Iras Tilkanas is appointed as Interim Councillor to the European Union for the Republic of Istkalen, which is unrelated to the former "Istkalen," by nature of being a secessionist state encompassing all of the territory of Istkalen and thus one made from nothing, until elections on the 5th of May.

Due to the present political chaos, elections to the presently appointed state occupational chambers, although not the state chambers, which must continue to play a stable role until stabilization of the country, will occur on a "single-list" basis - that is, a single list will be presented to citizens, to approve or to reject. I have invited the following groups, divided into two categories, to attend a political consultative congress that will create the list:

- the Communist Party, representing workers
- the Patriotic League, representing the youth
- the National Republican Party, representing artisans
- the Center Party, representing agricultural workers

- the Trade Federation of Istkalen, representing the workers

- the Istkalener Cultural Organization, representing the cultural interests of Istkalen
- the Women's Liberation Association, representing the women of Istkalen
This will not be a permanent measure. Full democracy will return upon the stabilization of the political association, which the state is presently trying to effect.

A Joint Statement by the National Assembly and the Council of Ministers
The National Assembly and Council of Ministers have ordained the following:
- The regulations of Ilest Kerel regarding elections are voided
- They are replaced with regulations made by the individual state chambers
- Voting will take place on the 6th of May per the regulations aforementioned
- No campaigning is outside outside of the bounds of the law and the state occupational chambers

Regarding the State of Total Participation
Citizens, we must remember, the Republic of Istkalen is not the vulgar republic of the West, nor one that is false - one that endeavors to cover up the abuses of its leaders as a great performance for the whole of the world. The Republic of Istkalen is a state of total participation, based on the union, the great ulsikes, and the town, the great ulsien. It is not one where you can shirk off one's duties to its maintenance, as in the West, where most of the population is allowed to remain complacent as to maintain the power of the ruling class. No. It is one where duty is expected of everyone - the duty to create and participate in the political, economic, and cultural life of the nation.
To not create, to not participate is thus a crime, for to not do these things is to remove an essential part of our Republic - you, citizens, for you form it - and thus weaken it. The Republic is the expression of the emotion and energy of every single citizen of our Istkalen; it is the sole true expression, in fact, of the nation as a whole. Surely, surely, we cannot weaken our voice.
Nor can participation occur outside of the Republic. The Republic is the instrument of national expression, a single beautiful melody; for any part of that expression, made up of all our citizens, to stray and to play in a cacophonous way would ruin the melody, would render it horrid. This cannot be tolerated. We all, through the mechanisms of the Republic, the state occupational unions, the cultural organizations, the chambers - shape its melody to perfection. Anyone who goes outside of these ruins it, ruins everything, for everyone.
Do we want such people to remain and to ruin everything? No, certainly not. They must be helped back into the Republic; and if they continue to refuse, then they simply must be excluded.
We must all, as such, strive - strive, in remembrance of the principles of our state - of unity, work, and nation - through the organs of state in the construction of the nation and the maintenance of its flowing life, so that we may keep it the beautiful and singular expression of our people, of the citizens, that it is and absolutely must be.

Regarding the Nofoagan Sanctions
We are disappointed in the decision of the Republic of Nofoaga to adopt sanctions against our Republic, arguing that we have eroded the democratic values of the Union. Presently, the Republic of Istkalen is in a state of transition, away from autocracy and towards what is likely to be its first true democracy. Our predecessors made a number of terrible mistakes, terrible actions; but we have sworn not to follow in their steps, and rather to take a new path towards a bright and stable future.
We do however, understand why the Republic of Nofoaga has made this decision, and will make every attempt to reverse what our predecessors have done and to rectify the general behavior of our nation.

The Republic of Istkalen has the strong desire to renegotiate the terms of surrender, which it allegedly was not allowed to view at the time of signing and which it believes to be unnecessarily harsh and not at all conducive to peace. Specifically:
- the Republic wishes to renegotiate those terms ensuring the total and permanent dissolution of its armed forces, preferring instead to demilitarize its own borders
- the Republic wishes to renegotiate those terms placing limits on its industrial capacity
- the Republic wishes to renegotiate those terms guaranteeing the members of the coalition a quota of its industrial output
- the Republic wishes to clarify the method through which reparations will be paid, preferring to do so financially
- the Republic wishes to renegotiate those terms limiting it from engaging in trade with other states
- the Republic wishes to renegotiate those terms giving certain controls over all its natural resources to the Joint Transitional Authority
- the Republic wishes to clarify terms regarding its existence
- the Republic wishes to restructure the Joint Transitional Authority
We believe that many of the problems that have arisen in the meantime will be resolved through this renegotiation.

The Republic of Istkalen, in the interests of maintaining popular sovereignty, passes new regulations regarding European Councillor elections:
- candidates must register at least 50,000 signatories as to register in an election
- recall may only occur by initiative of one million citizens
- upon the initiation of recall, a vote is held again
This law as well, and this law only, is repealable only by initiative of two million citizens, subject to a referendum if said initiative passes.

