As for Piane Daggot? It is evident that she is working solely as to rehabilitate the UNSR - everything else a cover for that purpose.
I myself have had a tarnished past - and I accept that all of what I did, or seemed to be doing, was wrong. The actions that I took initially - the seizure of power, and the terrible violence which followed it immediately - were my doing - for that I have atoned, and must continue to atone. In the name of peace and safety, I took so many lives and destroyed, irreparably, my own country - forever must I carry the knowledge that that is my doing, forever must I atone for that unforgivable sin.
But after that - I was manipulated, drugged by a military clique, used as a puppet to perpetuate so many horrors. Even if it was not my doing, for that I feel ever the greater guilt, ever the greater horror. Every day, I wake up from terrible nightmares, of what horrors were done through me, screaming, knowing that I, even for but a few weeks, was turned by them into a monster. How could I have let that happen to me? How could I have let them do such things to the people, through me, who had sworn to protect them eternally? How many suffered because of the words that they forced into my mouth?
This - true service to the European people - is the only way I feel that I can atone for letting myself fall into their hands; for the lives that they took through me.
In that atonement, I hope to bring Europe into a bright future; to allow for its rebirth, to allow it to become a New Europe, so that all may prosper in peace - a peace which I was unable to hold, and a peace which it is now my responsibility, my only responsibility, to bring.
My proposal is simple. Europe is sickened, weak, on the verge of death. We must let her perish peacefully, as she deserves; and let her be reborn into a new and young body, full of life and hope.
Let the suppression and endless dictates of this Union die; and let a new Union, of cooperation and consensus, of mutual aid and true solidarity, be born.
Let the nations no longer be chained under the machinery of this organization, but instead free and equal.
Let sovereignty no longer be stepped upon, but protected; let the song of true cooperation, as independent equals, ring from every hill and plain of our Europe.
Let our Europe rejoice in freedom rather than cry in despair; let our Europe out of the great dungeon!
That is my declaration, my will, my vision for a new and free Europe! That is my atonement, or the true beginning of an atonement I feel I have barely started, for the unimaginable terrors that were done through me!
So please, let me serve you, so that Europe may prosper; so that the agony of the souls ripped from Earth through me may finally end. Let me serve you, please.

The New Europe: A Manifesto for the People

The abolition of the Union as it stands. The Union has become abusive; it must be ended for the good of Europe.

The creation of a new Union on the basis of consensus. In the past, we have forced dictates by majority; no more. The New Europe shall be born out of consensus between all the nations of the dying Union.

The creation of a streamlined bureaucracy. Bureaucracy is inevitable; but it must be as streamlined as possible. This should be up to the great consensus that will define the New Europe; however, I will put forward a proposal for the re-organization of the present bureaucracy along sectoral lines, respecting sovereignty. The enumeration of the agencies that I will propose to the great conference is below:
- Office of Arts and Culture
- Office of Agriculture
- Office of Industry
- Office of the Sciences
- Office of Health
- Office of the Economy
- Office of Communication
- Office of Transportation
- Office of Public Safety

The limitation of the Union to act as to facilitate, rather than impose. The new Council, or its equivalent, alongside the nine planned offices, will exist primarily as to facilitate projects for the mutual benefit, rather than to force regulations.

The provision of loans through a partnership between the Union and private businesses. I will propose that, in order to allow for the creation of an environment conducive to business, organizations similar to the European Loan Exchange be set up for each of the nine offices proposed. Private lenders may offer loans through the organization, although they will have to agree to a common set of conditions on loaners set by discussion between the private lenders and the Union. Grants, however, will continue for collaborating artists meeting the present conditions stipulated by the existing European Arts Collaboration Act.
This will create a flexible union that respects sovereignty - a Union of equals that is able to retain the equality and independence of each member, while at the same time creating a united environment conducive to innovation and the creation of joint endeavors.
