The State Secretariat is also responsible for facilitating a clear and transparent communications channel between the Secretary of State, the Inquistan Orthodox Church and the greater public.

THE 2020 FOREIGN POLICY ABSTRACT OF THE MOST BLESSED STATE OF INQUISTA

I. This abstract provides a systemic vision of the basic principles, priority areas, goals and objectives of the foreign policy of the Most Blessed State of Inquista.
II. With a view of upholding the national interests of Inquista and achieving its strategic national priorities, the State Secretariat’s foreign policy activities shall be aimed at accomplishing the following main objectives:
a. to consolidate Inquista’s position as a centre of influence in Europe;
b. to ensure the national security, sovereignty and territorial integrity of Inquista remains steadfast, and that the rule of law and democratic institutions within Inquista remain strong;
c. to create a favourable external environment that would allow Inquista’s economy to continue to grow steadily, remain competitive and would promote technological modernization as well as even higher standards of living and quality of life for its people;
d. to strengthen Inquista’s position as the dominant global economic power and prevent any discrimination against Inquistan goods, services and investments by using the options afforded by diplomatic and economic mechanisms;
e. to further promote the efforts to strengthen international peace and ensure global security and stability with a view of establishing a fair and democratic international system that addresses international issues on the basis of collective decision-making, primarily outside of the intrusive authority of the European Union (EU) and its institutions;
f. to pursue neighbourly relations with adjacent states, assisting them in eliminating and preventing the emergence of the new hotbeds of tension and conflict;
g. to promote, within bilateral and multilateral frameworks, mutually beneficial and equal partnerships with foreign countries, international organizations and other global forums, guided by the principles of independence and sovereignty, pragmatism, transparency, predictability, and the commitment to pursue national priorities on a non-confrontational basis; expand international cooperation on a non-discriminatory basis; facilitate the emergence of network alliances and Inquista’s proactive participation in them;
h. to ensure comprehensive, effective protection of the rights and legitimate interests of Inquistan citizens and members of the Inquistan Orthodox Church residing abroad;
i. to protect and further proliferate the success of all Inquistan Orthodox faith schools abroad; ensure that foreign Inquistan Orthodox Church members have access to an appropriate faith-based education in their locality;
j. to strengthen Inquista’s role in international culture; promote and consolidate the position of the Inquista’s cultural legacy; raise global awareness of Inquista’s cultural achievements and national historical legacy, cultural identity of the peoples of Inquista, and Inquistan education and research;
k. to promote internationally-oriented volunteerism and missionary activities among Inquistan youth to serve in goodwill Church missions abroad;
l. to bolster the standing of Inquistan mass media and communication tools in the global information space and convey Inquista’s perspective on international process to a wider international community;
m. to support the development of constructive dialogue and partnership with a view of promoting harmony and the disarmament of nuclear warheads; support renewed efforts for denuclearization and nuclear de-prolifetaion;
n. to ensure the sovereignty and territorial integrity of The Sahrawi Union remains intact;
o. to facilitate efforts to combat climate change among all European states.II. The Foreign Policy of the Most Blessed State of Inquista in the Context of the Modern World
III. The world is currently experiencing fundamental changes related to the emergence of many new global phenomena. Globalization has led to the formation of new centres of economic and political power, as well as newly emerging issues.
IV. Tensions are rising due to disparities in global development, the widening prosperity gaps between the rich and the poor, competition for resources, climate change and uncontained mass immigration. These tensions not only involve human, environmental, economic and technological dimensions, but have been increasingly gaining a civilizational dimension in the form of dueling values. Against this backdrop, attempts to impose EU-laden values on others can stoke xenophobia, intolerance and conflict in international affairs, leading ultimately to chaos and an uncontrolled situation in international relations. Consequently, preventing fault lines from emerging in relations between civilizations and promoting partnerships across cultures, religions and civilizations are regarded as priorities for a harmonious development of humankind. The attempts made by European superpowers and the European Union to maintain their positions in the world, including by imposing their point of view on global processes and conducting a policy to contain their centres of power, leads to a greater instability in international relations and growing turbulence on the regional level.
V. Force is becoming an increasingly important factor in international relations amid escalating political, social and economic contradictions and growing uncertainty in the global political system and economy. Efforts to expand and upgrade military capabilities and to create and deploy new types of weapons undermine strategic stability and pose a threat to global security which is underwritten by a total lack of arms control treaties and agreements. Although a large-scale war, including nuclear war, between major powers remains unlikely, they face continued risks of being drawn into regional conflicts and possible crises.
VI. Alongside military might, other important factors allowing states to influence international politics are taking centre stage, including economic, legal, technological and IT capabilities. Using these capabilities to pursue geopolitical interests is crucial in efforts to find ways to settle disputes and resolve international issues by peaceful means on the basis of the norms of international law and national sovereignty.
VII. In addition to traditional methods of diplomacy, soft power has become an integral part of efforts to achieve foreign policy objectives. This primarily includes the tools offered by civil society, as well as various methods and technologies – from information and communication, to humanitarian and other types.
VIII. As financial, information and migration flows become increasingly globalised, domestic social processes are having a greater effect on international relations. Issues related to providing for people’s prosperity and their spiritual, religious and intellectual growth, and increasing investment in human capital should rank high on the regional agenda.
IX. The growing threat of international terrorism is one of the most dangerous realities in today’s world. The spread of extremist ideology and the activity of terrorist groups in Europe (primarily in Dromund Kaas) are the result of systemic development problems that globalization processes have laid bare. External interference has also played a major role. The ideological values and prescriptions imposed from outsider countries in an attempt to create peace have exacerbated the negative response of occupied societies to current challenges. Extremist forces have exploited these trends using distorted interpretations of religious values to promote violence in pursuit of their goals in the political, ethnic and interreligious rivalry they are engaged in.