The Council of Ministers condemns the present secessionist and terrorist movement in the community of El Rif in Spain. It thus is, for the safety of its own citizens abroad and within the country, declares the following:

travel between the Kingdom of Spain and the Republic of Istkalen is suspended until further notice

greater restrictions will be placed on trade between the Kingdom of Spain and the Republic of Istkalen. All actors wishing to trade will be subject to investigation as to ensure that they are not linked with the Kingdom of Huriyah.

Spanish citizens who remain in the Republic of Istkalen are to remain where they are. They will be questioned as to ensure that they have no connection to the terrorist movement in El Rif.

increased security measures will be put into place at all ports of entry. Militia presence in public areas will also be increased.

the Republic of Istkalen does not recognize the Kingdom of Huriyah, and declares it a terrorist actor. Members of it are to be arrested if they come into the territory of the Republic.

Joint Statement, by His Excellency, the Helejtek, the Council of State, and the Head of State
Present tensions in Istkalen are terrifying. Hysteria is beyond control; a general strike threatens not simply our economy but now, quite possibly, our very lives. No longer is there electricity or any of the conveniences of modern life, whether it is the collection of trash or sewage treatment. With elections having been held today to National Assembly and the sixteen occupational committees that compose it, it seems as though the country might burst, suddenly, in rage.
We have conferred as to establish a single and unified political system, described in what has become the Interim Constitutional Act No. 1. But we, alongside the Federation of Labor, or the Trade Federation, depending on how one refers to it, believe and understand that we cannot install a government by ourselves in these times. We have thus penned the following document, the Interim Constitutional Act No. 3, as to establish a system of power-sharing between the Joint Transitional Authority in Istkalen and the present government.
If the Joint Transitional Authority agrees to the present draft act, the strike will end, and life will resume as normal, with the added benefit of hysteria being reduced greatly.

For entirely legal purposes, we redefine Istkalen as a nation and a territory which existed until 19:42 on the 2nd of June. Istkalen has thus ceased to exist.
We declare a new nation, without connection to any others, the nation of Istkalen, represented by the Republic of Istkalen. As the representative body of these people, ordained by them and by Heaven, we have the right to do this.
We are also applying for membership in the European Union, which cannot be denied us, as it is illegal. Dr. Koline is made a citizen of the Republic of Istkalen, along with all others in its territory as well as those on a list defined by law. Dr. Koline especially would like to announce that her campaign will continue, but that she will from now on be from the Republic of Istkalen rather than the defunct Republic of Istkalen.

The Ministry of Foreign Affairs, in usage of the powers allotted to it by the present state of defense, has examined the situation in the territory known as Czech Slavia, and has made the decision as to recognize the Democratic Republic of Czech Slavia, in lieu of the long-defunct Czechoslovak Republic.
The Ministry, in the same session, attempted to make a final decision on the Nicoleizian issue; however, it was unable to do so. The Republic, as such, will recognize no state as legitimate in the territory of Icholasen; accordingly, the people of Icholasen will be viewed as stateless. This is temporary; upon the making of a final decision, this policy will no longer stand.

vehicles registered in the Kingdom of Huriyah are prohibited from passing through or above the territory of Istkalen, and will be confiscated.

citizens and nationals of the Kingdom of Huriyah are to report to offices of the Directorate of Immigration for deportation. If not, the police and Popular Militia will be tasked with finding and detaining them for this purpose.

members of the government of the Kingdom of Huriyah, as well as employees of the state there, are recognized as terrorist members of the terrorist group "Kingdom of Huriyah", and thus shall be arrested and detained if they enter the territory of the Republic of Istkalen, pending a trial

In the interest of the safety of its own citizens, and noticing the prevailing situation in the Clan Democracy of Strathae, a xenophobic state in Central Europe founded on ethnonationalist principles that is best known for sponsoring what amounted to terrorism against foreign nationals in its territory, as well as attempting to enslave said nationals, the Council of Ministers has deliberated and decided to impose the following restrictions:

no citizen of Istkalen is permitted to request permanent residency in the Clan Democracy of Strathae.
-
citizens of Istkalen may not travel to the Clan Democracy of Strathae on regular documentation; instead, two classes of special documentation will be created - one for those traveling for reasons regarding state affairs or diplomacy, and another for regular travelers who have been vetted by the state as to ensure that they are not at risk in Strathae.

