On the National Assembly
Contrary to the public opinion, I am in support of the events which have transpired. Under the present government, due to the poor condition of the state apparatus as a direct result of the occupation, there exists little method of redress, nor any real form of accountability. The actions of the workers' associations, as such, while in theory illegal, were effectively the only way to genuinely address the concerns of the citizens and rectify, rapidly, the numerous mistakes my government and I have committed.
This action, if anything, has given me greater confidence in the ability of the Istkaleners to govern themselves, to make rational decisions and to execute them peacefully. No one turned to violence here; this was perhaps the first peaceful change in government since the transition in 2002 - between Kerel to Ikomar several death threats had to be made to coerce Kerel into stepping down; a bloody uprising of ultranationalists caused the transfer of power from Ikomar to me. All the previous decisions I have made were primarily based on the experience with the Imperial Realm and the Northern Radio - that the Istkaleners were not yet ready for democracy due to the instability that had plagued our country; with the recent action, however, my fears are assuaged. The people of Istkalen are clearly a stable one, determined but, as I stated, rational.
In order to give legality to the recent events, as well as to ensure the international community that this was not a coup, nor anything approaching a coup, I have passed a number of decrees approving the actions of the workers' associations, empowering their National Assembly - effectively putting into place the new system they have created. I also officially dismiss the present cabinet and appoint, in their place, the new one, including the new Prime Minister Kaisa Malk, who is to be recognized as the sole and official head of government, as desired by the National Assembly.
I am, however, not as willing to fully recind the recent state of emergency declared. The ability of the Social Democrats to amass so many so quickly is worrying, and definitive evidence that they continue to have a foothold in our country; while I am sure that the population is able to deal with them, it is necessary that institutions such as the Administration of State, Public, and Internal Security remain, as to monitor and control the threat; this will, however, be left to the incoming government and the new Interim National Assembly to decide.

The Council of Ministers, in recognition of the perilous situation within the "Arian Apostolic Church," as it is legally recognized, as well as its potential spread to all other religious institutions in Istkalen due to the instability it has created, has resolved to create a Ministry of Religious Affairs. All religious organizations in Istkalen will be under the purview of the Ministry of Religious Affairs. In accordance, the following actions will be taken
- all property held by religious organization in Istkalen will be nationalized. It is prohibited for religious organizations to hold property within Istkalen from this point forwards.
- the clergy are to be regulated by the state, and are required to register with the Administration of State, Public, and Internal Security, as well as the Ministry of Religious Affairs
- all clergy, in accordance with this, are to be appointed by the Ministry of Religious Affairs, and must meet requirements set by the Council of Examination
- seminaries and their equivalents shall be nationalized and be under the full control of the Ministry of Religious Affairs in conjunction with the Council of Examination
- the content of religious services and events must be approved by the Ministry of Religious Affairs prior to the holding of said services or events
- all religious services and events must be registered with the Ministry of Religious Affairs, which may prohibit them from taking place if it deems them a danger to public order and/or morality
- all religious youth activities and religious education are prohibited. An exception is made for minors who attend regular religious service, or an equivalent; there must be no differentiation between adults and minors in such services.
- all religious texts will be scrutinized by the Ministry of Religious Affairs, which reserves the right to censor or prohibit their publication if the content is deemed a danger to public order and/or morality
- a special visa, lasting 10 days and not renewable, shall be created for foreigners intending to conduct religious activities in Istkalen. Foreigners conducting religious activities without this visa within the territory of Istkalen are to be deported immediately; those presently within the country conducting such activity are exempted for the next thirty days, at which point this regulation shall apply to them.

