All Nations to Be Removed From List of Sanctioned States in August
Head Councillor for the Customary Logistics Council Henry Spiggen announced Tuesday evening that, after a majority vote in the CLC, all nations previously on the list of Sanctioned Statesaccording to Rolling Sanctions Act 2021 will be removed starting in August.
Individuals sanctioned by the Sertian government will still be subject to their sanctions at the CLC's determination.
Starting 1 August at 00:00, citizens and nationals of sanctioned states will be permitted to travel to Gadalland and Aspern provided they abide by immigration rules. Official guidance will follow this message.

STATEMENT REGARDING THE HEAD COUNCILLOR OF THE CUSTOMARY LOGISTICS COUNCIL, MR. HENRY SPIGGEN
Approximately a month ago, it was communicated to the CLC intelligence services that there have been outstanding threats of terrorism since the 2 June attack. This threat was also communicated to the other EU Intelligence services so as not to hinder cooperation.
The terrorist organisation of concern is known as the Drarts. About a month ago they were thought to have been based solely out of the People's State of Precia, but it is now evident that they have expanded to the shores of Gadalland and Aspern.
This threat became more imminent approximately 12 days ago, when the Head Councillor, Mr. Henry Spiggen of the Customary Logistics Council, was reported missing. He has not been seen since the investigation into his disappearance began.
Based on our reports from the Terrorism Counteraction Team, it is certain and undoubtedly so that the disappearance of Mr. Spiggen and the increased activity by the Drarts are of a direct relationship. We believe that Mr. Spiggen has been taken by the Drarts.
I, Councillor Édutitalle Dína, your European Councillor, will be acting as provisional CLC Head Councillor (pHC) to ensure continued stability of Gadalland and Aspern. As your pHC I will lead our security and counterterrorism teams to seek out the sources of these horrific actions carried out by the Drarts. Mr. Spiggen will be found, but we must all do our part.
And now, people of Gadalland and Aspern, please remain vigilant. We plan to meet this threat of terrorism head-on, but we cannot do it without your help. Please contact the emergency number at 777 if you see any suspicious activity relating to the Drarts.
This is a call to arms, citizens. We must protect our country, ourselves and each other. Mr. Spiggen will be found, and we will quash this new enemy.

Free Movement Act 2021
Article I: Definitions
- A state will be considered ‘low risk’ where:
a. The state has definitive diplomatic ties to Gadalland and Aspern, such as:
i. An embassy,
ii. A high commission or consulate,
iii. Any other diplomatic outpost mutually agreed upon by both governments through legally recognized channels.
b. The state has not been subject to any sanctions such as:
i. Individual sanctions of any government officials
ii. Diplomatic sanctions
iii. Economic sanctions
defined by Rolling Sanctions Act 2021 in the past 365 days.c. The state has not engaged in wartime acts, or any hostility thereof, to a state with which Gadalland and Aspern has diplomatic ties established,
d. The state has not engaged in wartime acts, or any hostility thereof, with the Six Unions of Gadalland and Aspern or any Sertian territories or former colonies,
- A state will be considered ‘substantial risk’ where:
a. A state without diplomatic ties to Gadalland and Aspern has been subject to:
i. Individual sanctions by the Sertian government who are any rank of government official or diplomat in the respective country, or
ii. Economic sanctions, or
iii. Diplomatic sanctions,
b. A state with diplomatic ties to Gadalland and Aspern that has engaged in wartime hostility after 180 days but before 365 days with Gadalland and Aspern or a diplomatically related state or territory.
- A state will be considered ‘high risk’ where there is no diplomatic relationship, and:
a. The state has been sanctioned by Rolling Sanctions Act 2021, or
b. The state has engaged in, or is actively engaged in wartime hostilities directed at a state with which Gadalland and Aspern has diplomatic ties, or
c. The state has engaged in, or is actively engaged in wartime hostilities directed at Gadalland and Aspern or any territories or former colonies thereof.

