CONSTITUTIONAL REVIEW
The ongoing review of the European Constitution will be continued, it is highly understood that the number of issues that must be addressed make 4 months not enough to finish the event.
ACQUIS COMMUNAUTAIRE REVIEW
What had not been achieved from the last term will be continued, it is unfortunate that the goals from last term had not been achieved and completed. However, this will all be continued and finished before the next term ends.
CATEGORY-BASED INTERVENTION
There are five categories of situations, sectors, or any other applicable topic that draw the line of sovereignty in which will serve as the limit on the EU's actions, especially the European Commission. These five categories are organization-wide foreign relations, environmental sustainability, human rights, international finance and development, warfare. A Biden Commission will serve to self-regulate and limit its interference to the member-states at only these categories. This way, the true essence of the EU will be kept while maintaining respect on the sovereignty of the member-states
ENHANCEMENT OF ORGANIZATION-WIDE FOREIGN AFFAIRS
To bolster the EU's foreign relations, a Biden Commission will increase and maintain the organization's presence in the global community. Visits will be done to other regions and/or organizations, and agreements will be signed if so necessary or pleased.

FIRST CAMPAIGN ADDRESS
Simulcast from Europolis to all EU Nations
Across Europe, stages are set-up at major squares and large open areas with crowds gathering to see the first campaign address since the last elections. Music blasts out of speakers at each stage with a live band and performances from famous celebrities that continue to rally and support Joe's campaign. As performances end, hosts come out to begin the program. And then, they introduce Joe. At the large screen, Joe appears from a podium at the European Commission Headquarters.
JB: "A good day to all of you, and thank you to everyone that has continually supported our campaign against malarkey. I apologize for not being able to be physically present at the campaign sites set-up across Europe, I have to continue my duties as IAC even during elections and therefore I had to stay here in Europolis. I hope you all understand the situation. Moving on, we are setting up an expansion of our policies last term and begin tracing the line of sovereignty the EU must not cross. This will be achieved through leading by example with our 5 category-based intervention. I will explain why I chose these 5 categories and how this will work."
"First, we have organization-wide foreign relations. The EU has its own organization-wide affairs with other regions, and I think it's crucial that we enhance this by boosting our presence in the global stage with visits and agreements signed with them. We will enhance our organization-wide foreign policy by meeting leaders of other regions and offering some agreements, and supporting the missions of our foreign contingents in the Eurocorps."
"Second, there's environmental sustainability. Handling climate change, as well as the ongoing environmental problems such as deforestation and global warming, is something I believe to be a joint effort that the EU must lead for member-states to also engage in. We've seen the recent efforts by past commissioners to create a Green Deal as well as legislation for protecting the environment and I applaud such works even if they were not successful. In this upcoming term, we will work with leaders and other EU Institutions on setting a Europe-wide sustainable development goals for us to achieve at a deadline as recommended by experts. We will support projects that aim to use renewable energy instead of the more traditional yet unclean coal and gas energy."
"Third, we're on Human Rights. I believe that this part is crucial in the way the EU works as a democratic institution. We will condemn any and all Human Rights violations and work with leaders of member-states, as well as EU Institutions, on more effective implementation of laws that respects the rights of citizens. We will urge legislatures to pass their own laws that protect their people from harassment and abuse in all sectors. And we will consult experts and people with great knowledge and experience on law enforcement at strategies we could suggest to member-states on the implementation of Human Rights Laws and protection of their people from such."
"Fourth, we come to International Finance and Development. We will work with financial institutions and experts, as well as the leaders of member-states on budget reform in both member-states contributions and its distribution throughout EU Institutions. We will enhance the EU's loan systems to something less complex but still protected from corruption and fraud. And we will support independent institutions that provide loans for countries and government institutions that need economic assistance."
"And fifth, we come to warfare. My primary goal for this term is to propose a law that codifies what must and must not be done during war, which will expand the provisions of the Hospital Ship Classification Act. This is a way to stop nations from indiscriminately firing on civilian places and to protect humanitarian operatives like medical personnel and equipment. We will seek to create a unified independent institution with branches across member-states that aims to support humanitarian missions in crises like war and pandemics. This institution will be funded by donations and membership fees and will provide insurance to those who can't afford them at low income countries. Such will be conducted with the help of leaders and humanitarian organizations across the EU, like the British Red Cross in my home country."
