Spanish - Nofoagan Summit in Madrid, Spain

"Aah, good morning my friend. I'm glad to finally meet with you." said Nikola N'nago once he made his first step on Spanish ground. "I'm pleased you've agreed to have a summit like this. For the Nofoagan people, and of course for me as head of state and government, it's important to strengthen ties".
"I am aware what we want to match isn't the easiest thing but I'm sure that even if we can't reach an agreement our friendship will be stronger" continued N'nago. "And that's as important".
"I brought you a present". The assistant gave a dark green bottle to the president. "thank you" said Nikola. "This is a typical drink from Nofoaga, I hope you can handle this liquor. It's made from destilled turtle egg juice. Believe me, it taste much better than it sounds like."

Aguilar shook hands with N'nago once he made his first step into Spanish ground, in the Torrejón de Ardoz military base: "Good morning Nikola and thank you so much for your interest to come and visit my country. As you have said, strengthen ties is very important to have better relationships between the European Union countries. The agreedments and treaties are never easy, but I'm sure that hard-work will do its best."
After that, he took the liquor that were into the dark green bottle: "This is a great gift, I appreciate it so much" said Jesús, "I'll try it and tell you how does it taste, but if you say it tastes good, then it will." Aguilar smiled.
Then, he procedeed to guide N'nago to the motorcade and opened the car's door: "Please, get into the car". Both got into the motorcade and started their way to the Presidential Palace, el Palacio de la Moncloa.

"Thank you, Jésus" said Nikola while taking seat. "This is a well comfortable car".
"I'm sorry for asking this, Jésus, but last days I saw an increase of tensions between Spain and Reitzmag. Is everything okay?" asked Nikola a bit worried. "I keep aloof but I want you and your country to be fine" he continued.
"Anyway, I am glad to be here. And thank you once more for having me. Please allow me, I come to you with a request" he began... "Oh! We are already at the palace" yelled Nikola, impressed by its architecture.

"Relationships with the Kingdom of Reitzmag have always been complicated and tense. We had to apply sanctions on them after the kidnap of the UNSR's Foreign Affairs Minister, Mr. Bernie Sanders. This measures were very hard to take, but we needed to apply a hard response according to the actions they made. And from that moment to now, it's been a bad relation. We expected those tricks to remove enterprises that don't operate here, but Mennrimiak was unexpected. They didn't even come here to know us and we say we are arrogant, something I can't understand for much I think on it."
The motorcade stopped at the Palacio de la Moncloa, where Jesús and Nikola took some photos at the entry and also when they got into the Presidential Office.
"So tell me Nicola, what do you wanted to tell me at the motorcade?"

"I don't have to tell you how hard and difficult politics are, especially when you have an active opposition. Nevertheless it's a request from all parties represented in our Assembly" Nikola began.
"The constitution of Nofoaga defends us to develop or stand an own army. So we have to count on other nations for our defense. But I understand the responsability which comes with it... Now I know we could easely review and modify the constitution if there are enough votes in the Assembly, which are" he said.
"But this section of our constitution was a main condition to become independent from France and, you know, Nofoaga is and wants to be loyal. Even if it's not beneficial at the end. That's why I come to you Jésus. Nofoaga needs the assurance to be defended in case of war. The reason why we are asking Spain is because we do know you're reliable and geographically it does make sense" the president continued.
"of course Spain hasn't to do it for nothing..."

Aguilar took some sheets of papers and started to write: "So I'm asuming that you want Spain to take the control of your defence. That's fine and we accept it. We would just need to build a base somewhere in the center and another one near the coast so we can keep you well defended. I've talked with my defence minister as I kind of knew that, and she has told me to ask you about the land, assurance...etc. Does Nofoaga provide it?"

"Nofoaga will provide land to set up military bases of course. We're willing to contribute for the maintenance of your troops on Nofoaga, with a maximum of what would be given by the government in case we had an own military. We're talking about 3,67 billion Euros".
"And of course, we're loyal, you know that Jésus" continued Nikola. "If we would come to an agreement no other military activities from other nations can take place without your agreement on that, beside the Eurocorps".