X. Transnational organized crime is gaining momentum with the emergence of new centres of criminal power that accumulate substantial resources and consistently expand their sphere of influence, including by infiltrating government bodies in various countries, as well as financial and economic institutions and by establishing ties with terrorist and extremist organizations.
XI. In today’s world, cross-border challenges and threats are rapidly becoming more pronounced and far-reaching in nature and geographic scope, including the proliferation of weapons of mass destruction and their means of delivery, uncontrolled arms trafficking, illegal and mass migration, human trafficking, illegal trade of narcotic drugs, psychotropic substances and their precursors, corruption, cybercrime, climate change, as well as threats to food, environmental, sanitary and epidemiological security.
XII. The international community needs to respond to global challenges and threats in an adequate and comprehensive manner, and combine efforts under the shared recognition that human rights, security and sustainable development are closely intertwined and are areas of shared interest the span across all nations, cultures, religions and civilizations.
XIII. A genuine consolidation of efforts of the international community requires a set of common understanding as a foundation for joint action, based on the common moral force of the major world religions, as well as principles and concepts such as aspiration to peace and justice, dignity, freedom and responsibility, honesty, compassion and hard work. These efforts should not be undermined by the strict values of the dominant European superpowers or the European Union as a whole, who seek to impose their narrow views and values on others with little regard to the sovereignty, integrity, and religious and cultural authorities of each nation.
XIV. Inquista’s foreign policy is open and predictable. It is characterized by consistency and continuity and reflects the unique role Inquista has played for over a decade as a counterbalance in international affairs, particularly to the once dominant and now defunct Tripartite alliance.III. Priorities of the Most Blessed State of Inquista in Overcoming Global Challenges
Shaping a Fair, Peaceful, Inclusive and Sovereign European Community
XV. Inquista’s foreign policy is aimed at creating a stable and sustainable system of international relations based on the generally accepted norms of international law and principles of equal rights, mutual respect and non-interference in domestic affairs of states, so as to ensure solid and equal security for each and every member of the European community.
XVI. Inquista attaches great importance to ensuring the sustainable manageability of global development, which requires collective leadership from all states, who should be able to represent their respective and sacred geographic, cultural and religious values while still fully respecting the central premises of international law and national sovereignty.
XVII. Inquista consistently advocates the strengthening of regional norms and complies with its international legal obligations in good faith. Maintaining and strengthening regional norms is among its priorities in the international arena. Regional norms of international relations are intended to ensure peaceful and fruitful cooperation among states while seeking to balance their interests, as well as to guarantee the overall stability of the European and global community. Inquista intends:
a. to counter attempts by some states or groups of states to revise the generally accepted principles of international relations; counter politically motivated and self-interested attempts by some states or by the European Union to arbitrarily impose their own norms and principles; promote universally understood norms such as the non-use of force or threat of force, peaceful settlement of international disputes, respect for sovereignty and territorial integrity of states, right of peoples to self-determination; counter attempts to interfere in the domestic affairs of states with the aim of unconstitutional change of regime, including by supporting non-state actors, such as terrorist and extremist groups;
b. to prevent military interventions or other forms of outside interference contrary to international law, specifically the principle of sovereign equality of states, under the pretext of implementing the "responsibility to protect" concept;
c. to facilitate progress in the development of international norms and their codification in international treatises, primarily undertaken under the auspices of forums outside of current EU frameworks and institutions.National and Regional Security
XVIII. Inquista takes necessary measures to ensure national and international cyber security, counter threats to states, economic and social security emanating from cyberspace, combat terrorism and other criminal threats involving the use of information and communication technology; deters their use for military-political aims that run counter to international law, including actions aimed at interfering in the domestic affairs of states or posing a threat to international peace, security and stability; and seeks to devise universal rules of responsible behaviour with respect to international cyber security, including by rendering the internet governance more international in a fair manner.
XIX. Inquista supports international efforts to combat illicit trade in arms and weapons.
XX. Believing international peacekeeping to be an effective tool for settling armed conflicts and facilitating post-crisis nation-building when such peacekeeping is welcomed and invited, Inquista intends to participate in international peacekeeping efforts under the direct auspices and will of the state which has invited and sought peacekeeping support.
XXI. Inquista views combating international terrorism as an essential government task and a key priority for international security. In this regard, the Most Blessed State of Inquista:
a. condemns terrorism in all its forms and manifestations, and believes that there can be no ideological, political, religious, racial or any other justification for acts of terror;
b. categorically opposes any reliance by states on terrorist organizations in pursuit of political, ideological or other aims;
c. takes all necessary measures under international and Inquistan law to prevent and counter terrorism in all form; protect the state and its citizens from terrorist attacks and fight the spread of terrorist and extremist ideology;
d. diligently seeks to support all states and the entire European community in the fight against terrorism without politicization or preconditions;
e. recognizing that it is impossible to defeat terrorism through military and law enforcement action alone, advocates working proactively and effectively with civil society institutions in the fight against terrorism, including research and educational institutions, business communities, religious associations, non-governmental organizations and mass media;
f. believes that the struggle against terrorism will not be effective unless the sources of terrorist financing are eliminated, supports the efforts undertaken within multilateral structures to identify states, individuals and legal entities with economic ties to terrorist organizations and seeks to block financing channels used by terrorists.
XXII. Inquista seeks to facilitate the resolution of regional conflicts by political and diplomatic means through collective action by the international community, believing that such conflicts can only be resolved through inclusive dialogue and negotiations involving all sides rather than by isolating any of them.
XXIII. Inquista counters organized crime related to illicit trafficking in narcotic substances, psychotropic substances and their precursors by cooperating with other states.
