BY ORDER OF HIS MAJESTY'S GOVERNMENT the dissilution of all diplomatic relations with the United Reichs of Reitzmag is to be implemented with immediate effect.

The Kingdom of Fremet has taken the following actions to ensure the safety of our citizens at home and abroad:

• The Fremetian embassy in Reitzmag will close on 1 April at 10:00 local time. AA Staff, the ambassador, and their families have already been evacuated back to Fremet. A skeleton operation will remain until 1 April providing emergency assistance to Fremetians in Reitzmag.
• For the safety of Fremetians at home and abroad, effective immediately, a travel ban will be implemented on the United Reichs of Reitzmag. All Fremetian citizens in Reitzmag have been recalled. A hotline has been set up by the AA for Fremetians requiring assistance in Reitzmag. The RFAF has mobilised 3 transport aircraft to aid in the extraction of Fremetian citizens from Reitzmag.
• At 0001 hours FST on 1 April, all commercial and private traffic to and from the Reitzmag state will be suspended.
• Effective immediately, all maritime traffic bearing URR registration will be barred from entering Fremetian territorial waters.
• Effective immediately, passports and other travel documents issued by the Reitzmag state will not be accepted for identification at ports of entry. All existing travel visas for Reitzmag citizens in Fremet have been suspended.
• Effective immediately, the Ministry of Commerce will freeze all assets of the government of Reitzmag and its devolved entities in Fremet. In addition, economic sanctions have been implemented against Philip Coventry and Boris Johnson. Their assets in Fremet will be frozen and should they attempt entry in the country, they would be subject to immediate arrest and extradition to the ECoJ.
• Effective immediately, all active government initiatives with the United Reichs of Reitzmag will be suspended.
• Effective 1 April at 09:00 FST, the Reitzmag Diplomatic Mission to Fremet will lose all diplomatic protections afforded it under Fremetian law.

These actions are not taken lightly, but they are necessary to ensure the safety and security of all Fremetian citizens at home at abroad. We will do everything in our power to safeguard our citizens. The actions taken by this Reitzmag government have violated international precedent, the sovereignty of nations, and the mutual trust between two entities maintaining diplomatic relations.

While this government does not recognise the legitimacy of the government in Icholasen, the actions taken by the United Reichs of Reitzmag to a government that they themselves recognise, in the eyes of this government, poses a threat to Fremetian citizens and the natural rights afforded sovereign nations.

To guarantee the sincerity of this government to enforce and implement these directives and to prevent any hindrance thereof, any action taken by the United Reichs of Reitzmag to countermand or undermine these directives will be considered an act of war against the Kingdom of Fremet.

The Fremetian government has granted political asylum to Korojaunu Whitford and the government of Free Icholasen.

Let it be known that the government of Free Icholasen has been granted Fremetian protection, and has been given permission to operate, in exile, here in Fremet.

The Fremetian government wholly supports the establishment of a legitimate government in Icholasen, one that is accountable to the people, one that has a true mandate to lead, and one that does not suppress the natural rights of the citizenry. Until that day comes, the Fremetian government will not offer its support to the illegitimate government in Icholasen now and will afford the democratically elected government of Free Icholasen our protection and our support.

Any attack on the members of Free Icholasen on Fremetian soil will be seen as an attack on Fremetian Sovereignty.

IN LIGHT OF RECENT REVOLUTIONS AND CIVIL UNREST in both the United Stars of Valhalla and Eastern Haane, the following measures have been applied to both countries until further notice:

• All civilian and commercial traffic between Valhalla and Eastern Haane has been suspended until further notice.
• All Fremetian citizens have been successfully evacuated from both Valhalla and Eastern Haane. A travel ban is in effect to the island of Valhalla and associated areas. All but essential travel is restricted to Eastern Haane. To obtain an essential travel permit, please contact the AA.
• All vessels, craft, or otherwise bearing the flag, registration, or origin from the USV or CSV will not be granted access into Fremetian territory. Failure to comply will result in retaliatory action.

The Kingdom of Fremet will not grant access, take liability for, grant asylum to, or facilitate the escape of any person(s) involved in the conflict in Valhalla or Eastern Haane. The Kingdom of Fremet is determined to maintain neutrality for the time being in what is, in our opinion, an internal matter. All actions taken now and hereafter are to ensure the safety and security of our citizens and to preserve Fremetian sovereignty.

As such, in cooperation with the Archrepublic of Vayinaod and in the interest of preserving energy security for the Kingdom of Fremet and the European Union, a large task force will depart from the naval base at Nordhavn. This task force will detach from their station with the Fremetian 2nd Fleet in the waters north of Norrland and sail north to the area around the Valhallan Isles to ensure that the ongoing conflict in Valhalla does not interfere with neutral commercial activity and to ensure freedom of navigation and maritime guidance in the area.

