  Reasons for applying: Why do you want to produce a nuclear arsenal?: We have reluctantly decided the best way to secure the defence of the nation is to have a nuclear weapons capability. We believe it is essential for our defence against the rising risk of nuclear weapons given the lack of other options. We believe it is essential to maintain a deterrence.The United Duchies in general uses war only as the very last resort and believes in negotiation at all times until it becomes impossible but given the current increase in nuclear weapons we need a defence of nuclear weapons as a deterrence.
  Reasons for approval: Why should the ENAA grant approval?: We have much experience in the nuclear field and the disposal of waste with our own deep burial facility to dispose of waste. We also have strong security around our bases and can ensure nuclear weapons will remain in the right hands. We also have shown we are more than proportionate in our use of warfare and this would be especially true in the case of nuclear warfare. In fact we have a record of only going in with boots on the ground as a very last resort always supporting diplomacy first.On politics we have been proven to be stable having stable governments with same parties in power over many years and co-operation and coalitions in politics with a history of moderate and centrist politics. The fact we are applying for nuclear weapons as a last resort only goes to show our belief in peace and stability and diplomatic solutions first. It is also mandated in law that any attack may only happen in event of a direct attack on ECON or ECON territory in the consitution making war something that can't be done on a whim.Firing of weapons would require the PM or acting PM to give authorisation to launch.

  Proposal / Request Title: Proposal on two date ranges for Eurovoice
  Proposal / Request Description: Proposal for a fixed date range standard Eurovoice with no theme and a themed Eurovoice that can be held at any time of year the winner of each would get to host the next Eurovoice of its type. I.e the standard Eurovoice winner would get to host next standard Eurovoice while the themed Eurovoice winner would get to set the theme and host the next themed Eurovoice within parameters agreed by the EUBC for the next themed Eurovoice. This proposal would ensure two Eurovoices per year with mutliple ways of participation.We propose that the themed Eurovoice should stick to the parameters of a secular theme for any Eurovoice so as to avoid divisive themes. Though this should be up to the EUBC.

  I submit for voting a change to the Caspian Treaty removing the following clause
  Amendment I :
  IX. Military vessels belonging to countries without a coastline on the Caspian Sea that enters the Caspian Sea may not travel outside the territorial waters of the United Duchies, or any country whose coastline on the Caspian Sea borders that of the United Duchies, except for humanitarian purposes.
  The Caspian Sea Authority may, by a unanimous vote of the Caspian Council, choose to grant certain countries or specific vessels further naval access to the Caspian Sea.

  We also propose the following amendment to the treaty :
  Amendment II
  IV. The Caspian Sea Authority recognizes that each member is entitled to 24 nautical miles of territorial waters from their contiguous coastline, and 200 nautical miles of Exclusive Economic Zone (EEZ).

  IV. The Caspian Sea Authority recognizes that the territorial waters of each member extends no further than 24 nautical miles from their contiguous coastline, or as otherwise prescribed by EU Law.
  V. The Caspian Sea Authority also grants members exclusive rights to exploit natural resources within an Exclusive Economic Zone (EEZ) extending no further than 200 nautical miles from their contiguous coastline.

  We believe this is necessary to pass a wider freedom of navigation act in the EU Council that will benefit the wider European Union and bring the treaty in line with international norms.