XXIV. Inquista opposes the development of new nuclear weapons and will work actively, transparently and with goodwill alongside nuclear states to ensure that nuclear weapons are not developed by rogue states.
XXV. Inquista supports international cooperation aimed at regulating and containing mass migration processes; Inquista believes that national sovereignty and territorial integrity are central tenants of establishing cooperation to address mass migration crises; rejects the use of migration processes by certain states to achieve political ends.
XXVI. As a multi-ethnic yet religiously homogenous state with a track record of harmonious coexistence among various peoples, ethnic and racial groups that goes back centuries, the Inquistan Orthodox Church facilitates dialogue and partnership between peoples; supports corresponding initiatives of civil society and proactively works with all secular and other religious associations to counters extremism, radicalization, intolerance, discrimination and division along ethnic, racial, confessional, linguistic, cultural and other lines.Economic Security
XXVII. In seeking to ensure sustainable economic growth based on stable exports and growing domestic demand, and by using its accumulated financial resources, the Most Blessed State of Inquista will work toward making significant contributions to ensuring global economic and financial stability, and contribute to international efforts aimed at preventing and overcoming global economic and financial crises. Inquista intends to proactively contribute to the creation of an equitable and democratic trade, economic, monetary and financial architecture, the determination of global sustainable development guidelines and achievement of regional sustainable development, assuming that a common approach is needed to tackle the current global economic challenges, which offers new opportunities for international cooperation.
XXVIII. Inquista’s policy is aimed at ensuring that states participate on an equal and proactive basis in the global economy. To this end, the Most Blessed State of Inquista:
a. seeks to ensure that its interests and approaches are taken into consideration in an adequate manner when devising a common position on the most urgent aspects of international development and global economic agenda at major regional forums, including on such issues as enhancing energy and food security, streamlining cooperation in trade and transport, ensuring unrestricted and non-discriminatory exchange of latest technology, and multilateral cooperation in the peaceful use of nuclear energy;
b. contributes to the efficiency of a multilateral trade system and promotes regional economic cooperation that respects national sovereignty;
c. creates favourable conditions for expanding Inquista’s presence on global markets, primarily by diversifying its exports and expanding the geography of foreign economic ties;
d. provides support to Inquistan organizations seeking to tap new markets and gain a larger foothold in traditional ones, while countering discrimination against Inquistan investors and exporters;
e. in accordance with international norms and principles, adopts the necessary trade policy measures to protect national interests and effectively respond to unfriendly economic actions by foreign states that infringe upon the rights of the Most Blessed State of Inquista or Inquistan business entities;
f. pursues technological modernization and seeks to diversify the national economy, increase the share of knowledge-intensive, innovative and other priority sectors in the general economic structure by attracting investment, advanced foreign know-how and technology;
g. takes action to benefit from its unique geographic location at the centre of the Mediterranean by increasing transit cargo shipments with a view of facilitating the development of trade and economic relations between the rest Europe and the Mediterranean region.Human and Environmental Security
XXIX. Inquista favours expanding international cooperation with a view of ensuring environmental security and fighting climate change, primarily taking into consideration the importance of preserving the natural environment, air quality and clean water supplies. Priorities in this area include further efforts to develop research-based approaches to preserving a sustainable environment and expanding cooperation with all states on this track in order to satisfy the needs of the current and future generations.
XXX. Inquista views sustainable socio-economic development of states as an essential prerequisite for shaping an international system that would be more efficient and crisis-resilient, as a factor of well-being and prosperity for all of humanity, and firmly believes that facilitating global development is one of the mechanisms for resolving global and regional issues, strengthening international security and political stability. Inquista is proactive and consistent in its bilateral and multilateral efforts to facilitate global development initiatives.
XXXI. As a nation committed to universal democratic values, including human rights and freedoms, Inquista pursues the following objectives:
a. to ensure the respect for human rights and freedoms across the world through constructive and equal international dialogue with due regard for each state’s national context, culture, history and values; monitor the human rights situation in the world, and to facilitate the involvement of the Inquistan Orthodox Church and civil society institutions in addressing issues in this area;
b. to counter attempts to use hyper politicized human rights theories to exert political pressure and interfere in internal affairs of states, including with a view to destabilizing them and overthrowing legitimate governments;
c. to make social systems across the world more humane so as to ensure fundamental human rights and freedoms;
d. to ensure the protection of rights and legitimate interests of Inquistan nationals abroad who are subject to international law and international treaties concluded by the Most Blessed State of Inquista;
e. to protect rights and legitimate interests of Inquistan Orthodox Church members across Europe who are subject to international law and international treaties, while recognizing the significant contribution by these Church members to preserving and promoting the values and culture of the Inquistan Orthodox Church;
f. to further the consolidation and support of Church membership abroad so as to better realize the rights of Orthodox compatriots in foreign countries of residence, and to facilitate the preservation of Inquista’s diaspora’s identities and their ties to the homeland;
g. to promote the learning, understanding and adoption of Inquistan Orthodoxy as an integral part of the global culture and as a spiritual and religious instrument of international and inter-ethnic communication, to sustain and develop the network of Inquistan educational institutions abroad, and to support foreign branches and representative offices of Inquistan Orthodox faith-based educational institutions;
h. to develop inter-state cultural and humanitarian ties between Orthodox nations, particularly with the Kingdom of Gallorum; develop inter-state cultural and humanitarian ties between all nations located on the Mediterranean Basin;
i. to firmly counter any and all manifestations of extremism, racial discrimination and xenophobia;
j. to involve civil society institutions in addressing international challenges alongside the institutions of the Inquistan Orthodox Church;
k. to develop, including through public diplomacy, international cultural and humanitarian cooperation as a means to build up dialogue among civilisations, achieve consensus and ensure understanding among peoples with a particular emphasis on inter-religious dialogue;
l. to intensify cooperation with international and non-governmental human rights organizations with a view of reinforcing universally accepted and cross-cultural human rights norms while ensuring responsibility for one’s actions, and eradicating double standards in this area;
