PREAMBLE
An act to protect the rights of an author over a material or inmaterial work
SECTION I. DEFINITIONS
I. Copyright: Is a type of intellectual property that gives its owner the exclusive right to make copies of a creative work. The creative work may be in a physical, digital or unmaterial form.
II. Fair Use: The doctrine that brief excerpts of copyright material may, under certain circumstances, be quoted for purposes such as criticism, news reporting, teaching, and research, without the need for permission from or payment to the copyright holder.SECTION II. REGULATIONS
I. Copyright(s) will be established and recognised in every European Union member state.
lI. Member states must establish a Copyright Office in order to provide rights to authors, and guide courts on cases of copyright breaches.
III.In Case a Copyright infringement takes place, it must be tried on a National court to decide if such claim is valid.
IV.This act should be aplied on the National Courts of all the member states Inmediatly after the passage of this act
V. Fail of member states to implement this act should be tried on the European Court of justice. -

The premise of this act is very good, and the actual contents presented are also very good, but it just appears to be incomplete.
The European Union currently has a framework for establishing patents, and it would be interesting to see copyright be included within that same framework. I suggest that the esteemed Councillor from Mennrimiak looks into this. As always, my door is open for any willingness to jointly collaborate on such an endeavour.
