      Elthize ([ɛlθiːz], EL-theez, or [ɛlfiːz], EL-fees, Elfiz: Eltiki) is a country in Southern Europe. It borders the Atlantic Ocean to the west, Yosai to the north, and Leagio to the east and south. With a population of approximately 7.5 million, Elthize is one of the least populous members of the European Union. The capital is Forecoaster, while St. Lucas, located in the south, is the largest city, with a metropolitan population of 1.7 million, serving as the center of Elthize’s economy, entertainment, and contemporary culture. Montgomery, the second-largest city with 740,000 residents, is considered the birthplace of modern Elthize and was its capital until 1974. More than half of the population lives in St. Lucas or Montgomery and around 80% resides within 25 kilometers of the coast. English is the common and administrative language, though it is not officially recognized as such.

      Various states were established in what is now the territory of Elthize around the start of the 19th century by various intellectuals, trading companies and philosophers seeking to create a liberal utopia based on The Frommer Thought (also known as The Frumesian Thought), a set of beliefs which embraced republicanism, secularism and federalism as essential values, developed in the United Kingdom. The Montgomery Territory, one of these states established after an agreement with the indigenous Kingdom of Elfiz, is seen as the precursor to the nation, becoming a trade hub in the region alongside its rival, the Free City of St. Lucas. Although relations between the territory and the kingdom began friendly, tensions grew due to economic instability in the kingdom and rising xenophobia in the territory. These tensions culminated in 1870 when the kingdom declared war, ultimately losing in 1874, leading to its annexation.

      This annexation laid the foundation for the Commonwealth of Elthize, which expanded in the late 1870s and early 1880s with the incorporation of states in what is now Northern Elthize, as well as the displacement of the Elfiz people from coastal areas. After neighboring Leagio gained independence in 1896, many colonial politicians and British elites from Leagio fled to Elthize. In 1905, Elthize itself was annexed by the United Kingdom and granted dominion status. By the late 1920s, the Elthic independence movement, led by revolutionary William Lee Marchand and supported by an independent Leagio, gained momentum. This ultimately led to Elthize gaining independence from the United Kingdom in May 1937, with Marchand serving as its first president. However, the First Republic was short lived, as Yosai annexed Elthize in 1954, shortly after Marchand leaving office. Elthize regained independence in 1968 following mass riots and internal struggle that led to the collapse of Yosainese rule, paving the way for the formation of the Second Republic under President Theodore Ackerson. In 1971, a referendum in the Free City of St. Lucas, an entity independent from the rest of Elthize at the time, resulted in a narrow vote in favor of joining Elthize, establishing the country's modern borders.

      Elthize is a liberal democracy with high levels of personal and economic freedom, low tax rates, and a market-based economy, with major industries in resource extraction, services, and tourism. It became a member of the European Union in April 2022, as well as a signatory to the Treaty of Finisterre in January 2023, adopting the European Monetary Unit (EMU) as its currency, alongside seven member states. However, the country suffers from high economic inequality, corruption, above-average crime rates, and significant environmental pollution.

      As of March 2025, Elthize is divided into eleven provinces: Ackerson, Brownell, Forecoaster, Liamville, Mananifari, Marchand, Midlands, Montgomery, Northern Counties, Port Nelson, and St. Lucas.

      Elthize is a federation, with provincial governments carrying substantial government power. Provinces are also further divided into counties for administrative purposes.

      III - President of Elthize


      The President of Elthize is the head of state, government and executive branch in Elthize.

      According to the Constitution of Elthize, the president holds supremacy over all other government institutions in Elthize and is responsible for enforcing laws passed by the parliament.

      The president can issue executive orders, which are directives and guidelines that are given to the Elthic government and the president's cabinet. The president can withdraw an executive order at any time, though it can be revoked by the Parliament of Elthize or declared unlawful or unconstitutional by the High Court. Provincial governments may also ignore executive orders.

      The presidency was suspended between 1954 and 1968 by the Yosainese military, which occupied the country at the time.

      IV - Parliament of Elthize


      The Parliament of Elthize is the legislative body of the Elthic government. Following the parliamentary elections in July 2024, the parliament is unicameral and consists of 52 seats, distributed among provinces proportional to their population, with each province guaranteed at least one seat.

      Members of the parliament are elected with the proportional representation system, using the D'hondt method. Elections are done once every three years, though elections can be called by the president at any given time.

      V - Judiciary of Elthize


      The judicial system of Elthize consists of various courts, ranging in focus.