m. to expand international cooperation with a view of enhancing the protection of rights and legitimate interests of Inquistan youth living abroad; encourage Inquistan youth to participate in social and economic development missions across Europe and to work as goodwill ambassadors on behalf of the Inquistan Orthodox Church.Support for Mass Communication Activities by the Most Blessed State of Inquista
XXXII. Delivery to the international community of unbiased information about Inquista’s perspective on key international issues, its foreign policy initiatives and efforts, processes and plans of its socioeconomic development and Inquista’s cultural and research achievements is an important element of foreign policy activities of the Most Blessed State of Inquista.
XXXIII. Inquista seeks to ensure that the world has an objective image of the country, develops its own effective ways of influencing foreign audiences, and promotes Inquistan media in the global information space, providing them with necessary Church support. New information and communication technology is used to this end. Inquista is intent on supporting a set of legal and ethical norms regarding the safe use of such technology. Inquista asserts the right of every person to access unbiased information about global developments and various points of view.
48. Greater participation of Inquista’s academics, theologians and experts in the dialogue with foreign specialists on global politics and international security is one of the areas of public diplomacy development.IV. Intra-Regional Foreign Policy Priorities of the Most Blessed State of Inquista
XXXIV. The foreign policy priorities of the Most Blessed State of Inquista place particular emphasis on developing bilateral and multilateral cooperation with Inquista’s neighbouring states or with states located on the Mediterranean Basin, particularly with the states of Red Croatia, The Sahrawi Union, Malborya, Derecta and Spain.
XXXV. Inquista is committed to fostering economic, strategic, cultural and religious cooperation between all Orthodox nations, particularly with the Kingdom of Gallorum. Inquista is also committed to upholding and deepening economic, cultural and religious ties to the northernmost region of Malborya, particularly to the city of Elduvy, which has a considerable Inquistan Orthodox population.
XXXVI. Assisting the continued establishment of The Sahrawi Union as a modern democratic state, strengthening its international position, and ensuring its reliable security and socioeconomic recovery remains a priority for Inquista.
XXXVII. Inquista views the Committee on Western Saharan Autonomy (CWSA) as one of the key elements of the current security framework in the post-Sahrawi conflict space. Inquista seeks to facilitate the continued support for Sahrawi autonomy alongside CWSA members which include The Sahrawi Union, Red Croatia and Icholasen.
XXXVIII. Inquista intends to builds friendly relations with like-minded nations which share similar cultural and political values, particularly when it comes to curbing the erosion of national sovereignty and the imposition of damaging laws by the institutions of the European Union. Inquista has identified the Apostolic Kingdom of Angleter as perhaps the most reliable and outspoken partner in this regard, and aims to foster cooperation with Angleter in promoting state sovereignty and territorial integrity within all relevant regional forums.
XXXIX. With the collapse of the Tripartite alliance and Inquista’s emergence as Europe’s largest economic superpower, Inquista aims to solidify bilateral economic and security agreements with the former members of the Tripartite.
XXXX. Inquista is interested in maintaining traditionally friendly relations with the Nine Dominions of Icholasen, which continues to emerge as a greater economic and military power in the region.
XXXXI. Inquista stands for a political settlement in Neo-Venetia and the possibility for the people of Neo-Venetia to determine their future based on the goodwill and support of Angleter and the Duxburian Union.
XXXXII. Inquista continues to support the operations of the Coalition of the Willing in Dromund Kaas, but hopes to see a peaceful resolution to the ongoing conflict and an eventual withdrawal of foreign forces in the state.
XXXXIII. Inquista intends to continue to maintain membership within the ENAA in order to block the nuclear proliferation of rogue states.
XXXXIV. Inquista intends to further expand bilateral relations with all new member states of the European Union.V. Foreign Policy Formulation and Implementation by the Most Blessed State of Inquista
XXXXV. The Archbishop of the Most Blessed State of Inquista, acting in accordance with the Fundamental Laws of the Inquistan Orthodox Church, sets the state’s foreign policy guidelines, directs the country’s foreign policy and, as the head of state and government, represents Inquista in international relations.
XXXXVI. The College of Bishops of the Most Blessed State of Inquista, within the scope of their authority, shape the legislative framework for the country’s foreign policy and the fulfillment of its international obligations. They also contribute to enhancing the effectiveness of parliamentary diplomacy.
XXXXVII. The Inquistan Orthodox Church and its State Secretariat implements the country’s foreign policy.
XXXXVIII. The State Secretariat develops the general strategy of the foreign policy of Inquista, presents relevant proposals to the Archbishop, and executes the foreign policy of Inquista in accordance with this Abstract and the executive orders of the Archbishop.
XXXXVIV. When preparing foreign policy decisions, the State Secretariat work on a regular basis with the Archbishop, the other entities of the Secretariat, the College of Bishops, non-governmental organizations, experts, theologians, the academic community, cultural and humanitarian associations, business associations and mass media, encouraging them to take part in international cooperation. Promoting broad civil society, Church and missionary engagement in foreign policy is consistent with Inquista’s foreign policy practices. -
CONCERNING THE CIVIL WAR IN REITZMAG: INQUISTA TO ESTABLISH A NO-FLY ZONE AND DEPLOY GROUND FORCES
March 11th, 2020,
In the late hours of the evening last night, the Holy Inquistan Air Force mobilized and began to prepare operations to establish air superiority over the United Reichs of Reitzmag. As of 05:33 GMT, aircraft of the Holy Inqusitan Air Force have now entered Reizic airspace. The Holy Inqusitan Air Force will seek to establish a no-fly zone over the the United Reichs of Reitzmag and all of its Reichs. The Most Blessed State of Inquista would like to formally warn all domestic and international aircraft in Reizic airspace to ground or leave Reizic airspace immediately. Belligerent or uncommunicative aircraft in Reizic airspace will be shot down immediately by the Holy Inqusitan Air Force. Only allied or Reizic military aircraft shall be tolerated to move freely within the no-fly zone.
Once air superiority has been established, and a no-fly zone has been created, Inquista will begin to assist the Reizic government on the ground against the rebel insurrection. Inquistan forces will be deployed in undisclosed locations later today.
The State Secretariat of Inquista will communicative openly and transparently about all Inquistan military activity within Reitzmag. All information concerning Inquistan military activity that is reported by the media, especially by foreign media outlets, should be considered hearsay.
Peace is paramount to the Most Blessed State of Inquista and to the European Union as a whole. Therefore, Inquista's military operations in Reitzmag are dedicated solely to achieving peace and ensuring stability.

