Jesús Aguilar departed soon in the Spanish morning. Before take off, he had a call with Soraya Sánez de Santamaría, his vice-president. Despite Soraya was more than ready, she always wanted to talk with Jesús before taking the Government lead. In this time, the instructions were clear: "Soraya, we don't need to alarm. The army shall stay where it is now. Just wait for more statements and call me if you need any help". Soraya agreed with the instructions and the call ended. The plane, called 'Falcon', departed from the Torrejón Airbase on time.
Nofoaga was a friendly country, in fact, Spain was in charge of its protection and the military did a good job in crutial situations. It was also the place where Juan Carlos I was living, since he hid from the press and the people. The Government hadn't revealed his location yet, and the people were starting to ask for it more and more. Zarzuela and Moncloa agreed that, without Juan Carlos' consent, no one could reveal that the old King was living on the Caribbean Island, so he would have to stand against those asking a lot, like Pablo Iglesias or Gabriel Rufián, from Unidas Podemos and Esquerra Republicana.
The plane landed in the airport and was led to the terminal. Aguilar was watching the Internal Affairs debate and when the plane landed, the Europolis Post notification turned up. It was the Feijóo article. Alberto is the Galician President, but also one of the President's best friends. "He is saying the truth." He said to one of the team members. He had never met with Isla, Maximillian or Trympov. He also preferred to be the leader that cared about both, Spain and the European Union, as his allies. Nofoaga was one of the best allies of Spain, and Aguilar loved to travel there. He knew some far-right people very close to the Reitzmic move in Spain called Nofoaga a puppet, but Nofoaga wasn't a puppet. Nofoaga was a friend, and so he would defend that.

President Lula Namatatiki was waiting outside the terminal of Port Beauharnais International Airport. She was really looking forward to this meeting with the Spanish Prime Minister. He was not only a good colleague but also a good friend. The airport facade was decorated with Nofoaganese, Spanish and European flags.
Namatatiki is a strong woman, even though she is aware of the fragility of her country.
"Is everything arranged that needs to be arranged?" She asked coldly of her secretary standing behind her. "Yes madam" the secretary replied.Meanwhile the president was waving to the people.
"Is a joint press conference planned at the end of this summit?" After checking her papers the secretary confirmed.
It was then that the Prime Minister of Spain got off the plane. A broad smile appeared on Lula Namatatiki's face.
"Aaah, Jésus ! I'm so happy to see you. Feel welcome here at Port Beauharnais." she said enthusiastic. "tell me, did you had a nice flight?" -
Jesús Aguilar smiled while he was exiting the airport's terminal. He had never been in Nofoaga before and he loved all what he had read or seen on the Television. He got out of the terminal, finally, and shook hands with Lula Namatatiki. He waved the people there that were clapping his arrival.
"Thank you very much for this welcoming Lula. I had a nice flight, yes. Despite the flights between Spain and Nofoaga being one of the most wavy ones, no turbulences occured this time, which is impressive. Letting planes aside, I'm very happy to finally see some Nofoagan land and I hope you are doing great." Aguilar smiled.

"I'm doing fine Jésus. Just like the country." she replied. "please, follow me. We're heading of to the presidential palace and the cars are waiting."
Lula Namatatiki and Jésus Aguilar stepped into the car and drove to the presidential palace in Port Beauharnais. Lula was aware of the importance of this summit. She was willing to open up the country and wanted Nofoaga to lead the way in openness and diversity.
"Jésus... I'm starting to get worried about the situation between Spain and Reitzmag. I'll be honest with you. I'm not pleased at all with the attitude of Reitzmag. You have to know Nofoaga stands with Spain. We are friends. You know I'm not the biggest fan of sanctions nor strong language. But this has to come to an end. If this situation won't calm down I'm forced to take position and condemn their actions. My minister of Foreign Affairs isn't happy at all due the statement of king Harald V of Reitzmag last week. And I start to lose my patience with them. " she said severe but worried.

Aguilar face changed from a smile to a serious one. Reitzmag was one of the problems of his Government, which made the far-right parties grow faster in Spain. He at least had some support from the major Spanish parties, Partido Socialista and Ciudadanos. The Spanish President looked at Lula and spoke:
"First of all I would like to thank you for your support to Spain on this matter. If I'm sincere I'm also very concerned about the Reitzmic actions as it seems that Spain can't protect other nations, have bases here in Nofoaga and in Inimicus for cooperation and protection and we can't do anything they don't want us to do. We are seriously thinking on reapplying again in September for the ENAA nukes allowance, just in case, but we are not planning to use them except in extreme situations. I know that you are not a fan of the measures taken by Spain but as I always say, we are not fans of giving small or not contundent responses to actions that are not allowed or they aren't decent in the 21st Century. This is not also making me be exhausted but the far-rights parties, especially VOX is growing really fast which is very concerning. I really want some mediation from Jean-Claude, he offered us mediation and I accepted. But until elections don't end, I think he can't do much"

"Hmm... I might understand the application for ENAA Jésus. Nofoaga will support Spain." she said while regarding outside the window.
The car arrived in front of the palace. Two flagpoles carrying the Spanish and Nofoagan flag decorated the forecourt. "We have arrived Jésus." The two leaders stepped out of the car and président Lula Namatatiki introduced her most important staff members to Jésus Aguilar.
After the greetings Namatatiki conducted her Spanish counterpart to the meeting room at the first floor.

