STATEMENT FROM THE COUNCIL OF THE REALM
Today, the Riksroja in accordance of the Act of Basic Law of the Realm of Great Ruthund will recognize the Union of Nicoleizian Socialist Republics as the legitimate government of the people in its territory. As per constitutionally bound to preserving Ruthenish neutrality, this recognition of the UNSR is not an endorsement of the regime or its ideology. With the UNSR's recognition, the Realm of Great Ruthund will establish diplomatic relations with its overseas neighbor, as well as receive civilian vessels from the UNSR within the maritime regulations of Ruthund. Further relations with the UNSR must be discussed and ratified through treaty and most importantly, cannot infringe upon the non-alignment of this country.

STATEMENT FROM THE COUNCIL OF THE REALM
On behalf of the people of the Realm of Great Ruthund, the Riksroja would like to extend its deepest condolences to the people of Hampton City and to the families of those who faded away during this tragedy. We also thank the Gods for those who were injured, spared. No citizen should ever have to doubt their while walking out on the streets of their homeland and it saddens the people of Ruthund that there are still people out that linger in this world that deny this basic right to all. Perhaps the most disgusting part of this how this event unfolded is how these shooters chose to support the European Progressive Alliance, or the EPA, which we condemn in the strongest and possible terms. The Ruthenish government welcomes all peaceful opposition and dissent, the lifeblood of democracy and the first line of defense against tyranny. But any form of terrorism in a democracy, despite how righteous the cause, is unacceptable.The people of Ruthund share their thoughts and prayers that the afflicted families are watched over even after when the limelight of the news media dies down. STATEMENT FROM THE COUNCIL OF LAW
On the 16th of July of this year, we received a petition from Feltzdona Lukazizen disputing the legality of the Riksroja's decision to recognize the current government incumbent on the Isle of Icholasen. It was originally intended that formal arguments be made and the opinion of the court be known in public. However both the prosecution and defense teams had expressed concern over their safety after death threats have been made. Clearly being a controversial issue that will gather the attention of the national media, we decided to was best to break tradition and hold the court proceedings away from general audiences.
This being said, the transcripts of the court hearing are available to the public at our official website, counciloflaw.ru (OOC: not a real-life website). These transcripts will also include the full unabridged opinion of the court, which will not be displayed here. Instead a concise opinion shall be expressed below:
We, the Council of Law of the Realm of Great Ruthund, uphold the decision given by the Riksroja to recognize the Union of Nicoleizian Socialist Republics as the legitimate government on the isle of Icholasen. While the arguments presented by the prosecution assert that the UNSR is not yet to be recognized by the European Union, and Ruthund, as a European member state are legally obligated to follow, the Act of Basic Law of the Realm of Great Ruthund is the supreme law of the land. The question presented by this case is weather the Act of Basic Law, which states in Article II, Section I, "The Realm of Great Ruthund shall maintain a policy of neutrality and remain impartial in all foreign affairs, with the exception to which it involves the national sovereignty of the Realm" is to be regarded subservient to European law, or eclipses such resolutions. We hold that Ruthenish law is superior to European Law in such cases and that the membership of Ruthund in the European Union is only constitutional insofar is it ensures that State Affairs remain independent of the affairs in Europolis.
The Prosecution also argues that the current guerrilla campaign in Icholasen is evidence that the doctrine of Popular Sovereignty has not yet been met within the UNSR. Albeit, the Court does not consider Popular Sovereignty a prerequisite to Ruthenish recognition of a State. Since the UNSR currently holds sovereignty over the Isle of Icholasen, denying its Statehood is considered by this court as denialism. This diplomatic act would constitute an implicit bias towards the previous government, hence breaking the provisions laid out in Article II, Section I of the Act of Basic Law. Conversely, if the UNSR loses sovereignty over the Isle of Icholasen the Riksroja would have a responsibility to recognize the new government in power, should they prove to be capable of wielding sovereignty. Thus, the recognition of the UNSR was the correct expression of a policy of Neutrality.

STATEMENT FROM THE RIKSROJA
Due to the breakdown in civil order in Eastern Haane the Ruthenish government is now warning against any travel to Eastern Haane until order has been restored. We also advise all Ruthens within Eastern Haane to return to Ruthund.We ask all Ruthens to not travel to Eastern Haane due to extensive civil unrest and the breakdown of law and order. No area in Eastern Haane has been identified as safe for Ruthens. Since the Ruthenish government does not hold an embassy in Kiel, we cannot provide emergency services to nationals within Eastern Haane.
If you decide to travel to Eastern Haane:
- Follow the Foreign Affairs Office on Facebook or Twitter
- Enroll your trip to the Zirvegingvarant (The Secure Travels Program), so the Ruthenish government may locate you in case of an emergency.
- Review the Travel Safety Guide on the Ruthenish government website
- Make any necessary arrangements with family members, employers, and any assets in the event of an unexpected prolongation of the trip, and possibly death.

