Černá - Marchand meeting in Prague

The Prague-Ruzyně airport was decorated with flags of the Democratic Republic of Czech Slavia and of the People's Confederacy of Eastern Haane, for Czech Slavia was expecting an important guess today. Marine Marchand, the Interim President of the Chamber of Governance was supposed to meet the Czech Prime Minister Slavomíra Černá today.
For Černá, it was crucial that no forces hostile to Czech Slavia would take over the country. The possibility of the country destabilizing even more and causing a refugee crisis was also terrifing to Černá. For this reason, she was ready to support the government of Josephine Areai, which so far appeared to maintain good relations between the two countries, and who, Černá believed, was able of stabilizing the country.
But more information on the events taking place in Eastern Haane and on the aims of Josephine Areai administration was required. For this reason it was decided that Marine Marchand must be invited to Prague, to explain the situation.
A van with Černá has just arrived at the airport, and everything was ready for the arrival of Marchand.

The tiny plane dropped out of the sky, shaking violently. A rattling resounded throughout the plane, shaking Marchand to her core. A loud drumming began as creaks became groans. Finally, a bang, and then such violent shaking that she was almost ripped from her seat. They had arrived. The plane was old; so very old, that it would almost certainly have to be retired soon.
But that was of no importance. Areai's government, as noble as it was, had no international support. It controlled only 10% percent of the country directly; another 40% was controlled by mobs under their control and the rest...the rest was without a government at all.
What regions they did hold had been completely devastated. In a matter of three days, large swathes of cities and the countryside gutted; destroyed. The industrial and agricultural base of Eastern Haane had been almost entirely destroyed; they could certainly redevelop it, but they would need to gain international credibility in order to do so.
The plane had stopped; the door was opened. Marchand left the plane and stepped onto the tarmac.

"Comrade, please welcome!" Černá welcomed Marchand, before the guest was welcomed by military band, playing the anthems of the two countries. Černá then invited Marchand to her van, which drove them to Černá's office at Krmář's villa.
"Would you like some drink comrade Marchand?" Černá asked and quickly followed that up with: "I would once again like to express deep sorrow over what has happened in your country. Our government and all of our people stand together with the Haanean people. We hope that the government will be able to put a stop to the instability and the violence. But, to better understand the situation. Please explain the position of your governments in the internal affairs as well as in foreign relations. And in which ways is the government looking to resolve the current crisis?"

"Yes, a drink would be fine, comrade Černá," said Marchand. "As for our foreign policy, Eastern Haane's current position is to attempt to be neutral. Our - that is, my country's - productive forces have been destroyed; we must be free of meddling from states like Inquista if we are to recover. We cannot, during this time, aid some of our comrades-in-arms, such as the government of the UNSR, as a result of this. As for internal affairs, we are beginning a period of controlled democracy, in which terroristic and extreme elements will be banned from gaining power; however, the country as a whole will remain relatively decentralized. We believe that this balance will allow for a greater peace, and eventually the establishment of a true socialist democracy. However, this will not be fully possible until we retake the entire country, which we are believe can be done within five months."

"Comrade Marchand, I of course don't expect your country to be able to provide any aid to other countries and you can rest assured that we will do what is in our power to prevent imperialist states from meddling in your affairs. I must say however that we could have been more effective at this, if your country would have stand with our Nicoleizian comrades, I hope your government will do much to prevent a human cockroach and capitalist lap dog like Mr. Bourgaize to rise to such an influential position again!
We of course respect the sovereignty of the People's Confederacy of Eastern Haane, and we won't intervene in its affairs and fully respect the new system of governance. Based on this respect we will of course treat any immigrants from Eastern Haane as your citizens, which is why I must ask you if you wish those people to be transferred back to your country. If not, we will... surely find a way to deal with them.
But lastly let me express my belief that imperialist powers won't allow independent Eastern Haane to exist. If you remained too committed to neutrality they will surely exploit this. But know that Czech Slavia will support the independence of your people, if you ever need anything please contact us and we will do what we can to assist you."

Marchand nodded. "Yes, we are committed to standing in solidarity with our comrades in Icholasen. We do not in any way hold the policy of such puppets as Mr. Bourgaize; we are already preparing to relieve him of his current duties, and will put policies in place to ensure that none like him are able to come to such a level of power again. As for immigration, we would like the repatriation of any of our citizens in Czech Slavia. However, we must stipulate that all of our citizens are to be returned to Kiel, for most of the country remains dangerous. As for our neutrality, we realize the potential of exploitation. We will not bend to every demand of the capitalists; the interests and the independence of our nation will be at the forefront of our foreign policy. We will simply try not to interfere in matters that do not concern our own nation, unless, of course, something truly terrible happens."

I would just like to point out that if at any time comrade Weber, you, any other member of the current legitimate government or generally anybody that maight face danger and persecution from the armed groups in your country, need an asylum Czech Slavia is open to them and ready to accept them.

"No, that is fine. We don't wish to impose on you," said Marchand.

"Well then I believe we are done." Černá smiled. "Remember what I told you, Czech Slavia is always ready to give an asylum to all Haaneans fighting for their home, if the military might of the foreign-led invasion masked as uprising proves to be too powerful. Their victories can be bought, but the friendship of your people can't be bought. I urge you not to wait in the possibility of military defeat and accept our offer. Czech Slavia is also willing to mediate between the sides of the conflict in such an event, to guarantee the safety of those who fought for independent Eastern Haane. Farewell and good luck comrade."
