[Discussion] An Outline of Reforms Discussed by the Constitutional Committee

Dear Councillors,

I have spent the past few days ascertaining exactly what was agreed upon in terms of possible constitutional reforms by the Constitutional Committee formed by Commissioner Biden. The following document is the sum of my - and thus their - efforts in this endeavor.

Before you is a basic outline of the reforms to be proposed by the Constitutional Committee, provided to you to ascertain general support as well as to make the process of reform somewhat more transparent.