The Council of Diplomacy or the Council of Defence may label states, by popular majority vote, ‘substantial’, ‘high’, or ‘low’ risk.

A state cannot be labelled ‘low risk’ if there are no diplomatic ties with the state.
Article II: Movement
-
A foreign national from a state considered by the government of Gadalland and Aspern to be ‘low risk’ pursuant to this act will be permitted entry on the basis of a visitor, known as ‘Waived Status,’ without the requirement of presenting necessary Visitor documentation.

A foreign national of a ‘substantial’ and ‘high’ risk state will be required to apply for a Visitor Visa.
-
A foreign national arriving from a High or Substantial risk country without necessary Visitor documentation will not be allowed to enter Gadalland and Aspern.

A low risk visitor may seek aid from their country of origin whilst in Gadalland and Aspern by visiting their state’s embassy or High commission.
-
A low risk visitor must still provide information regarding their visit and convince the government that they are well-intentioned.
Article III: Free Movement Scheme
- The Free Movement Scheme (FMS) shall allow low risk states’ nationals and citizens to enter Gadalland and Aspern under Free Movement Permission, which consists of:
a. A visa granted for up to one year, which must be applied for in advance of arrival,
b. Allowing the national or citizen to arrive in Gadalland and Aspern whilst meeting the requirements of the Free Movement visa scheme,
c. Allowing the national or citizen to find work, study or reside in Gadalland and Aspern with the intention of the former options.

Under the FMS, eligible citizens and nationals may switch to another visa during their stay in Gadalland and Aspern.

To be eligible for the FMS a country must be considered ‘low risk’ and:
a. Must have not held any Sertian citizen in detention without notifying the Sertian government within 60 days, and
b. Must be on the list of Authorised Nations, which will be updated every month.

ANNOUNCEMENT OF LOCKDOWN
People of Sertia,
Over the past few weeks, it has been my privilege to be your Head Councillor in the absence of Mr. Spiggen. I believe I can speak for all of Sertia when I say that Gadalland and Aspern is not the same without him.
Before he was kidnapped, the Head Councillor created a personal list of items that he wanted to accomplish in his time as Head Councillor. The top article, among many such as improving trade with the EU and creating more healthy immigration opportunities, upon this list was to end the threat of Drart attacks.
And that is what I am seeking to do as your Head Councillor. No words can truly express how unhappy I, and the entire Customary Logistics Council, was when we made the decision we are here to communicate to you.
There is an extreme terrorist threat in Gadalland and Aspern. As I'm sure many of you are aware, more and more security has appeared on street corners and far out in country farms. Rolling Sanctions Act 2021 was passed to attempt to hinder terrorism efforts from outside our walls. Now, though, it seems as though we were never being seiged, but instead infiltrated.
On 2 June, there was an attempt to seize the War Chamber by use of explosives.
On 5 August, 9 citizens were arrested on suspicion of using a controlled government manufactured toxin to poison government workers.
And today, three of our top intelligence officials were arrested on suspicion of being affiliated with Mr. Spiggen's disappearance. An additional thirty members of city organisations and public works officials across Gadalland and Aspern have been found to have been paid to damage and disrupt the usual safety and security of life in this country.
Our history with the Drarts goes way back, but each year they become bolder and more able. And we must disable them right here, and right now.

Provisions of Lockdown
With Immediate Effect to Monday, 1 November:
- Due to the increased threat of terror activity, Gadalland and Aspern will experience a lockdown of all non-essential functions.
- All persons must only remain outside for a maximum of one hour for non-essential reasons or risk being fined a minimum of |B| 9,000.
- All persons must show proof of conducting essential functions to an officer if they are found on the streets after one hour.
- Public transport may only be used by those with a public transport permit, which can be found at the nearest Citizens' Services Office.
- Only Bank 1, Bank 2, and Bank 3 arrivals will be permitted to enter Gadalland and Aspern,
Bank 1: Sertian citizens and nationals who actively reside in Gadalland and Aspern.
Bank 2: Sertian citizens and nationals who live abroad.
Bank 3: Sertian Permanent Settlers, Refuge Applicants, and Stateless Applicants.Exempted from this rule are the use of and transportation to and from:
- Hospitals and Emergency Rooms
- Police
- Citizens' Services Offices
- Grocery stores from the hours of 09:00 to 13:00
- Airports and Seaports
- Foreign embassies, consulates, and high commissions