"With all these in mind, we will create a better EU that works with respect to the sovereignty of the member-states and the rights and welfare of every individual European. All the planned projects we were not able to achieve or complete last term would be continued and aimed to be done within this term. However, we can't do this without your help. And that help we need is by voting for me and my running-mate Ms. Sara Porter for the European Commission. Our vision is clear, we want true reform for a true Europe. Thank you and have a great day."

VISIT: CZECH SLAVIA
Simulcast from Prague to all EU Nations
In Czech Slavia, a stage is set-up in a major open park where crowds are gathering. Intermission performances from various famous artists rallying for Joe are witnessed prior to the start of the program. Later on, after all the performances, the hosts begin to introduce Joe and the program begins. Famous BTS song Boy with Luv plays as he then goes to the stage with some sample moves, the crowds then cheer. The old man still has it.
JB: "Dobrý den Vám všem Češi, Good day to all of you. I'd like to thank the organizers of this event for me, my Czech volunteer Eurocrusaders. Right now we are also being watched live by many more people across Europe. Now, for my key agenda in this rally."
"We all should acknowledge the fact that many nations like Czech Slavia has begun to rise into the larger global stage as a significant European Power. And this is true, especially economically with the still growing Czech economy. With that I can say that nations like this should be a role model for other nations, they must seek to grow and develop more. And I want to commend the works of their leaders in helping their country be greater. We need more nations such as this for the betterment of the EU."
"However, with all these developments comes problems that affect not just Czech Slavia but every nation in the future. And these problems are already showing its symptoms across the world. Climate change is something that many other candidates and former candidates have tried to address, yet their solutions are not something that fits the EU's current situation. This is especially true in the aspects of politics, economics, and etc. Commissioner Birdane attempted to gather many EU nations in the last Bergen Climate Change Conference but did not succeed due to disagreements. Commissioner Birdane and Juncker's style of multi-lateral treaties just didn't fit the situation around Europe, and that is same provisions and policies for all parties. However, EU nations do not tend to agree in every single provision thus preventing progress. Our stance on this is a commitment-style multilateral treaty, this would allow nations to declare their separate commitments instead of policies to be applied to everyone. In this sense, nations will be free to identify what their policies and steps are to achieve our mission. This also means that member-states would be able to conduct policies that would work for their economy and prevent its downfall."
"Folks, we are also to establish sustainable development goals with a set deadline as recommended by experts. This will be the primary framework of our environmental sustainability and human development programs. We will also urge nations to support local efforts at helping in combatting climate change. We will also create an agency that will implement an expansion of the Ocean Protection Act. This agency will aim to identify and recommend environmental policies for the member-states as well as monitor highly endangered species and protect natural reserves and habitat."
"How about budgeting you might ask? To compromise for spending, we will amend the European Space Exploration Act to make the ESA operate more as an advisory agency rather than a full-pledged Space Agency that sends astronauts and conducts space-related projects. We will finish the Acquis Communautaire Review within our term and repeal agencies and laws deemed unnecessary to save costs and divert their budgets to more useful projects such as the EDA and this agency I am proposing."
"This project will be part of my 5 category-based principle to which I am campaigning about. And I assure every single one of you that these 5 categories are what truly draw the line of sovereignty that the EU must respect. Thank you and have a great day!"
The program ends with the crowd giving a big round of applause for Joe as he bows and exits the stage. More performances come and use the stage until the lease time has expired.

VISIT: INQUISTA
Community Rounds with live stream coverage from St. Dominico to all EU Nations
A car convoy pulls over at a major square in the Business District of St. Dominico. Crowds waiting line the path, they then began cheering and clapping as Joe comes out of the car. He then makes a short statement on a small platform.
