The Council of Ministers continues to condemn the present secessionist and terrorist movement in the community of El Rif in Spain, which has now relocated to the so-called "Kingdom of Huriyah." For the safety of its own citizens, as well as those abroad, it thus declares the following:

restrictions on the Kingdom of Spain are lifted

all travel between the Kingdom of Huriyah and the Republic of Istkalen is prohibited
-
trade or any sort of interaction between the Kingdom of Huriyah and the Republic of Istkalen, as well as their respective citizens, is prohibited.

all actors engaging in trade with or within the Republic of Istkalen are prohibited from trading goods originating in Istkalen with the Kingdom of Huriyah
-
vehicles registered in the Kingdom of Huriyah are prohibited from passing through or above the territory of Istkalen, and will be confiscated.

citizens and nationals of the Kingdom of Huriyah are to report to offices of the Directorate of Immigration for deportation. If not, the police and Popular Militia will be tasked with finding and detaining them for this purpose.

members of the government of the Kingdom of Huriyah, as well as employees of the state there, are recognized as terrorist members of the terrorist group "Kingdom of Huriyah", and thus shall be arrested and detained if they enter the territory of the Republic of Istkalen, pending a trial

In the interest of the safety of its own citizens, and noticing the prevailing situation in the Clan Democracy of Strathae, a xenophobic state in Central Europe founded on ethnonationalist principles that is best known for sponsoring what amounted to terrorism against foreign nationals in its territory, as well as attempting to enslave said nationals, the Council of Ministers has deliberated and decided to impose the following restrictions:

no citizen of Istkalen is permitted to request permanent residency in the Clan Democracy of Strathae.

citizens of Istkalen may not travel to the Clan Democracy of Strathae on regular documentation; instead, two classes of special documentation will be created - one for those traveling for reasons regarding state affairs or diplomacy, and another for regular travelers who have been vetted by the state as to ensure that they are not at risk in Strathae.

Breizhighism is added to the list of state-monitored religions, which includes all major religions operating in Istkalen, as well as those deemed a terror threat. The priesthood, as a result, will be regulated by the state; all religious buildings will themselves be nationalized. The content of services themselves will also be regulated by the state, and may, if deemed necessary, have to be approved beforehand by a specially prepared committee. Youth activities not approved by the state will be banned; without exception, religious schools, save for seminaries, shall be banned completely. Seminaries themselves shall be regulated and under the ultimate control of the state.

nationals of the Clan Democracy of Strathae in Istkalen are required to register with the Administration of State, Public, and Internal Security. They will be given a special identity card, which they must carry with them at all times, and must report to the Administration monthly with a summary of their activities. Certain nationals may be exempted from this by the Administration itself.

