Good Morning, everyone.I am duly pleased to welcome you all here today for such a historic union of friends. I hope I can speak for everyone when I express my gratitude for this occasion, and how lucky our Sertian island is for such wonderful neighbours from the Republic of Nofoaga.
It is for reasons of common understanding and the betterment of lives that we have decided to enter this union of states known proudly as the Caribbean Community Accords. By allowing free trade and movement, we are also incentivising cooperation and goodwill.
Gadalland and Aspern and the Republic of Nofoaga are now a united front. We are sovereign nations who have decided to put our commonalities to good use.
Through the new joint office, the Caribbean Common Community Commission, we will share one voice regarding foreign and domestic affairs.
Through the Caribbean Maritime Service, we will oversee the well-being of our citizens at sea.
Through Free Movement , a common currency, the Caribbean Central Bank, and dual-application laws, we will provide opportunities to those who seek them, and incentivise the benefits of a Common Market.
It is my hope that we can prove the power of unity through these Accords, whilst also showing that sovereignty of nations does not have to suffer. I am confident we will set a powerful, yet humble example for the future.
And now, I'd like to invite the President of Nofoaga, Mr. Jacques Sale, to speak.

Thank you Madam President and goodmorning to everyone.
These agreements which, as Mrs Dina said, are a powerful yet humble example of how working together is possible. Nofoaga and Gadalland & Aspern have worked closely together over the past long period to arrive at this accords.
We more than agree that what is good for one is also good for another and let me be clear… is even better for both of us and our beautiful region.
Let me finish before we present you the accords: what we can do together, we do together. Where we differ we will live in the best friendship.

The Caribbean Community Accords 2021
Preamble: The states of the Caribbean Sea, in recognition of the importance of a clearly defined relationship, create this accord with the well-being of the respective societies and citizens of the sovereign states thereof in mind; the creation of a military and civil union being seminal to the advancement of civilisation, the governments of the Six Unions of Gadalland and Aspern and the Republic of Nofoaga hereby resolve to fulfil the duties set out upon this document.
ARTICLE I: CITIZENS AND TRAVEL RULES
- Citizens of Gadalland and Aspern and the Republic of Nofoaga will not be subject to immigration control in either nation.
- Citizens of Gadalland and Aspern and the Republic of Nofoaga may seek assistance abroad from:
- An embassy or consulate of Gadalland and Aspern.
- An embassy or diplomatic outpost of the Republic of Nofoaga.
- In case of a global emergency, the border between Gadalland and Aspern and the Republic of Nofoaga will remain open unless it is voted in by a supermajority by both nations’ government bodies to close it.
- The Six Unions of Gadalland and Aspern and the Republic of Nofoaga will establish a common customs union allowing the free trade of all articles permitted into the Caribbean Customs Union.
- Travel documents obtained by non-citizens intending to travel to the Caribbean Customs Union, which are stamped with the seals of both nations, will be valid for travel to both nations and give access to Free Movement:
- Both nations may formulate independent immigration policy for any category of immigration that requires the foreigner to be bound, by sponsorship or other means, to an individual or entity of the respective nation.
- Creation of such an immigration category need not include access to Free Movement.
- Any visas distributed by the joint Community authority will be categorised as “Community visas”.
ARTICLE II: THE CARIBBEAN CUSTOMS UNION
- The Caribbean Customs Union covers the territory of the Six Unions of Gadalland and Aspern and the Republic of Nofoaga, their territorial waters as well as their airspace.
ARTICLE II-BIS: THE CARIBBEAN COMMON COMMUNITY COMMISSION
- The Caribbean Common Community Commission is the legislative body of the Caribbean Customs Union and is competent for personal matters directly related to individuals under dual-application law (article IX) and for "bi-community" institutions in the Six Unions of Gadalland and Aspern and the Republic of Nofoaga. This includes:
- Everything as agreed and included in this treaty.
- Everything as agreed in the future by both countries.
- The Caribbean Common Community Commission will consist of members from both countries.
- The Six Unions of Gadalland and Aspern and the Republic of Nofoaga are free to appoint members as well as the envisaged process for this appointment.
- The Caribbean Common Community Commission will be chaired by the heads of government of the Six Unions of Gadalland and Aspern and the Republic of Nofoaga.
- The governments of both mentioned nations undertake, and with a view to good cooperation, to appoint a responsible person as a liaison officer who monitors the day-to-day operation of the commission.
- The areas in the Republic of Nofoaga that are subject to the legislation of the Kingdom of Spain, being the military base in Tuagavale and the military base near Fort d'Espagne, are not covered by this article.