Both leaders entered the meeting room and the press took different photos. Then, the service closed the door as it might be usual, and Jesús spoke one again:
"Well, thank you as always for your support, Lula. I will always consider you and Nofoaga and you as allies and close friends."
The service entered to bring a glass of water to the Spanish President, who thanked the person who brought it and then drunk a bit. He spoke again:
"Now tell me Lula, I suppose this meeting isn't just to control the military agreement as I believed we should do, but for other reasons. Could you tell me more about them?"

"I would like to talk about the Nofoagan and Spanish peoples." she started.
"You know my way of doing politics Jésus. Openness, prosperity, friendship... I don't have to tell you that the location of Nofoaga compared to the European mainland isn't beneficial for my people. I'm convinced that a further European integration for my country, and yours as well, brings the best for us, our peoples and Europe."
Lula Namatatiki took a sip of her glass before continuing.
"I want to open up Nofoaga and the carribean for others. We have many potentials but we can't utilize them without friends. And especially the people. That's why I would like to see all restrictions on labor and permanent residency with the associated rights and obligations dissappear. Our people Our peoples are the greatest treasures we have. Let us therefore fully stimulate them."

Aguilar noted everything in his notebook as he didn't want to forget anything Namatatiki said. Once he finished, he spoke:
"The policies taken by you are a really good step towards getting a better Nofoaga. Of course, your location doesn't help to get further European Integration. And about your proposals, I'm a fan of free movement and I would support a Schengen area in the European Union if we had more control of our borders. With a Schengen Area in the EU, I would need to tell the EU what to do and have their support instead of doing it by myself, for example, which makes it an inconvenient. But of course, I'm for getting free movement between both nations and getting the restrictions left out. Just in case something bad happens in Spain or here, I hope it doesn't, we should be able to close the border to not risk our citizens' lifes, but that's the only request I have got for you over this."

"I understand your concern and it is appropriate. We will of course remain sovereign States with all rights. I am very fond of the idea of setting up a Schengen zone in Europe and I hope that the freedom of goods and persons without restrictions between Spain and Nofoaga will be an example for other countries and the EU."

"That's great to know, and I hope that, as you said, we can be a reference for the European Union in the search of those values that like Jean-Claude says, are the real values of our Union. Should we get into writing the Accord or is there any other thing we should comment before getting into it?"

"Jean-Claude has the best thing to offer. That's why I supported him during his rally at Tuagavale." she said with a smile.
"I sincerely do believe our friendship will get stronger with this agreement Jésus, I really do... We can start writing the agreement. Or do you want to bring something new in?"

"I agree. I will meet with him after the elections results maybe, but he has the bets thing to offer as you said. About the Agreement, I have nothing else to add so we can start writing it. Here's my proposal. If you want to make any changes, just tell me:
Treaty of Port Beauharnais
Preamble
We, the Kingdom of Spain and the Republic Nofoaga, looking forward to improve our relationship and making our citizens lifes and travels between both regions visa-free, as of improving our trade relationship, agree to the following:
SECTION I - FREE TRAVEL
- Nofoagan citizens can visit the Kingdom of Spain visa-free.
- Spanish citizens can visit the Republic Nofoaga visa-free.
- Nofoagan and Spanish citizens will be able to stay as much as they want in Spain and Nofoaga.
- Nofoagan citizens will be able to apply for a job in Spain but they won't have to leave if their request is dimissed. Spanish citizens shall also apply to this conditions.
- Spain and Nofoaga will be able to shut down the borders if the situation in one of the nations requires so.
- Spain reserves the right to deport anyone that it seems as a threat for national integrity and general security. Same conditions apply to the Republic Nofoaga.
SECTION II - FREE TRADE
- Spain and Nofoaga shall not apply value-added taxes (VAT) or goods and services taxes (GST) to products coming from both nations.
- Cargo inspections shall continue as usual in order to avoid threads to the national security of both countries.
- Items coming from Spain that are banned (temporarily or permanently) in Nofoaga will go under a control in order to allow the possibility of making an exception. Same applies for the items coming from Nofoaga arriving into Spain.
- Any food product coming from Nofoaga must be analyzed and approved by Spanish Ministry of Health before their distribution around the country. Same conditions will apply for any food product coming from Spain.
- All custom duties and tariffs between both countries will remain cancelled.