On the Internal Revolution
In coordination with the Council of Ministers, whose members are known to those of the Congress of Producers - the 16 producers' committees - but to none else save themselves and I for their personal safety, the program of the Internal Revolution, a process of the people through which democracy and total independence in Istkalen will be assured, has been developed, a summary of which is provided below.
I. The establishment of an economic system based upon solidarity between workers. Two extremes stand before Istkalen - that of communism, and that of capitalism. The former, we have seen, leads too often to slavish devotion to a cold bureaucracy; the latter, to that false god profit, or rather greed. In the spirit of our forefathers, and in the interest of promoting true democracy, we choose neither, and create for ourselves, taking from our storied national history and culture rather than from the incompatible West, a new system, a balance between the individual and society. As before, partners and individuals will remain independent workers. They shall, however, not simply be required to follow certain rules to prevent the cheating of the consumer, but also both to ensure that their fellow workers remain independent and prosperous and that society as a whole receives the benefits of modernity it is due. The behavior of individuals towards those who were previously seen as competing with them - those of their same profession - shall be regulated as to ensure that, rather than antipathy, fellow workers will be treated with respect, in a spirit of brotherhood. At the same time, individuals will have the new duty to society to provide for it - the doctor to provide for the people's health, the teacher for their education, and so on and so forth - and will, in the knowledge that the modern economy is predicated upon cooperation, be compelled to work with others to do so, as organized by the producers' committees. The free market, and many other hallmarks of the "free economy," will prevail.
II. The establishment of equality between women and men. In Istkalen there remain severe issues in this regard; women have for too long been subordinated to men, been denied opportunity, and, in the worst cases, have been deprived of their own free will. No more will this stand; for the promotion of women's equality, there shall be created "Women's Committees" in every municipality, which shall have the power to advise local governments on women's issues, try certain criminal cases regarding crimes against women, and directly support women in terms of obtaining education and a living. In politics, there will be established a law of parity, which shall attempt to ensure an equal number of women and men - qualified in all cases - in political institutions
III. The continued destruction of what remains of the Social Democratic regime in Istkalen. With all their strength, the people of Istkalen have attempted to bring down the last remnants of the Social Democratic regime, from the politics it espoused to the culture that it promoted. The presently established community-based courts will be given a legal basis; they will be allowed to continue to bring to justice members of the regime. The People's Committees, the present municipal governments, will also be charged with providing services for the amelioration of the severe social and emotional damage the regime did to the people, as well as for completely attempting to drive out its cultural influence.
IV. The creation of a national culture derived from the people. Istkalen is one nation with one language. Many, especially the Social Democrats, who, in their bizarre attempt to model the nation upon one of those various failed states they took as models, invited foreign mercenaries in as to terrorize the people, imposing their culture on them in many areas, have attempted to change this; no longer will this stand. The people's one language - Kitets - shall stand - the antiquated Helts, and the imported Estonian, Prussian, and Ayanel shall go. No longer too, shall the workplace be forced to go this way or that, in bizarre and lewd directions or in the direction of total sterility. The national consensus shall be the truth in this area. So too shall be family policy, as well as the policy regarding the patronage of the arts. All shall be turned away from elitism and totalitarianism towards a pure democracy.
V. The defeat of extremism and anti-democratic forces. Istkalen has long struggled with those evil figures who wish to turn the nation's progress around for the establishment of some medieval state. No longer shall this stand; all political forces in the country should be aimed towards democracy. No longer should those against the basic principles of liberty and equality stand; they should be driven out. The political parties of the nation, retaining their independence, alongside its many other institutions and interest groups, shall be united into a greater National Front, whose sole aim shall be the establishment of true democracy in Istkalen.It shall not, as in so many other nations, serve as an arm of the government to control the people, but rather as a true expression of democracy.
VI. The expulsion of undue foreign influence. NO longer should the country be forced to bend to the will or the culture of foreign elements; it shall retain an independent course in all things. Laws shall be passed to limit the power of foreigners in the country to influence politics and the economy; at the same time, there shall be an attempt to put forward the national culture and history as a model for the country.

In accordance with its non-aligned policy, the Republic of Istkalen has moved to recognize the Union of Nicoleizian Socialist Republics. This does not serve as an endorsement of the state, or of its ideology, but rather as recognition that the UNSR is de facto in control of the island of Icholasen and of its people, and thus the only entity claiming to govern Icholasen with which agreements with will have any tangible effects.