STATEMENT FROM THE LORD OF STATEThe Ruthenish government has been monitoring the situation in Europe, particularly in Eastern Haane and reports the government are receiving are troubling and a great cause for concern. While none of these events are likely to jeopardize the national security of Ruthund, the Ruthenish government would like to see the end of this as much as any party involved. We encourage all parties to take measures in deescalating to prevent further harm and damage that will ultimately be counterproductive for all parties. We fear that any other more aggressive measures might well worsen the situation in Eastern Haane. Hence, the Ruthenish government also encourages the joint coalition forces of Spain, Fremet, Inimicus, and Vayinoad to limit their operations to peacekeeping and de-escalation-- as well as Reitzmic forces to moderate their military measures currently taken in the region.
That being said, the Ruthenish position on the ongoing unrest in Europe is firm, as it always had been-- we shall have no direct involvement in the affairs of other States. The EU Councillor reports from Europolis that some councilors have been suggesting an all-EU coalition, save for Neutral Nations, to resolve in the unrest in Eastern Hanne by force. While this is merely a suggestion, it must be made resolutely clear that Ruthund shall not and will not have any part in this potential endeavor. As a result, I am instructing our representative to the European Council to present a proposal that will categorize Ruthund as a Neutral Nation, as stated in the European Constitution. The presentation of this proposal shall be seen through early next week.

STATEMENT FROM THE RIKSROJA
Today, Councilor Helhuan Ziharuthstukur has resigned from her post as European Councilor for our country. We are disappointed that Helhuan has made the decision to leave her post prematurely, but we shall respect her wishes. Elections for European Councilor will be held on the 13 November, 2020 and shall be sent to Europolis to resume the duties of European Councilor starting 16 November.Councilor Helhuan had to right to address her grievances with this government, regardless of how valid they are. But it shall be known without doubt that this government was elected democratically, and in accordance with the Basic Law of this Realm. Any Ruthen and European for that matter should respect that. Similarly, the EU Councilor shall be elected democratically and will abide by their duties outlined in the European Law. This means that they are to respect government decisions whenever they may apply to the office of European Councilor. Personal objections to these responsibilities shall remain personal-- anything deviating from this principle shall be considered unprofessional behavior by this government.
As a result, this government reserves its right to recall the European Councilor when we determine they are not adequately representing the Ruthenish people and are perusing their own political agenda. This government has no tolerance for individuals to degrade the office and the democratic process of it by self-interest. We look forward with working with our new democratically elected EU Councilor.

STATEMENT FROM THE RIKSROJA
The Riksroja has been monitoring the activity in the European Council and what we are seeing is disturbing news for the Sovereign Rights of Nations in Europe. Since Ruthund's seat in the European Council is vacant, the government shall make its position known. For this bill is important for Ruthund.Councilor's Van Allen's amendment is a gross attack on the basic rights of Nations. The Realm of Great Ruthund strongly opposes this amendment and protests its discussion in the European Council. Member States in the EU should not be subjects to Europolis and as other European Councilors pointed out, a similar amendment was proposed earlier this year. This shows that there are several members within the Council that are actively showing contempt towards the notion of nations making their own decisions and forming their own destinies. It is particularly surprising however, that Van Allen would be the one to demonstrate this in the Council since he voted for our neutrality. It is now unclear now what he believes on this matter.
We call on Nations of Europe who wish to protect the rights of Nations to do everything in their power to oppose this Admendment.

STATEMENT FROM THE RIKSROJA
After due deliberation, the Ruthenish government cannot stand by and allow its national sovereignty to be surrendered to Europolis. The Amendment to the Condemnation of the Coup in Icholasen must be opposed at all costs to maintain a free Ruthund and a free Europe. As a result, the Riksroja shall appoint an interim EU Councilor so Ruthund can exercise its rights to a vote in the European Council. An appointment shall be made Monday 26 October, 2020. The Councillor will immediately report to Europolis and will remain Ruthund's representative until 13 November, 2020, where they will be recalled to Ruthund. They shall be replaced with the elected EU Councilor.
As a reminder to EU Councilor candidates, the deadline to submit your Declaration of Candidacy to the Office of Elections is next Friday, 30 October 2020.

