Europeaan Union Regional Government Reform 2020
-
To the honorable European Parliament,
I, Ben Hufton of the United Reichs of Reitzmag, am honored to speak to this assembly of nations. It is very well observed that our region has an official Democratic government with elected officials. However, it is my concern that the Government of the European Union is weakening so as to this we need a Regional Government Reform with the following conditions:
Whereas, positions in the regional government will be removed, renamed, or introduced and have an identified term of office. This includes the following:
- President of the European Commission (Formerly the Premier Commissioner), elected every 2 years
- World Assembly Delegate, automatically elected via number of World Assembly Endorsements
- Vice President of the European Commission, elected every 2 years
- Chief Justice of the EU Court of Justice, elected every 3 years
- Commissioner of Embassies (Formerly the Commissioner of Foreign Affairs), elected every 1 1/2 years
- Commissioner of Regional Elections , elected every year
- Commissioner of Inter-regional Affairs (Formerly the Commissioner of Internal Affairs), elected every 2 years
- Commissioner of Regional Statistics, appointed by the President of the European Commission
Whereas, the President of the European Commission must actively watch for Parliament Resolutions on the offsite forums.
Whereas, regional representatives of each nation must cast votes whether for or against Parliament Resolutions at least 5 times a year.
Whereas, regional representatives of each nations must attend parliamentary debates at least thrice a year.
Whereas, the EU Member-states must be automatically given representation in the European Commission and the European Council.
Whereas, the member-statehood confirmation must only be identified by being included to the EU Member State group in the off-site forums.
Whereas, all members of the European Commission are automatically members of the European Security Council.
Whereas, the Commissioner of Regional Statistics must submit an annual year-end report on the milestones and achievements of the European Union.
Whereas, all members of the European Commission must be automatically members of the Eurocorps after 2 months of membership.
Ben Hufton
Councilor, United Reichs of Reitzmag -
I applaud the fact that the Councillor from Reitzmag has sought to get involved with this chamber so quickly. The European Union openly welcomes more active membership like this. While I appreciate this fact from Councillor Hufton, I advise that he should become better acquainted with the laws of the European Union before proposing such drastic reform.
A lot of what is being proposed here is untenable and not all congruent with our Constitution. A lot of the terminology used in the proposal is also not terminology that exists within any of our regional legal documents , such as the fact that there is no Parliament, for example. I can also quickly tell that the esteemed new member does not quite understand how either the Council or Commission works. Anyone who seeks to reform anything should probably understand what they intend to reform first. Please read our Constitution. Once you become better acquainted with our Constitution, I also suspect that you might be more hesitant with your reforms altogether. Again, I appreciate the Councillor's willingness to get involved so quickly, and would therefore recommend that he or someone else from Reitzmag also get involved with the Commission or Court of Justice in the future before proceeding with any of this.
Debate on this proposal starts NOW and will last until 23:00 GMT January 23rd, 2020.
It also goes without saying that I will vote against this.

((OOC: There are also some very, very serious OOC problems with this legislation, starting with the fact that NationStates, the WA, etc. do not exist within the roleplay realm of the European Union. The Council is not a place for OOC discussion either, so I will not elaborate it further here - I will message you in private instead. Please keep the remainder of this thread completely IC.))

I thank Coun. Edward Firoux for the appreciation of my actions as Councilor. But after I have reviewed the Constitution of the European Union in which therefore:
I, Ben Hufton, Councilor of the European Union for the United Reichs of Reitzmag, upon understanding and reviewing the Constitution of the European Union, appeal that my recent resolution titled "European Union Regional Government Reform 2020" be revoked.
It is requested that my appeal be voted to be enacted.Ben Hufton
Councilor, United Reichs of Reitzmag -
Good afternoon everyone. First, I also applaud councillor Hufton to get involved with the European Union, and in fact, with this chamber and all its members. It's very appreciated that when a new country join us, they start working on making a better European Union.
Anyways, what you have proposed said, as my friend councillor Firoux says, isn't congruent with the European Union Constitution and, by that fact, it forces me to vote Against. Anyway, I look forward to start having relationships with Reitzmag, and for sure, or at least that's what I'd like to think, we will see how Cllr. Hufton will make interesting proposals for the union.
Cllr. Alfonso Rodríguez
Spain -
Upon Councillor Hufton's request, this bill has been withdrawn.