The Ministry of Religious Affairs releases the following guidance regarding the appointment of clergy:
- associations for all recognized religions in the territory of Istkalen are to be created by the Ministry
- associations will be governed by an elected council, half of the members of which are to be elected by the whole of the members of the religion and the other half by members of the clergy
- these associations will govern their respective religion
- actions of the associations may be vetoed by the Ministry of Religious Affairs
- control of seminaries, as well as over requirements necessary to enter the clergy, are to be given to the Council of Examination entirely
- appointments will be tolerated in religious sects which require the appointment of clergy by external forces, but must be approved by the Ministry of Religious Affairs and the corresponding religious association

Agreement Establishing the 6th government of the Republic of Istkalen
In the interests of transparency, the Council of Ministers has moved as to publish the original agreement in regards to policy aims which formed the current Malk government, the 6th government of the Republic of Istkalen.
I. The central aim of the incoming government shall be to establish a modern and progressive state in Istkalen. In doing so, the government shall be committed to:
a) Reconstructing the bureaucracy of Istkalen, primarily by pardoning former members previously convicted of collaborating with the Social Democratic government who were not directly involved in the perpetuation of crimes against humanity, as well as by re-opening and revitalizing the education and examination system for bureaucrats in the interests of modernization
b) Encouraging the economic development of Istkalen by revitalizing vocational forms of education, directly funding significant technical and agricultural endeavors for the modernization of industry and agriculture, and encouraging informal forms of cooperation, within traditional bounds, between economic actors within Istkalen, but not necessarily limited to these actions
c) Encouraging reconstruction by encouraging and democratizing infrastructure authorities throughout Istkalen, particularly focusing on the repair and expansion of transportation and agricultural infrastructure
d) Placing regulations on and limiting the influence of extremist religious sects in the territory of Istkalen which have encouraged superstition, irrationality, and violence within the people of Istkalen
e) Removing religious influence from education in the territory of Istkalen and instituting a secular and, to the extent that it is feasible, democratic form of education.
f) Encouraging the development of the art of individual nationalities within the territory of Istkalen in a national context, while also through financial and other forms of encouragement seeking to foster a unified national art
g) Encouraging the further secularization of art and culture in Istkalen through regulation on religious organizations as well as through the expansion of secular arts educational institutions within the territory of Istkalen
h) Expanding access to primary education for Istkaleners, particularly those in Arian-majority territories
i) Expanding the tertiary and vocational education systems further as to be able to accomodate the increased number entering the system from the Arian-majority territories
j) Expanding and strenghtening the healthcare system in Istkalen by making key investments in regards to further education of medical professionals, the purchase of medication and medical equipment, and the modernization of hospitals and other physical medical infrastructure in the countryII. The government shall foster forms of participatory and direct democracy in Istkalen. In doing so, the government shall be committed to:
a) Encouraging the creation of decentralized mass organizations through which citizens may participate
b) Discouraging and limiting the influence of political parties, which occupy a hegemonic position preventing genuine people's rule in Istkalen
c) Investigating the feasibility of complete prohibition of political parties in their present form
d) Reducing the size of the bureaucracy and transferring bureaucratic authority to democratically-based institutions in Istkalen, particularly the workers' associations and people's committees
e) Encouraging the further development of the people's committees and workers' associations as to allow for increased accountability of representatives and increased decentralization of powers to ward-level assemblies
f) Encouraging the further development of the women's committees in the Arian-majority regions, as well as their expansion throughout the territory of Istkalen
g) Encouraging the further development and institutionalization of the system of community and traditional courts on a secular and rational basis
h) Introducing a national initiative in Istkalen
i) Introducing instant recall of eleted representatives in IstkalenIII. The government shall seek to ensure discipline in regards to governance in Istkalen. In doing so, the government shall be committed to:
a) Prohibiting the mentally unbalanced from participating in politics
b) Limiting mass demonstrations conducted on the basis of superstition or irrationality
c) Partially or fully restoring Kerel-era policies requiring mass public political activity to be conducted through the workers' associations, people's committees, and state-recognized mass organizations
d) Encouraging reasoned criticism of state policy as a duty through established state or state-recognized institutions.