This group, Taskforce Benk, is to be deployed with immediate effect to support our Vayinaodic partners and to ensure continued energy security for the Kingdom of Fremet and to ensure the containment of the horrific and bloody conflict currently underway in Valhalla. I have already moved to seek special approval from the Staatsrat to take further actions if necessary.

It is our hope that this action taken by the Kingdom of Fremet communicates our deep concern in ongoing developments across Europe and our continued commitment to peace and stability in Northern Europe. It is also our hope that the conflict in the Valhallan Isles will reach a peaceful end soon. Nevertheless, we must protect our interests, especially when they are threatened so close to home. I ask that any questions, comments, or concerns be directed to my Office as the Defence Ministry will be unable to comment on active military deployments.

REGARDING SANCTIONS ABROAD

The Fremetian government takes the prospect of economic and political sanctions extremely seriously. We feel that it is our duty to ensure the safety and security of Fremetians at home and abroad, and to that end, we implemented decisive action against credible threats to Fremetian life, property, and sovereignty. We introduce these economic sanctions to shield our economy from the capital and hard asset seizures that are all to common in times of revolution, and we introduce these travel restrictions to protect Fremetian citizens abroad and to shield Fremet from possible international incidents. By establishing a situation where this government is not obligated to interact with groups or governments, rebel or otherwise, we protect ourselves from possible conflict and maintain absolute neutrality in what are purely internal matters.

Pertaining our current restrictions on Eastern Haane: We applaud recent efforts made by the Eastern Haane government to establish an air of safety and stability in their nation, and in light of recent statements from the Eastern Haane government, we appreciate their public and continued dedication to these continued efforts of peace in their nation. As such, based on advice from Fremetian security services and the AA, it is with great pleasure that we announce an end to all existing economic, political, and travel restrictions effective 15 June 2020 at 08h00 FST. Special travel advice will be issued to Fremetians travelling to areas where the AA and Eastern Haane government express concern for travellers' safety, however travel to these areas will still be permitted.

Pertaining to Current Restrictions on the United Stars of Valhalla: Though it appears the conflict is over, we remain concerned for the long-term stability of the USV. This government deems the remarkably simple settlement reached among the warring parties highly concerning and continues to closely monitor the situation on the ground. Existing restrictions will remain in effect until 1 July 2020 at 08h00 FST, at which time essential travel and commerce will be permitted. All goods and persons transiting to and from the USV will be subject to denial of departure or entry by the Ministry of Security. Commerce and currency restrictions will be implemented at that time, whereas persons or entities will not be allowed to transfer by any means any more than a sum of (or equivalent to) ₣5 000. Our deployment of Taskforce Benk will continue until at least year's end 2020 pending further review by the Command Council.

Pertaining to Sanctions on Reitzmag: We remain critically concerned regarding recent efforts taken by the Reitzmic government to expand its military's reach within Europe in addition to concerns over the safety of any investment made in the special autonomous zone New Moreland (including Copala City). As such, travel and economic restrictions will remain in full effect until the dates set forth below:

• On 1 July 2020 at 08h00 FST, travel restrictions on Reitzmag will be lifted for essential travel. All persons are subject to denial of departure or entry by the Ministry of Security and the AA. Persons will not be permitted to transfer by any means sums of (or equivalent to) ₣2 000 between Reitzmag and Fremet. Total value of all currency transferred shall not exceed ₣250 000 per month (or equivalent).
• On 1 August 2020 at 08h00 FST, all existing sanctions against Reitzmag will be lifted, with the following exceptions:
  • Currency transport restrictions will be returned to normal standards, but persons and entities will not be permitted transference of currency exceeding ₣100 000.
  • Travel advisories will remain in effect for the entirety of Reitzmag. Citizens are advised against all but essential travel to Reitzmag.
  • Restricted materials, pharmaceutical products, and intellectual property deemed critical to national sovereignty (as defined by Ministry of Commerce Directive 22.12.16-B) will not be allowed departure from Fremet.
• Effective indefinitely: all persons and goods transiting between Reitzmag and Fremet, those holding Reitzmic travel documents, and vessels/aircraft/associated entities bearing Reitzmic registration will be subject to additional checks, mandatory searches, and special security procedures to enforce the above directives.
• The Fremetian Embassy in Reitzmag will reopen on 30 June 2020 at 09h30 local time, with a few changes:
  • Staffing and personnel will remain the same, but the Fremetiansk Statssikkerhet will station an additional 45 special operations personnel to supplement existing security staff.
  • The embassy building itself will be expanded and staff will be required to maintain their residence on the embassy grounds.