Aguilar noted all the data Nikola N'nago has just given, looked at him and said: "I'm very happy to listen that you are a loyal country. The conditions are great, so please count with us. We'll be incharge of your defence with the best service we can offer to you."
Then he opened his briefcase and got some documents from it. He given a copy to Nikola: "This is a trade and free movement agreedment that I have brought here just incase you would like to sign it. That would allow the Nofoagans to travel to Spain with their Identity Card instead of just using their passports. I've also made a treaty applying to Nofoaga and the Spanish status, hope you like it.
NOFOAGAN CITIZENS TO SPAIN
A) FREE TRAVEL
1 - Nofoagan citizens can visit the Kingdom Of Spain visa-free.- Nofoagan citizens can request a visa if they want to stay in Spain for extended periods of time, though no longer than 160 days per year.
- If they'd like to work in Spain, but they still don't have a job in Spain, they'll have a month (30 days) to find one. If they don't, they'll have to leave the country or request another period of 30 days to find a job. They'll be able to request 4 extensions a year.
2 - Nofoagan citizens can request indefinite residence status to work, study or live in Spain under conditions listed below:
- If the citizen is requesting indefinite residence status to study in Spain, they must show a qualification certificate to the Spanish Border Force (exercised by Guardia Civil) from the educational institution they are going to study. This certificate includes detailed information about the institution and the citizen themselves. This can be obtained via requesting directly from the educational institution.
- If the citizen is requesting indefinite residence status to work in Spain, they must obtain a workplace certificate from the Spanish Border Force which includes the address of the workplace and details about the citizen.
- If the citizen wants to live under the indefinite residence, they must inform the Spanish Border Force.
3 - Spain reserves the right to deport anyone that it seems as a threat for national integrity and general security.
B) FREE TRADE
- Spain will eliminate all custom duties and tariffs between Nofoaga.
- Spain may apply value-added taxes (VAT) and/or goods and services taxes (GST) on goods and services imported from Nofoaga, as long as similar Spain goods and services are subject to the same VAT or GST taxes in Spain.
- Spain may search any cargo coming from Nofoaga that is deemed suspicious for, but not limited to:
- Items that are (temporarily or permanently) blocked in Spain for various reasons,
- Dangerous criminals wanted in Spain, suspect of hiding in the Republic of Nofoaga.
- Any food product that is coming from Nofoaga must be analyzed and approved by Spanish Ministry of Health before their distribution around the country.
C) MISCELLANEOUS
Direct connections via plane will be established between the cities of:
- South-Barama and Antequera
- South-Barama and London
- South-Barama and Paris
- South-Barama and Madrid
- South-Barama and Bilbao
- South-Barama and Ibiza
- South-Barama and Valencia
- South-Barama and Barcelona

- Both countries may search any cargo coming from the other country that is deemed suspicious for, but not limited to:
- Any item that is blocked in the home country for various reasons, whether temporary, permanent or indefinite
- Any dangerous criminals wanted in their home countries, suspect of residing in the other country.
- Any consumable goods coming from the countries may be analyzed and approved before their distribution to the respective countries.
C ) MISCELLANEOUS

He put the papers in the table to sign them later and looked at Nicola: "Anything else you'd like to agree or talk about Nikola?"

AGREEMENT OF FREE MILITARY ASSOCIATION
The Kingdom of Spain and the Republic Nofoaga commit to carry out, to comply and to secure the following agreed rights and obligations to each other in the context of the Agreement of Free Military Association:The Kingdom of Spain commits to secure the defense of the national territory and population of the Republic Nofoaga, operated by its authorized forces.
AND RECEIVES THE RIGHTS
- For full international defense authority and responsibilities;
- To operate armed forces in the Republic Nofoaga and to demand land for operating bases.
AND COMMITS TO
- Guarantee the defense of the Republic Nofoaga;
- And becomes responsible for protecting the Republic Nofoaga and responsible for administering all international defense treaties and affairs, though it may not declare war behalf the Republic Nofoaga;
- Citizens of the Republic Nofoaga may serve in the authorized armed forces of the Kingdom of Spain;
- Carry 2/3 of the costs for operating military bases in the Republic Nofoaga.
The Republic Nofoaga commits to guarantee the deployment of the necessary number of troops of the authorized armed forces of the Kingdom of Spain.
AND RECEIVES THE RIGHTS
- To make an appeal on the authorized armed forces of the Kingdom of Spain in case of an actual or impending attack on the Republic Nofoaga;
- Citizens of the Republic Nofoaga may serve in the authorized armed forces of the Kingdom of Spain.
AND COMMITS TO
- Unlock the national territories of the Republic Nofoaga to the authorized armed forces of the Kingdom of Spain, and thus providing the West-coast area on Nomatiki peninsula and the North based areas between Vulaka Pika and Nimo;
- Guarantee the possibility of building the agreed number of military bases;
- Provide social rights applied on citizens and residents of the Republic Nofoaga;
- Ensure the annual contribution of 3,975 billion Euros to guarantee the ability to defense the Republic Nofoaga by the Kingdom of Spain;
- Carry 1/3 of the costs of operating military bases in the Republic Nofoaga;
- Allows in times of national emergency, state of war, or when necessary to defend against an actual or impending attack on the Kingdom of Spain the authorized armed forces of the Kingdom of Spain to operate on its soil.
FURTHER MORE it is not allowed to use nuclear, chemical, or biological weapons in Nofoagan territory.
The Agreement of Free Military Association excludes the militaries of other countries on Nofoagan soil without permission of the Kingdom of Spain, with the exception of EURO CORPS.
"Well, Jésus... What do you think? Do we have an agreement?" asked Nikola friendly.