e) Holding events of mass political participation, in the form of public speeches and debates made by reasonable and mentally balanced members of the public, open to the general public for reasoned and sane viewing and participation, as to encourage moderation and rationality
f) Encouraging the medium of the written word as an alternative, legitimate, and unrestricted form of political activism, with an exception made for libel and for the purposeful dissemination of falsehoods under the appearance of truth
g) Limiting the powers that state institutions, particularly the people's committees and workers' associations, have in order to prevent abuse.IV. The government shall seek to conserve the Istkalener economic system and welfare state, but seeks to make necessary adjustments in the interests of both the workers and economic justice. In doing so, the government shall be committed to:
a) Prohibiting the formation of formal companies, cooperatives, or associations, but allowing and encouraging informal collectives
b) Pursuing policies of socialization in regards to the mining and energy industries, in addition to public transportation, due to their importance to the continued survival of the state
c) Contining the permitting of the practice of contracting
d) Merging the workers' societies into ward-level workers' associations
e) Lowering of taxation on labor-partnerships and free workers
f) Simplification of regulation on labor-partnerships and free workers
g) Ending policies of corvée
h) Prohibiting the imposition of labor as a duty by the workers' association; replacement of this system with one based on the collection of financial dues
i) Decentralization of welfare policy to the workers' associations on model similar to that existing during the Social Democratic era
j) Restoration of the Social Democratic system of vocational and professional education, particularly the paying of stipends to students and their employment by the state in the case of apprenticeship or internship programs rather than by individuals
k) Restoration of the Social Democratic-era universal living stipendV. The government shall seek in particular to protect and develop agriculture and craft industry in Istkalen. In doing so, the government shall be committed to:
a) Continuing Social Democratic-era agriculture subsidies, but allowing the Council of Censors to take a greater role in investigating and preventing corruption
b) Reserving specific percentages of produce for that of smallholders and craftspeople
c) Encouraging the modernization of traditional agriculture along sustainable lines without altering present distributions of ownership through the granting of subsidies for the investigation of new technologies, as well as, in the case that they are found feasible, their adoption.
d) Encouraging the modernization of craft industry without altering organization within said industry or detracting from the independence of individual craftspeople through the granting of subsidies for the investigation of new technologies, as well as, in the case that they are found feasible, their adoption.
e) Preventing the entrance of foreign products and ventures into the market that might disrupt the position of smallholders and craftspeople in IstkalenVI. The government shall place forwards social policy protecting minorities in Istkalen. In doing so, the government shall be committed to:
a) the official recognition of all nationalities forming more than 2% of the population, with those recognized as native not needing to form more than 0,5% of the population to be counted as an official nationality
b) making available all government publications automatically in Kitets, Estonian, Helts, German, and Turkish, as well as available upon special request in any recognized language of the recognized nationalities of Istkalen
c) the creation of different school curriculae in regards to language and cultural instruction, although not specialized schools in themselves, for each of the recognized nationalities of Istkalen, but ensuring that a neutral language of instruction is taught to all.
d) the equal support of artists of all nationalities of Istkalen, with no favor afforded to any specific nationality
e) Continuing the maintenance of different social laws, particularly regarding the family, adapted for and applying to nationalities with a significantly different culture than from the majority in Istkalen
f) A prohibition on discrimination regarding significant work-related affairs, housing, and public accomodations as a result of personal characteristics, particularly nationality.
g) Establishing a neutral national language of Istkalen for use as a lingua franca.VII. The government shall promote a peaceful and non-aligned foreign policy with aims of protecting the country's independence. In doing so, the government shall be committed to:
a) Maintaining cordial relations with all existent states to the extent that is possible
b) Constructing, or helping in the construction of, an economic or financial alliance between states without significant power.
c) Contructing, or helping in the construction of, a political alliance between non-aligned, but not necessarily neutral, states
d) Preventing the formation of any precedent that could allow for the annexation or subjugation of Istkalener territory by any means.
e) Preventing the formation of any precedent that could force Istkalen to surrender its economic sovereignty to another power by any means
f) Constructing alliances with other sovereign states as to bolster the poor international reputation of Istkalen and to ensure that subjugation of any type by any power is made difficult

