Summit | Czech Slavia - Spain

Madrid, Spain
7th December 2021It was another day in the busy Madrid, but this time the weather was not as excellent as it uses to be in the capital city of the Kingdom of Spain. The President, who started the day with the release of a joint statement between his country, the Duxburian Union, Inimicus, Inquista and North Diessen in which it was announced they were leaving Telum Treaty to form a new one with the United Duchies, while aiming to have great relationships with Cair Para; had now to depart towards Czech Slavia, something that looked more like a relief rather than a hard thing or something he did not wish to do. Torrejón awaited for the arrival of the fancy Spanish President, whose pingname on the social networks was "the Papacito". Having 4 children or maybe being one of the youngest leaders around the European Union could be the reasons of that name, but he did not know with certainty.
At ten o'clock in the morning, the motorcade arrived to the Palacio de la Moncloa in order to pick Aguilar up and take him to Torrejón de Ardoz's airbase. On his way to the base, he started to read the reactions from foreign countries on the press as well as reading some social networks post. When he firstly arrived into the Spanish Presidency, he made two things clear: one, that his social networks would be exclusively managed by him and nobody else would have access to them; and two, things were going to change a lot compared to previous presidents. Now he was settled on the Presidency, and even if his mandate started to feel turbulent in November, recovering the previous status would be a matter of time and patience. But that was not the topic today, so Jesús just got those out of his mind and focused on the upcoming summit. 15 minutes later, he arrived to the airbase and hoped into the new Presidential plane, after greeting every soldier that was around it and the flight crew.
Presidential Plane
Somewhere in Central EuropeDuring the flight to Czech Slavia, Jesús Aguilar decided to read some press from the country he was visiting today as well as eating some Ferrero Rocher's chocolates. On top of that, he was also reading Česká tisková kancelář, a national newspaper from Czech Slavia, to find out about the most recent news from the country. He could find out that the Reiserová Government had proposed a law to democratize the armed forces and the Czech police. Maybe Czech Slavia wasn't the example to follow on democracy, but all the feedback he had received about visiting the country was positive: Mikaela loved them and was engaged with a man from there, while Juncker said he experienced a lovely welcome and that they had real art in there. Aguilar carried a gift that would likely cause trouble with his coalition partners, but he didn't care. Apart from that, he planned to do something that Spain had been pending to do for some months already when it came to Czech Slavia.
Prague Airport
Prague, Czech SlaviaFinally, the Presidential plane touched down in Prague Airport and taxied to the designated parking, with the President looking by the window during the short way. He loved planes and airports, and he was pretty sure that many passengers wouldn't have expected to see the Spanish Presidential plane today. The plane came onto a stop, and the doors remained closed until everything was ready to welcome the President into Czech Slavia. The engines were turned off and Aguilar got ready to disembark the plane.

Prague, Czech Slavia
Reiserová thanked a member of her security guard for opening the door of the car for her. The weather in Prague has been quite cold and she wished for nothing more than to go on holiday again. To the mountains as always, but she couldn't. She had to stay home to not appear to ignore the happenings in her country until the referendum on extending her term is over. And she was also scared to leave as she believed that her ministers would be directionless and unable to govern without her. Yet she still disliked spending too much time with them, so yet again she chose to prolong the time until she had to go talk to them and instead headed towards some of the soldiers on guard. After she greeted them she noticed they are wearing pin buttons, it was explained to her that this symbolizes their affiliation with one of the candidates running to be elected as commander.
Now there wasn't any way to prolong going towards her ministers. Her eyes at least lit up, when they put a cup of hot coffee in front of her, she eagerly took a sip of the warm liquid in the cold morning to warm herself up.
"I really hope the Spanish President won't be another camel and will actually be thirsty once he lands here. By the way, where is this coffee from? Is it Czech? You know, it's quite similar to the ones they make in that Vardic-Istkalenian coffee shop across the street from Prague Castle." Reiserová asked.
"Ohohoho, no, patented Czech coffee, old Moravian recipe!" laughed and explained Pavel Dohnal, the minister of agriculture.
"Well "kaffi" doesn't really sound Czech." pointed out Reiserová looking at the coffee bag placed on the table behind her cup.