Update on Travel Policies During Lockdown
Travel in and out of Gadalland and Aspern has been curtailed dramatically due to the terror-related lockdown.
UPDATES
For visa applicants

Only Bank 1, 2, 3 and some Bank 4 arrivals will be permitted into Gadalland and Aspern with limited exceptions.

If you applied for a visa before 20 August, your application will be processed accordingly and you may come to Gadalland and Aspern if your visa is approved.

If you applied for a Visit, Visiting Talent, Special Employment or Ancestry Search visa before, on or after 20 August, your application will be processed but you will not be allowed to enter the country until after 1 November 2021.

If your proposed arrival and departure time are before 1 November, your application will be cancelled and you will receive a full refund of all fees paid to the Sertian government. You may apply again for entry after 1 November.
For Bank 1, 2, and 3 arrivals

Upon arrival in Gadalland and Aspern you will be asked to provide proof of your citizenship or residency and travel history.

If you have travelled to a state on a sanctioned list you will be asked to undergo further inspection. If you refuse further inspection you may be subject to Layeonic or criminal prosecution.

New Citizenship Lottery Scheme Introduced

In an effort to bring more skilled and ordinary labour to Gadalland and Aspern, the government has created a scheme for immigrants to claim citizenship from dual Sertian citizens living abroad.
The new scheme allows the renounced citizenships of former Sertian citizens to be given to an eligible immigrant or prospective immigrant by way of 'trading'.New immigrants who have lived in Gadalland and Aspern at least two years and have been employed full-time will be able to enter a lottery to earn citizenship. The amount of people who will eventually earn citizenship through this scheme will be equal or more than the number of people who have renounced their Sertian citizenship.
This is to encourage immigrants within and without the EU to have the benefits of Sertian citizenship shortly after they have come to Gadalland and Aspern. This announcement comes shortly after the government has held talks of creating more incentives for foreign workers and international students.
"The government doesn't believe that 'best and brightest' immigration policy is really going to solve any of our problems long-term," said Frea Hytscill, press associate for the Customary Logistics Council. "Unskilled workers deserve as much a chance as more skilled workers at having a better life."
This policy, like any other, has been met with some contention by its opponents. Hlald Samfkrig, Representative of the Conservative Sertian Association, says the scheme 'does virtually nothing' to improve immigrants' chances of becoming citizens.
"Who would want to come here anyway when, well for one thing, we're in the middle of a lockdown, and secondly when we have such an already relatively hostile immigration system. The government, I mean, is just trying to attract foreigners with false promises." Samfkrig's party has been noted in the past for its anti-immigrant sentiment.
The approximate chance of 'winning' citizenship through this scheme is thought to be about 1 in 1,296,923, while about 4,320 foreigners become citizens of Gadalland and Aspern each year. Many are forced to leave as they don't meet the requirements of the available visas or they are in Gadalland and Aspern illegally.
The scheme will begin accepting entries on 2 November, the day after the lockdown ends.

Statement Regarding Sertian Journalism in the Clan Democracy of Strathae7 October 2021
The NS6, Gadalland and Aspern's state-run news source, will no longer report from the Clan Democracy of Strathae.
All public journalists from the Sertian Union formerly in Strathae have returned to Gadalland and Aspern.
Sertia believes in the free press, and the right to express dissent in order to take public bodies and individuals to task. The new libel and slander laws, along with other legislative actions in Strathae, severely limit the ability of the foreign public to report honestly and impartially to its viewers regarding issues within Strathae.
In protest, and out of concern for the safety of its reporters, the NS6 has asked this government to recognise the actions of Strathae with disappointment and hopes that the withdrawal of the Sertian journalist community will give Strathaen officials the chance to reconsider their actions on behalf of the European free press community.