As criminal as many of these individuals may have been, such treatment, if true, is illegal and an evident violation of human rights. A full investigation is to be launched into this issue.

We see little reason to, and to socialize industry in particular, we feel, would be to give into the West. New Year's Day Address

Citizens, Istkaleners:
We stand at the edge of a new world. For eight months, eight short but terrible months, we were under the yoke of a foreign power, imperialists who sought to choke us of our strength and our wealth. We strove, we struggled, to survive, to remain independent and free; we fought arduously and constantly, never failing, never faltering, so that we and our children could be free.
They have now been ousted, and our Istkalen is now free of its shackles. Our actions, our lives, are now our own again, rather than in the hands, in the control, of a small group of foreign diplomats. It is now, thus, our own choicde how to live them.
The last year has been one of chaos and disorder. It was a disturbed year, a year in which the natural order came crashing down, replaced only with terrible anarchy, with terrible darkness. Before us lays a fork in the road, whether to choose to return to our orderly and civilized ways, or whether to continue as the imperialists want us to be seen, as animalistic barbarians driven only by violence.
Such behavior had a use in the past few months, when we survived only by our own strength, when we could trust no one but ourselves, when we were alone in the world. But free, but liberated, it has become a necessity to take the better path, the path of return to the traditional and correct values of our society. The seven disasters would otherwise befall our nation again, and we would find ourselves under the same terrible, foreign yoke for a second time, but now permanently, with no chance of escape.
There are some who say that in doing so we must return, in a more literal way, to the past and its ways in their totality, but reaction is not return. Reaction is merely another form of barbarism. We have always been, above all, a rational civilization, and merely to blindly scream for a return to the morality of bygone centuries is insanity that is, if anythng, contrary to order and our great national tradition. Those who claim that order necessitates the oppression of some, who claim perhaps even that the two are equal, and who use the past and the past alone as justification; these are foreign agents and puppets who seek the fall of our nation yet again so that it may again be plundered and raped for their enrichment.
Our morality is like the measures, the scales, of the craftsman and the scientist - unfailing, constant, and objective measures of good and evil. It is not random, it is not dragged from the mysterious and nonsensical superstition of the past, as those of others are; it is based, instead, on what can be sensed and what can be measured. Per Liris, the greatest and foremost of our philosophers, the mother of our nation, this is the material prosperity of all society; what produces is good, what does not produce, or what detracts from production, is evil. This principle is absolute; it has served us well through the years, and will indeed continue to serve us well in the many centuries to come. It is flexible, it is modern, it does not oppress. It is a principle which is derived from what is and can be observed, an objective principle; it is not like the delusions of others, which claim that people cannot do this and that, which claim that the impossible can happen if one trusts in some magical figure. For a while we have rejected it, not without reason; but now we return to it, our past and certainly our future.
The correct way forwards is clear. We will construct a new Republic on the foundation of the ideas of our mother Liris, a Republic in which all are equal, but of our own type, an indigenous Republic which holds as its highest principles not the cloudy and abstract notions of those sitting in ivory towers, of the West, but our own of order, harmony, and duty. Everyone, in essence, will have an equal place, but they will have a place nonetheless - and with that place responsibility rather than entitlement.
This year is a rebirth, a renaissance, in which we will start anew, inspired and building upon the past, but ever moving forwards. In Istkalen, we together shall strive to recreate an orderly, modern, and progressive state, to rise from the short oppression of the occupation and the chaos which we in desparation brought upon ourselves into the dawn, into a new and glorious age.

