went wild with flowers and hats being tossed into the air some Lehman landing on the center stage beside Kevin as he waved.
"Before I end my speech, let me thank you the people of Madrid in Spain for having me here. I will continue to campaign not only for you but for all of the people of the European Union. Thank you and have a good day."

Renew the conferences that are held with the EU Commission and the many national governments of the European Union in order to hear the issues plaguing the many nations governments, where we as a community can work together.

Decentralize the European Central Bank. Many of the issues that the governments of Europe have be raising is the concern that they, as bodies elected by their people have no voice or ability in running their affairs and business in ways that are fair and the European Central Bank is one of the institutions that governments have no voice as the EU Council seems to have supreme power over their authority. I believe that as one of the first steps in giving the governments of Europe a voice in the community's economics to allow them to elect the President of the Bank every 6 months to every year.

Reforming the EU Commission and instituting checks and balances on the EU Council on a low turnout. As mentioned earlier, the EU Council has a serious issue with a supreme power that it has over the European Union with an inactive Commission that is supposed to work with it. There are times that the Council passes legislation that is good and has high turnout but fails to pass, while there are also times where the Council passes legislation with low turnout but has bad consequences on it. There are also times when it is different from that, but it has not been common, unfortunately. Many of the low-turnout legislation that passed are the ones that have brought in decline to many members of the European Union. The EU Commission has no power to veto and has to enforce when knowing that there is not a lot of support to it. In order to resolve this, a amendment to the Constitution to be adopted to where the EU Commision must vote to either pass the legislation or veto it. However, this veto power is only going to be enforced on acts with low-turnout say around less 25% of all the active member nations in the EU Council with representation. The Commission can either decide to veto it completely or institute an in-line veto where they can remove the segments of the Act that the Commission feels unenforceable. The Council will have the ability to override it but must have more votes in turnout by a simple majority to overturn it.

2nd Rally

Forecoaster, ElthizeKevin decided to make a stop at Leagio's neighbor of Elithize in its city of Forecoaster, where he was told would next best place to stop at for his campaign through the European Union. The people were nice and curious about this Senator from their neighboring country running for the position of Internal Affairs Commissioner of the EU Commission. He stood up on the podium as he gave his speech to the neighbors of Leagio. The reason for him choosing the city was that it was known for having a moderate position on the political spectrum, which is where Kevin falls into not only within his own country's political spectrum but also within the spectrum of the Progressive Alliance Party.
"People of Forecoaster and the people of the State of Elthize, let me say that I thank you for allowing me to visit your great nation and witness the many sites that you offer as a neighbor to my country. For many years our trees have had a positive and fruitful relationship and where we enjoy the benefits together in being part of the European Union. On two countries work together and ensure that only the liberties of our peoples are protected but the livelihoods that our people live is maintain under the governments of both our administrations. Both of our presidents met each other with a common goal to establish good relations with good economy with each other as neighbors."
The crowd clapped in agreement with Kevin as he continued to speak.
"Not long ago your nation joined mine into the European Union on the idea of ensuring quality, prosperity and liberty. I can gracefully say that with the current benefits you have achieved that. You rose your heads up high and reach for the stars in aspirations of becoming a member of the union, but you still have been asking more from the current leadership in the European Union's commission who has failed to work with your government that you have elected and failed to come up with methods as well as solutions that benefit you, the people of Elthize. The European Union's commission has not been working day and night for you and proposing legislation and solutions that align with your aspirations 100% of the time and for the example of the current internal affairs Commissioner, never once has she worked to provide legislation that ensures that the commission is stable, functional, and is able to actually function within a democratic society that we live in as people of this 21st century. We need new leadership within the European Union commission and I am willing to provide that leadership to you as a candidate for the internal affairs commissioner with coordination and support from Premier Commissioner candidate Juncker. The European Union commission needs to show responsibility to you the voters of this union and they definitely need to invite you to stability that fits your aspirations as a nation of this community. Democracy can only work when there is stability because instability and the inability to cooperate with governing will lead to nothing but tyranny."
Kevin looked around and select many of the crowd shook their heads up and down in agreement with his words and even cheered loudly with various words that supported the ideas of liberty, stability, and democracy.
"To bring the situation closer to home, never once has current internal affairs Commissioner offered to help you the members of this European Union in your situation with the unbearable heat and AC crisis that is plaguing your homes. Never once has she directly been in touch with your government to at least be informed about the situation and asked if any help could be needed from the European Union's commission. A truly elected internal affairs Commissioner is supposed to be concerned with the affairs going on within the member nations of this community but not in the way to dictate what they can do; instead, the internal affairs Commissioner is supposed to act as a mere between all member nations and as a provider of any assistance and its member nations needs from the European Union's commission. If I am elected as the internal affairs Commissioner of the European Union, I will work day and night with your government, if they wish, and helping any way possible to resolve the AC crisis that your nation is currently facing and any other issues that you need help from this community."
The crowd went ecstatic as they began to cheer even louder than before and began to chant Kevin's name. Shouts of of liberty, stability, and democracy continued throughout the remainder of the event as Kevin Cotilla went down to the audience to talk to as many potential voters that want to tell him their stories and their issues revolving around the European Union, especially on what they think should be done to help their nation in this crisis.