CONCERNING REITZMAG AND ICHOLASEN
March 14th, 2020,
As assassination attempt was made against King George of Reitzmag yesterday by a suspected sympathiser of the communist insurgency. This assassination attempt followed the signing of a peace accord between the Reizic government and the communist rebels, where a period of peace was supposed to ensue. This assassination attempt also followed a coup d'état in Icholasen, where the democratically-elected government and the esteemed royal family were both deposed by communist insurgents. These events demonstrate that the containment of dangerous, militaristic, pan-European communist ideology has failed in Reitzmag, and ultimately, the peace accord in Reiztmag was not honored by the communist rebels of the country. As a consequence, the Holy Inquistan Air Force was left in no position but to take a precautionary step in rooting out any and absolutely all communist influence in Reitzmag. The Holy Inquistan Air Force has been undertaking an exhaustive and extremely thorough operation of sweeping communism out of East Moreland. This operation has been ongoing for over 24 hours, and at this time, the operation is still ongoing. The Secretariat and government of Inquista will not disclose the details of this ongoing military operation. However, we assure the European community that this operation is both warranted and has the best interest of the entire European community at the heart of it.
Inquista condemns the illegitimate occupiers of Icholasen. Inquista continues to recognize Queen Anastasia as the rightful head of state and Korojaunu Eilidh Whiteford as the head of government of the country. All travel to Icholasen has been suspended. Inquista will work alongside the legitimate government of Icholasen to restore democracy and security to the county.