In Regards to the Reitzmic Application to the ENAA
The Republic of Istkalen officially expresses great concern in regards to the Reitzmic application to the ENAA, not in regards to the consequences that this may have for it as an entity but rather in regards to the consequences this may have for all Europe.
The Republic governs over the only country that is currently a member of the European Union that has been in active conflict with the Kingdom of Reitzmag, and its experience in regards to this conflict has left it deeply fearful of the negative consequences that may arise if the Reitzmic state were to obtain nuclear weapons.
During the conflict itself, the Reitzmic armed forces rarely if ever entered into direct confrontation with the armed forces of Istkalen, instead opting to engage in reprisals in the civilian population, primarily by means of the unwarranted and targeted destruction of civilian property, invasions of the domicile, and mass arrests of civilians. There also exist a vast number of yet uncomfirmed reports of mass killings and rapes during this period, as well as other atrocities. In contrast, virtually no military facilities were damaged during the war.
These actions, in combination, resulted in over ten thousand deaths among the civilian population, as compared to merely a few hundred fatalities reported among military personnel, an evidently disproportionate number, with the number of civilian fatalities significantly higher if one is to count the deaths that arose from the destruction of arable land by the Reitzmic army, as well as from exposure as a result of the purposeful and targeted destruction, on a wide scale, of housing stock and medical facilities.
If one is to take the uncomfirmed reports into consideration, the number of deaths is also significantly increased, and the question of the discipline of the Reitzmic armed forces is put into question. Several thousand individuals, both adults and minors, across the country reported that they, during this period alone, were raped by personnel in the Reitzmic armed forces; this number is greatly increased if reports taken from the period of the occupation are also included. There were also numerous claims that whole communities, particularly in the mountainous regions and near existing mines , were forced to perform labor for no pay -in effect, forced into slavery - by the Reitzmic armed forces, facing death if they failed to comply. Other reports suggest that the Reitzmic armed forces took extremely brutal actions against some. In a ward of Kirelesile, it was claimed that community leaders, in addition to all the communists that could be found in the ward, were publically burned alive, with the remainder of the ward population forced to watch on pain of death. Images and videos, reportedly of this event, have been made available to the government of Istkalen, and may be presented upon request.
There were also reports that, if true, amount to genocide. In Istkalen, prior to the war there existed a minor Korean community, largely anarchists who had fled their home countries - although none as far as it can be established were of Reitzmic origin - for political reasons and established communes of sorts in the mountainous regions of Istkalen, mostly in the south. Several members of the community claimed that the Reitzmic armed forces made an attempt to exterminate these communities, by razing buildings and engaging in general massacres of the population, sometimes in sadistic and gruesome ways. This is confirmed by preliminary census information, which states that prior to the war the community as a whole had 7,112 members, reduced to 26 after the occupation. However, these reports are yet to be confirmed completely, as it is possible and likely that many simply went into hiding as to escape the reported reprisals.
It is strongly believed by the government of Istkalen that these reprisals were part of a coordinated effort to terrify the government and people of Istkalen into surrender, as victory could not have been achieved via more conventional means. The Reitzmic armed forces have exceedingly little regard for any concept of human rights, and instead act solely, in cases of war, to benefit themselves by any means necessary. Their methods are not of direct military confrontation but rather of general repression and terror against civilian populations who had little to do with war in the first place. For them to possess nuclear weapons would result almost certainly in tragedy, for they would almost certainly be a weapon of first or near-first resort, used exclusively as a simple and efficient way to punish and exterminate civilian populations and property rather than to advance any true military effort.
Under no circumstances can the Reitzmic government be trusted with such weapons due to their bloodthirsty actions. The Republic of Istkalen will take any and all action, excluding military action, to preserve the safety of its own, as well as the European population, in general against the sadistic and psychopathic generals and officials of the Kingdom of Reitzmag.

In Response to the Duchian Rejection
We invite members of the Duchian government to tour Istkalen and see evidence of the named atrocities, including destroyed infrastructure, formerly arable land destroyed by bombings, and mass graves. They will also be given an audience with those who have accused the Reitzmic armed forces - although we ourselves acknowledge, and have acknowledged, that apart from their testimony their claims remain uncomfirmed - of various atrocities.

Letter of Resignation
The social conditions in Istkalen, after significant progress, have deteriorated rapidly. Due to the unwise decisions of but a few, the state has been plunged into reaction, secularism torn asunder. Religion cannot and must never rule; and yet what the members of this government have done is allow it to.
Less than nine months ago, psychotic individuals, consuming copious quantities of drugs and under foreign command, were further addled by crazed religious ideals, by superstition, which pushed them to take terrible decisions which took the whole of our country into darkness. This is the decay of religion; this is the decay which the state is now headlong racing towards. Already it is like a fungus, spreading; soon the state, the nation, will be sickened again, and soon will it perish.
Instead of combatting the fungus, instead of attempting to exterminate it, the members of this government have decided to feed it, to consume more of them, ever more, as though they have a death wish.
We can no longer put a stop to this; power has gone from us and has been flung into the hands of the crazed - the religious. All we may do is step aside, to refuse to be associated with this horror. Our names shall not be a part of it; we shall have nothing to do with it, and we certainly will not facilitate it.
Our action will be doubly a symbol, to demonstrate to the good people of our Istkalen the evil of religion, what it brings the state to. All will see, all will know, and thus all will act. We relinquish power now to gain it again from the future and prevent the unscrupulous and deranged from holding it.
We thus communicate our joint intention to resign our posts, effective immediately. An end must be put to the terrible force of religion before it consumes the nation completely.