"It's a regional dialect." explained Dohnal after gulping. But there was no more time to continue the conversation as it was announced that the plane carrying Aguilar will be landing in few minutes.
After Aguilar has landed he was welcomed by the present Czech politicians as Marcha Real has played. After this, President Resierová and president Aguilar were transport to a memorial to Interbrigadists from Czech Slavia, who fought against Franco in the Spanish civil war. President Reiserová has layed down flowers in a short ceremony. Finally they were transported to the Prague Castle and Reiserová led the Spanish President to her office.
"Welcome Your Excellency. I hope you excuse us for not showing you more of the city. We really couldn't get anywhere due to the proximity of a referendum we are holding soon and we couldn't just restrict all the streets of the city so that we could pass on them." Explained Reiserová as she headed toward her table and opened one of her drawers. "Buuut, I do have a gift for you! " she said as she pulled up a paining from the desk.
"A little bird told me that you really love trains and that you really like bridges. So tad-ah! "Aguilar runs a train on bridges" That person in the train is supposed to be you Your Excellency. Now if you look closely you might notice that bridges aren't totally straight, allowing for quite an adventurous ride!" Reiserová had to cover her smile with her hand "I am not sure if you were jet fortunate to experience an adventure like this, but I am certain that you will in a, hopefully, very near future."
After passing the painting to her guest she looked out the window for a few moments. "So, anyways, I hope your travel here was pleasant. Would you like to have something to drink before you tell me the intent of your visit?" she looked back at Aguilar and smiled.

Jesús Aguilar greeted the Czech President, Reiserová, and attended the remembrance ceremony in the memory of Interbrigadists from Czech Slavia, who fought against Franco in the Spanish civil war. The Spanish President, despite not being supportive of the establishment of a Spanish Republic, he also did not support Franco's dictatorship. Along with the Czech President, he layed down some flowers in the memory of that people who fought and died for the cause they defended. To his mind also came the thousands of eople that lost their lives during the conflict, the days of death his country was involved into.
Once in the office, the summit could finally start. Aguilar listened carefully to Reiserová's words, as well as thanking her for the beautiful gift she had for him. When she stopped speaking, Aguilar went on: "No worries, Madam Resiserová, I do not wanted to disturb the nice people of Czech Slavia or the preparations for the very important referendum I have read and heard you are holding. I travelled to Czech Slavia a few years ago, before being elected as President of my country, and I must confess I fell in love with it back then, and I keep falling in love with it at the moment -the President smiled- Also, thank you very much for the gift, it is awesome. I do like trains more than bridges -the President started to laugh- because they give me far less problems than bridges do, but who knows, maybe I can start liking them as long as they give me less headaches", added Aguilar, finishing his metaphor.
Aguilar kept talking, this time to accept the offer from Reiserová to have something to drink: "Of course Madam President, I will have some coffee to drink, please. Before we get into the summit content, I would also like to hand a gift to you. I know you might have the Communist manifesto, but I thought that you did not have it in Spanish so here it is! It is not as much as your gift, but I hope you can give some good use, and I am sure you will, to it. And now, moving into the summit content, I came here to discuss many things, from foreign affairs to trade and travel, apart from having closer bounds between our countries, I consider Czech Slavia a very important piece for European and Spanish interests on the future. I would to start with Rare Earth Metals, as we would like to have Czech Slavia as our main source of origin, along with Istkalen. May I know what other deals for this have included, so we can draft our own that fits you and also fits my country?"
-
"Oh I am sure you do." Resierová responded nodding her head to Aguilar's remarks on trains and bridges, before receiving a gift from him.
"Thank you!" she exclaimed "I'll make sure to keep this close!" she finished demonstratively holding the pamphlet in one hand before setting it on the desk before her. She was happy to hear another official wishing to drink and has told her secretary to brink them both coffee. Once the coffee was brought before them, Reiserová reached for one of the cups and unknowingly placed it on Aguilar's gift, it has thus found some good use immediately that Aguilar was talking about immediately.
"I hope you like white coffee." noted Reiserová as she started moving a coffee spoon in her cup. "I'd love to learn how to coffee paint properly, sadly there is so little time now." she said before fully focusing on her guest again.