It is the hope of this government that reopening ourselves to Reitzmag will kindle trust and goodwill between our two nations, however, we are prepared to act accordingly again should Reitzmag further betray the trust of the international community. Reputations take a lifetime to build, and a moment to destroy. Though it will be some time before we can truly say that we trust Reitzmag again, the first step to rebuilding that trust is establishing a new dialogue between our two nations.

Pertaining to Sanctions on Neo Venetia: Current restrictions will remain in full effect as we closely monitor the ongoing situation there.

Moving forward, it is our hope that one day all remaining restrictions will be lifted with time. That being said, we must remain realistic in our defence of Fremetian sovereignty and of our people. The actions taken by this government continue to ensure the well-being of all Fremetians at home and abroad in a tumultuous and ever-changing world, and to achieve our objectives we must remain flexible and agile to what the winds of the world bring to our shores.

AIR MARSHAL HARRIET COPALA NAMED FOR THE MEDAL OF FREEDOM

In recognition of her distinguished service in the ongoing fight for freedom and democracy across Europe, Air Marshal of the Holy Inquistan Air Force, Harriett Copala, has been nominated by the Statsminister to receive the Fremetian Medal of Freedom. This, the highest honour that can be granted to any civilian or citizen of a foreign power, serves as our recognition of her service to Fremet and the whole of Europe in these trying times.

The Air Marshal has served her homeland with distinction and defended Europe from threats to the very existence of liberty. She is a hero to Fremet, she is a hero to the free peoples of Europe, and heroes deserve to be honoured.

Let it be declared, that Air Marshal Harriett Copala of the Holy Inquistan Air Force is thus named by the Statsminister of Fremet, Erna Solberg, to receive the Medal of Freedom of the Kingdom of Fremet from His Fremetian Majesty King Gustaf III at the Republikkenspalass in Trondheim.

Let it be declared, that the Medal of Freedom Ceremony for Air Marshall Harriet Copala shall be held on 18 September 2020 at 09h00 FST. Foreign visitors are welcome at this event.

ON THE CONFLICT IN EASTERN HAANE

The Fremetian Government is once again extremely concerned with the mass political unrest in Eastern Haane. In an effort to ensure initial Fremetian neutrality in the civil conflict and protect Fremetian interests abroad, the Kingdom of Fremet, directed by the Statsminister's Office, has implemented the following directives with immediate effect:

EFFECTIVE IMMEDIATELY,

• The Fremetian Government hereby issues a complete ban on all travel to the Confederacy of Eastern Haane, the State of Haane-Kest, and any or all entities contained within the internationally defined territories of "Eastern Haane".
• Visa, Transit, Travel, and other documents issued by entities within "Eastern Haane" will no longer be accepted at ports of entry or by Fremetian government agencies for entry to or identification within the Kingdom of Fremet.
• All vessels, aircraft, and assorted vehicles registered to or in an entity within "Eastern Haane" will not be allowed entry or, if it is already in Fremetian territory, will have until 12h00 FST on 04 September 2020 to vacate Fremet or be seized and impounded.
• Goods or vehicles originating in or transiting through "Eastern Haane" prior to arrival in Fremet will be denied entry.
• Haanian Citizens or Nationals in Fremet are to report to the Ministry of Social Services by 23h30 FST on 7 September 2020 or risk summons to appear before a Deportation Court.
• All Fremetian citizens in "Eastern Haane" have been recalled. The AA has set up a 24/7 hotline for Fremetians requiring assistance in "Eastern Haane". If unable to evacuate the country, the AA is advising Fremetians to shelter in place or report to the Fremetian embassy, which will remain open until 23h00 local time on 30 September 2020.
• All commercial and private traffic bound for Eastern Haane either originating or transiting through Fremet, Fremetian airspace, or Fremetian waters will be intercepted and impounded.
• The Ministry of Commerce shall seize any and all assets of the governments of Eastern Haane in the Kingdom of Fremet.
• All active government initiatives in "Eastern Haane" have been suspended.