Jointly, since 2018, both the Council of Justice and the Council of Censors have witnessed the rapid decline of the institutions of our Istkalen. The principle of workers' democracy has been cast aside for corruption , clientelism., and elitism. The whole of the upper echelons of our government have become an arena of constant scheming, in which endless conspiracies are developed to ensure the victory of one faction over another.
This has resulted in the total degradation of governance in Istkalen. We cannot say at all that, in fact, the country is being governed; what is happening is constant war.
With the end of the occupation and thus rule by garbagemen, the responsibility of the state is to reconstruct itself and genuinely govern well. We have seen multiple people attempt to take this path, in particular the Head of State and the workers' associations, but they have been hampered by the efforts of corrupt cliques within the civil service in particular.
In observing the decline of the state, we have found technicalities which will allow us to play a role in the restoration of our Istkalen. The restoration of the 1975 constitution in 2018, we have discovered, was not entirely legal, as the law required that the action had to be witnessed by another, but the actual action was done only by the Head of State, who was alone and unwitnessed. Therefore, this restoration was invalid, and the 2016 constitution, minus those clauses in contradiction with EU law, remains in force. The Council of Censors, in coordination with the Council of Justice, has heavily revised it for these reasons, as well as for others.
This, we make clear, is an act of activism. The pretext on which this act is being taken we will freely admit to being ridiculous. The revisions made to the restored constitution, which significantly alter its character, too are an act of activism, and the pretext for them even more ridiculous. However, we have conferred and determined that as ridiculous as it may be, it was done in the higher interest of the nation and in the interests of allowing for good and sane governance, and therefore in the end was a correct and legal action.
History will come to view us, we are sure, as being in the right, regardless of the paper-legality of this action; those who sought to undermine the state and good governance will be seen solely as evil and depraved.
Long live the people of Istkalen; long live our Republic.

On the New Electoral Law
To supercede the old electoral law, which makes little sense to apply under a new constitution, a new electoral law has been promulgated. Political parties will now have to reconstitute themselves on the lines of the workers' associations, with one branch per association, and within each branch sub-branches corresponding to the divisions of the associations.
At the ward-level, party committees will exist, again, one per workers' association. They shall hold public primaries, which anyone may attend without any form of registration. These primaries will take the form of a general assembly of interested voters, which shall meet before the party committee. The general assembly will nominate candidates from among itself or from the committee; the committee may approve or reject the potential candidate. In the case of rejection, the committee must propose an alternate candidate, who must then be approved or rejected by the assembly.
After a list of nominations is drawn up, the assembly shall vote on the candidates; the candidate or candidates, depending on internal party regulations, receiving the most votes shall then stand in election.
The new electoral law is to have immediate effect.

The nation, the Republic, has been met with deep crisis. It has struggled through economic and social impasse; but it now faces a mortal threat, far more mortal even than that of the occupiers.
Across the country, self-proclaimed liberators, motivated by the greatest of irrationality, have risen up and threatened the democratic institutions of state. They seek to plunge us once again into war, into submission, into terror and illness.
In light of mass hysteria caused by the proclamations of Reszelport Jezebel-Swift, her unilateral decision to illegally leave the country followed by her victims, stirred into a crazed frenzy by her poisonous words, as well as the panic sweeping the nation, the National Directory has made the painful choice to proclaim a state of emergency lasting until 1 May 2022. Martial law is declared.
This was not a decision made lightly. For the past year, Istkalen has struggled against the figure of extremism, of actors who seek to sweep good citizens into their irrational anger. It has faltered again and again against this threat. We must turn away from the darkness and turn towards the light of reason; only then will we prosper. We must not let the long arm of superstition and irrationality seize us again as it has so many times before; we must not let it drag us backwards and leave us in the past. We must go ever forwards, regardless of whatever it takes, condemning reaction harshly and without mercy.
To democracy and modernity do we aspire; our aspirations will be realized. No pope, no priest, no person may stand in the way of the movement for progress.
This is our declaration, and this is our action. The democratic and social republic shall prevail!