Riksroja Announcement concerning the Union of Syndicates
The Ruthenish government has been monitoring the deteriorating situation in the Union of Syndicates, and such observations have caused concern for national security and of other Ruthens abroad. As such, the Ruthenish government has saw it necessary to enact these measures thusly:
- Airborne and Waterborne travel from the Union of Syndicates shall be hereby suspended, except on account of essential business until 22 March, 2021. The Riksroja will discuss whether it is proper to renew such measures on a later date. This measure will be effective at 0:00 on 20 February, 2021.

All Ruthens currently residing or visiting the Union of Syndicates are strongly encouraged to leave immediately. We also call on the Union Government to release all Ruthens from custody within 48 hours or face potential action from Ruthund.

The Ruthenish government will not be accepting new visa applications from the Union of Syndicates during the duration of the travel suspension. However, the Riksroja will review this measure as it continues to monitor the situation evolving in the Union of Syndicates.

Police and Military Units shall be placed on Alert for potential terrorist activities in Ruthund. The Riksroja has also ordered increased military presence at the following airports: Naitor International Airport in Kazmurbirha, Rangentazav Internatal Airport, and Nokthur International Airport to monitor and quell any potential hostile threats from outside the country.
We shall continue to work with our neighbors and the European Union to ensure that Ruthund and Northern Europe remains safe for its people.

THE PEOPLE OF RUTHUND ASSEMBLED

Against: 3Prelude
The Ruthenish Government has identified 19 Ruthens that were within the Syndical Union at the time of the breakdown of civil order in the country, all of which are missing or in custody. In addition, the Riksroja also issued a statement that called on the Syndical government to release all Ruthens within their custody within a 48 hour period. Since this demand was made, no response from the Syndical government was made. We, the people of Ruthund, hold that this situation is as much unacceptable as it is inexcusable and condemn the custody of Ruthens in the strongest terms possible. Furthermore, the Syndical Government recently made claims that there is no possibility for evacuations for foreign persons in their country due to a breakdown in civil order. The Ruthenish Government will hold these excuses insufficient and demand the following to occur:Section I- Conditions of Fulfillment of this Resolution
i- The Syndical Government, with coordination of the Ruthenish government, shall transport the Ruthens to a location as per agreed upon location pending cooperation from the Syndical government, to which a Ruthenish Rescue Team shall transport them out of Syndical territory.ii. The Syndical Government shall have 24 hours upon the adoption and publication of this resolution to contact the Riksroja to see arrangements in section I are made.
iii- The Syndical Government shall claim responsibility for endangering the lives of Ruthens within their territory.
iv. The Syndical Government shall issue a formal apology to the Ruthenish people for its negligence and for its utter mishandling of the crisis in relation to the handling of Ruthenish visitors.
Section II- Measures upon the Failure of Compliance
i- The Ruthenish government shall no longer be obliged to remain Neutral in Internal Matters in the Syndical Union until such measures in Section I are fulfilled.ii- The Feinkusomring shall adopt sanctions on the Syndical Union that will cease trade. The Ruthenish government will aso take measures to freeze any Syndical assets found in Ruthund.
iii. All travel, direct or indirect, from the Syndical Union, shall be prohibited in Ruthenish territory, waters, and airspace indefinitely until the repeal or fulfillment of this resolution.
iii- The Ruthenish government shall aid the effort of an intervention of the Syndical Union with the cooperation of the European Union and any task force that may form under the European Council’s direction.
iv. The Riksroja and Feinksomnring jointly shall have the right to Declare War if seen necessary and fit by both the two bodies of the Government.
v. These measures will only be active if and during Section I fails to be fulfilled.

Council of State's announcement on Ruthund's reception of Istkalen's Declaration of War
This afternoon, the Council of State has received a declaration of War from Istkalen that seeks to wage war on all nations in Europe. After some consideration, the Council of State will take some precautions to ensure the safety of Ruthenish citizens. Effective immediately, all assets, flights, and people from Istkalen are forbidden from enter Ruthenish territory and the Ruthenish military will be placed on high alert. All vessels entering Ruthenish waters and airspace will be required to identify themselves. In addition, the Nowugaz will be closely monitoring the activity of Istkalen from this point forward.
Outside of these measures, no further action by the Ruthenish government shall be taken presently. While this Declaration of War will be taken seriously, the Council of State is not yet certain on the sincerity of the violent intent expressed against Ruthund specifically.
