Joe walks into the chamber of the European Council and onto the podium.
"Estimable members of the European Council, fellow Europeans, a pleasant day to all of you. I thank the honourable Speaker for allowing me to have this time to speak unto this honourable chamber from which nations come together as one in our beloved European Union. A few days ago, the European people have once again expressed their power to vote by electing a new European Commission and European Court of Justice, to which I have been elected as Premier Commissioner. And to this, I think that it is my duty and responsibility to address this chamber that represents the people of Europe on our agenda this upcoming term."
"As promised in our campaign, we will propose various laws as part of our 5-point intervention principle. First, our office will formulate a law, or a series of, that ensures the humanitarian and fair conduct of warfare with respect to the rights of civilians and those who must be protected such as the sick, wounded, and shipwrecked. Under this law/s, a single office shall also be created to which shall handle the enforcement of the provisions such as the recognition of organizations and institutions that qualify to be protected for their independent humanitarian acts. This law, or series of laws, will be finalized before being sent to this chamber as soon as possible."
"Second, our office will formulate a law that establishes human rights commissions, independent of any government or organization, in each nation that shall ensure the proper implementation and respect for the provisions of the Universal Declaration of Human Rights and other relevant laws of both the nation it operates and the European Union as a whole. This will allow for law enforcement to be accountable in their conduct and avoid extrajudicial acts from being committed. However, this will be carefully worded to not interfere with the internal structures of the member-states' societies and governments. Just like the warfare act/s, this will be finalized before being sent to this chamber as soon as possible."
"Third, our office will continue the Legislative Assembly not accomplished last term. Each law will be reviewed via a discussion by the entire Council, the action agreed to by the members in a vote during the discussion will be proposed in an omnibus repeal or amendment series after the discussion period. Further instructions and a timeline of events will be released as soon as possible. The Constitutional Committee shall finalize and propose the Omnibus Amendment to the European Constitution within this term."
"Fourth, our office will meet with the leaders of member-states of the European Union on the creation of a Unified Committment for Environmental Protection and Human Development. This shall allow all nations partaking in this agreement to be flexible on the steps they deem appropriate for themselves on meeting the necessary deadline for a sustainable future and global protection against climate change. Unlike the past Green New Deals proposed by my predecessors, this will not force a single unified policy for all member-states and instead enforce a policy proposed by a member-state for themselves as a goal to be achieved within a specific timeframe."
"Finally, our office will seek to establish reforms and fixes on the loan system to empower and allow it to be independent of the EU budget in the future as it generates and collects its own income. Under these reforms, a part of the European Development Agency's funds will be allocated for Green Funds which member-states may borrow money from for their projects for Climate Action. This will also allow nations to loan for bigger projects such as the Solaris Azrekko Solar Farm in the Duxburian Union, among others."
"These, however, are not the only parts of our agenda this term. All the necessary action for the EU on whatever situation may come will also be part of our agenda. This shall include but is not limited to; intervention in conflicts with too much drastic effects to other EU member-states, responses to sudden political and natural events, and action on economic issues. This term, the European Commission shall aim for productivity, transparency, and openness. We will listen to the requests of the European peoples and will not be blind to the true situation around the continent. May we all have a great day and future ahead of us, thank you very much.
He then comes down and takes his seat in the chamber for the first time.