Further to the terror-related lockdown, the Customary Logistics Council has decided today to remain on schedule and end the lockdown on 1 November as planned.

Statement Regarding the Crisis of the Strait of Adventuranza
The Six Unions of Gadalland and Aspern, noting our extreme reliance on the open sea for trade, will commit to promoting the compliance of international maritime law. Therefore, the CLC recognises the Spanish possession of the Strait of Adventuranza, and further will not attempt to interfere in the current situation, in an attempt to reconcile the European governments involved in this dispute.
The Customary Logistics Council also expresses its concern over the Spanish decision to suspend its military treaty with Mennrimiak.

Council of Innovation
Implementation of Automobile Free Zones in Registered Historic Areas
The Council of Innovation would like to announce the implementation of new Automobile Free Zones (AFZs) in sites listed on the Register of Protected Areas throughout Gadalland and Aspern.
As the automobile becomes more commonplace in the Sertian Union, now is an important opportunity to keep specific government-protected areas inaccessible to automobiles. This is in an effort to answer the concerns of residents of these areas, many of whom have requested these historic areas remain automobile free.
As an alternative to accessing these areas, the government has signed a 5-year contract with the Sertian Railway Company, TransAspern and ViaGadalland rail contractors to strengthen the country's rail services. This will allow the residents of historic areas to remain protected from the hazards and other side effects of automobiles without the need for horse transport.

UPDATED TRAVEL AND IMMIGRATION POLICY
In an effort to reflect the new rights of Sertian citizens and residents by the 4C agreement with the Republic of Nofoaga, the Council of Diplomacy has issued new immigration and travel rules.
COMMUNITY STATUS
The 4C agreement states that any travel document stamped by the relevant authorities of both Gadalland and Aspern and Nofoaga are entitled to free movement between these countries. This is known in Gadalland and Aspern as Community Status.
If the visa or travel permit you are applying for does not specify you have Community Status, you must apply separately. You will be advised upon application whether your permission and purpose of travel is eligible for Community Status.
This does not apply to citizens of Gadalland and Aspern or the Republic of Nofoaga who hold valid Sertian or Nofoagan passports.
TYPES OF TRAVEL PERMISSION
Visa
Citizens of countries not included in Ambassador Act 2021 will need a visa to come to Gadalland and Aspern. The type of visa you apply for depends on your eligibility and your purpose of travel.Certain visas are automatically entitled to Community Status, and some are not. You may apply separately for Community Status when you apply for your visa, or when you've arrived in Gadalland and Aspern and your visa is valid.
Permit
Depending on your purpose of travel, you may need a Permit. Apply for a permit online.
Citizens of countries listed in Ambassador Act 2021 do not need a visa or travel permit to travel to Gadalland and Aspern if:
- You are staying for less than 180 days,
- You are not seeking employment
For any other purpose, or for a stay longer than 180 days, you will need to obtain a relevant permit.
You will also be given Community Status for the first six months you are in Gadalland and Aspern. If you need more time under Community Status, you must apply before your current status expires.
Where the chart says Community Status Applicable, you will automatically have Community Status if your visa or travel permission is approved. Where Community Status is not applicable, you must apply separately.