      The High Court, officially The High Court of Elthize, is the highest judicial body in Elthize, established on May 1, 2023, following the merge of the Constitutional Court and Supreme Court following a referendum in February 2023. The High Court is responsible for overseeing laws, decrees, and other decisions; made either by the government, private institutions, or individuals in The State of Elthize and analysing whether they violate the Constitution of Elthize or Elthic law.

      The High Court can also oversee the verdicts of other courts and revoke, amend, or affirm them at their will. As the highest court in Elthize, only the High Court itself can challenge its previous decisions, as well as other international courts above it, such as the European Court of Justice. The High Court consists of eleven judges, one from each province. The judges are elected by the bar associations of each province, without approval from the legislature. Judges in The High Court may serve for ten years, starting from the moment they assume office.

      The Chief Justice oversees and administers the High Court and decides on which cases to give a verdict on. This position is elected by the judges in the High Court.

      In addition, there are provincial high courts in all provinces, as well as various civil courts, criminal courts and administrative courts.

      VI - Councillor of Elthize


      The Councillor for Elthize represents the country in the European Council in Europolis. The position was established when Elthize joined the European Union in April 2022.

      The councillor is elected in accordance with the Elected and Accountable Council Act, a requirement when the country joined the European Union. Although this law was repealed in September 2023, Elthize continues to hold elections for its councillor. Interim councillors, however, are appointed by the President to prevent vacancies.

        Elthic citizenship


        Elthic nationality and citizenship are governed by a comprehensive legal framework.

        Since 1984, Elthize has adopted a policy of jus soli, which grants citizenship to any person born within the borders of the State of Elthize after January 1, 1985. This principle extends to the airspace and territorial waters of the State of Elthize, as well as aircraft and vessels registered under the flag of Elthize that are engaging in international travel. Additionally, children born outside Elthize with at least one parent holding Elthic citizenship or permanent residency are also eligible for citizenship. Individuals who can provide sufficient evidence of their Elfiz (indigenous) descent are also entitled to citizenship.

        Citizenship can also be acquired through naturalization, which is administered by the Department of Migration and Residence, under the administration of the Ministry of Internal Affairs. To obtain Elthic citizenship, individuals must reside in the country continuously for five years. However, this requirement is reduced to three years for certain individuals, including:

        • Refugees
        • Stateless persons
        • Individuals in a civil union with an Elthic citizen (including engagement, marriage, etc.)
        • Individuals deemed “significant contributors” by the Department of Migration and Residence (such as scientists, business professionals, medical practitioners, etc.)
        • Citizens of the Commonwealth of Leagio

        Additionally, the individual applying for citizenship must have conversational proficiency in English or Elfiz. As of February 2025, individuals who can provide sufficient evidence for their indigenous Elfiz descent are exempt from this requirement.

        Elthize also grants permanent residencies, which can be granted to:

        • Refugees
        • Stateless individuals
        • Partners in civil unions with citizens of Elthize (engagement, marriage, etc.)
        • Students enrolled at universities in Elthize
        • Individuals with work permits in Elthize
        • Individuals selected by the Ministry of Foreign Affairs due to exceptional circumstances

        Permanent residency, unlike citizenship, is subject to revocation for various reasons, including, but not limited to, criminal convictions or a continuous absence from Elthize for more than a year.

        Since 1985, Elthize has permitted multiple citizenship. Elthic citizens who wish to acquire citizenship of another country that does not allow multiple citizenship (e.g. Czech Slavia, Istkalen) are eligible for a special travel document that facilitates unrestricted travel to Elthize and access to consular assistance from Elthic embassies.


        Elthic passport


        The Elthic passport (Elfiz: Pazapot Eltiki) is a travel document issued to the citizens of Elthize, serving as proof of Elthic citizenship and allowing for international travel. It also facilitates access to Elthic consulates or embassies abroad. The passport is distributed by the Ministry of Foreign Affairs.

        Biometric passports were first introduced for diplomatic and official use on January 1, 2013, and later became available for ordinary citizens on January 1, 2015. These passports feature advanced security measures and have a maximum validity of ten years for adults. Passports issued to citizens under 18 years of age are valid for three years or until the child turns 18.

        Non-biometric Elthic passports remain available following a Supreme Court decision in January 2022. The Elthic passports were last redesigned in February 2025, with the addition of the Elfiz language.

        Elthize also issues a special travel document (Elfiz: Tirekaratani) for refugees, stateless people, as well as non-citizens who reside in Elthize that cannot renew their passport for various reasons.

It allows them to travel internationally and seek consular assistance from Elthic embassies. This biometric document is valid for up to five years, or three years for those under 18 years of age, or until the child turns 18.

