Internal Affairs Commissioner - Leagio Summit

Juncker shook hands with Mr. Fuller from the Leagion Secret Service and listened to him. After he finished, he spoke: "That's ok, I'll tell him not to worry about not coming here. Oh, and before we depart, I would like to do something." Juncker approached to the fans and shook hands, took photos and signed some authographs. After that, he came back to the motorcade and he jumped in along with Joe Fuller.
"It's my first time in Leagio despite being Internal Affairs Commissioner. What I've seen on the airport approach was highly amazing." Juncker said to start a conversation.

"Well, Mr. Commissioner, many people view you with such positive feelings because they see you as the voice of reason in all the insanity that has going on within the European Union. A recent poll conducted by the Daily Leagioan News showed that within the Commonwealth, the people have 71% favorability towards you. A number that i am sure previous presidents would be jealous for. I will say that you are popular to the point that you could run and win an election within the Commonwealth with the people not complaining at all." Agent Fuller said as the motorcade drove off to take the Commissioner to the Executive Mansion.
Meanwhile, Agent Fuller spoke into a walkie talkie and said, "Jaguar in Stagecoach now, we are now on the way to Crown"
Agent Fuller turned back to the Commissioner and said, "We should be there in about 25 minutes from now, Mr. Commisioner."

Juncker looked surprised: "Oh wow, then I think I know what I'm doing after stepping down from the Internal Affairs Commissioner in January, when my term shall end if I'm re-elected again. I'll be coming back for my campaign, Leagio is a must do on my list. Also these landscapes are amazing, such a beautiful thing. I'm very sure President Lifejumper and I will be able to reach an agreement to just not make Leagio a greaner country, but to save this amazing landscapes that for sure will have a huge value."
He looked at the window and then said: "About the time we spend here, no worries. I have lenty of time to travel, and also I will have plenty of time for the Commonweatlh President, Mr. Lifejumper."

Agent Fuller chuckled at the Commissioner's comment as the motorcade continued to drive for the past 25 minutes to the Executive Mansion. They finally reached the Executive Mansion with a crowd that was at the gate entrance cheering with holding signs and pictures of Commissioner Juncker. The motorcade managed to safely go through the happy crowd and enter into the property of the Executive Mansion.
At the front entrance of the Executive Mansion, President Lifejumper stood ready and waiting. As the motorcade pulled up in front of the entrance, a butler walked up to the door on the Commissioner's side and the President stood ready to finally be able to speak to the Commissioner.

Juncker shook hands with the butler and thanked him: "Have a nice day buddy!"; he said.
Then, he got off the car and walked to President Lifejumper and shook hands with him, this time on Tullion, Leagio. Photographers started to take photos and then, where everyone was finished, he said: "Nice to see you again Kenith. Is everything ok?" ; he smiled.

Lifejumper smiled as he responded to Juncker, "It is good to see you again as well, Commissioner Juncker. I am doing, fine. Everything here in the Commonwealth is doing fine, beside the things that i want to talk to you. But nothing serious that it will be a foreign relations issue for the European Union. Allow me to show you to my office and we can begin the talks. Would you like anything to drink?"

"That's great news, and please, guide me to your office. If it's possible, I would like a cup of tea if it's possible, with no sugar." Juncker smiled. Both leaders walked through the corridors of the Executive Mansion, while Jean-Claude Juncker admired the portaits, statues and other pieces of art that were in their route to the office. He could observe great masterpieces, and he looked at one with lots of atention, saying: "This one is very interesting and beautiful. You are very lucky, Mr. Lifejumper." He said.
Both got into Kenith's office and Juncker took a seat. He opened his briefcase and the drinks were served. After that, a butler closed the door and the summit was supposed to start. Juncker drank some tea and then started to talk: "So, we can consider the summit started. First of all Kenith, I would like you to tell me about the current situation and the data you have been able to collect so I can get a deep look into it."

