From the President of the Council of Ministers, in duties of the President, of the Republic of Istkalen

Early this morning, due to the greatly deteriorating conditions in the territory of the Republic, the producers' committees, meeting as a congress, proclaimed a state of emergency, vesting all legislative, judicial, and executive powers in my person.

In order to quell the extreme unrest in the country until an outside intervention occurs, the Administration of State, Public, and Internal Security has conducted a number of arrests, primarily of the leaders of various movements against the state, including the so-called "Imperial Realm of Istkalen," "Northern Radio," and "Reformed Social Democratic Party," as well as many unnamed but important militias acting as enforcers for these movements.

Furthermore, all press licenses issued by the state have been suspended until further notice, due to the usage of the press in its many mediums to disseminate false information and incite violence. All those who continue to operate illegally will be arrested by the Administration of State, Public, and Internal Security, in coordination with the Enforcement Directorate of the Ministry of Communications.

Public gatherings of more than two people are prohibited unless explicit state permission is sought. This will be enforced by the Administration of State, Public, and Internal Security.

The People's Committees, as well as the courts they have established, are disbanded. Congresses of producers' committees are to take on their powers at all levels, and appoint new courts according to the instructions given them, so that a stable democracy may be established in the territory of Istkalen.

National level government has been taken into protective custody, including but not limited to the members of the 16 national-level producers' committees, the members of the Consultative Congress of the National Front, and the members of the cabinet itself.

It is highly regrettable that action was not taken before due to the refusal of President Liros Ikomar to approve any solution involving "repression." IN such chaotic times, dogmatism must be ignored, and a pragmatic course must be taken. We are not against democracy, but there simply exists no other solution that will allow the situation to hold until the arrival of peacekeeping forces. Had we not acted, as the President wished us to, outright civil war would have broken out.

We must stress that this is not a permanent solution. While, in the past, actions like this have served to temporarily quell unrest, most prominently in 2003, where they were done as to prevent the rise of the Social Democrats, and allowed for the legitimate government of emergency to hold onto power for a week more before having to flee into the mountains, as is clear, they do not hold for very long. The capabilities of the Administration are not so much that it can, like a military, maintain state power for years on end. We are doing this solely because of the repeated delays in the deployment of the peacekeeping forces we have requested, which have allowed the situation in Istkalen to escalate to an intolerable point.

The measures taken will be in effect until the deployment of the peacekeeping forces, or as long as they can feasibly be held between the promulgation of this statement and the arrival of the forces.