The Kingdom of Fremet will not grant access to, take liability for, grant asylum to, or facilitate the escape of any person(s) involved in the conflict in "Eastern Haane". The Kingdom of Fremet is determined to maintain neutrality for the time being in what is, in our opinion, an internal matter. Regarding Spacenet

The Fremesker Vitenskapsråd and Forsvarsdepartement of the Kingdom of Fremet, in order to ensure the continued integrity of astronomical research and establish precedent for entities and organisations that may intend to hinder scientific progress in Fremet, hereby issues the following directive, as approved by the Staatsrat's Security Commission:

EFFECTIVE IMMEDIATELY,

• SANCTIONS have been levied against the KRSA (Kingdom of Reitzmag Space Agency), Virgin Galactic of Reitzmag, and Blue Origin of Reitzmag.
• All assets of named agencies within the Kingdom of Fremet will be seized (but not forfeited) pending a hearing of the Handelsrat on the 3 January 2021 (Gregorian Calendar).
• All existing agreements between Fremetian corporations, their operating entities, and organisations under the jurisdiction or control of the Kingdom of Fremet and its devolved entities are hereby suspended pending a hearing of the Handelsrat on 3 January 2021 (Gregorian Calendar).

BEGINNING 9 DECEMBER 2020,

• Any and all satellites within the SpaceNet system identified by the Fremesker Vitenskapsråd to be detrimental to ongoing and future projects undertaken by research bodies within Fremet, in addition to any and all satellites within the SpaceNet system identified by the Fremesker Kommunikationskommission to interfere with the Fremetian communications infrastructure will be shot down.
• To address concerns of Kessler Syndrome that could be caused by destroying these satellites en masse, the Forsvarsdepartement, utilising equipment from the FLR, will be using group intercept devices that will use the standardised orbits of the SpaceNet system to intercept dozens of satellites along a shared orbit, using a speed discrepancy retrograde to the SpaceNet orbit to intercept individual satellites without need for concussive explosions that cause large amounts of dangerous debris. When capacity for the individual intercept unit has been reached (there is capacity for 36 SpaceNet satellites in each unit), the unit will deorbit.

The mass deployments of these satellites without consulting any other nation, agency, or regional entity (such as the ESA Advisory Council) is highly irresponsible behaviour that forces countries to either submit to losing their control over radio spectrum and their own night's sky, not to mention the incalculable loss to astronomy and planetary sciences, and must be responded to. The Kingdom of Fremet will not tolerate this threat to the continuation of scientific progress and the integrity of Fremet's national communications infrastructure. The SpaceNet system is both a threat to progress and a threat to national security and it (along with those individuals and entities responsible for it) will be dealt with accordingly.

ON THE CONTINENT

The Fremetian government is extremely concerned with the current state of affairs in continental Europe. In an effort to reinforce the notion of Fremetian neutrality in internal conflicts, to protect our citizens overseas, and to ensure the safety and security of Fremetians here at home, I, as Statsminister, with the consent of the High Council, issue the following directives with immediate effect:

EFFECTIVE IMMEDIATELY:

• The National Threat Level shall be raised to LEVEL 1 [Threat Imminent], the third highest national threat level. As part of NTL 1, the AA and FD will transition to maximum security operations within and outside Fremet. The Statspoliti will increase their deployments to Fremetian government buildings both domestic and abroad.
• The FD will deploy military security units to reinforce the Statssikkerhet in Fremetian embassies and consulates in the following countries/states: Union of Syndicates, Reitzmag, United Duchies, Copala City, Spain, Alkharya, Leagio, and Inimicus. The Statligesikkerhetstjenester has deemed these countries to have latent or imminent threats to life and property.
• The AA has been in close contact with the government of the Union of Syndicates to transfer Fremetian citizens to the embassy in Kiel. The AA has determined that an extraction operation is not possible at this time. Fremetian citizens are advised to shelter in place in the Union of Syndicates until travel to the Fremtian embassy in the UoS. The AA and the FD have fortified the embassy complex, located on the edge of the city, and are remaining in place pending clearance from the UoS to evacuate. We will continue to work will the legitimate government in the Union of Syndicates to ensure the safety of Fremetians in the country.
• All travel to the Union of Syndicates has been suspended until further notice.
• All but essential travel to and from Reitzmag, the United Duchies, Spain, Alkharya, and Copala City has been suspended until further notice. Non-citizens travelling from these target countries/states wishing to gain entry to Fremet may be detained on arrival.
• The AA reaffirms its blanket travel warning for continental Europe. All citizens have been, and will continue to be, required to enroll in emergency alerts from AA Alert (AAA).
• AAA warnings have been issued in the affected countries under this directive.
• The Fremetian government is advising all citizens in the following countries/states to report to the nearest embassy or consulate for immediate extraction: Spain, Alkharya, Copala City, United Duchies, and Reitzmag.

It brings me great pain to issue such sweeping restrictions to so much of Europe, but it is my duty as the Statsminister of Fremet to ensure the safety and security of our citizens here at home— and the safe return of our citizens abroad.

