Praeambulum
The Emperor; Current and After, has the right to enact and change any and all laws to safeguard, govern our peoples, promote economic prosperity, advance achievements, and improve diplomatic relations. Establish these LAWS OF THE EMPIRE OF SELVARIS

Article I. The Empire of Selvaris

I. The Empire of Selvaris is a Nation that consists of seven main cities; Alexandria, Columbus, Jericho, Novum Aurelius, Olympus, Tiberias, and the Capital St. Vincent.

II. The defense of the Nation is the prime duty of government, and in the fulfillment of this duty, all citizens may be required by law to render personal military or civil service.

III. The Empire of Selvaris renounces war as an instrument of national policy, adopts the generally accepted principles of international law as part of the law of the land, and adheres to the policy of peace, equality, justice, freedom, cooperation, and amity with all nations.

IV. The Nation shall establish, maintain, and ensure adequate social services in the field of education, health, housing, employment, welfare, and social security to guarantee the enjoyment of the people of a decent standard of living.

V. Imperial Authority is at all times supreme over the Civilians; the military rule will only be enforced on land during times of war and civil unrest.

VI. The Nation shall afford protection to labor, promote full employment and equality in employment, ensure equal work opportunities regardless of sex, race, or creed, and regulate the relation between workers and employers. The State shall assure the rights of workers to self-organization, collective bargaining, security of tenure, and just and humane conditions of work. The State may provide for compulsory arbitration.

Article 2. Bill of Rights

I. Everyone has the right to life

Article 3. Citizenship

I. The following are citizens of the Empire of Selvaris:

• (1) Those who are citizens of the Empire of Selvaris at the time of the adoption of these Laws.
• (2) Those whose fathers and mothers are citizens of the Empire of Selvaris
• (3)A natural-born citizen is one who is a citizen of the Empire of Selvaris from birth without having to perform any act to acquire or perfect his Selvarian citizenship.

Article 4. Judicature

Section I. THE IMPERIAL COURT OF JUSTICE

I. The Imperial Court of Justice is the supreme judicial authority of and in the Empire of Selvaris.

II. The Imperial Court of Justice is comprised of the Chief Justice, who presides over the Imperial Supreme Court, and six Justices; one Justice per each City; Chief Justice Presiding over Capital City.

III. A decision in the Imperial Court is by a simple majority vote, if ever a split vote the Chief Justice will break the split.

Section II. Powers of the Imperial Court of Justice

I. The Imperial Court of Justice is responsible for determining whether a Law or Amendment is broken and deemed punishable under the laws of this Constitute.

II. The Imperial Court of Justice may review, oversee, and determine on cases accusing other nations, institutions, or individuals of conflicting with this Constitute or any part of it.

III. The Imperial Court of Justice, upon giving a verdict, gives a suitable sentence, with the maximum sentence being imposed of that of one life imprisonment, and it may not compel any action that itself would conflict with this Constitute.

Article 5. Status In Law

The rights protected in the Bill of Rights apply as follows

• It is unlawful for public authorities to act in a way that is inconsistent with the protected rights;

• As far as it is possible to do so, courts must interpret legislation

• Where a compatible interpretation is not possible, a declaration
  of that incompatibility may be made. Such a declaration does
  not affect the validity or application of that legislation.

After a mid-year tour of Selvaris to see the Welfare of its Citizens, Chancellor Castellon Vilafor was in a good mood for what would present itself today. While waiting for the arrival of the Prime Minister, Castellon was talking to his aids rehearsing small points that needed to be addressed at today's Summit. Castellon was quite happy with how they had prepared for today's esteemed guest, so he wasn't worried at all, and then over the megaphone, a woman's voice could be heard, "Flight 441-Reitzmag arriving, plot 2" and so it begun. The plane began its parking procedure and stopped. Chancellor Vilafor, his aid and security detail of two walked up to the foot of the plane.

"Welcome Prime Minister to Selvaris. We are happy to receive you here." Castellon said, with both his hands pointed to the sky.

Signatory Nations will be granted more liberal rights on trade and industry.

• Unrestricted establishment of foreign business branches originating from a fellow signatory state.
• Trade will be either set at a max of 15% tax or tariffs lifted on all trade on all products between members.
• Free movement of capital within the joint market.
• All members trade with all other members unless they are implemented to be exclusive by individual companies to member nations.
• Any companies registered in member states shall have the right to operate in any other members as long as they meet the standards of that nation.
• State-owned airlines will set an airline at another nation's hub to travel and benefits.

ARTICLE IV. SECURITY

All members shall allow extradition to another upon a warrant being approved.

I have been gone for a while, but I am in the last quarter of my last school year and I should be returning once I graduate in January.

Selena was starting to feel down on all the negative Mathias was feeling but she can understand regret. After all her family makes so many stops and changes for her music career, she is quite grateful for them, but she feels sorry that their lives are changing with hers. Mathias then suggested a tour with his cousin Finn. "That would be nice," She said then they sat down at the table and did prayer. And began to eat.

Selena was helping Mathia unpack and she could see in his eyes he was happy to be here but she could also sense that he was missing something or someone. She hugged his arm for a bit pulling him close and closed her eyes. "Mom is making lasagna tonight," she said hushedly, she then let go of him. "I know you miss him. I am here and so is my family, even though they are in a different country from now on they still love you and we can visit and they can as well." She put her hand on his chest above his hurt, "And remember Emmanuel will always be in here wherever you go." She smiled stood up and grabbed him by the arm. "Dinner smells ready." She said.

"Welcome to our home James," she moved over to him gave him a kiss on the cheek, and went back to the kitchen. "I am cooking, if you would stay for dinner that would be lovely."

"Here my friend," Silas passed him a glass of red wine, "Your son is safe with me, just promise me he doesn't give us grandchildren until they get married and you will see him again." He said jokingly.

Selena was very happy tonight, Mathias would be moving in with her and her family would be transferring to study at St. Vincents Imperial Academy with her father's help. She was treading back and forth at the front gate, and a car had pulled up to the gat and she could not wait. She ran up to the gate and open the door and gave him a huge hug.