Lula Namatatiki stood up from her chair and walked upon Jésus Aguilar.
"Jésus, I invite you for a joint press conference in which we announce this agreement. If you would like to follow me downstairs. My staff prepared everything. And the Nofoagan people would be pleased to hear you on television."
Both leaders walked down the stairs where the press was waiting.

Jesús stood up and spoke: "Of course! I will follow you to the Press Conference. You'll start as we are in Nofoaga so I want to let you go first." He smiled and both went down to the Press room. "Good afternoon", Jesús said to the journalists.
Once both leaders were ready, he waited for Lula Namatatiki to start in first place, as she was the Nofoagan President and they were on Nofoaga. He got his papers ready, as he was informed of the Press Conference on the plane. Photographers were still taking photos of both leaders, Jesús looked at them serious but not prepared for photos. He didn't like to pose for political photos, like Pedro Sánchez, who always needed to seem like a handsome boy or the golden single guy. He was very dissapointed with Vogue Varda, but who cares? That's better for Jesús.

Lula Namatatiki approached to the microphone.
"Dear members of the press, dear people of Nofoaga and Spain, dear Jésus.The Republic of Nofoaga and the Kingdom of Spain have long reflected the meaning of friendship. We already have a military agreement that guarantees the protection of our people and together we are part of the great European family. Today we are going to take a step further in this friendship together. Both Spain and Nofoaga want the best for our peoples. That is why we have come to another agreement.
All restrictions and obstacles to free movement of goods and persons are abandoned between Nofoaga and Spain. In concrete terms, this means that citizens of Nofoaga can stay and work unlimited in Spain. This also applies to Spaniards who come to Nofoaga.
We have great confidence in a stronger Europe. This agreement is a first step. I therefore hope that other countries will follow our example.
I would also like to take this opportunity to address the Reitzmag government. I and my government deeply regret the continued use of violent language and actions. This should stop now. I ask the Reitzmag government to take a different path: that of consultation and of peace. I myself am not a fan of sanctions and strong language. These undermine political maturity at all times. Nevertheless, I feel compelled to suspend the summit between Nofoaga and Reitzmag. Your actions and words cannot pass. I thank you very much."

Jesús smiled and he spoke after the Nofoagan President finished her speech:
"Good afternoon everyone, to the people watching this Press Conference in Nofoaga and Spaina dn to every single journalist that is here today. Before this speech, I would like to thank Lula and the Nofoagan Governemnt for their support and their cooperation with us. It's great to have allies like Nofoaga in every single country. Merci beacoup pour votre collaboration et aussi à les citoyens du Nofoaga pour leur réception."
"Today we are making history between us. Back in June, when the Nofoagan president was Nikola, both nations signed a military agreement in order to get the Spanish Army to protect the Republic Nofoaga. That agreement has been the start of a great relatioship that today gives its second step: The abolition of all restrictions and obstacles to free movement of goods and persons between the Kingdom of Spain and the Republic Nofoaga, as Ms. Namatatiki said. This agreement is not just a way to improve our relation, but to show the European Union that another way of understanding free movement and free trade is possible. This agreement gives freedom to our citizens but also mantains the control of the borders by both countries. This means that in case of extreme situations where lifes can be put in risk, Spain or Nofoaga will be able to shut don their borders with one or another."
"About the political situation in the Republic Nofoaga, I'm very proud of the measures that the Nofoagan Government is taking to give back democracy to the Nofoagan people. Lula and her Government are making an impressively huge effort to restore the freedom and democracy on the Island. I know that there will soon be Councillor Elections here and I'm very proud of every step. I would like to say that we are not letting you alone, and we are here to help Nofoaga in everything they need. Ms. Namatatiki has also adressed the Hispanic-Reitzmic relation and I want to thank her for the support shown here a few minutes ago. I want to say something to the rest of Europe that might be watching this conference: By the Spanish side, there is not going to be any move to force a war, there is not going to be any bad answer that could lead to a war. The Internal Affairs Commissioner offered his mediation back in July and the Spanish Government has accepted it. We would like to see the same answer from the Reitzmic Government than being alerted for signing a military pact with Inimicus."
"Lastly, I would like to say that Spain will continue its diplomacy programme, getting closer relationships with European nations, solving diplomatic problems and being as stubborn as always on that "peace shall be kept in the European Union and we, as any other member state, are responsible of its keeping". Thank you very much and I'm able to answer any questions if needed"

"I thank you for your friendship Jésus." Namatatiki said.
Both leaders stepped down and walked back to the meeting room.
"Well Jésus, I'm happy with our agreement. Both Nofoaga and Spain will benefit from this. And I can't wait to visit you once in Spain."
The secretary of the president entered the room to announce the car was ready to bring back Jésus Aguilar to the airport of Port Beauharnais.

The Spanish resident left with the motorcade and came back to Spain. It was a great meeting, and a good deal he had achieved for Spain and Nofoaga. At the end, he had done what he had to do.
