The ENAA has decided to unanimously (4-0) reject this application. Overall, the ENAA feels that the United Duchies could be considered a responsible nuclear weapons holder in the future, but should continue to establish itself further within the international community, establish greater and certain internal stability (particularly in regards to Anastasia City), and refrain from bad faith incidents in international affairs, such as "diplomatic bombings."

I submit for voting a change to the Caspian Treaty removing the following clause
Amendment I :
IX. Military vessels belonging to countries without a coastline on the Caspian Sea that enters the Caspian Sea may not travel outside the territorial waters of the United Duchies, or any country whose coastline on the Caspian Sea borders that of the United Duchies, except for humanitarian purposes.
The Caspian Sea Authority may, by a unanimous vote of the Caspian Council, choose to grant certain countries or specific vessels further naval access to the Caspian Sea.

We also propose the following amendment to the treaty :
Amendment II
IV. The Caspian Sea Authority recognizes that each member is entitled to 24 nautical miles of territorial waters from their contiguous coastline, and 200 nautical miles of Exclusive Economic Zone (EEZ).

IV. The Caspian Sea Authority recognizes that the territorial waters of each member extends no further than 24 nautical miles from their contiguous coastline, or as otherwise prescribed by EU Law.
V. The Caspian Sea Authority also grants members exclusive rights to exploit natural resources within an Exclusive Economic Zone (EEZ) extending no further than 200 nautical miles from their contiguous coastline.

We believe this is necessary to pass a wider freedom of navigation act in the EU Council that will benefit the wider European Union and bring the treaty in line with international norms.

Office Statement.- Suicide is a serious public health problem. Every suicide is a tragedy that affects families and communities, and has long-lasting effects on the people left behind. Suicide spans socioeconomic boundaries, race, gender and age, and occurs throughout the lifespan.

However, suicides are preventable with early intervention, social support and timely, evidence-based and often low-cost intervention in national policy response.

EU Countries with the Highest Suicide Rates
In 2021, the five countries with the highest suicide rates (number of suicides per 100k, based on democratic instability index) were:

We the United Duchies apply for membership of the treaty of Finisterre with a view to potentially introducing the EMU into the United Duchies. We as major trade partners of both Spain and Inquista feel this is in the interests of both Finisterre Treaty and United Duchies by reducing barriers further between our nations and increasing stability into the market by removing conversion issues. We also believe we are a strong candidate having a stable highly industrialised economy with conservative financial governance operating on a policy of focusing on almost always running a surplus in public finances and preventing a debt build up in the public sector. We have low inflation averaging around 1-2% per annum . We believe this fiscal conservatism fits well with the philosophy of the EMU zone. We look forward to your response.
