Reasons for applying: The Empire of Inimicus's Nuclear Arms licence was granted by the ENAA several years ago. However, the newly formed Imperial Nuclear Arms Authority (INAA) has mandated the Inimician National Executive to apply for a full renewal of said licence to reflect the confidence the international community has in the Inimician military apparatus.As will be well-known to the ENAA, Inimicus is positioned in a region not unknown to large-scale conflict. The neverending internal struggle of one of its neighbours, Dromund Kaas, has compelled the Imperial authorities to invest heavily in its military infrastructure to ensure the territorial integrity and the safety of the Empire and, as a major diplomatic and strategic player in the area, the wider region. The INAA and the larger Inimician administration feels that a continued nuclear deterrent is an essential means by which we can achieve this mission, and humbly requests the ENAA's approval.
Reasons for approval: Inimicus made almost unmatched progress in this region since its accession in 2012, leading to the approval of an ENAA licence in 2014. Inimicus has enjoyed a period of unparallelled stability and has intervened successfully and righteously in several military disputes over the years, including a complex hostage rescue mission in Rimroth, the Davishirian/Inimician intervention in Groot-België, and the Sahrawi Union conflict. Inimicus has demonstrated it is a responsible international player. We ask that the ENAA recognises this.

"The European Nuclear Applications Authority will place the application of the Empire of Inimicus on hold until such time as the present situation in the nation has resolved itself. The ENAA will make a public statement regarding its reopening of the application when it deems appropriate. The Empire of Inimicus does not need to reapply, and should not see this as a denial but simply as an extended application process due to the tragic events surrounding their Emperor.

"The European Nuclear Applications Authority has decided to reopen this application.
In the aftermath of the attempted (alleged) assassination of Emperor Artabanos; the response from the Inimician government has satisficed the ENAA's worries about providing the state a license without Emperor Artabanos at the helm leading the nation. This was a noted issue in the original approval for Inimicus' prior license.
In a 5-0 decision the ENAA approves Inimicus to possess a limited nuclear proliferation license for 200 nuclear warheads. The state remains stable, and satisfies the ENAA threshold to be able to be trusted with nuclear weapons, much as it did back in 2016. "
