Motion for An Inquiry into the Sale of Thirty Aeroplanes to Iberia, Líneas Aéreas de España, S.A. Operadora, Sociedad Unipersonal

PREAMBLE
This motion seeks to establish a committee for the investigation of the sale of aeroplanes in the possession of the European Council to the organization known as "Iberia, Líneas Aéreas de España, S.A. Operadora, Sociedad Unipersonal," which occurred without the approval of the owners of the aeroplanes in question and without any record whatsoever of any transaction.
SECTION I: Definitions
I. Iberia - the organization known as "Iberia, Líneas Aéreas de España, S.A. Operadora, Sociedad Unipersonal."
II. Proceeds - compensation received as the result of the transfer of property between one agent and another.
III. Aeroplanes in the possession of the European Council - the thirty aeroplanes, initially donated to individual councillors by the Kingdom of Reitzmag, which were passed to the collective ownership of the European Council, before being sold to Iberia.
IV. Indictment - official accusation of a crime
V. to indict - to officially accuse of a crime
SECTION II: Establishment and Composition
I. There shall be established a Committee of Inquiry and Investigation, which shall be composed of five members.
II. Interested member-states will nominate one candidate each to form the Committee of Inquiry and Investigation, in a process facilitated by the European Court of Justice.
a) Due to its controlling interest in Iberia, the Kingdom of Spain will not be allowed to nominate a candidate.III. The European Court of Justice will then propose a composition for the Committee formed of five given nominees.
IV. The Committee is to be formed of these five nominees, and is to immediately take office and begin work upon being proposed.
V. The members of the Committee will elect a President from among themselves, who will preside over meetings but will have no special powers apart from this.
SECTION III: Purpose and Powers
I. The purpose of the Committee of Inquiry and Investigation is as follows:
a) to determine how the transfer of ownership to Iberia of the aeroplanes in the possession of the European Council occurred
b) to determine the individuals involved in facilitating and allowing this transfer, whether actively, through negligence, or in any other way, both direct and indirect
c) to determine the final fate of possible proceeds from the transfer of ownership, or whether there were proceeds involved in the transfer
d) to determine whether potential crimes were committed in the process of the transfer, the actions that resulted in it, the reception of the possible proceeds, and the distribution of the possible proceeds
e) to indict those individuals who are found to possibly be involved in the discovered potential crimes committed, those who attempt to obstruct the functioning of the committee, and those who give false statements to the committee while under an oath that affirms that they are to speak the truthII. The Committee of Inquiry and Investigation will make all decisions by simple majority.
III. It has the power to summon relevant individuals to provide testimony before it in relation to the sale, the events leading up to it, and the reception and distribution of possible proceeds. A reasonable time period for the individual(s) in question to travel and appear must be allotted.
IV. It has the power to issue arrest warrants that will apply to all member-states in the case that an individual does not appear, upon being summoned, within the given time period to appear. Individuals arrested under this clause will be delivered to the chambers of the Committee to testify. Upon the completion of their testimony, they are to be released.
V. It has the power to issue indictments for individuals found to be involved in the crimes and offences described in clauses Ia and Ib, by majority vote of the Committee
VI. The meetings of the Committee will be public; they may be closed to the public in the case that the European Council, by supermajority vote, passes a motion stating that they are to be closed to the public due to danger being posed to those testifying before the Committee, the members of the Committee, staff attached to the Committee, or to all of these.
SECTION IV: Judgement and Report
I. Indicted individuals are to be tried in the European Court of Justice.
II. The President of the Committee will present a report, developed by the committee as a whole and approved by a simple majority of its membership, detailing how the transfer of ownership to Iberia of the aeroplanes in the possession of the European Council occurred, the individuals involved in facilitating and allowing this transfer, whether actively, through negligence, or in any other way, both direct and indirect, the final fate of possible proceeds from the transfer of ownership, or whether there were proceeds involved in the transfer, whether and what potential crimes were committed in the process of the transfer, the actions that resulted in it, the reception of the possible proceeds, and the distribution of the possible proceeds, and a list of individuals indicted be it, to the European public and the European Council.
III. The findings of the Committee may be appealed to the European Court of Justice.
The woman who claims to be before me is sick again. I take her role again.
She has talked about the idea of this motion. She did not want to propose it now because she said it did not matter, and that it had been resolved. But now she is sick. I am sure bad people were manipulating her into not proposing this motion. I am not a bad person, I am not manipulated by bad people. I am independent, I am good, and I will bring the happiness to the people of Europe, and prevent bad people from doing things to them.
This is an example of a very bad thing, done by very bad people, who trick good European people. We must get rid of these bad people. They are not good for Europe; they will only bring misery to people. I don't want people to be miserable. The bad people cannot trick me into believing that!
I am thus submitting this motion. Today is an auspicious day, and now is an auspicious time, as well, according to my numerologist, so many spirits will be attracted and the bad people will not be able to interfere, and will be banished and made to go away.

I am now recovered. This motion is probably, at this point, intended as a form of election interference by Deputy Councillor Linek, and I will not support it unless other Councillors demonstrate that they believe it not to be election interference. I will, however, endorse it, and it should be considered as being submitted by me - Linek was acting as attorney - I want debate on this.