In accordance with the duties given to me by the acting constitution of our Republic, I hereby promulgate, months afterwards, the terms of Istkalen's surrender.
Proclamation Defining Terms for Istkalenian Surrender
Issued, at Hampton, April 21, 2021
We-the Prime Minister of the Kingdom of Reitzmag, and the Arch-konsul of the Archrepublic of Vayinaod, representing the hundreds of millions of our countrymen, have conferred and agree that Istkalen shall be given an opportunity to end this war.
The prodigious land and air forces of the Kingdom of Reitzmag,and of the Archrepublic of Vayinaod many times reinforced by their armies and air fleets from the south and north, are poised to strike the final blows upon Istkalen. This military power is sustained and inspired by the determination of all the Reitzmo-Vardic Coalition to prosecute the war against Istkalen until she ceases to resist.
The result of the futile and senseless Istkalenian resistance to the might of the aroused free peoples of Europe stands forth in awful clarity as an example to the people of Istkalen. The might that now converges on Istkalen is immeasurably greater than that which necessarily laid waste to the lands, the industry and the method of life of the whole Istkalenian people. The full application of our military power, backed by our resolve, will mean the inevitable and complete destruction of the Istkalenian armed forces and just as inevitably the utter devastation of the Istkalenian homeland.
The time has come for Istkalen to decide whether she will continue to be controlled by those self-willed militaristic advisers whose unintelligent calculations have brought Istkalen to the threshold of annihilation, or whether she will follow the path of reason.
Following are our terms. We will not deviate from them. There are no alternatives. We shall brook no delay.
There must be eliminated for all time the authority and influence of those who have deceived and misled the people of Istkalen into embarking on world conquest, for we insist that a new order of peace, security and justice will be impossible until irresponsible militarism is driven from the world.Until such a new order is established and until there is convincing proof that Istkalen’s war-making power is destroyed, points in Istkalenian territory to be designated by the Coalition shall be occupied to secure the achievement of the basic objectives we are here setting forth.
The Istkalenian sovereignty shall be limited to the 19 distinct cultural regions and such minor areas as we determine.
The Istkalenian military forces, after being completely disarmed, shall be permitted to return to their homes with the opportunity to lead peaceful and productive lives.
The nations that form the Reitzmo-Vardic Coalition shall receive the right to exploit Istkalenian mineral resources for an entire calendar year due to possible threats to national security of both nations.
We do not intend that the Istkalenians shall be enslaved as a race or destroyed as a nation, but stern justice shall be meted out to all war criminals, including those who have visited cruelties upon our prisoners. The Istkalenian Government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Istkalenian people. Freedom of speech, of religion, and of thought, as well as respect for the fundamental human rights shall be established.
Istkalen shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind, but not those which would enable her to re-arm for war. To this end, access to, as distinguished from control of, raw materials shall be permitted. Eventual Istkalenian participation in world trade relations shall be permitted.
The occupying forces of the Coalition shall be withdrawn from Istkalen as soon as these objectives have been accomplished and there has been established in accordance with the freely expressed will of the Istkalenian people a peacefully inclined and responsible government.
We call upon the government of Istkalen to proclaim now the unconditional surrender of all Istkalenian armed forces, and to provide proper and adequate assurances of their good faith in such action. The alternative for Istkalen is prompt and utter destruction.
Instrument of Surrender
We, acting by command of and in behalf of the Head of State of Istkalen, the Istkalenian Government and the Istkalenian Armed Forces Headquarters, hereby accept the provisions set forth in the declaration issued by the heads of the Governments of the Kingdom of Reitzmag, and the Archrepublic of Vayinaod on 21 April 2021 at Hampton, which both powers are hereafter referred to as the Reitzmo-Vardic Coalition.
We hereby proclaim the unconditional surrender to the Reitzmo-Vardic Coalition of the Istkalenian Armed Forces Headquarters and of all Istkalenian armed forces and all armed forces under the Istkalenian control wherever situated.
We hereby command all Istkalenian forces wherever situated and the Istkalenian people to cease hostilities forthwith, to preserve and save from damage all aircraft, and military and civil property and to comply with all requirements which may be imposed by the Leaders of the Reitzmo-Vardic Coalition or by agencies of the Istkalenian Government at his/her direction.
We hereby command the Istkalenian Armed Forces Headquarters to issue at once orders to the Commanders of all Istkalenian forces and all forces under Istkalenian control wherever situated to surrender unconditionally themselves and all forces under their control.
We hereby command all civil, military and naval officials to obey and enforce all proclamations, and orders and directives deemed by the Leaders of the Reitzmo-Vardic Coalition to be proper to effectuate this surrender and issued by him or under his authority and we direct all such officials to remain at their posts and to continue to perform their non-combatant duties unless specifically relieved by him or under his authority.
We hereby undertake for the Head of State, the Istkalenian Government and their successors to carry out the provisions of the Hampton Declaration in good faith, and to issue whatever orders and take whatever actions may be required by the Leader of the Reitzmo-Vardic Coalition or by any other designated representative of the Reitzmo-Vardic Coalition for the purpose of giving effect to that Declaration.
We hereby command the Istkalenian Government and the Istkalenian Armed Forces Headquarters at once to liberate all allied prisoners of war and civilian internees now under Istkalenian control and to provide for their protection, care, maintenance and immediate transportation to places as directed.
The authority of the Head of State and the Istkalenian Government to rule the state shall be subject to the Leaders of the Reitzmo-Vardic Coalition who will take such steps as he deems proper to effectuate these terms of surrender.