"Well Mr. Aguilar you surely came at the right time! Czech Slavia along with Yosai and Istkalen are considering pursuing co-operation in the field of REM mining. But there are few versions how the co-operation could look like. It is possible that we will lean towards very strict rules between ourselves in which place, Spain would have to rely on the REM produced in Yosai, you know, without the other producers replacing Yosai as a supplier if Yosai choses to stop exporting to Spain.
"Now of course we might also opt for a more loose co-operation, or Czech Slavia might insist that it will be us who will supply the REM into Spain. And as you know we are a reliable supplier. But Mr. Aguilar, tell me why should we aim to do that?" she said shrugging her shoulders.
"Don't get me wrong we are willing to supply the Kingdom of Spain, but we need the Kingdom of Spain to respect our Democratic Republic and since you offered asylum to a person suspected of attempting a coup against the Democratic Republic I have to question this respect. But" she said sticking her finger up "if Mrs. Kovářová was to be extradited to Czech Slavia, we could consider your demands. And if the other suspects, Mr. Plachta and Mrs. Zbouralová, were invited to Spain from where they would be extradited to Czech Slavia, we would be in no position to deny your demands! Now we can work around how this would have been done, perhaps the Spanish police could extradice them, or perhaps our agents could be allowed into Spain to bring the suspects before the court. After that my government will accept your propositions regarding trade and they will become the core of our negotiation of co-operation with Yosai and Istkalen... so,... a deal?" she said before sipping her coffee.
-
Aguilar listened closely to the Czech President's demands, but there was really nothing he could do to force an extradition without a foreign treaty that allowed it. However, the situation was pretty interesting and complex to the Spanish President, who either accepted to extradict the people Resierová requested or he lost the supplies of REM... or would he? Like on any famous cartton, an imaginary light bulb made its appearance over the head of Jesús, dashing. The Spanish President remembered an European-wide resources map he had seen on the Internet not so long ago, and at the same time, visualised it. Along with the Duxburian Union, his country was the only one to have Silicon, a needed resource for technological development or everyday life... and he knew he could make pressure with that:
"Well Mrs. Resierová, it is very dissapointing to hear that the only way to change this possible alliance distribution would be extraditing several politicians to Czech Slavia, but I am sorry to tell you that is not possible due to the lack of an international framework between our countries that regulates extraditions, as well as my lack of power when it comes to the Judiciary. I cannot order the Police to arrest somebody without any reasons, and not even with reasons, that needs to be ordered by a judge; and allowing foreign agents into my country would make me lose an election, something we both want to avoid, right? -Aguilar took a little break to sip the coffee- By the way, the coffee is delicious, could you tell me where they do sell it? I might take some to Spain for my personal use.
Going back to the Rare Earth Materials, I do respect the will of your country, the Republic of Istkalen and Yosai to form a Rare Earth Metals alliance, but have in mind that alliance could involve other alliances of the same kind concerning other resources, let's say Silicon for example! As you may know, Mrs. Resierová, Silicon is just present in two countries around the European Union, the Duxburian Union and Spain, and it is needed for the window glasses, technological products such as computers and microelectronics industries, solar cells... If an alliance would to be formed, which I cannot confirm neither deny and Spain were to be chosen one to export this mineral to Yosai, for example, and stopped exporting Silicon to them or Czech Slavia, if it was chosen, without the DU being unable to replace us... wouldn't that specially hurt one of the REM alliance members, and consequently, the others' economies? Or the Czech economy too, and none of us want that, right? So, here is the deal Mrs. Resierová: if that alliance were to be formed and Czech Slavia entered it, they should compromise to supply REM to Spain under any circumstances, unless there was a civil war taking place here, something that is unlikely with your fantastic management of this country! In exchange, Spain would do the same with Silicon, supply it to Czech Slavia under any circumstances. Do we have an agreement?"
-
"Mr. Aguilar, did you come here to my office to threaten me? You answer to our demand to extradite a suspect by threats of an economic conflict? That certainly Isn't very persuasive." Reiserová shook her head.
