Reasons for applying: Spain would like to get this weapons because we would like to have other options to defend not only the national threads, but also the threads for the European Union and our allies. We are also feeling threatened about the Kingdom of Reitzmag, which actions as bribing enterprises to cease operations on Spain (like to CBC Spain) proofs that we need this nukes to protect our integrity and national sovereignty. So far the Kingdom of Spain has made all efforts to avoid any and all violent confrontations believing violence to be only a last ditch measure. Apart from that, we have to focus in other communist nations in which government fell because of a severe upraise, like Icholasen's case, which also has nuclear weapons.Reasons for approval: The Kingdom of Spain is a democratic, stable, modern, prosperous and developed country which would never use this weapons as a means to subjugate less developed countries. In Spain's two years in the European Union, our military has never been mobilized and has never engaged in combat as well as being trustworthy since its accession, it is also stable. Stability means that these weapons will not fall into the hands of terrorists or rogue states. This stability also shows that our government is highly unlikely to fall, and if so, a contingency plan will be in place. We will also seek a limited license for nuclear weapons' production, starting at 200 nuclear warheads. I ask that you take this request seriously and give me an honest answer. In a 3-2 decision, the ENAA has elected NOT to grant the Kingdom of Spain nuclear weapons at this time. While it has been an EU member for two years, its activity is other truly verifiable from the last year or so. The ENAA believes that Spain is on the right path to being considered a state that can be trusted with nuclear weapons but that more time is required to validate that opinion. The ENAA encourages the Spanish Government to reapply in a few months, as the ENAA wishes to observe additional actions by the Spanish government in times of crisis or diplomatic tension. Thus far, the Spanish government has had few examples where the ENAA believes it has failed in that regard.
The ENAA would like to address the attempts from outside parties to sway the ENAA's decision. The ENAA is a neutral body, it does not side with, nor specifically care what side of a conflict or dispute a party may be on. It cares about the specific actions, counters, and statements a party makes during those events. The ENAA is not meant to influence parties to change their behaviors and the same is expected of parties outside the ENAA in regards to the treatment of the ENAA.
The ENAA is an independent body, and no influence or statement from outside parties has any bearing on its decisions.
In this case, the ENAA felt Spain was not ready. By past decisions it may have been ready but since the events in Icholasen the ENAA must operate with an even stricter set of criteria than before. The ENAA did not refuse to grant weapons based on the inclusion of Spain in a diplomatic dispute with the Kingdom of Reitzmag. This was a neutral decision, and should be respected as a neutral decision and not as a win or lose for any one party.

Reasons for applying: Spain would like to get this weapons because we would like to have other options to defend not only the national threads, but also the threads for the European Union and our allies. So far the Kingdom of Spain has made all efforts to avoid any and all violent confrontations believing violence to be only a last ditch measure, as proved with the past Spaish - Reitzmic diplomatic conflict which was solved a few months ago. Apart from that, we want to protect ourselves from Communist nations, such as the Union of Nicoleizian Soviet Republics, or new rogue states that might join the European Union and locate near to Spain. We believe we have also accomplished with the requests made by the ENAA on our first application.Reasons for approval: The Kingdom of Spain is a democratic, stable, modern, prosperous and developed country which would never use this weapons as a means to subjugate less developed countries. In Spain's two years in the European Union, our military has been deployed once, in the Eastern Haanne's intervention and No-Fly Zone with successfull results and also with no combat or rogue attitudes, as well as being trustworthy since its accession, it is also stable. Stability means that these weapons will not fall into the hands of terrorists or rogue states. This stability also shows that our government is highly unlikely to fall, and after a new election was called this year, a Legislature-wide agreement was signed between the Partido Popular and Ciudadanos bringing stability to the nation, and if so, a contingency plan will be in place. We will also seek a limited license for nuclear weapons' production, starting at 200 nuclear warheads. I ask that you take this request seriously and give me an honest answer. In a 3-0 vote, with two abstentions, the ENAA has decided to grant the Kingdom of Spain a limited nuclear weapons license. The Kingdom of Spain shall be limited to 75 nuclear warheads at this time, and may apply in one year, or 365 days from this notification for a request to increase its warhead amount.
Spain followed the advice of the ENAA during its initial decision, and the ENAA believes that the Kingdom of Spain has become a nation that can be conferred with the responsibility of nuclear weapons.

Does your nation meet minimum requirements for nuclear weapons production?: YesReasons for applying: The Kingdom of Spain would like to increase its nuclear warheads, in order to increase its deterrence and self-defence capacities, as well as its national security. The Kingdom has also waited for nearly two years to fill this application, wanting to prove its capacities to handle nuclear weapons accordingly and wisely, something that we believe we have done throughout these two years.
Reasons for approval: The Kingdom of Spain is a democratic, stable, modern, prosperous and developed country which, since it obtained its nuclear license, never used and would never use these weapons as a mean to subjugate less developed countries, or attack other nations without any justification. The Spanish Government is unlikely to fall, due to the recently achieved absolute majority by President Jesús Aguilar and his party, the Partido Popular. When in diplomatic or military crises, the Kingdom has proven to be wise and has never threatened with the use of said weapons, or entered in active combat with other nations' armies. We therefore ask the ENAA to increase our warheards allowance from 75 to 200, equalising us with other countries on the European Union that have been here for less time than us and have a smaller military than Spain does have.