Early this morning, due to the greatly deteriorating conditions in the territory of the Republic, the producers' committees, meeting as a congress, proclaimed a state of emergency, vesting all legislative, judicial, and executive powers in my person.
In order to quell the extreme unrest in the country until an outside intervention occurs, the Administration of State, Public, and Internal Security has conducted a number of arrests, primarily of the leaders of various movements against the state, including the so-called "Imperial Realm of Istkalen," "Northern Radio," and "Reformed Social Democratic Party," as well as many unnamed but important militias acting as enforcers for these movements.
Furthermore, all press licenses issued by the state have been suspended until further notice, due to the usage of the press in its many mediums to disseminate false information and incite violence. All those who continue to operate illegally will be arrested by the Administration of State, Public, and Internal Security, in coordination with the Enforcement Directorate of the Ministry of Communications.
Public gatherings of more than two people are prohibited unless explicit state permission is sought. This will be enforced by the Administration of State, Public, and Internal Security.
The People's Committees, as well as the courts they have established, are disbanded. Congresses of producers' committees are to take on their powers at all levels, and appoint new courts according to the instructions given them, so that a stable democracy may be established in the territory of Istkalen.
National level government has been taken into protective custody, including but not limited to the members of the 16 national-level producers' committees, the members of the Consultative Congress of the National Front, and the members of the cabinet itself.
It is highly regrettable that action was not taken before due to the refusal of President Liros Ikomar to approve any solution involving "repression." IN such chaotic times, dogmatism must be ignored, and a pragmatic course must be taken. We are not against democracy, but there simply exists no other solution that will allow the situation to hold until the arrival of peacekeeping forces. Had we not acted, as the President wished us to, outright civil war would have broken out.
We must stress that this is not a permanent solution. While, in the past, actions like this have served to temporarily quell unrest, most prominently in 2003, where they were done as to prevent the rise of the Social Democrats, and allowed for the legitimate government of emergency to hold onto power for a week more before having to flee into the mountains, as is clear, they do not hold for very long. The capabilities of the Administration are not so much that it can, like a military, maintain state power for years on end. We are doing this solely because of the repeated delays in the deployment of the peacekeeping forces we have requested, which have allowed the situation in Istkalen to escalate to an intolerable point.
The measures taken will be in effect until the deployment of the peacekeeping forces, or as long as they can feasibly be held between the promulgation of this statement and the arrival of the forces.

On Strathae
Due to extreme threats to personal safety for journalists operating in the Clan Democracy of Strathae, documentation for the purposes of travel there will no longer be extended to them. The Republic of Istkalen is not recognized by the government there, and can provide little if any assistance to those there; while measures have been taken to ensure the safety of ordinary citizens, the special danger that exists for journalists means that, in accomplishing our legal duties, we must take this step.
All journalists of Istkalener nationality presently in the Clan Democracy of Strathae are strongly recommended to leave as soon as possible. Failure to do so, with the ability to do so, within forty-five days may result in suspension of their ability to remain in the field of journalism. Those unable to leave the Clan Democracy of Strathae are required to report to the Ministry of Foreign Affairs, via the established channels, their inability; exempted will be those that the Ministry knows to be unable to do so.