          Northern Elthize - Southern Elthize divide

          While various ways to divide Elthize based on cultural differences have existed since the country's inception, one divide that has persisted is the Northern Elthize - Southern Elthize divide (North-South divide for short, also known as The Two Elthizes).

          Where Northern Elthize ends and Southern Elthize begins is often disputed, with various borders drawn to establish the two cultural regions. The most popular divide comes at the Kitchens-New London line, a line that goes from the coastal city of Kitchens in the province of Forecoaster, to the south end of the inland city of New London in the Midlands province.

          Another popular line is the northern border of the Eltikitani province. Officially, the Elthize government considers the following provinces to be a part of Southern Elthize: Eltikitani, Liamville, Montgomery, Port Nelson, and St. Lucas. This divide is controversial for the cities on the southern end of the Midlands province, such as Petersfeld- who are geographically and culturally closer to Southern Elthize.

          While not as popular as the other two, another known split happens at the Macklin-Lusamiriki line, which goes from the north end of Macklin, St. Lucas Province, to the city of Lusamiriki in Eltikitani Province. This split is significantly popular in the cities of St. Lucas and Montgomery, though still controversial, as it excludes much of Eltikitani (including the largest city, Mananifari / Hunnicutt), which was formerly called the Southern Counties for decades.

          First settlements in what is now considered Elthize began around the Nelson Bay, as well as Lake Montgomery (Elfiz: Sulini fenalini or Sufenalini, lit. "the thin lake") in the 1800s, with what is now Northern Elthize either still under Yosainese control or essentially terra nullius, with little settlement. Industralization in the cities of Montgomery and Port Nelson began quickly- with the two cities trading with other inland cities, which would later make up the country of Leagio.

          Southern Elthize makes up around 75% of Elthize's population as well as 80% of its GDP and holds 8 out of the 10 largest cities in Elthize. The economy is dominated by tourism and service industries, as well as the evergrowing entertainment industry. Northern Elthize's economy is dominated by resource extraction (particularly diamonds and natural gas), agriculture, as well as tourism, which has gained prominence thanks to the region's expansive natural parks and small towns. Linguistic differences exist, too, including in the pronunciation of the country's name: In Southern Elthize, [ɛlfiːz] or EL-fees is more common, meanwhile [ɛlθiːz], or EL-theez dominate in Northern Elthize, including in Forecoaster.

          Within most iteration of borders, Northern Elthize also holds the national capital (and the third largest city) of Elthize, Forecoaster. However, the city (as well as the Forecoaster Province at large) usually do not consider themselves to be a part of either region, instead proposing the idea of Central Elthize- which consists of Forecoaster and Midlands. It has gained prominence over the decades, as the population of Forecoaster increased significantly.

          The Montgomery Territory, which expanded from current-day city of Shelley to the current-day Elthize-Leagio border, north of the city of Rockwell, did not plan to expand initially. In fact, when City of St. Lucas was established in 1841, the Territory established relations, helped them broke a deal with the Kingdom of Elfiz and recognized their independence. This recognition continued following the establishment of the Commonwealth of Elthize in 1874, which used the Free City as a prison for criminals, prisoners of war, and political dissidents.

          Following the conclusion of the Elfiz-Montgomery war in 1874, which resulted in the collapse and annexation of the Kingdom of Elfiz and the establishment of the Commonwealth of Elthize, the commonwealth expanded north, reaching all the way up to what is now the Brownell province. During this time, much of what is now considered Northern Elthize would be in a three-way dispute between Yosai, Leagio and Elthize, as well as the United Kingdom, of which Leagio and Elthize were a protectorate of. Leagio withdrew its claim to the territory when it gained independence in 1896, with the dispute continuing between Yosai and the United Kingdom, and later an independent Elthize from 1937 onwards.

          At this time, the northern part of Marchand and Northern Counties were in dispute, with cities like Freedland and Williamsville claimed by both countries. Following the takeover by a fascist government, Yosai annexed all of Elthize, including the Free City of St. Lucas, in 1954. This annexation ended in 1971 following violent internal disputes within Yosai which collapsed the government. Various insurgent groups kicked Yosainese troops out of Elthize and pushed all the way to the current Elthize-Yosai border, which included much of current day Ackerson Province, considered Yosainese territory even by previous Elthic governments. Nonetheless, the new, democratic Yosainese government agreed to give the territories in an agreement in 1973. In 1971, the Free City of St. Lucas unified with Elthize following a close referendum, which gave Elthize its current modern borders.