JB: "I'm so glad to be here once again folks, and so a good day to all of you here in Inquista and those watching us live from abroad. First, I'd like to thank the local officials here, the members of the Eurocrusade group here in Inquista that organized this event, and the government of Inquista led by Ms. Kligenber, who we should note was a victim of my opponent's obsession with powerful rich men and adultery."
"I do not really prefer personal attacks, but this had to be done as I am enough with her personal attacks to me even if they're not true. Anyway, I came here in Inquista to pay a visit to the people of a nation with the largest economy and contribution to the EU's budget. We must recognize that these nations deserve to be heard for they're what power our union's operations. And so I'd also like to thank all of you who attended here who contribute a lot to the EU, well done to all of you."
"Flattering aside, if you would like to call it that way, my primary mission here is to hear what the people want more upclose. Something like a constituent consultation. Anyway, I'm hoping to see some more people and I'll be looking forward to your suggestions and comments along the way."
Joe came down the stage with a round of applause, he then starts to walk with guards around to prevent any security issue to happen to the commissioner (although he doesn't really like the security). He then comes across a homeless man and asks him.
JB: "Hello sir, I'm Commissioner Joe Biden of the EU, may I know your name?
HM: "It's an honor to meet you Mr. Commissioner, I'm Ted..."
JB: "Nice to meet you Mr. , now I'm sorry to disturb you on whatever you were doing. I'd like to just ask you what do you want the upcoming EU Commission should do?"
HM: "I'm really looking for a candidate that will return the EU Budget back to what it should have been before the 0.05% amendment."
JB: "I understand that, thank you Mr. . I assure you that a Biden Commission will do so and support a better EU budget system so that people like you will be brought up from poverty."
HM: "Thank you Mr. Commissioner."Joe then walks quite more and responds to some questions from people he come across. Security tried to stop the media from coming near, which is the only thing Joe and his security detail agree to. Later on, he comes across a Nicolezian Immigrant who fled Icholasen when the coup began.
JB: "Greetings miss, I'm Commissioner Biden of the EU, may I know your name?"
NI: "Oh my god Mr. Commissioner, I'm Nic..."
JB: "It's great to meet you Ms. . Apologies for interrupting on your errands today, but I'd just like to ask if there's anything you would want the Commission to achieve next term."
NI: "Well, I was a Nicolezian Immigrant that came here when the communists took over my country. I've seen many commissioners pass, but nothing happened and I still can't come back. It'd be really great if the next Commission will solve the situation in Icholasen and encourage peace talks between the two nations."
JB: "Ma'am, I'm sorry to hear what happened to you and I apologize on behalf of my predecessors for not being able to achieve your wishes of peace. I guarantee that I'll do my best and offer the EU as an arbiter for the situation between the two Icholasens. But we will only achieve that if I win the next elections as Premier Commissioner."
NI: "Thank you Mr. Commissioner, it's really good that you came to hear what we want."He then proceeds with quite a large group of people still following him. After a while, a very concerned citizen who was part of an organization that wants Inquista to leave the EU recognized and approached Biden.
IX: "Mr. Biden, Mr. Biden, may I suggest you something?"
JB: "Sure, go ahead."
IX: "I'm , and I'm an advocate for EU reform and is a member of an organization in Inquista that wants to have our country leave the EU. I was wondering if you could please reform the EU and make the ESA more useful. I've seen it not work on anything good since Mr. Junkie Juncker removed its first director."
JB: "If we're elected, we will work on that and also make it something that doesn't spend on unnecessary vanity that not all nations can afford nor are they interested in. I assure you that this will happen within my remaining four month term if we're in office. And I hope that if this happens, you would campaign for Inquista to stay instead."
IX: "Thank you Mr. Biden. I promise if it does happen."Later on, he went back to the podium after meeting a few more people. He then asks them what they want to see the next Commission to do. There were quite some people from the Left and Pro-Mikaela groups among the crowd, finding a common ground they shouted.
A: "Give Ms. Kligenberg and Ms. Reiserova an EOM!"
Joe snickered but then responded.
JB: "Alright then, I'll see what I can do."
He then left with the convoy with the crowd cheering and giving a loud round of applause as the cars proceeded to the airport where he went on a flight to Azrekko.