CONCERNING THE EUROPEAN COUNCILLOR AND ICHOLASEN

The College of Bishops has voted to recall the Inquistan Councillor from his office. The decision to recall the Councillor has not been made lightly. However, it was a decision that was made in the best intersts of the Most Blessed State. At this time, the Inquistan Councillor has not been working to advance the national interests of Inquista abroad, and instead, has been working to build his own political profile. Inquista maintains a policy of refraining from dictating how other European Union member states select their councillors. Thus, we have no interest in having other states dictate how we select ours.
Inquista shall officially cease to recognize the exiled and weakened Eilidh Whiteford as the Korojaunu and leader of the Nicoleizian government. Queen Anastasia will also no longer be recognized as Icholasen's head of state. Inquista shall officially recognize Chairman Jirluchuz and the current government in Cesae Vauvra as the true and legitimate government of Icholasen. Inquista shall immediately begin to cease all military hostilities against the Nicoleizians in Reitzmag and elsewhere. Free travel shall be also be reinstituted between Inquista and Icholasen. Inquista will not comply with the European Council's resolution on Icholasen. Instead, Inquista shall officially condemn Eilidh Whiteford as an international terrorist and shall freeze all of her assets within Inquista.

CONCERNING ICHOLASEN
May 16, 2020,
The Most Blessed State of Inquista shall fully accept and enforce the European Council's resolution to condemn the illegitimate occupiers of Icholasen. Inquista shall only recognise and cooperate with the rightful government of the United Dominions of Icholasen. Inquista shall recognize Queen Anastasia II as the rightful head of state and shall recognize acting Korojaunu Samantha Terrace as the rightful head of government of the country.
Any and all agreements that the Most Blessed State had signed with the illegitimate government of Icholasen have henceforth been terminated. Inquista shall officially sanction and embargo the occupied state of Icholasen, ceasing all trade between our countries. Inquista shall suspend all travel to and from Icholasen. The so-called Chairman Jirluchuz, and all members of his tyrannical administration, shall be recognized as international terrorists and shall have their financial assets frozen in Inquista.
Premier Eilidh Whiteford will no longer be recognized as a terrorist and will have her full rights and privileges reinstated in Inquista. In addition, for her demonstrated heroism and resiliency, Premier Whiteford will be awarded with the Order of Inquista by the Archbishop of Inquista, which is the highest civil and secular honour which can be awarded by the Inquistan Orthodox Church.
Inquista shall stand as a steadfast ally of the United Dominions of Icholasen. May the rightful government soon be restored in Saint Regina, and may God Save the Queen.

