The government also revealed laws regulating speech will be highly loosened with only hate speech prosecutable and only prosecutable with fines unless threats of violence are involved or it is part of a pattern of harassment overturning many laws on the books from the Blairite days . Further policies will cap spending as a percent of GDP at the current level with a potential cap on the UBI. The government will look at a series of tax rises focused on the rich in order to balance the budget and create a small surplus with the government saying "We will aim not to increase the tax burden on the poorest in society. We will aim all taxes at those earning more than the median wage possibly even increasing those further to fund tax cuts for the poorer in society."