HOW TO RECEIVE MEDICAL TREATMENT IN GADALLAND AND ASPERN
The government wishes to make available the proper utilisation of the many health services available to those in Gadalland and Aspern. Here you will find the resources which are available to you should you require any medical assistance.
Sertian healthcare is divided into Emergency and Non-Emergency Services. Law requires all areas of Sertia have at least two Emergency and Non-Emergency facilities, whilst cities are required to have at least four.
Emergency services include police, ambulance services and the Caribbean Maritime services. These are used for life-threatening emergencies. To access this, you may call 777. You may be asked for your address and other personal information, but never for your National Tax Number, immigration status or payment card information.
Non-Emergency services are accessed using L-00-P, and are only accessible within the Sertian Union, and not within Caribbean or international waters or territories. You will be connected with your local hospital or surgery to receive basic medical advice, including whether your condition requires more urgent medical treatment. Where relevant, you may be asked to enter another extension line to receive more specific medical advice. L-00-P is free to use, and is available 24/365.
Who Has Access
Healthcare is available to those who are legally present within Gadalland and Aspern. In other words, you must be a Sertian or Nofoagan citizen or legal resident to access Sertian Healthcare.
Resources for those with Illegitimate Status
Illegitimate Status refers to those who are not technically legally present within Gadalland and Aspern. This can happen in many situations, including but not limited to:
- Sertian or Nofoagan citizens who were born abroad and never registered domestic residence
- Non-citizens who are living in Gadalland and Aspern without permission, or expired permission
- Stateless persons, born within or without Gadalland and Aspern
By Sertian law, if you have Illegitimate Status you are still entitled to medical care, but your options may be more limited. For example, you may not be able to register with a medical practise if you are not legally recognised or you may need to pay for medical care after you receive it.
Because of this, you are encouraged to legitimise your status within Gadalland and Aspern as soon as possible. Regardless of your nationality, you may apply for temporary access to the central medical services by paying a fee and entering your personal information. This access will last for six months and allows you to work on making legitimate your status whilst still being able to access medical treatment.
Please be advised that while your status will not be disclosed to any other legal authority by Sertian Health Services, we cannot guarantee your stay in Gadalland and Aspern will not be interrupted if it is not legally permitted.

People of Sertia,
I sincerely want to thank each and every one of you for electing me as your Head Councillor. This is truly a revolution.
Ever since I got out of jail, I have thought every day that my election to this position would be the happiest day of my life. And it has very much been so.
With many thanks to Ms. Édutitalle Dína, I am here to tell you that we are now going to be the Gadalland and Aspern the world wants us to be.
For many years, I have watched this country deteriorate under the unfair rule of radical socialist leaders, such as Ms. Dína and Mr. Spiggen. We have seen how they mishandled the terror attack in November by locking us in our houses.

And our failing health system which, contrary to public belief, is terribly ill-prepared for a public health crisis.
And you, the people. You have cried out for help for years, to closed ears. But now, I am here to help you. We will make Gadalland and Aspern a great place for everyone.
As Head Councillor, my first order of business will be to stop the terrible infiltration of railways through our quiet neighbourhoods. Embassy of Gadalland and Aspern in Spain to Become 4C Consulate
All Embassy Services Will Be Moved to the CCCC Embassy

Following the 4C agreement with the Republic of Nofoaga last year, the government has decided to move all embassy services to the Embassy of the Caribbean Community in order to centralise movement.
The new Embassy of the Caribbean Common Community Commission will operate out of the Embassy of The Republic of Nofoaga in Spain.
The Consulate of the Caribbean Community will operate all embassy services on a diminished scale, or as an overflow relief facility. All consulate services will operate out of the old Gadalland and Aspern Embassy address.
This change is to provide streamlined assistance to Sertians and Nofoaganese, as well as visa services for non-citizens.
The government has also mandated that all existing Embassies, Consulate Majors and Consulate Minors of Gadalland and Aspern are to begin offering Caribbean Community services, with immediate effect.

Announcement of change to Interim Leadership Authority

The Interim Leadership Authority has concluded the conduction of an investigation involving alleged unlawful activities perpetrated by Mr. Guthrun Wond.
These findings are based on the following findings from our investigation:

The Head Councillor has appointed members of the Customary Logistics Council, pursuant to Absent Voter Act 1978, under Article 8(1)(b) unlawfully, and without meeting the requirements of 8(1)(b).

The Head Councillor has unlawfully appointed a new European Councillor, without calling an election.
After private investigation and assessment of the actions of Head Councillor, the ILA has decided to recommend a Vote of Expulsion for Head Councillor Guthrun Wond.