We have noticed a trend in which other states in this Union appear to believe that we are some other country, in which many claim nationals and citizens of other countries as "Istkaleners," or that our country had a different name in some point in the past. This is insulting, both to our government and our people, as we are a people not related to these other people, and who do not want to be related to these other people - we have expelled whatever of these people who, through Social Democratic trickery, entered our country, and we do not want to see or hear about these people anymore. We issue a request to please stop confusing us with other countries, and to in future treat our affairs independently of those which involve this other country.

The Ministry of Foreign Affairs has noted the events occurring in the Confederacy of North Diessen regarding the attempted secession of the territory known as "Reuland", and responds as follows.
The Republic of Istkalen recognizes the territorial integrity of the Confederacy of North Diessen, and recognizes no seccessionist entity. Any change in this must occur legally and with the consent of all parties of involved. Any and all violence in this conflict is condemned by the Republic. If the situation in the Confederacy becomes a danger to the stability of the greater region, the Republic may impose sanctions against certain actors involved. We warn, as former Head of State Ilest Kerel did several months ago, that Istkalen possesses some of the world's only deposits of cobalt and tungsten, as well as significant quantities of rare earth metals, coal, and uranium - minerals deeply important to industry, the witholding of which would cause severe economic damage.

The Ministry of Foreign Affairs responds to the unilateral annexation of the waters of the Federal Republic of Yosai by the Kingdom of Spain, which it previously recognized said waters as being under the sovereignty of, with worry. It is the firm belief of the Republic of Istkalen that all changes in the territorial boundaries of any and all states, with the exception of changes made by a nation demanding its right to self-determination, must be made with the agreement of all parties involved. Anything less is tantamount, if not outright, imperialism.
We would also like to comment on the decision of the Kingdom of Spain to impose high taxes on commerce of the Federal Republic of Yosai in the waters in question. It is illegal and effectively piracy, and is a clear indication of the intentions of the Kingdom of Spain in its annexation of these waters.
We have seen many nations which belong to the core of power in our Europe - Spain now, Reitzmag before - get away with such imperialism. We ourselves have been profoundly affected by it, and will not, will never, tolerate it anywhere else.
The Republic of Istkalen will not issue any formal sanctions, nor any formal condemnation, until action is taken by the Federal Republic of Yosai on this issue. However, it may do both in the case that the Federal Republic attempts to reassert its sovereignty over the waters in question. We warn yet again that Istkalen possesses some of the world's only deposits of cobalt and tungsten, as well as significant quantities of rare earth metals, coal, and uranium - minerals deeply important to industry, the witholding of which would cause severe economic damage.

The Council of Justice has deliberated on a petition brought to it by a citizen of the Republic against the Kingdom of Reitzmag and the Archrepublic of Vayinaod, regarding the seizing mines without due cause or compensation for the profit of their respective nations, and has come to a judgement.
The complete judgement has been made available in the Journal of the Republic of Istkalen; a summary, written in the vernacular, is provided below.
The Council of Justice of the Republic of Istkalen has found the actions of the Kingdom of Reitzmag, in its seizure of privately owned mines without compensation or reason, to be illegal by European law, contravening Section XVI of the Universal Declaration of Human Rights, which forms a part of the European Constitution. It, as such, has ruled that the seized mines must be returned to their original owners, and that compensation must be given to them for extraction conducted during the period under Reitzmic control. An appeal by the Kingdom of Reitzmag may be made to the European Court of Justice on this issue. The Archrepublic of Vayinaod, upon investigation, however, does not appear to have seized any mines during this period, and thus has not been found guilty.