CONCERNING EASTERN HAANE

The Inquistan Orthodox Church would like formally express our shock, sorrow and sadness about the most recent developments in Eastern Haane. The Most Blessed State of Inquista stands with the Haanean people, and we deeply grieve and mourn the tragic loss of life in the country. We pray for a swift and successful cessation of violence, and we pray for unity and peace.
The Most Blessed State of Inquista will not restrict any travel to and from the country. However, we advise that all Inquistans return to the Most Blessed State as soon as possible. The Inquistan Orthodox Church implores that all Inquistan, Inquistan Orthodox, and Haanean people, shelter and protect their family, friends, neighbours, and fellow countrymen and women from danger in the country. We implore you to be compassionate, kind and generous to one another, and we plead that that you refrain from participating in any violence, and instead actively work to bring an end to violence through peaceful means. We ask that you take care of the sick and the wounded, offer refuge to those who need it, and be selfless and inclusive in the defense of absolutely all people.
The Most Blessed State will expand its Communist Refugee Program, which already offers refuge to those living in Eastern Haane, Czech Slavia and Icholasen. The amount of refugee allotments under this program have been temporarily waived, allowing for absolutely all Haaneans to claim refugee status in the Most Blessed State. Inquista is cooperating with Malboryan authorities as to allow for the safe transit of Haanean refugees from the Haanean-Malboryan border to Inquista. Inquista will also accept Haaneans who are being deported from other countries, such as Vayinaod and Reitzmag, to come to Inquista instead, with a one month visa, so that they can also claim refugee status, or remain until the situation has become more peaceful in their country.

ESTABLISHMENT OF A TRADE COMMISSION IN CZECH SLAVIA

The Inquistan Orthodox Church has taken notice of the shortages of consumer goods that are currently effecting parts of Czech Slavia. Officials from the State Secretariat met with leaders of the Inquistan Chamber of Commerce today, and it was reiterated to the Church that Inquistan businesses have been successfully fulfilling all order requests made to them, and that any shortages are indeed simply a result of weaknesses in communication. Despite this, both the Church and the Chamber of Commerce remain optimistic that these shortages will be remedied in the coming days by the ongoing work done by the Czech government. The Inquistan Orthodox Church hopes to work collaboratively with the Czech government in order to help support their efforts in overcoming any shortages, whether be in the present or in the future. Therefore, the Most Blessed State will create an Inquistan Trade Commission to Czech Slavia, which will be established and housed within the Inquistan High Commission in Prague.
The Inquistan Trade Commission will serve as as a bridge of communication and partnership between the economic sectors of Inquista and Czech Slavia, and will make the procurement of goods between Inquista and Czech Slavia as seamless as people. The Inquistan Trade Communication will be supported by teams of Inquistan trade representatives, trade analysts and economic researchers, who will actively engage and work with the relevant Czech ministries and companies in order to optimize trade relations, and the planning and procurement of goods to and from Inquista. Trade representatives from the Inquistan Chamber of Commerce, who represent some of Inquista's most important economic sectors, will also be present within the Inquistan Trade Commission, which will create a direct line of communication between Inquistan companies and the relevant Czech ministries and companies. The Trade Commission will work proactively, rather than reactively, to overcome any obstacles in trade disruptions or supply procurement. The Inquistan Trade Commission will be headed and led by a Trade Commissioner, who will work enthusiastically and cooperatively with their Czech counterparts in order to maximise the effectiveness of the Trade Commission.
Accordingly, the State Secretariat will appoint Nara al-Kahina as the Inquistan Trade Commissioner to Czech Slavia. Ms. Al-Kahina is a former labour rights activist and judge from the Sahrawi Union, who served six terms as a Justice on the European Court of Justice (2015-2016; 2017-2018; 2019-2020), and who has since worked as the Ombudsperson for Consumer Rights and Protections within the Most Blessed State of Inquista. Ms. Al-Kahina has a deep understanding of the Inquistan economy, a good working relationship with the Inquistan Chamber of Commerce and various Inquistan labour groups, as well as immense and vast experience navigating international law and international organizations. Ms. Al-Kahina will be an invaluable asset and public servant.

