Summit I Copala City - Leagio

Houston Strachan was not having a good day. He was on vacation for the week and now he just found out from First Minister Maxwells, someone that he enjoys working with in the government that the two of them had formed, that Bridges had just suspended the autonomy of City against the provisions of the Treaty. In addition, the situation in the city was out of control and the economy in the city was plunging to the point of killing the work that the two of them had done together. Now, he had to make many phone calls with Former Colleagues that he had known in the Commonwealth Senate. Many of them were still there in many different political parties and respected him; even before he for Copala City to build a dream of liberty there. He had been working to see if his former colleagues would work on a Resolution of applying Economic Sanctions on the Kingdom of Reitzmag, all without President Lifejumper knowing. He was even working to see if he could get members of the Progressive Alliance Party on his side.
However, that situation changed as he received a phonecall at his hotel from the Office of President telling him that the young foul, before he was President, that he meet in the Senate wanted to see. He accepted the invitation and was told to wait for a motorcade outside the Hotel, which happened as he walked into the motorcade with a Secret Service Agents dressed up as a butler there to see him. He at first thought that he was being taken to the Executive Mansion to see the President of the Commonwealth, Kenith Lifejumper; Someone that he despised as ignorant during his time as a Senator. He had the looks and charms as Bridges but lacked the Charisma to act. No wonder the Civil Populists took a hard hit in the National Congress election back in December, at least the Conservatives in Leagio had a more Senators than the Civil Populists but not as many as the Progressives, who had 52 seats which he needed to convince for a Sanctions Resolution to pass in both houses.
He realized that he was not being taken to the Executive Mansion, but instead the back of the Common Security Council building in Tullion, which took him by surprise. After the vehicle stopped, he walked into the building and saw that no one of the press noticed him outside of the building. He was eventually taken to the situation room of the Common Security Council Building and saw him, Kenith Lifejumper (soon to be former President of the Commonwealth of Leagio) but he was surprised to see two other people in the room with the President. It was the Presidential Candidates for the Second Round of the President Election, Ran Mouri-Kudo and Isreal Miralles.
“Hello, Strachan…It has been awhile since we last saw each other.” The President said with tension.
“Mr. President.” Houston greeted.
“I understand that you have a problem and have been trying to circumvent me in the National Congress.” The President stated not as a question.
“Yes, Mr. President.”
“Well, then let’s talk with the Presidential Candidates that will most likely inherite this pinata that we will be talking about then.”
-
“yes, off course, Mr. President.” Houston replied as he sat down in front of the three people in the room.
“But let’s make one thing clear. We are not making a treaty. Only an agreement that will be enforced by either side that wins the coming election in March 5. In addition, let’s be clear, this does not mean that the Commonwealth of Leagio will recognize Copala City as an independent nation but still as a autonomous zone in the Kingdom of Reitzmag with the ability to have some form of foreign relations. You are not here as a Foreign Ambassdor like the Reitzmag one that talked to earlier today about my concerns of the economic well being of the innocent people affected by the fighting and chaos that could have been prevented by the Copala City police. You are here as a private citizen from Copala City. In all honesty, I did not want to have this meeting at all with you as this is something that will not go well in the press and assume that if somehow Bridges finds out about this, he might not like it at all.” The President stated.
Mouri-Kudo rolled her eyes and thought, “That is not really difficult to do these days at all.”
“The only reason for this meeting was because both candidates in this race during the national security briefings that they get have expressed strong concern about the situation and would prefer some sort of action from my administration before either one is sworn. Although, that is on the assumptions that this situation continues past my term.” The President continued.
Houston wanted to growl at the President but decided not to.
“Very Well.” Houston said.
“Now what do you want?” The President asked.
“Reitzmag sanctions!” Houston stated.
“Not going to happen, because technically according to the copy of the Treaty of Buckingham the suspension is legal as long as it is temporary. While I do think that Bridges rushed it by not having discussed the situation with the city authority, he did make a move that is understandable. However, both candidates feel that if Reitzmag does not end the suspension after the crisis is over or at most by the time Bridges says that it will end, the Sanctions or the Suspension of the Treaty of Tullion might be an option.”
“Correction one of us feels that way, Mr. president. Your potential successor of your party does not feel the same way.” Mouri-Kudo stated in annoyance over the fact.
“There is no guidelines in the Treaty that says that it can be suspended at all, we might be able to Deratify it but Mouri-Kudo does not have the votes at all to get it done especially after McCain Vs. Thompson which eliminates the Whip System. Plus like I already said, Mr. President, this discussion is supposed to be about after the situation is over not during it.” Isreal Miralles complained.
“You have a point on the Treaty, but I know members in the other parties of the Senate would vote to De-ratify the Treaty, especially in your own party. The Social Democrats would do the same if it guaranteed them the chance to regain the powerful influence on Congress as they did before Wathelet happened. The Socialists and Greens would jump in as well without any doubt.” Mouri-Kudo explained glaring at Miralles looking as if she was about ready to stand up and give Miralles her national famous karate kick but at his face.
“Settle down everyone. Back to the matter at hand.” The President stated, “Sanctions now will not be an option. If somehow, I receive a resolution for Reitzmag Sanctions in the next few days then I will veto it in a heartbeat unless Bridges does something incredibly stupid which I doubt as he is in a corner as well with the rise of Krexit.” The President stated
“You would be surprised.” Mouri-Kudo muttered under her breath.
“Moving on, here is what I and the candidates are offering to you as well as the city. Reminder that this is not a foreign treaty but a mutual agreement on what will happen in the after of the crisis in the city, which does not require a Senate ratification.” The President said as he handed Houston a sheet of paper.
The Tullion-Copala Agreement
-
Once the suspension of the autonomy of Copala City ends, the Common Government of Leagio will introduce a bill to the National Congress to provide tax refunds for the 2021-2022 tax year to any additional companies that decide to expand business to Copala City
-
The Common Government of Leagio will ship over police equipment and provide crime fighting as well as detecting training to help the city improve its capabilities to fight crime at no cost to the City Government; In exchange, the City government will institute political reform on providing a stable climate to the city.
-
The City Authority of Copala City will institute a policy of zero tariffs on Leagioan goods for the next 3 years
-
If the Government of Reitzmag does not reinstitue autonomy to Copala City at the end of the crisis currently occurring as of Feb 23, 2021 or after the expiration of the suspension after March 31st, then the Common Government of Leagio will then begin to the process of De-Ratifying the Treaty of Tullion or lower the weapon discount of Leagioan armaments from 15% to 0% as allowed by the Treaty; If the Treaty of Tullion is De-Ratified and the city still does not regain its autonomy, the Common Government of Leagio will then begin the process of issuing sanctions on the Kingdom of Reitzmag for a period of at least 3 months

“This is not enough.” Houston complained.
“You might be right, but at the moment this is what will be promised from the future candidates. Both candidates will introduce more for the city in economics. You can have dialogue with the other two on additional actions that can be done. Right now, the Commonwealth is focusing on its own security. Something that I think that the city government should have done a better job in doing still the election of the mayor. I will send a phone call to Bridges and Reitzmag government that they might want to consider its moves carefully as the Commonwealth is deeply concerned about the situation occurring as well as the sudden suspension implemented.” President Lifejumper explained.
“Very well. I will agree to it.” Houston said.
“Good. By the way, I catch you trying to steer congress like that, then it would be a shame if Bridges heard about it.” Lifejumper said as the meeting ended.