Regarding Duchian Restrictions
The National Directorate first expresses its great sorrow over the loss of life and destruction in the Vatican, one of Europe's greatest cultural centers.
Present Duchian restrictions have made it effectively impossible for Istkalen to export virtually all products outside of the immediate Caspian region, and for little reason too. Istkaleners have been banned from the country and are to be deported; and yet neither our state nor our citizens were responsible for anything. Ms. Jezebel-Swift and her followers were citizens of the Vatican, and she regardless led her fleet of planes out of the country illegally under highly unusual circumstances in which she herself owned and controlled the airfield and the planes.
No government is prepared to immediately shoot down a fleet of fifty planes taking off from a remote, privately owned airport less than thirty minutes by road from the border. No government, too, is prepared to suddenly remove a traditional, if odious, authority from its position of power in order to prevent such bizarre situations from arising. No govenrment, finally, is willing to kill over two thousand people when hysteria in support of those people has spread throughout the country. The equivalent would be if your Councillor, James Mizrachi-Roscoe, decided suddenly to take thousands of his followers out of the country on some demented suicide mission, and even that does not express the sheer wealth and level of power which Ms. Jezebel-Swift held over the Arian population of Istkalen and the territories in which it forms a majority.
A system of exit visas has been inherited from the J-TAI, and it will remain in place. We affirm that no suspect Istkalener is allowed to leave the country through traditional methods. We remind the international community too that martial law has been imposed in the country until 1 May 2022.

In Response to Reitzmic Requests
The National Directorate of the Republic of Istkalen again expresses its greatest sorrow over the terror which has occurred in the Vatican, committed by the highest ranking members of a terrorist organization masquerading as a church that operated in the territory of Istkalen.
The escape of the terrorists we have already explained. Within the Arian territories, we did not possess the ability to quickly mobilize any sort of troops. The private airfield from which the aircraft in question took off was also less than 30 minutes by road from the border with Belarum, which further complicated the issue.
It must be understood that these territories until the beginning of the occupation were ruled directly by the so-called "pope" through the "Patriotic Front," and were less an integral part of Istkalen than a sort of loose protectorate that maintained its own military and government in exchange for recognizing Istkalenic sovereignty over its territory. Even during the occupation, in spite of propaganda to the contrary, they remained significant control over large swathes of the Arian territories. Only recently has the government of Istkalen been able to exert any form of meaningful control over the territories as a whole, and even then the Arian Church retained strong power and links with even secular institutions.
At the time of the release of Ms. Jezebel-Swift, which appears now to have been influenced by tactics of intimidation used by supporters of Jezebel-Swift against the presiding judges, they accessed armories throughout the Arian territories, either directly or through strong connections with nominally secular authorities managing others. The planes used were in the legal possession of the Arian church for some time, as was the airport in question. The alleged modifications are being currently investigated, in a process which will be made visible to the public.
We are also currently conducting a wider investigation concerning corruption in the Arian territories.

Regarding the Deportation of Strathaeans And Related Measures
Earlier today, rioting between factions of the minor Strathaean population in Istkalen broke out over minor political disagreement. Protests held by the community had previously caused significant disorder and disruption, and were likely to have been disrupted after a vote by the local cell of the Administration of State, Public, and Internal Security.
The riot was quickly quelled, and few were harmed except for those involved. The Strathaean participants in the riot and earlier protests were arrested on the following charges:
- violation of decree no. 764 of the national government (establishing certain restrictions on the behavior of Strathaean nationals in Istkalen)
- causing disruption to public peace
- causing public disorder
- inciting violence
- assault
- cultural desecration
They are to be tried beginning on 12 March 2022, and will be deported if found guilty of their charges. In preventing such an incident from occurring again, the government has taken the step of prohibiting the operation of the organization known as the "Strathaean Friendship Association" and derivatives. The song, "We Don't Want No Gobshite," used to incite violence, has also been banned. Due to clear government influence in inciting the riot, it is also considering the deportation and prohibition of the entry of any and all Strathaean nationals.