ON ISTKALEN

The Most Blessed State of Inquista and the Inquistan Orthodox Church will recognise the Republic of Istkalen, currently led by President Liros Ikomar and Vistek Rikkalek, as the official and legitimate government of Istkalen.
In the recent months of social and political impasse, the Republic of Istkalen has demonstrated itself to be the only seemingly existent, operational, and widely supported and popular government of Istkalen. Any other governments propped-up by foreign actors do not seem to be active, operational, cohesive, or have any sort of public or local support, and thus have virtually no measurable legitimacy or even operational capacity.
While military retaliation against Istkalen was justifiable considering the country's decision to declare war on the entire European Union, the Most Blessed State would like to see the country's return to normalization as soon as possible, as all European Union member states should be able to co-exist with each other harmoniously and peacefully with stability and dignity. The Most Blessed State disapproves of any further foreign occupation of Istkalen, particularly any occupation with imperialist ambitions or goals, and calls for foreign-powers to make peace settlements with the Republic of Istkalen and withdraw from the country as soon as feasibly possible.

ON COPOLA CITY

The Inquistan Orthodox Church considers the welfare and well-being of all Inquistan Orthodox people to be of utmost importance and significance to the Church and its endeavours. The Inquistan Orthodox Church has remained steadfast in its commitments to the Nyetthem Accords, and in its commitment to to ensuring that the Inquistan Orthodox people of Reitzmag can lead happy, healthy, and prosperous lives, esepcially in the aftermath of the Reitzmic conflict in 2020.
The Most Blessed State has refrained from further interference in Reitzmic affairs since the end of the Reitzmic conflict, and has particularly refrained from interfering in the governance of Copala City. However, during the recent exodus of some Copalans to Anastasia City, there were reported episodes of violence in which Inquistan Orthodox people and Copalan denizens were subjected to unnecessary brutality and damage to their property. Furthermore, dangerous and politically bizarre ideologies have arisen among Copalans that have moved to Anasastia City. These ideologies are worrying, and could lead to more violence. The Inquistan Orthodox Church and the Most Blessed State have been left with no choice but to step-in and ensure that a positive resolution can be made in order to bring stability, peace and dignity to the people of Copala City.
Her Holiness the Archbishop of Inquista has spoken to Prime Minister Simon Bridges of the Kingdom of Reitzmag, and the two leaders have agreed to discuss their commitment to the Nyetthem Accords, which are the very accords which led to the establishment of Copala City itself, and to a deal in which Copala City can further thrive and continue to build itself. Discussions have been formalised to take place next month in November.
In the mean time, the Church will also put together a new comprehensive and exhaustive relief package for Copala City, including further funds for economic and social development, with considerable funds earmarked towards building and re-building city infrastructure. The Church will also look into giving stimulus payments to Inquistan Orthodox citizens effected by recent disturbances and violence in the city.
The Church rarely issues travel advisories to Inquistan and Inquistan Orthodox people, but will in this case issue an indefinite travel advisory to Anastasia City. The Church cautions all Inquistan Orthodox people from traveling to or settling in the city, and instead requests that all Inquistan Orthodox people leave the city and return to Copala City. The Church also calls for all Inquistan Orthodox Reitzmen, whether in Reitzmag or abroad, to settle and help further establish Copala City. Copala City, founded as per the Nyetthem Accords, shall continue to serve as an established home for all Inquistan Orthodox people in Reitzmag, and as a centre for Orthodoxy in that particular region of Europe.
The Church and the Most Blessed State shall formally recognise that Copala City is a unqiue, yet unequivocal part of Reitzmag. Copala City stands on Reitzmic territory, and its people, while diverse, are Reitzmic citizens. Her Holiness the Archbishop cautions against any extremist ideologies which purport Copalan independence or irrdenitsm, and condemns foreign actors who intend to make a mockery of Copala City's status in Reitzmag, who, by extension, make a mockery of the Inquistan Orthodox Church.
Her Holiness the Archbishop looks forward to reaching a cordial and positive agreement with the Reitzmic Prime Minister next month.

The Most Blessed State of Inquista and the Democratic Republic of Czech Slavia have agreed to establish a defensive-pact and alliance between the two states. The Most Blessed State of Inquista stands ready to the defend the Czech motherland and her people against any and all threats which may threaten their sovereign lands. Likewise, the Most Blessed State looks forward to the strategic partnership that the Democratic Republic will offer in keeping Inquista and her people safe.
This alliance and defensive-pact is a logical and necessary step in the deepening relations between the Most Blessed State and the Democratic Republic, which both continue to prioritise the lasting peace and security of the centre of Europe.