ARTICLE III: THE CARIBBEAN CENTRAL BANK
- The Caribbean Central Bank will be the institution that performs the following tasks within the Six Unions of Gadalland and Aspern and the Republic of Nofoaga:
- Carrying out the monetary policy.
- Promoting payment transactions.
- The circulation of base money.
- Quality control on banknotes, including combating counterfeiting.
- The supervision of financial institutions.
- Both countries commit, as part of a common monetary policy under the Caribbean Central Bank, to use the same currency and to refrain from respectively the Boernes (the Six Unions of Gadalland and Aspern) and the Central Caribbean Franc (Republic of Nofoaga) as legal tender.
- This currency, as mentioned in article III, section 2, will be: Caribbean Dollar. The Caribbean Dollar shall be the only legal tender in the Six Union of Gadalland and Aspern and the Republic of Nofoaga, unless otherwise decided by the Caribbean Central Bank.
ARTICLE IV: THE CARIBBEAN MARITIME SERVICE
- The Caribbean Maritime Service will be responsible for:
- The rescue of sea vessels within Caribbean waters.
- The enforcement and protection of the Caribbean Customs Union.
- The control of the borders that make up the Caribbean Customs Union.
- Protection of legal free movement within the Caribbean Customs Union.
- Monitoring weather patterns throughout the Caribbean Customs Union.
- The Caribbean Maritime Service will have the power to enforce the above provisions by appropriate rule making.
- The Caribbean Maritime Service will be permitted, through joint means, to build tools necessary for the betterment of safe passage-making within Caribbean waters.
- The funding for the Caribbean Maritime Service will be agreed upon by joint means for the above functions as needed.
- A Time of Crisis may be enacted by the Caribbean Common Community Commission, which will enable certain emergency measures concerning the Caribbean Maritime Service’s ability to:
- Evacuate individuals from one area of the Customs Union to another.
- Limit the entry into the Customs Union of third-country affairs as needed.
ARTICLE VI: ASYLUM SEEKERS
- The intake of refugees and asylum-seekers from foreign nations will be shared between Gadalland and Aspern and the Republic of Nofoaga. The method of hearing asylum cases will be common between the two nations.
- The quota for refugees will be set each quarter by the Caribbean Common Community Commission.
- The Caribbean Common Community Commission will create a list each quarter term of the states from which foreign citizens can apply for refuge in the Caribbean Customs Union.
ARTICLE VII: CLIMATE STANCE
- The Six Unions of Gadalland and Aspern and the Republic of Nofoaga commit to develop a concerted and ambitious plan to protect the environment within the Caribbean Customs Union and to safeguard it from intentional and accidental damage caused by man, coordinated and deployed by the Caribbean Common Community Commission. In this respect:
- The purchase from third countries of green electricity obtained from wind, water and solar energy.
- Scientific research into a sustainable energy transition.
- The protection and prevention of the population against natural disasters and the support provided for this in material and financial terms.
- The protection of maritime wildlife.
- The Six Unions of Gadalland and Aspern and the Republic of Nofoaga speak with one voice, through the Caribbean Common Community Commission, close to the European Union and its institutions:
- The funds mobilized by the European Union and/or third countries to protect the climate and preserve the environment, as well as the related scientific research, belong to the Caribbean Common Community Commission.
- The Six Unions of Gadalland and Aspern and the Republic of Nofoaga, and consequently the Caribbean Common Community Commission take particular account of social justice when rolling out the energy transition.
ARTICLE VIII: JOINT STATEMENTS
- The Six Unions of Gadalland and Aspern and the Republic of Nofoaga speak with one voice, through the Caribbean Common Community Commission for its powers conferred by the The Caribbean Community Accords 2021.
- The Caribbean Common Community Commission will have its own Office where notices, regulations, ordinances and common guidelines for the Caribbean Customs Union will be published.
ARTICLE IX: DUAL-APPLICATION LAWS
- A dual-application law is:
- A law that formerly dictated a single country in the Customs Union that now applies to the Caribbean Accords as a whole.
- The following are dual-application laws at the founding of this document:
- Free Movement Act 2021.
- Rolling Sanctions Act 2021, except for Article I, for which an appropriate joint agency will be the alternative.
- Caribbean Central Bank Act 2021.