In accordance with raising to NTL 1, effective immediately, the Fremetian joint base in Inquista will be used as an inspection location for any and all travel (cargo, individuals, or otherwise) between or transiting through the countries/states named (Reitzmag, the United Duchies, Spain, Alkharya, Copala City, and the Union of Syndicates) and Fremet. I have placed our naval and air assets in the region on their highest alert level and have mobilised the Stategic Transportation Corps to ensure the safe and expedient return of Fremetian citizens back to Fremet.

The three arms of the Statligesikkerhetstjenester will continue to work tirelessly across Fremet— and Europe— to keep Fremet, her citizens, and her interests safe.

The Fremetian government reaffirms its support for all countries involved in this wave of terror that has gripped Europe. We continue to work closely with our fellow memberstates to ensure continued stability throughout Europe. I have been in personal contact with the government of the Union of Syndacates through the last week, and we will continue to work with the legitimate government to avoid mistakes of the past.

For Fremetians abroad, I strongly encourage you to return home, get out, or, if neither of those are an option, to shelter in place at an embassy or other safe location. We will do everything we can do ensure your safety, but you are ultimately responsible for your own actions. Travel warnings have existed for the affected countries for some time now, and the AA did its due diligence to ensure that we were all well aware of the risks involved in travel. As we estimate the numbers of Fremetians in Reitzmag and the UoS to be disproportionately low as both countries have been restricted to only essential travel since last year, the AA's Diplomatic Missions Commission has coordinated direct air evacuation from the Fremetian embassy in Reitzmag, and is prepared to go ahead with direct air evacuation from our embassy in Kiel when clearance is received.

ON REPATRIATION FROM THE UOS

The Fremetian government will continue to work with the government of the UoS to ensure the safe return of our citizens. Emergency evacuation flights from Joint Base Inquista to return citizens from Kiel shall begin immediately.

While we are happy to have our citizens home, the Fremetian government is concerned over what future implications there will be for the actions taken to ensure the safety of foreign nationals.

We will continue to monitor the situation on the ground and will, if it is requested by the recognized government of the UoS, offer humanitarian aid and/or assistance through the Fremetian Red Cross. We recognise that this situation is highly delicate and that the mere presence of foreigners may prove highly destabilizing. The Fremetian government will continue to respect the decisions of the sovereign government in the Union of Syndicates.

ON COPALA CITY

The Fremetian government has, citing immense civil unrest and concerns for the public safety, placed a suspension of travel to and from Copala City and Reitzmag to expire 14 March 2021.

We recognise that these measures may be seen as drastic, but they are intended solely to ensure the continuity of the public safety. No economic sanctions have been levied beyond existing restrictions and this travel ban.

As Fremetians have been successfully repatriated from Reitzmag, the Fremetian government will be suspending operations at the Fremetian embassy in Reitzmag until 10 March 2021. Embassy operations will be transferred to the consulate in Copala City.

CLOSURE OF JOINT BASE INQUISTA

In light of recent changes to Fremetian military operations and interests on the continent, the Forsvarsdepartement (at the direction of the High Council) has elected to close the Fremetian tri-service base in Inquista.

As Fremet's largest single overseas installation supporting thousands of servicemembers and their families in Fremet's air, army, and naval forces, the closure will be phased in over the course of the year.

The Fremetian Mediterranean Fleet, currently based out of JBI, will be merged with the 4th Fleet, based out of Rhodenheim. Fremetian naval activity in the Black Sea will be dialed back progressively as the base closure moves forward. The transfer of task force and fleet operations to the 4th Fleet will be effective 31 March 2022.

Air Force squadrons stationed at JBI will be transferred to operations facilities in Vayinaod. Transfer of operations will be completed on 30 April 2022.

Army operations at JBI will be phased out progressively, with Army Southern Command being transferred to Fort Eze by 15 April 2022. Army personnel will remain to assist the Fremetiansk Statssikkerhet in the evacuation of all Fremetian property and materiel out of the facility.

Operations at the base will cease entirely on 30 May 2022, at which time the FSS and FD will conduct land clearance and obstacle removal at the site to prepare it for real estate development.

At noon local time on 25 December 2022, JBI will be transferred back to the control of the government of Inquista.

We thank the Inquistan people for supporting and hosting us in our endeavors in our time at JBI and hope to continue our productive working relationship moving forward. JBI has been an invaluable asset to the Republic, and the generosity of the Inquistan people in allowing us to construct a facility in their homeland will not be forgotten.

The time has come for Fremet to end the chapter of entangling itself in the workings of the Black Sea.