"Now I will pretend I didn't hear that. It is absolutely necessary for any agreement between our countries that Spain doesn't provide asylum to people who are suspected of committing a crime in Czech Slavia. Since the Kingdom of Spain has already offered this asylum, it is up to the Kingdom of Spain to remedy this mistake by extraditing the suspect. There is of course a reason, that person is wanted in our country, if that is not enough for your judiciary I am certain that you are capable of finding a way. But again to reach agreement with any state it is necessary that this state respects our laws and doesn't give asylum to suspects. If you are willing to respect our laws and remedy this mistake we may reach an agreement and we may treat your requests as important during the talks with our partners in Yosai and Istkalen, if you are not willing to do so, you can't expect any agreement with us." Reiserová took her coffee in both hands and leaned back in her chair "... Especially if you attempt to threaten us." she finished before taking a long sip from her cup.
"Oh and the coffee is domestic."
-
"I am sorry if I have been misunderstood, Ms. Reiserová, it was not my intention to threaten Czech Slavia or yourself. As the alliance on the Rare Earth Metals seems unavoidable, I think I will take the offer. We will send Ms. Kovarová to Istkalen, with the excuse that the Huriyans might put their life on risk. Then, it is your duty to contact the Government of Istkalen and get her arrested and extradited to Czech Slavia. I want my hands to be clean, and no mention of this operation to anyone, for obvious security purposes.", said Aguilar, who had to conceed if he wanted a safe REM supply from Czech Slavia. The relationship could now be slightly better between both Presidents, and he was pleased that Reiserová was more of an ally and a friend than an enemy to fear of. Spain had enough enemies on its list and adding one more would be a complete failure.
Aguilar, once that topic had been tight, tried to move on and break the hard Czech ice with a matter that would allow him to know Reiserová much better: "I have heard that yourself and the Archbishop of Inquista are close friends, is that true? You both make a great friendship couple forever, she is so nice. I could never speak bad of Mikaela, so kind always. I would like to invote you two to visit Spain, if you ever go on a trip together." Aguilar said, then sipped from his coffee.
-
"Awesome! I knew you were a wise leader when I saw you. You know, for us ensuring the safety of the Democratic Republic and the complete return to normalcy, meaning the dissolution of the People's Extraordinary Court, is the most important thing, so of course you can count on us staying silent. If that is necessary for the suspects to be returned to Czech Slavia." Reiserová theatrically performed a motion of locking her mouth with her hand before continuing after few seconds of silence, although she had a hard time containing her excitement. After the few seconds of silence she continued, "Now, would you please tell me, if a more strict rules are negotiated between us and the other REM producers, how much of the Spanish REM supply would you like to be mined in Czech Slavia? So that we know what we should demand. If a less strict rules are negotiated we will of course be open to Spanish markets."
"Yes! Archbishop Kligenberg is just lovely. And I think she is an inspiration for women over the world, I mean she is hardworking, always going from summit to summit, yet she is able to find an ideal work-life balance, she never looks exhausted or stressed. Plus she has a great taste. And you are very kind, I'd love to go to Spain. I am sure Mikaela will be thrilled too,... perhaps we should repay you by inviting you to your own holiday! Just you, nice hotel, very roma.... very relaxing. Mikaela would certainly pick some nice place for you."
-
Aguilar smiled as he saw the deal coming closer. He knew Mrs. Kovářová would not be a fan of that manoeuvre, but he had to do it if he did not want to have a bad position within that Rare Earth Metals alliance: "As you said, Ms. Reiserová, it would realy depend on the agreement the Rare Earth Metals producers reach: if we get to the point in which you limit the countries REM producers can trade with, then a 100% of our REM would need to be mined here. If that does not happen, I will go for a 60% of our REM being imported from Czech Slavia.", the President said.
He then listened to the offering the Czech President for Life made, and the compliments he had for the Inquistan Archbishop, Mikaela Kligenberg: "Well, you know, I will not say no to a holiday in Inquista or here, Mr. Juncker has told me very nice things about your country, and I am willing to visit it when I have some free time. As you know, I have a very busy agenda with summits and national compromises, but it is a pending thing on my to-do list. Did you know former Commissioner Juncker spent some time here during his partial retirement? He once told me that he would think about buying a house here.
Moving on from this very important topic, I would like to speak about business opportunities. Are there any enterprises interested in investing in Spain? What doe, apart from nice natural resources, Czech Slavia to offer? I believe that, to improve our trade relationships, we could ease commerce restrictions and taxes or either establishing a free trade agreement, whatever suits best for you and the people of Czech Slavia, that you do represent very well", Aguilar said.