"So, I guess, I will begin on what I mentioned back in July. So, the Commonwealth is divided between beautiful grasslands here and the area of what we call the Karptniz Dessert in the east. Use to, the East was not really well populated with people but that was until after the passing of the Eastern Economic Development Act back in May. Although the population numbers in the East have risen, the problems of living there have not much at all. One of the main problems is that the East, although connected to the western power grid, does not have enough power to be at sufficient levels. Now, there was a solution developed for this scenario, where foreign industries could come to the east with favorable loans and interests, but the Commonwealth has had none from the other nations of the EU, not even from solar or wind turbine companies to provide additional power. So, this issue brought an energy crisis that could get worse within at most a year from now when the Commonwealth gets more and more people coming to the eastern territories."
The President handed the Commissioner a binder that had various documents within it.
"This came from the Ministry of the Interior here in Leagio, which is currently in charge of the energy and environment issues within the Commonwealth. The first that in that binder is this information."
The president pressed a button on the table that turned on a large television monitor on the sidewall of the office. The monitor began to turn on with an image appearing.
"This image illustrates the percentage of sufficient levels of power that the population in each state and territory has. The yellow circles on the map represented the capitals for each state and territory. Red circles represent coal power plants and orange is gas-powered plants. These plants have been the Commonwealth for many Presidencies and I have made many attempts to implement regulations to those plants for a greener environment but the problem is that they have friends within the political system of the Commonwealth even within my own party. So there is nothing much that i can do at this point until they actually commit a crime or something that gives me the ability to regulate them."
The President pulled a laser red dot pointer and proceeded to point at the blue circles within Jullien.
"Last year, my administration was able to have the construction done in Jullien for three solar power plants. They are now complete, but they did not come cheap to the budget that was set for the development of energy and the environment. So this fiscal year we have been trying to set out to bring more power to the east, especially for territories like Sule and Niose. It is estimated that out of 21 million people in the Commonwealth at least 1.5 Million do not have sufficient levels of power to their homes. The Budget set out for this fiscal year for energy and environment is set to € 36,595,060,778.86 or 18,434,993,636.78 Sulia's (SA) with the current exchange rates. We have begun construction in more power plants in Territory of Vernach in particular, but a good part of the budget has to go to specially made cables and poles made to handle the sand in the desert. This is unfortunately not an issue that the Commonwealth can ignore, because those poles and cables are not to ensure the successful delivery of power to homes in the area but they need to withstand powerful sandstorms that would knock down a regular power pole within seconds. Meaning that even with those new plants, it would not be enough to solve the energy crisis. My Minister of the Interior noted that at most it would only solve it with at most 120,000 people have sufficient levels of power."

Juncler nodded and then started to talk: "Firstly I must congratulate you for this amazing explanation. I have understood everything perfectly. I see that the Commonwealth is doing a great job on populating the east part of the country, but this has made the energy providing challenge appear. As I can see on that picture, gas and solar energies dominate the country energy industry with just one plant of difference between coal and those 2. But these non eco-friendly plants could be closed as new solar plants and wind plants start to appear all around the country. Those savings on closing would generate some compensation to the spending on building eco-friendly plants."
Juncker drank a bit of tea before going on again:
"As far I can see on the map, north and eastern regions suffer in the energy distribution, which is really concerning. Jullien seems to be a suitable place for solar plants, and maybe the mountains of Condris and Diamond Heart would work for wind turbines. About not being able to put regulations over regions, maybe a Constitutional reform would work, but I advice you to get a 100% of possitive votes before trying to pass that. If you don't get them, the country stability might be in risk, and I would not like to see a very important country like Leagio under revolutions or wars, because that would be very destructive for your economy and for the Leaogians."
He made another break and he got some papers from his briefcase:
"I'm very happy about the efforts your government has made to push forward more eco-friendly plants, and I'm sure that will the European Funds, that I will try to include in the budget my Commission mate Eilidh Whiteford is trying to do, a considerable amount of money for this project. I would like to ask you about how much inversion from the EU would you need this year, and how much for 5 years?"

"Well, i can route the construction of wind turbine to Condris and especially Tullion's (which is where the 99% is) mountain's but Diamond Heart's will be an issue. The reason why is because of the Governor, George Wallace, there is one tough cookie. Hard cold Conservative and Pro-Gas/Coal. Thinks in his words 'that turbine and solar are the works of the devil and socialists.' I know that without any doubt that he will try to stop me from building turbines in his state, even in the mountains. Ultra-Nationalist, Ultra-Religious, and Ultra-Anti-EU (If that can be a term at all). But back to Condris and Tullion, that would not be an issue. The worst that would come is some compliant from the populace there, but if they can compensate from the Common Government then they will be fine with it at most."
The President sighed as he continued.
"I would agree with you on the constitutional reform. Maybe I will get lucky in the National Congress election in this coming December and implement something before my administration ends in April 2021. Now, on how much inversion for this year from the EU Fund, the Ministry of Treasury and Ministry of the Interior through a joint estimate to me said that a 15,000,000,000 Sulias (SA) would solve the problem to almost 85% in the East with the West at 100%, which equates to €23,100,000,000. But i am willing to doubt, no offence, that the Commonwealth would even recieve that amount from the EU fund. So, i am wanting to ask for €12,000,000,000 for this year to fund the construction of three additional high level producing solar plants and various wind turbines in the mountains to power up at least 65% in the East within the next two years. But in terms for five years, i imagine that in total if you want the full number for a 100% in the East, it is estimated that we would need €40,000,000,000 in total for the next five years. If the program is done right, especially after my tenure as President and the new person whoever that is in 2021, then the Energy Crisis should hopefully be solved to at least a minimal level. The reason why for the high cost is that we have to import the parts and tools for the work. The crews have to use a specially made drill that can dig deep through sand and the sandstone below to where it connects from one part of the Commonwealth to another, particularly the sandy parts. Whenever a sandstorm happens in the East, it becomes powerfully and caused serious destruction with how much windspeed it has. In fact, there is a picture in the binder of one sandstorm that happened in Vernach's territorial capital back in 1928."
"Most of the buildings in the capital of Vernach would be damaged beyond recognition and those poles were one of the first things to collapse. The Common Government, here in Tullion, did not even learn about the tragedy until about 6 days afterward, the city had become cut off from the rest of the world because there were no electricity remaining that was connected to call for help. So, these poles were made to remain lodged in the sand and ground to ensure that it remained standing by the end of sandstorm with a few number, but not all of them, having a phone to call for assistance in case of a repeat of 1928."
"That is why the cost for a project like this is great, but the Common Government does not want to cut corners for something like this. "