Breizhighism is added to the list of state-monitored religions, which includes all major religions operating in Istkalen, as well as those deemed a terror threat. The priesthood, as a result, will be regulated by the state; all religious buildings will themselves be nationalized. The content of services themselves will also be regulated by the state, and may, if deemed necessary, have to be approved beforehand by a specially prepared committee. Youth activities not approved by the state will be banned; without exception, religious schools, save for seminaries, shall be banned completely. Seminaries themselves shall be regulated and under the ultimate control of the state.

nationals of the Clan Democracy of Strathae in Istkalen are required to register with the Administration of State, Public, and Internal Security. They will be given a special identity card, which they must carry with them at all times, and must report to the Administration monthly with a summary of their activities. Certain nationals may be exempted from this by the Administration itself.

On the Internal Revolution
In coordination with the Council of Ministers, whose members are known to those of the Congress of Producers - the 16 producers' committees - but to none else save themselves and I for their personal safety, the program of the Internal Revolution, a process of the people through which democracy and total independence in Istkalen will be assured, has been developed, a summary of which is provided below.
I. The establishment of an economic system based upon solidarity between workers. Two extremes stand before Istkalen - that of communism, and that of capitalism. The former, we have seen, leads too often to slavish devotion to a cold bureaucracy; the latter, to that false god profit, or rather greed. In the spirit of our forefathers, and in the interest of promoting true democracy, we choose neither, and create for ourselves, taking from our storied national history and culture rather than from the incompatible West, a new system, a balance between the individual and society. As before, partners and individuals will remain independent workers. They shall, however, not simply be required to follow certain rules to prevent the cheating of the consumer, but also both to ensure that their fellow workers remain independent and prosperous and that society as a whole receives the benefits of modernity it is due. The behavior of individuals towards those who were previously seen as competing with them - those of their same profession - shall be regulated as to ensure that, rather than antipathy, fellow workers will be treated with respect, in a spirit of brotherhood. At the same time, individuals will have the new duty to society to provide for it - the doctor to provide for the people's health, the teacher for their education, and so on and so forth - and will, in the knowledge that the modern economy is predicated upon cooperation, be compelled to work with others to do so, as organized by the producers' committees. The free market, and many other hallmarks of the "free economy," will prevail.
II. The establishment of equality between women and men. In Istkalen there remain severe issues in this regard; women have for too long been subordinated to men, been denied opportunity, and, in the worst cases, have been deprived of their own free will. No more will this stand; for the promotion of women's equality, there shall be created "Women's Committees" in every municipality, which shall have the power to advise local governments on women's issues, try certain criminal cases regarding crimes against women, and directly support women in terms of obtaining education and a living. In politics, there will be established a law of parity, which shall attempt to ensure an equal number of women and men - qualified in all cases - in political institutions
III. The continued destruction of what remains of the Social Democratic regime in Istkalen. With all their strength, the people of Istkalen have attempted to bring down the last remnants of the Social Democratic regime, from the politics it espoused to the culture that it promoted. The presently established community-based courts will be given a legal basis; they will be allowed to continue to bring to justice members of the regime. The People's Committees, the present municipal governments, will also be charged with providing services for the amelioration of the severe social and emotional damage the regime did to the people, as well as for completely attempting to drive out its cultural influence.
IV. The creation of a national culture derived from the people. Istkalen is one nation with one language. Many, especially the Social Democrats, who, in their bizarre attempt to model the nation upon one of those various failed states they took as models, invited foreign mercenaries in as to terrorize the people, imposing their culture on them in many areas, have attempted to change this; no longer will this stand. The people's one language - Kitets - shall stand - the antiquated Helts, and the imported Estonian, Prussian, and Ayanel shall go. No longer too, shall the workplace be forced to go this way or that, in bizarre and lewd directions or in the direction of total sterility. The national consensus shall be the truth in this area. So too shall be family policy, as well as the policy regarding the patronage of the arts. All shall be turned away from elitism and totalitarianism towards a pure democracy.
V. The defeat of extremism and anti-democratic forces. Istkalen has long struggled with those evil figures who wish to turn the nation's progress around for the establishment of some medieval state. No longer shall this stand; all political forces in the country should be aimed towards democracy. No longer should those against the basic principles of liberty and equality stand; they should be driven out. The political parties of the nation, retaining their independence, alongside its many other institutions and interest groups, shall be united into a greater National Front, whose sole aim shall be the establishment of true democracy in Istkalen.It shall not, as in so many other nations, serve as an arm of the government to control the people, but rather as a true expression of democracy.
VI. The expulsion of undue foreign influence. NO longer should the country be forced to bend to the will or the culture of foreign elements; it shall retain an independent course in all things. Laws shall be passed to limit the power of foreigners in the country to influence politics and the economy; at the same time, there shall be an attempt to put forward the national culture and history as a model for the country.

On Icholasen
In accordance with its non-aligned policy, the Republic of Istkalen has moved to recognize the Union of Nicoleizian Socialist Republics. This does not serve as an endorsement of the state, or of its ideology, but rather as recognition that the UNSR is de facto in control of the island of Icholasen and of its people, and thus the only entity claiming to govern Icholasen with which agreements with will have any tangible effects.
