The Foreign Office was built to intentionally intimidating. When David Miliband entered, his stomach had butterflies. He found Philip Barton. He was the Chief Executive. The Foreign Service was a highly sought after civil service job. They traditionally acted fairly neutral of politicians. David knew he was in charge of modernising Foreign Affairs.
"Welcome Mr. Miliband, and welcome to Whitehall," Sir Philip said.
"Thank you," David answered. They walked up the grand staircase to David's office. The two entered. David sat at the desk while Sir Philip stood opposite.