In my position as Head of State, and thus as the President of the National Front, I have made the decision to expel a number of parties and organizations, as they have not been conducive to governance and have on many occasions contributed to the incitation of violence. Ministers in government belonging to these parties and organizations were replaced yesterday; a list of these organizations is provided below:

Due to concerns over the changes to society that the sudden imposition of a constitution could cause, and especially over their potential effects, the Council of Ministers has resolved to institute the Constitution in a gradual manner. Indirect elections will first be held, on the 10th, on a non-partisan basis, to the newly created workers' associations. An interim National Assembly consisting of 800 members, 50 per currently registered workers' association, will then be elected according to a separate protocol. Candidates must belong to the class approved for candidacy designated by the Council of Examination. This National Assembly, upon election, will primarily have the role of assisting the Head of State and the Council of Ministers in implementing the Constitution and ensuring the maintenance of public order, security, and safety.
After the implementation of the Constitution is complete, the interim National Assembly will be dissolved and its powers transferred to the official constitutional organs.

The failure of the situation in the Strait of Adventuranza to resolve peacefully has forced us to act.
We will not, and will never, tolerate any form of unilateral annexation. It is our firm belief that all changes in territorial bounds must occur only with the consent of all involved, with the exception of cases of national liberation, which this quite obviously does not fall under.
We tolerate even less proxy wars. The Kingdom of Reitzmag and Empire of Inimicus have long held enmity towards each other; the present escalation in the Strait of Adventuranza, and the increasingly hypocritical and violent statements released by both sides, appears to be pointing towards conflict between the two in the Strait, despite neither having any direct stake in its future. We see the Strait merely as an excuse for these two powers to beat the drums of war.
We appear to be entering, as such, an era of neo-imperialism, in which certain nations are treated not as nations but as battlegrounds for greater powers, or terra nullius to be conquered, or even merely as a source of natural and human resources. It is our strong desire to put this to an end at its beginning.
The issue here, above all, is a pan-European one. It involves many conflicts, many nations, all of which have an equal role in beginning this conflict. The action that we take, as such, is necessarily pan-European in its effects.
Until there is reached a satisfactory resolution to the issue of the Strait of Adventuranza, which does not involve proxy war, annexation, or any other form of imperialism or imperialistic behavior, the Republic of Istkalen is to halt all exports of cobalt, uranium, tungsten, magnesium, and any and all rare earth metals, as described by Decree No. 1074 of the Council of MInisters, published in the Journal of the Republic of Istkalen. Commercial and trade operations originating in Istkalen will also be advised to avoid the Strait of Adventuranza due to the extreme danger posed by the fragile situation.
In doing so, we would like to remind the remainder of the Union that Istkalen is effectively Europe's sole source of cobalt, and holds a significant percentage of its uranium, tungsten, and rare earth metals. We fully understand that this will damage our economy; however, it is necessary in order to prevent and put an end to this almost childish and dangerous behavior. The sovereignty and independence of every nation must be recognized; they are not political shibboleths, nor are they places to be conquered. They are nations and nations alone.

In order to assist with the implementation of the Constitution and the maintenance of public order, security, and safety, the decision has been made to merge the constituent organizations and parties of the National Front into a single People's Association of Istkalen, which will be non-partisan in nature and seek to integrate all the politically active in Istkalen towards the construction of independence and of the Republic. It will serve also to connect the Council of Examination and potential candidates for the interim National Assembly to the people, as to ensure that they do not grow out of touch, as has occurred in so many other places.
No repression will take place within the People's Association; all viewpoints will be accepted, so long as they are supportive of democracy.
Registered parties outside of the People's Association will again be allowed to engage in political activity, but will not be allowed to enter the government or the interim National Assembly, due to concerns over certain anti-democratic viewpoints expressed by some of them.

We are overjoyed to see that the situation in the Strait of Adventuranza has calmed; however, the export of minerals from Istkalen will not begin again until the demands - that of a peaceful, equal, and non-imperialistic resolution to the dispute - listed by Decree No. 1074 are met.