"The European Union budget is estimated to be around 55 billion Euros, meaning that we could not afford giving 12.000.000.000 Euros to Leagio in this year's budget. Maybe we could afford 400,000,000 Euros divided into 5 years, 80 million Euros per year, but that amount you have asked me it's completely impossible. I understand that the project costs that much, in fact, that's the problem of having deserts in your country, sandstorms. But it also a lucky thing, because you have lots of interesting things to see there, much more than expected I must say."
He drank some more tea and then resumed his talking:
"About the wind turbines, I can negotiate between you and Mr. Wallace in order to try to convince him. Peace talks in Eastern Haane were quite good, I think that diplomacy is one of my stronger skills. It's on your hands." Juncker said and smiled.

"That is understandable, Commissioner and i will not demand the amount that the two ministries ask for. Because honestly, in my opinion, this will be an issue that will continue for another presidency at least. But anything that the EU Fund can give will help those people in the east.But i think that the 400,000,000 Euros will help for the next five years. If i may ask, would this be considered a grant or a loan from the EU to the Commonwealth? And if it is a loan, then how would it work in repaying the money after the completion of the project?"
The President sighed for a second and continued.
"Mr. Wallace, on the other hand, from what i hear he is not doing very well in the polls as Governor, so i will see if somehow i can legally and constitutionally pressure him into allowing the construction of the turbines within his state."

"It would be a loan that you would pay in 10 years or less if possible with no interests. But there's an issue I forgot to say: The EU budget is a combination of different ammount of money comming from member states. I would need to head to the Council and ask for it for you. I think we can get support for it as it something it will help the EU to be much more eco-friendly, but we need the council approval. I can't also guarantee if we won't have any interest applied, but, as I said, I will fight for getting the same conditions I've said here."
"That's a good option to do. Maybe being greener could help him, so you will have to measure your own projects if you want to kick him out on the next elections." Juncker laugh a bit and smiled.

"Then i think that i will take the loan. If it is approved by the Council, then i will submit a bill to the House of Councilors within the National Congress. They deal with bills of revenue and a long-ago Supreme Court Case stated that loans are considered as reveune to the House. But i do not think it will be much of an issue at all. Currently, my party holds a majority in the House at least until after the National Congress Elections in this coming December."
The President chuckled as he spoke, "So, what do i sign and where?"

Juncker got the agreement printed and signed everything:
"That are great news Kenith. I'm really happy to have reached an agreement and also, to be part of the Leagioan eco-friendly process towards a cleaner and stable society. In the Council, I'll try my best to get this for you. Please, sign here."
Juncker put his finger where the Leagioan President has to sign and offered him a pen. He was really happy as he had accomplished some of his objectives for these 4 months, and now, he had to concentrate on his campaign.

The President took the pen and signed where Commissioner instructed.
"May the relations between the Commonwealth and the European Union last for all of time." The President said as he handed back the pen with a smile.

"May them last." Juncker added.
After back, Juncker got back the pen, took his things, shook hands with Kenith and after a really long talk to say goodbye, he left to the Airport. Still, he would be back soon, as the campaign was due to start and Leagio was a must do on his list. "Another success Mr. Commissioner?" Said his secretary. "It seems to be a success, but let's not ensure that until the council says yes." Juncker answered back.
He got onto his plane and they flew back to Europolis. The summit ended.
